As a 2023-2024 Council on Foreign Relations International Affairs Fellow, she is currently on leave from NASA and is conducting research on international space cooperation in Latin America at the Americas Program of the Center for Strategic and International Studies. Originally from Puerto Rico, Laura has worked in space policy in the Washington, DC, area for nearly 15 years. Prior to NASA, Laura was an advocacy lead at Harris Corporation's Space and Intelligence Systems Segment, a Project Manager at the Secure World Foundation (SWF), the Earth Observations Associate at the Institute for Global Environmental Strategies, and a correspondent for SpacePolicyOnline.com. Ms. Delgado López is a former Editor-in-Chief of Elsevier's Space Policy journal, the premier peer-reviewed publication for the interdisciplinary study of space policy, and serves on the SWF Advisory Committee. Her research has focused on space politics and policy, international cooperation, and public opinion, and has been featured in Space Policy, Astropolitics, Space News, among other publications. She enjoys working with early career professionals and regularly volunteers as a mentor in the space community. Video version https://vimeo.com/492486581 About the Podcast Today I invite Brian Strobel, VP of Corporate Quality at Sierra Nevada Corporation (the aerospace company, not the beer guys) and author of the upcoming book, “Pursuing Excellence: A Values-Based, Systems Approach to Help Companies Become More Resilient” (2021), in addition to his previous book, “Leading Change from Within: A Road Map to Help Middle Managers Affect Lasting Change” (2015). We start off the conversation with the notion of “truth”, what is it and who holds it.  In this regard, Brian and I agree that neither he or I are the holders of the truth when it comes to people, leadership, and followership – and that we both are skeptical of people who claim to be the holders of the truth when it comes to topics which are nuanced and contextual. After obtaining an AAS in Metrology and then a BA in Physics, and having considered signing up for the nuclear Navy, he was commissioned as a 2nd Lieutenant in the United States Marine Corps where he served for fifteen years as an Aircraft Maintenance Officer, primarily with F/A-18 Aircraft.  Highlights of his career include three carrier deployments, a two-year exchange tour with the Royal Australian Air Force, Quality Assurance Officer for the US Atlantic Fleet, and Aircraft Maintenance Officer for the largest squadron in the Marine Corps. The conversation continues to his transition out of the Marine Corps, to civilian life and the various companies he worked at the roles he held; and with each incarnation having increased responsibility and authority and his leadership skills matured and where honed.  The experiences, stories, and insights gained that Brian shares through his civilian career hold a lot of wisdom and is a particularly good listen. And he shares details of his books; why he wrote them, who he wrote them for, what he hopes people gain from their reading them, and experiences of the writing process itself.  So if anyone is thinking about becoming an author, there is some good guidance here. About Brian Strobel Brian has been leading people in operational environments for nearly thirty years.  His initial academic pursuits trained him to be a physicist, but life had other plans.  He’s served in roles from leading large-scale military operations to leading change across large companies and is certified as a trainer for Situational Leadership, a Professional Coach, a Lean Six Sigma Green Belt, and a Manager of Quality/Organizational Excellence. Brian’s professional career started as a 2nd Lieutenant in the United States Marine Corps where he served for 15 years as an Aircraft Maintenance Officer, primarily with F/A-18 Aircraft.  Following the Marines, he worked at various companies serving the Department of Defense including; Harris Corporation, Northrup Grumman, and L3 Technologies before landing his current role at Sierra Nevada Corporation.  Within each company, and in changing companies, the roles Brian held increasingly had more responsibility. In this episode: We meet Bill Gattle, the President of Space Systems for L3Harris Technologies, Space and Airborne Systems Segment, which covers an extensive portfolio of solutions in intelligence, surveillance, small satellites, electronic warfare, and avionics. Previously, Bill was President of Space and Intelligence Systems for Harris Corporation prior to their merger with L3 Technologies last year. He is also a board member of the Space Foundation, the University of Florida’s Dean’s Advisory Board, and the Astronauts Memorial Foundation. In this episode, Bill explains what inspired him to go into the space industry in 1987, some of the early projects he worked on, lessons learned in the Harris Corporation-L3 Technologies merger, the growing importance of small satellites, protecting our assets in space, how the creation of the Space Force is changing the space industry, as well as his thoughts on mentorship and the skills that companies like L3Harris will look for in their future employees.  In discussing the steps teachers should take to get their students interested in the STEM workforce of the future, Bill said, “It used to be that we’d have a wonderment about space, so we’d just love the aspect of learning about it. Airing date: 03/22/2019 Michael Cohen Investigation - Triggerfish - Stingrays - Were You Caught Up In The Net Craig Peterson 0:04 Hello, everybody, Craig Peterson here. And we're going to talk about a technology and security problem from a little bit of a different angle today. You know that we've had police surveillance for years. When they get a warrant, they can start to investigate a little bit further delve in, get some of our records, maybe our cell phone records, maybe even travel records and other things. And of course, they've been casting a pretty wide net with the whole NSA investigations and what they've been allegedly doing for many years. And of course as you know, the good news is it looks like those are coming rapidly to an end. Well, let's look at this Michael Cohen story that came out this week. And you'll see it up. This is on my website at http://CraigPeterson.com and this is from CBS News. The FBI and this is by Graham Kate's, the FBI wanted Michael Cohen cell phones, but they knew they couldn't be found at his home. The problem was Cohen and his family moved into hotel while renovating their apartment. So on April 8, 2018, they decided that they would use something called triggerfish. And they wanted to find his exact location which was a room on the 17th floor at Lowes Regency Hotel. The FBI Special Agent wrote in an affidavit that was unsealed last Tuesday, that federal agents quote sought and obtained authority to employ electronic technique commonly known as trigger fish. To determine the locations of Cohen's two iPhones. The other federal agents ended up obtaining a warrant to retrieve the phones from the room. And there was a court ordered special master that later determined that the federal agents could review the vast majority of nearly 300,000 files on the two phones as well as an iPad, obtained in the search. Now, a special master's someone who can look at the evidence and determine if it might be client confidential, in the case of an attorney like Michael Cohen was, and that the FBI really shouldn't have access to it, or that the information is maybe something that might be pursuant to the case, and legit for them to look at. Now, you might have heard these triggerfishes called stingrays before. And what stingrays do is mimics cell phone towers. So they can pinpoint a phone's location, sometimes even before it makes a call or a text just because of the unique identifier that the phone has. Craig 2:50 And we're not sure what law enforcement was hoping to get from its use of the stingrays that we're targeting Cohen, because these devices can also collect them calls a text messages and even emails that are sent to and from phones, because they're sitting in the middle and you can do what's known as a man in the middle attack. Now, because they're acting the cell towers, they not they don't just get the data and information from one phone. But any other cell phones a deer in the area are going to see it and try and connect to it. So they can take in information from entire neighborhoods, which is why civil liberties groups for years have objected to the use of these things. They are absolutely crazy. Now they're made by defense contractor Harris Corporation, and the patents that it's filed indicate that they've been used for about two decades, although law enforcement rarely even admits that they have them. So now we found that they are using them, they have been using them for a long time, and they were using them specifically in the Michael Cohen investigation. Craig 4:01 Now that really is a very big deal because Michael Cohen of course with is the attorney who was involved with President Trump, in this whole Russian collusion investigation. Craig 4:16 I don't want to go into a whole lot of detail here. But the Congress did authorize what's called a pen register, which is a process that records or decodes the dialing routing address, and you're signaling information so they can figure out who's someone called when they called it from. And a pen register is basically referring referring to back in the day where someone would have a pen and paper in the phone offices, right, the switching office and track the switches and where call was being routed and would write it all down. But there's some serious Fourth Amendment concerns. The rights of citizens against unreasonable searches and seizures. In this case, obviously, for Michael Cohen, they did have a warrant. But how about for everybody else that was caught up in this thing? Yeah, it's a really good question, frankly. But these are cell site simulators. You can make them. I've got the plans to make something kind of similar to use cell phones on the ham radio bands and basically it pretends it's a cell site is not intended to do grab all of this data from all these people. But they are the most interesting know they are out there. There's passive and active ones. I am SI catchers, which are the passer ones as well as the cell site simulators. There is a ton of information out there you can find on it. Check out eff.org. To find out more the Electronic Frontier Foundation. They've got a lot of really good stuff on it. But it looks like the FBI was using some of this latest technology to investigate Cohen and by doing so probably ended up catching a lot of other data that they may or may not have had legal access to as well. A manned aircraft manufacturer looks ahead to UAS, whale-watching drones, ADS-B for UAS, a report on U.S. drone retail sales, and the U.S. Commerce Department issues privacy guidelines. News Air Tractor® Makes Entry into the UAS Market - Acquires Yield Defender Air Tractor, Inc. produces a number of manned agricultural aircraft: 400, 500, 600 and 800-gallon capacity airplanes powered by Pratt & Whitney Canada PT6 turbine engines. But they've seen the future, and it's unmanned, so they've purchased Hangar 78 UAV and its Yield Defender unmanned aerial system. Air Tractor President Jim Hirsch says, “We have done our research, and it's clear that aggressively investing and further developing unmanned aerial systems into agriculture will enable Air Tractor to remain an industry leader and provide the latest technology to ag producers as UAS capabilities mature and are integrated into the industry.” Yield Defender UAS systems are engineered for the agriculture industry. Their UAS has Near Infrared (NIR) sensors, thermal imaging, and Light Detection and Ranging (LIDAR) technology. PWWA looks toward regulations of whale watching drones The Pacific Whale Watch Association wants to make sure whales remain wild. They recognize the research value of drones, but they don't know if hobby drones disturb whales. Additionally, they say current laws are vague or don't exist. For now, PWWA asks drone operators to follow the Whale Wise Guidelines: stay at least 200 yards outside the perimeter of a whale or pod, and more than 400 yards from the path of a traveling pod. Obstacles Appear to Extending GPS-Based ADS-B for UAV Operations Inside GNSS published a comprehensive article that looks at issues and possible solutions for using the automatic dependent surveillance-broadcast (ADS-B) system on unmanned aircraft. The FAA has mandated installation of the ADS-B system in manned aircraft by 2020. Obstacles to using ADS-B on UAVs include: cost, weight, and large numbers of drone flights. Also, many areas in the U.S. do not have ADS-B coverage below 500 feet. Harris Corporation, the FAA's prime contractor for ADS-B, announced ADS-B Xtend, a dual-band receiver and relay system that can be installed in areas without close-to-the-ground ADS-B capabilities. It provides UAV operators with aircraft tracking data, maps, and weather information. Harris is partnering with PrecisionHawk to include information from the Low Altitude Tracking and Avoidance System or LATAS, which uses cellular networks. The Xtend ground receivers have a 150-mile range, and they can be attached to existing structures or even to mobile vehicles for roaming coverage. Drone dollar sales for the past 12 months were three times higher than sales from prior year Retail research firm The NPD Group released a report that says for the twelve months ending in April, drone sales have grown 224 percent year-over-year to nearly $200 million. Drones with 4K cameras accounted for more than one-third of dollar sales, and drones with built-in GPS accounted for 64 percent of revenue. Drones with an average price greater than $500 accounted for 56 percent of dollar sales and drones sold during the 2015 holiday season increased 445 percent from the prior year. Privacy fears: Panel has advice for drone operators The Commerce Department's National Telecommunications and Information Administration has released the 8-page Voluntary Best Practices for UAS Privacy, Transparency, and Accountability. [PDF] The best practices are directed to both commercial and non-commercial drone users. The document describes voluntary best practices, many relating to the collection of “Covered Data,” or information collected by a UAS that identifies a particular person. Due to First Amendment issues, the guidelines do not apply to newsgathering and news reporting organizations. After escaping from an unhappy marriage, Martha pursued a career in writing and she knew exactly what she wanted to write about, the Apollo program.    First, she found a job as a typist, was promoted to secretary and eventually landed her dream job as a writer for IBM at the Kennedy Space Center during the Apollo program.    During this time the Kennedy Space Center was a man’s world, made up of engineers, scientists, analysts, programmers and technicians with men outnumbering women 200 to 1.    As a marketing communications writer, Lemasters wrote about the people who made up one of the greatest technical teams ever assembled in American history. Included in those stories are the heartaches, failures, losses, and challenges endured by the individuals who made up the Apollo launch support team at the Cape.   Following the end of the Apollo program, she continued into the Skylab and Soyuz programs. After these programs ended she joined Harris Corporation in Melbourne, also as a writer.   After retiring Martha devoted herself to her volunteer work but her passion for writing never waned. She knew she had a story that had to be told. Windows PowerShell OneGet is the easiest and fastest way to install applications and will be a fundamental part of how Microsoft wants you to administer your enterprise. The correlation of information from disparate sources has long been an issue in data fusion research. Traditional data fusion addresses the correlation of information from sources as diverse as single-purpose sensors to all-source multi-media information. Information system vulnerability information is similar in its diversity of sources and content, and in the desire to draw a meaningful conclusion, namely, the security posture of the system under inspection. FuzzyFusion™, a data fusion model that is being applied to the computer network operations domain is presented. This model has been successfully prototyped in an applied research environment and represents a next generation assurance tool for system and network security. About the speaker: Ronda Henning, CISSP-ISSAP, CISSP-ISSMP, CSSLP, CISM, is the Senior Scientist for Security and Privacy at Harris Corporation; a Melbourne, Florida based international communications company. Ms. Henning is responsible for the advanced information assurance research and technology direction for Harris' information assurance offerings. She is the Program Manager of the Harris Institute for Assured Information, a collaborative research venture with the Florida Institute of Technology. Previously, she was the Network Security Manager for the FAA Telecommunication Infrastructure (FTI) Program, responsible for securing the FAA's Wide Area Network, a national critical infrastructure. Prior to her employment at Harris, Ms. Henning worked in information security research and development at the National Security Agency. Ms. Henning holds an M.B.A. from the Florida Institute of Technology, an M.S. in Computer Science from Johns Hopkins University, and a B.A. from the University of Pittsburgh. Speaker Biography: James Snyder is a digital media engineering, production & project management specialist. His extensive experience includes television, film, radio, internet technologies and covers the gamut from traditional analog to cutting edge digital data, audio and video technologies. His career in both commercial and non-commercial sectors spans over 30 years. Mr. Snyder currently serves as the Senior Systems Administrator for the Library of Congress' National Audio-Visual Conservation Center located on the Packard Campus for Audio Visual Conservation in Culpeper, Virginia. He is responsible for all the audio, video and film preservation and digitization technologies, including long-term planning, technology services to the United States Congress and Capitol Hill, as well as standards participation and interaction with media content producers. He has worked for many of the top organizations in media, entertainment, engineering & communications including MCI, Verizon Business, Intelsat, PBS, Harris Corporation, the Advanced Television Test Center, Fox News, Communications Engineering Inc, Reuters and Discovery Communications. He has consulted on many types of projects for organizations including Sarnoff Corporation, Turner Engineering, CBS, NBC, ABC, Fox, News Corporation, FedNet and agencies of the Federal Government.
