Roy L Hales/ Cortes Currents - In this morning's interview Manda Aufochs Gillespie, Executive Director of the Cortes Island Community Foundation, discusses a fund called Communitas and explains how the Cortes Foundation doubled the money for this year's Grant in Aid. The Cortes Island Community Foundation's roots go back to 2018 when, operating under the charitable umbrella of the Cortes Island Seniors Society, it raised $1.2 million for the downpayment on the 51 acre parcel in Mansons Landing now owned by the Cortes Housing Society. The Foundation obtained charitable status in 2021. Unlike more traditional foundations, it does not rely on a long-standing endowment to fund its work. Manda Aufochs Gillespie: ā€œAs some people know, because I like to say it a lot, we've only been around (as a charity) for four years and we're from a new breed of foundation that does not have money sitting in an endowment. We're a new foundation and we don't want to wait to help the community organizations and groups and volunteers and neighbours that are doing good things. There's so much to be done now.ā€ They've been fortunate in that, over the past four years, the government and Community Foundations of Canada have provided funding to distribute directly through community foundations to local groups. So the Cortes Foundation was able to distribute $100,000 to different Cortes organizations doing COVID recovery and between $200,000 and $300,000 to issues related to gender equity. "We also have been practicing community granting by helping adjudicate and advise what we thought the Grant in Aid should be used for. Mark Vonesch, our Regional Director, has taken those recommendations to the Strathcona Regional District (SRD) Board for final decision making. But every year there are projects that come forward that we are not able to fund because they're not eligible for Grant in Aid, or there's just not enough money. The Grant in Aid has more or less stayed the same for years, and $25,000 does not go that far." ā€œWe were really lucky this year because a donor came to us and said, ā€˜Hey, we want to direct some funds into the community for our greatest need.' And we said, ā€˜Well, if you would trust us, what we would love to do is put this into a new fund called Communitas, where we would use it to do community granting and to engage in the process where we get community input and look at needs.'ā€ ā€œSo when Grant in Aid came around this year, we were so excited because, for the first time ever, we had our own funds! We could give out as we wanted and leverage the Grant in Aid funds that the SRD was giving out. We used that process that we were going through anyway, and we were able to make more with what was already there. It wasn't just having more money. We could fund organizations such as the Cortes Island School Parent Advisory Committee (PAC), which had not been eligible for our Grant in Aid funding.ā€ ā€œThe total pot we were able to give away this year was $25,000 that came from the Community Foundation via the Communitas Fund and $25,000 that came via the SRD through the Grant in Aid process, which is taxpayer dollars coming back to your community.ā€

Lifecycle carbon assessment – the process of monitoring the total carbon footprint of a structure from the first spade in the ground to demolition – sits at the confluence of engineering and sustainability. As we adapt our processes and understanding of the built environment, LCA is a critical measure to guide our decision making. The nature of the work is truly holistic, in winter an icy road might have salt spread on it. This in turn could corrode rebar, which needs to be replaced. That work might close part of the road, which increases vehicle idling times and stop-start driving. All of this impacts LCA. Ali Amiri was an early adopter of the technique, and has devised a means of calculating a building's carbon impact before it's even reached the ground-breaking stage. His team now include lifecycle carbon assessment (LCA) as a routine part of their process. This episode also looks at the intergenerational aspect of the work, where, younger members of the team are bringing the data science related skills that allow them to deliver the LCA as standard. There is a changing view of the environment among public sector clients in the Middle East. Saudi Arabia has ambitious goals like generating 50% of electricity from renewables by 2030, the UAE has targets such as diverting 80 percent of its waste from landfill by by 2031, and Qatar is moving towards 100% treated wastewater reuse. With environmental considerations now at the core of new projects, rather than being a problem to be dealt with, each project must consider its impact on the environment. This means a shift from reacting to problems, to planning with goals being measured. Countries like UAE, Saudi and Qatar, are putting in place long-term plans for strategies that include waste diversion, emissions reductions and renewable energy. In benchmarking these strategies against international standards and best practices, the deployment of digital tools is critical. Collins is an expert on the former Soviet Union, its successor states, and the Middle East. Ambassador Collins was the U.S. ambassador to the Russian Federation from 1997 to 2001. Prior to joining the Carnegie Endowment, he served as senior adviser at the public law and policy practice group Akin, Gump, Strauss, Hauer & Feld, LLP. Before his appointment as Ambassador to Russia, he served as Ambassador-at-Large and Special Adviser to the Secretary of State for the newly independent states in the mid-1990s and as Deputy Chief of Mission and Chargé d'affaires at the U.S. embassy in Moscow from 1990 to 1993. In addition to three diplomatic postings in Moscow, he held positions at the U.S. embassy in Amman, Jordan, and the consulate general in Izmir, Turkey. He is the recipient of the Secretary of State's Award for Distinguished Service; the Department of State's Distinguished Honor Award; the Secretary of State's Award for Career Achievement; the Department of Defense Medal for Distinguished Public Service; and the NASA Medal for Distinguished Service. Before joining the State Department, Ambassador Collins taught Russian and European history, American government, and economics at the U.S. Naval Academy. -- E. Wayne Merry is Senior Fellow for Europe and Eurasia at the American Foreign Policy Council in Washington, DC. He is widely published and a frequent speaker on topics relating to Russia, Central Asia and the Caucasus, the Balkans, European security and trans-Atlantic relations. In twenty-six years in the United States Foreign Service, he worked as a diplomat and political analyst specializing in Soviet and post-Soviet political issues, including six years at the American Embassy in Moscow, where he was in charge of political analysis on the breakup of the Soviet Union and the early years of post-Soviet Russia. He also served at the embassies in Tunis, East Berlin, and Athens and at the US Mission to the United Nations in New York. In Washington he served in the Treasury, State, and Defense Departments. In the Pentagon he served as the Regional Director for Russia, Ukraine and Eurasia during the mid-nineties. He also served at the Headquarters of the US Marine Corps and on Capitol Hill with the staff of the US Commission for Security and Cooperation in Europe. He was later a program director at the Atlantic Council of the United States
