Trump Administration Sanctions Hit Russia's Oil Lifeline. Michael Bernstam discussed the Trump administration's politically significant sanctions targeting Russia's two largest oil producers, Rosneft and Lukoil, affecting 56% of Russian output. The sanctions caused world oil prices to jump temporarily and elicited an immediate angry response from Putin, who called it an "unfriendly act." The primary financial impact on Russia will be much deeper discounts demanded by buyers, significantly hurting the Russian budget. Europe is meanwhile nearing liberation from Russian energy dependence due to abundant US liquefied natural gas (LNG).

UN Cyber Crime Treaty: Authoritarian Assault on Free Speech. Ivana Stradner discussed the controversial UN Cyber Crime Treaty, which she argues is an assault on international rule of law spearheaded by Russia and China. The treaty is feared because it enables digital authoritarianism, censorship, and surveillance by potentially forcing companies to grant government access to private data and share user information globally. The US should reject ratification and defer to the Budapest Convention, relying instead on powerful offensive and defensive cyber capabilities for deterrence. 1954

Ukraine Peace Talks: Territory is the Holdup, NATO and EU Issues Solvable Anatol Lieven, Quincy Institute, with John Batchelor Lieven discussed potential negotiations between Presidents Trump and Putin to end the Ukraine conflict. The core obstacle is territory, while other major issues are generally manageable. Russia acknowledges Ukraine's right to join the European Union, removing that as a peace process hurdle, though EU internal challenges remain. NATO membership is unlikely, according to Trump, and incorporating that certainty into an actual agreement or treaty is key. Force protection and limitations could likely be resolved, especially if the negotiations remain bilateral between the U.S. and Russia, circumventing potentially difficult European involvement.

AI Competition: US Leads China in Data Center Race; Europe Is a 'Non-Factor' Chris Riegel, Stratacache, with John Batchelor Riegel discussed the global race involving data center building and the growth of large language models for AI. Riegel asserts that the competition is a "two-horse race" between the U.S. and China. The U.S. currently leads by maybe one to two years due to its focus on development, capital, and infrastructure. Most top engineering talent in this space comes specifically to the United States for opportunity. Brazilian Justice Scandal: US Border Documents Altered to Persecute Bolsonaro Allies Mary Anastasia O'Grady, Wall Street Journal, with John Batchelor O'Grady discussed a complicated case involving Brazilian Justice Alexandre de Moraes, who was sanctioned by the Trump administration. The discussion focused on the alleged misuse and alteration of U.S. Customs and Border Protection (CBP) documents by Moraes/Brazil to jail a member of former President Bolsonaro's cabinet. The goal was to pressure testimony useful for prosecuting Bolsonaro for a fabricated coup plot. The altered document contained bad information, including a misspelled name (Filipe vs. Felipe) and a canceled passport number. PREVIEW HEADLINE: China's Failed Attempt to Reverse Engineer ASML's Top-Tier Fab Machines: Intellectual Property at Risk GUEST NAME: Theresa Fallon (speaking from Brussels) 100-WORD SUMMARY: John Batchelor and Theresa Fallon discussed an anecdote illustrating the risk to intellectual property posed by the People's Republic of China concerning ASML, a critical manufacturer of fab machines necessary for TSMC to create top-of-the-line microchips for AI. Fallon shared that high-level ASML engineers were sent to China to "repair" an older machine the Chinese had acquired before sanctions. The engineers discovered the machine was not broken but had been completely taken apart. The Chinese were attempting to reverse engineer the very advanced machinery but were unable to put it back together again properly. This failure led the Chinese to call in the ASML engineers. The conversation highlights China's efforts to acquire proprietary technology by trying to take apart sophisticated equipment. 1963
