Michael Chertoff is an American attorney who was the second United States Secretary of Homeland Security to serve under President George W. Bush. He was the co-author of the USA PATRIOT Act. Chertoff previously served as a United States circuit judge of the United States Court of Appeals for the Third Circuit, as a federal prosecutor, and as Assistant U.S. Attorney General. He succeeded Tom Ridge as U.S. Secretary of Homeland Security on February 15, 2005. Since leaving government service, Chertoff has worked as senior of counsel at the Washington, D.C. law firm of Covington & Burling. He succeeded Tom Ridge as U.S. Secretary of Homeland Security on February 15, 2005.

Tim Gray tells those stories to educate a new generation about the horrors of war and the heroism of the generation that saved the free world. Gray is a national award-winning documentary film director, producer and writer who has produced and directed 17 documentary films on the personal stories of the World War II generation. His latest film is “Surrender on the USS Missouri,” which focuses on the individuals who served on the ship and witnessed the Japanese surrender on September 2, 1945, which ended World War II.  All of Gray’s films air nationally on American Public Television and globally in China, Australia, France and England.  In 2012, his World War II Foundation dedicated the Richard D. Winters Leadership Monument in Normandy, France, honoring American leadership on D-Day and approved by the late Major Richard D. Winters of WWII’s Band of Brothers.  The foundation oversaw all the fundraising for the thirteen-foot statue and organized the dedication event in France, attended by the commanding general of the 101st Airborne Division and former Secretary of Homeland Security, Gov. Plans for dealing with pandemics go back a ways. Yet the government seemed a little off guard when the COVID-19 pandemic first hit U.S. shores. Now a bipartisan commission, which warned of the need for strong biological defense plans back in 2015, recommends what it calls an Apollo plan for dealing with the next one. I spoke with the co-chairmen of the Bipartisan Commission on Biodefense. Former Senator Joe Lieberman, and former Homeland Security Secretary Tom Ridge. I asked, didn't the George W. Now Senior Counsel at the law firm of Kasowitz, Benson, Torres LLP in New York, Joseph I. Lieberman was for 24 years a member of the U.S. Senate from Connecticut. At the end of his service in January 2013, he was Chairman of the Homeland Security and Governmental Affairs Committee, and a senior member of the Armed Services Committee. Through both committee positions, he became a leader in protecting the security of the American people and supporting American international leadership. Senator Lieberman is known as a national leader who works across party lines to get things done and who speaks his conscience regardless of the political consequences. Before his election to the Senate in 1988, Senator Lieberman served 10 years in the Connecticut State Senate and 6 years as Connecticut's Attorney General. In 2000 he was the Democratic candidate for Vice President of the United States. Senator Lieberman also serves on the board of several nonprofit organizations including the McCain Institute. Senator Lieberman is married to Hadassah Freilich Lieberman. Together they have 4 children and 12 grandchildren. Tom Ridge is the former governor of Pennsylvania, from 1995 to 2001, and went on to become the first ever head of the Department of Homeland Security, which was created by President George W. Bush after the 9/11 attacks. In March, Ridge and a former Democratic Governor, Jennifer Granholm of Michigan, formed a group called Vote Safe, which is pushing to expand access to voting by mail. Every state has different rules for its elections, and Ridge believes that’s a better system than a nationalized one, but the point is that you need to know your state’s specific rules. Some of the best websites I’ve seen to do that are vote.org and votingrightslab.org. I’ll provide links in the show notes to their key pages. I'll link to some of their key pages below.Ridge did not vote for Trump in 2016 and spoke out publicly against him during the election. But Ridge’s appeal to Trump’s self-interest is part of the 74-year old Vietnam veteran’s effort to promote mail-in voting. “You’ve got Republican incumbents and challengers who are going to be using [mail-in voting] in order to hopefully either be reelected or gain advantage as a challenger. And so there's a disconnect between the president and I think the balance of the party,” Ridge said.Ridge said that many Republican-leaning voters in a state like Arizona -- where 80% of ballots are already cast by mail -- will likely want to vote this way. “You really can't expect them necessarily to wait in line three or four hours. Or they may say to themselves, ‘Because of my health concerns, I'm not going to the polls. I want to vote absentee,’” Ridge said. “Mr. President, you have all the machinery. The NHS Practitioner Health Progranme is a confidential service which offers support to doctors concerned about their own physical or mental health. The group's 10th anniversary conference took place in London recently and, for the first time, explored the benefits of singing together to promote good mental health. The suggestion came from Iwan Roberts, a radiologist at Sheffield Children's Hospital, who also sings with the city's men's barbershop chorus Hallmark of Harmony. He recruited a number of other singing medics to help him, along with Pippa Goodall, musical director of Capital Chorus in West London, who ran a workshop. Here you can listen to a brief audio snapshot of what happened. Over the last fifteen years, homeland security has become a field unto itself. The United States Department of Homeland Security (DHS) has become the second-largest federal executive department in the number of people it employs, and includes three law enforcement agencies and a military service (the United States Coast Guard). But the heavy responsibility of keeping Americans safe at home extends well beyond the jurisdiction of that department alone. Still at the federal level, the Department of Justice has four law enforcement agencies of its own, the Department of Defense is authorized to support domestic law enforcement and disaster response operations under certain circumstances (consistent with the Posse Comitatus Act), and the Departments of State, Treasury, Interior, Transportation, and Energy all have components that perform some domestic security-related functions. -- Vertical integration has also been a strategic focus. DHS-led intelligence fusion centers, and Federal Bureau of Investigation (FBI) led Joint Terrorism Task Forces (JTTF) each include non-federal, that is state, local, or tribal personnel to help accomplish their missions, and surplus military-grade equipment has increasingly proliferated into local law enforcement. Each of these measures is controversial, with some municipalities attempting to limit by legislation their police forces’ participation in JTTFs, and many observers criticizing the increased “militarization” of law enforcement. Further, the rise of so-called “sanctuary cities” also pits some localities against federal immigration laws in ways that may have significance for counterterrorism efforts. -- This first episode in our Security Partnership Teleforum Series explored the limits of federal, state, local, and tribal cooperation. Can and should federal authorities commission local law enforcement to surveil potential threats, and compel compliance with immigration enforcement efforts? How blurred is the line now between “domestic surveillance” for “domestic security” purposes (to which the Fourth Amendment applies) and broader national security concerns that have a foreign intelligence nexus that might be governed by the Foreign Intelligence Surveillance Act? Are there limits on how technologies developed for intelligence gathering purposes may be used in law enforcement missions? Following the tragic events of September 11th, 2001, Tom Ridge became the first Assistant to the President for Homeland Security and, on January 24, 2003, became the first Secretary of the U.S. Department of Homeland Security. The creation of the country's 15th Cabinet Department marked the largest reorganization of government since the Truman administration and another call to service for the former soldier, congressman and governor of Pennsylvania. During his DHS tenure, Secretary Ridge worked with more than 180,000 employees from a combined 22 agencies to create an agency that facilitated the flow of people and goods, instituted layered security at air, land and seaports, developed a unified national response and recovery plan, protected critical infrastructure, integrated new technology and improved information sharing worldwide. Tom Ridge served as Secretary of this historic and critical endeavor until February 1, 2005. Before the events of September 11th, Tom Ridge was twice elected Governor of Pennsylvania. He served as the state's 43rd governor from 1995 to 2001. Governor Ridge's aggressive technology strategy helped fuel the state's advances in economic development, education, health care and the environment. He serves on the boards of the Institute for Defense Analyses, the Center for the Study of the Presidency and Congress and other private and public entities. He is currently chairman of the U.S. Chamber of Commerce's National Security Task Force. He graduated from Harvard with honors. After his first year at Penn State University's Dickinson School of Law, he was drafted into the U.S. Army, where he served as an infantry staff sergeant in Vietnam, earning the Bronze Star for Valor, the Combat Infantry Badge and the Vietnamese Cross of Gallantry. After returning to Pennsylvania and to Dickinson, he earned his law degree and, later, became one of the first Vietnam co Representatives, where he served six terms. He has provided logistical support for groups fighting for racial justice such as SURJ, Ferguson Action, and Movement for Black Lives. In April of 2015 he began work as one of the core members of People for Bernie with whom he worked through July. Along with partner Shana East, Jackrabbit started The People’s Revolution, but put the project on hold to begin Illinois for Bernie with Ms. East. Illinois for Bernie is a grassroots group autonomously supporting Bernie Sanders’ primary run for the presidency. Prior to being elected Governor of Pennsylvania, Tom Ridge was a Republican Congressman from Erie. He left the Governor’s mansion at the call of President George W. Bush to come to Washington and set up the Department of Homeland Security of which he was the first Department Secretary. Ridge and T. Boone Pickens touched on a number of topics during this episode of the Pickens Podcast. With Ridge's unique knowledge of security issues, Boone asked him about the dispute between Apple and the Department of Justice. Ridge said that Tim Cook and the appropriate DoJ officials should get into a room and figure this out. As the Governor of Pennsylvania, he said of the fracking boom in the Marcellus Shale play that if he were still governor, he would not only have moved more quickly on pipelines to move natural gas to the ports near Philadelphia, but would also have enticed chemical, pharmaceutical, and any other industry that uses natural gas as feed stock to move into Pennsylvania to be closer to the source of their products and to have access to the energy savings natural gas provides. When Ridge was tapped by President Bush to stand up the new Department, a successor, Janet Napolitano, described the process of getting 170,000 Federal employees from different departments and agencies, on different payrolls, with different email and phone systems operating as a single unit as “the equivalent of building a ship and sailing it at the same time.” On top of all that, Tom Ridge left Harvard Law School to fight in the war in Vietnam. He rose to the rank of Staff Sergeant before he came home, finished law school and was elected to Congress – the first enlisted veteran of that war to do that. #PickensPodcast
