The Defense Office of Hearings and Appeals (DOHA) offers a rare dose of transparency around the security clearance process. Contractors have their opportunity to have their case heard before a judge, and those cases are even written up and posted on the DOHA website. For a couple of security clearance geeks, those cases can be highly entertaining. Sean and Lindy discuss a few of the more memorable DOHA cases they've come across. Hosted on Acast. Dr. Sean Kirkpatrick, former director of the All-domain Anomaly Resolution Office, recently intimated to UFO debunker, "reporter," and Pentagon shill Steven Greenstreet, that AARO plans to release a historical records report related to UFO cases "dating back to the 1940s, including Roswell," by March 7. Kirkpatrick last month commented that "metallic spy balloons" were responsible for the UFO crash in Roswell incident. Also, a recent article in the Liberation Times expressed concerns that there's a deliberate effort under way to delay publication of an upcoming op-ed from whistleblower David Grusch. The article speculated that the Defense Office of Prepublication and Security Review - which has to approve Grusch's op-ed before it can be published - has not yet cleared it, although it received it two months ago. Unnamed sources, according to the article, indicated that "DOPSR is being manipulated to facilitate Dr. Kirkpatrick's targeting of whistleblowers, while these whistleblowers remain silenced." Finally, a recent report on a flying saucer filmed via drone by Ukraine military personnel is discussed. Links/Sources: Steven Greenstreet

The Department of Defense Office of Inspector General (DoD OIG), led by Inspector General Robert P. Storch, has released an unclassified summary of a previously classified report titled “Evaluation of the DoD's Actions Regarding Unidentified Anomalous Phenomena (UAP).” This disclosure follows a full version of the classified report issued on August 15, 2023. This video is a deep dive and history of that report. The post Ep. #131 – Breaking Down the IG's Evaluation of the DoD's Actions Regarding UAP/UFOs first appeared on The Black Vault.
The Department of Defense Office of Inspector General made public Thursday a report that states the effort of the U.S. military to investigate and analyze Unidentified Anomalous Phenomena needs work and is uncoordinated. The DoD OIG also stated that the Department of Defense's “lack of a comprehensive, coordinated approach to address UAP may pose a threat to military forces and national security. For instance, the DoD OIG determined that the DoD has no overarching UAP policy and, as a result, it lacks assurance that national security and flight safety threats to the United States from UAP have been identified and mitigated.” Links/Sources: ‘Uncoordinated': Internal watchdog raps Pentagon's UFO tracking effort - POLITICO Press Release: Evaluation of the DoD's Actions Regarding Unidentified Anomalous Phenomena (DODIG-2023-109) > Department of Defense Office of Inspector General > In the Spotlight Check out my YouTube channel: Quirk Zone - YouTube Extraterrestrial Reality book recommendations: Link to ROSWELL: THE ULTIMATE COLD CASE: CLOSED: https://amzn.to/3O2loSI Link to COMMUNION by Whitley Strieber: https://amzn.to/3xuPGqi Link to THE THREAT by David M. A good way to keep one's cognitive faculties strong is to go to bed at a decent hour, according to Dr. Sara Mednick, director of the Sleep and Cognition Lab at the University of California, Irvine. Her research shows the amount of deep sleep we get in mid-life is critical for preventing dementia as we age. It's so important that Dr. Mednick recommends getting to bed at 9pm since deep sleep happens at the beginning of the night and you want to get as much of it as possible. A phase of sleep she calls “downstate” is important to the rhythm of life because it allows people to restore energy for their waking hours. If toxic proteins accumulated in the brain during daytime are not flushed out at night, they can build into “plaques and tangles” that become part of dementia. Healthy long-term sleep patterns, Dr. Mednick says, can prevent “memory pathologies.” Professor Sara Mednick, PhD is a cognitive neuroscientist at the University of California, Irvine and author of The Power of the Downstate. The security clearance process involves several functions that help to establish an individual's reliability and trustworthiness. A critical element on the path to a successful clearance determination is the Defense Office of Hearings and Appeals (DOHA). ClearanceJobs recently chatted with Aileen Xenakis-Kozlowski, attorney with the law firm Bigley Ranish and a former assistant general counsel, Washington Headquarters Service, at the U.S. Department of Defense. There she provided legal counsel to the DoD's Consolidated Adjudications Facility (CAF). See acast.com/privacy for privacy and opt-out information.
Two meaty and divisive subjects are in the queue. First the U.S. Department of Defense Office of the Inspector General released its report on whether the 2021 decision to locate Space Command in Huntsville, Alabama ticked all the legal and policy boxes. Following his retirement from the Navy JAG Corps, Steve Epstein went on to work in ethics for the Navy Office of General Counsel and the Department of Defense Office of General Counsel where he served as the director of its Standard of Conduct Office, before going to work for Price Waterhouse Coopers and Boeing. I sat down with Steve to talk all things ethics and compliance, a must for anyone thinking of entering the compliance world upon leaving the JAG Corps. Please note, that the audio drops off around the 18:05 mark for about 2 seconds. (Not my best edits, but I was pressed for time as I head out of town and the country for a few days.)
Defense Department components often give grants or contracts to colleges and universities, and companies for that matter, to do research. That means they develop controlled, unclassified information, or CUI. Now the Defense Office of Inspector General has found, research contractors don't do a good job of protecting that information from cyber attacks. Joining the Federal Drive with details, the project manager for audit cyberspace operations in the DODIG office, Gregory Crawford.
In this episode, we're joined by Sierra Vista Fire & Medical Services Chief Brian Jones as we discuss a new EMS station now under construction at the northeast corner of 7th Street and Buffalo Soldier Trail. Funded in part by a Defense Community Infrastructure Program grant of more than $1.4 million from the Department of Defense Office of Economic Adjustment, the substation will aid EMS efforts on Fort Huachuca, improve response for many military families living off-post, and benefit the community at-large. Brian also shares how his department cultivates leaders from within, why it's an extraordinary place to start a career in fire and medical services, and what fire safety tips to keep in mind this holiday season. Plus, we remind folks to get ready for the department's annual Christmas Toy Drive! HIGHLIGHTS Interview begins (01:25) So a big component of the funding for the new EMS substation now under construction is tied to how it will benefit Fort Huachuca. Many folks may not be aware that SVF&MS already provides Fort Huachuca with EMS service through a first-of-its-kind Intergovernmental Services Agreement. Can you refresh our memory on how that got started in 2017 and share how it's been going to date? (01:29) How will this new substation enhance your ability to support Fort Huachuca and local military families? (03:10) What are the broader impacts to EMS service in the community? How have call volumes trended over time? (3:55) What can people in that neighborhood expect in terms of the station's aesthetics and any other possible impacts? (5:30) What percentage of calls are medical versus fire? How has the profession evolved to be more medically-focused? (7:05) The new Patient Transport Engine (8:28) You recently celebrated the retirement of Fire Marshal Paul Cimino, who was longest-tenured City employee when he retired. How you prepare for that type of transition in your leadership team? (10:25) You're currently hiring firefighters and EMTs. How can people interested in the profession get started? What makes SVF&MS an especially good place to work? (12:21) Making the profession safer (15:07) One of the things Paul Cimino was known for is running the department's longstanding Christmas Toy Drive. How are plans going for that event this year? (18:32) With temperatures cooling and the holidays approaching, do you have some fire safety tips folks should remember during this season? (21:30) Thanks so much for taking the time to join us today. (23:37) Outro (23:46) Thank you for enjoying another episode of Let's Talk Sierra Vista. As always, you're invited to join the conversation by sending your comments, ideas, or questions to Pod@SierraVistaAZ.gov.

How can engineering constituents, services, and agents do their job better? The answer might be found in the Digital Engineering Strategy of the Department of Defense. This strategy aims to identify what exactly needs to be done to work in the digital space to increase universal understanding and the assimilation of the authoritative source of truths in every job. To help explain this initiative, today Thom Singer and Craig Brown are joined by Philomena (Phil) Zimmerman, Director for Engineering Tools and Environments within the Department of Defense Office of the Deputy Director for Engineering. She explains the goals of the DOD Digital Engineering Strategy, how you can learn more about it, and what the world might look like when everyone is more reliant and tolerant of the digital world. On today’s podcast, you will learn: The goals of the Department of Defense Digital Engineering Strategy This effort aims to improve engineering practice by taking advantage of available computational powers. Engineering practices are made more rigorous when utilizing these tools. The digital engineering strategy identifies what needs to be done to work in the digital space. The services and agencies are responsible for how the work is done. The digital engineering strategy aims to help people do their jobs better. How to learn more about the strategy The digital engineering strategy is readily available and widely accepted. Papers and courses about the strategy are taught at most universities with a systems engineering curriculum. The Systems Engineering Research Center has focused research on the topic. SIM data presents regular talks on the digital engineering strategy. The strategy is bringing together critical pieces for the DOD to pay attention to. Gaining confidence in authoritative sources of truth The two main features of authoritative sources of truth are time dependence and question or use dependence. Computational work has to have a consistent place to start from and will continue to evolve as designs evolve. Exact characteristics have to be entirely accurate. There cannot be a discussion about which analysis is correct if you’re starting from two different points. Key points behind the Digital Engineering Strategy The catalyst for this change happened when industry requested expectations for model-based techniques from the DOD and services simultaneously requested help from OSD. There was a need for a greater technical framework in communication. This strategy should help to streamline the supply chain. There are very rigorous pockets of adoption in various important places within the DOD. The lack of interoperability standards should not be a deterrent to embarking on these efforts. A look at the future shows the possibilities of all that this strategy has the potential to accomplish. Earlier this year, the Defense Department issued a new policy to streamline appeals by people trying to become eligible to access classified information. All of the appeals are now heard by an office known as the Defense Office of Hearings and Appeals. The process cuts out four other agencies with an interest in access to classified. For why this all crucial, the Federal Drive turned to Tully Rinckey attorney Ryan Nerney.
A DoD used medicinal marijuana and after telling his FSO, was mistakenly told it was no big deal. Next he lost his security clearance during his periodic review, where it went to the Defense Office of Hearings and Appeals (DOHA), where he was told he could keep his access if he stopped using. Eventually, he quit the company and threw a multi year temper tantrum tossing around classified information over email to former colleagues or the media. A Navy Chief also allegedly shared classified information with his Russian girlfriend, so you won't want to miss this week's news in review at news.clearancejobs.com.

She had wanted to be in Public Affairs, but she started out in the Signal Corp. She served on active duty for her first tour then left the military. She missed being part of the military and was able to go back into the Reserves and because of her civilian career was able to work in the Pubic Affairs area that she wanted to be in since when she joined the military. She talked about the challenges of balancing the Reserves and a civilian career. She learned times when she needed to focus more on her civilian job and other times she needed to focus on her military career. One of the hardest times was when she was working full time and also attending Air War College via distance learning. She said she quickly learned to write the papers first so she could have a two week break instead of using the two weeks to write a paper and never get a break. Her goal was to make it to the rank of Colonel (O-6) and when she was selected for Brigadier General she was surprised and honored. She was promoted to Major General and with 36 years of service it was time to retire. She had her change of command and then a few weeks later had her retirement ceremony. She had given so much of herself to the Army when she finally was done her body was tired and she got sick. She said she was barely there for her retirement ceremony and slowly began the transition to civilian. We also talked about being invisible after leaving the military and how sometimes our voices are not heard because we are overlooked for our gender. She wanted to do something different after leaving the military so she has become an author. She loves reading and learning about the history of military women and after reading a few books (links below) about military women she decided to write her own book. She told so many stories of military women throughout history that I either didn’t know about or had only learned about after starting the podcast. There is a rich history of women who have come before and women who continue to make changes for the military and the women who follow in their footsteps. She encourages women to join the military even if it is only for a few years. Do your research and pick the right branch and job for you (need help? check out this free guide). The military can open so many doors and will change you as a person. Tim CONFIRMED with Sarah Scoles of WIRED earlier today (04/30/2019) via Twitter, that the DD1910 Form shown by Las Vegas Now KLAS TV Channel 8, is the same documentation viewed by WIRED in 02/2018. Here's what Sarah said:: "The I-Team cites DD Form 1910 as evidence of release. DD1910 is a Defense Office of Prepublication and Security Review (DOPSR) document. The WIRED article says we have seen DOPSR documents, and that the Pentagon maintains that DOPSR documents do not equate to DOD release. Conscientious objection is a time-honored part of military service. After reading about its history a bit, I decided we needed a closer look from the only people who can tell it right from the horse’s mouth: objectors themselves. Here, I chat with three of them, all with different backgrounds, but one overwhelming consensus among them: military service was unacceptable to their conscience. Here, we find out a few clues why. Clifton Hicks enlisted in the U.S. Army at the age of seventeen and served as an M1 Abrams tank crewman with C Troop, 1st Squadron, 1st Cavalry Regiment, 1st Armored Division in Iraq 2003-2004. In 2005 he was honorably discharged as a conscientious objector. He went on to earn a degree in anthropology from Appalachian State University and currently works as a musician and music teacher. Rosa del Duca is a writer and musician. She grew up a tomboy in rural Montana, where she joined the Army National Guard when she was seventeen. During her six-year contract, she became not only a conscientious objector, but a feminist and unlikely rebel. That tumultuous time is the focus of her memoir, Breaking Cadence: One Woman's War Against the War, forthcoming from Ooligan Press in May, 2019, and her companion podcast, Breaking Cadence: Insights From a Modern-Day Conscientious Objector. Jorge Javier (JJ) Rodriguez is a graduate of the United States Military Academy at West Point, where his time spent as a cadet solidified his stance as a conscientious objector. He is now stationed at Fort Campbell, KY, where he is going through the process of the Army’s conscientious objector program. For his full bio and a better look at his situation, click here. Ramon Mejia enlisted in the Marine Corps out of economic necessity. He served in Supply Ops. and participated in the initial invasion of and deployment to Dhi Qar Province, Iraq in 2003. As a result of his experience in Iraq, he converted to Islam in 2008. He has been an active organizer in countering local manifestations of hate and racism by neo-Nazis and paramilitary groups in the Dallas-Fort Worth metroplex. Ramon is a Social Studies teacher and one of the founding organizers of #VetsVsHate, a national veteran grassroots initiative pushing back against racism and bigotry. He was recently recognized as part of the ‘MPower 100–Muslim Social Justice Leaders Building Power Across the United States. Recorded in Colorado Springs, CO, on April 6, 2017. There are an increasing number of governmental and private sector actors in space, which could lead to existing new applications and benefits on Earth but also increased space sustainability challenges. To discuss these issues, SWF held an luncheon panel discussion at the 33rd Space Symposium. The panel featured a variety of perspectives to discuss the challenges and opportunities facing new actors, and the issues and potential positive benefits that the growth in participants poses to existing actors, with the goal of pointing out that structures need to be in place to ensure that all can continue to benefit from access to and use of space over the long-term. SWF presented our new Handbook for New Space Actors, an electronic version of which can be found here. Speakers Mr. Salem Humaid AlMarri, Assistant Director General for Science & Technology Sector, Mohammed Bin Rashid Space Centre Mr. Pete Hoene, President and CEO, SES Government Solutions Mr. Rich Leshner, Vice President of Government Affairs, Planet Ms. Audrey Schaffer, Director, Space Strategy and Plans in the Office of the Secretary of Defense - Office of the Secretary of Defense More details can be found at the event page on the SWF website.
