In 2016, the 'Justice Against Sponsors of Terrorism Act' gave victims a right to sue the Saudi government, and soon after the the secret document known as '28 pages', which was part of a 2002 Congressional Joint Inquiry into 9/11, was released. But something doesn't add up on either end. One, we were told that other Arab countries were behind the attack, including Iran, Iraq, and Afghanistan - within hours of the event that nobody expected to happen… reportedly. Then, the AP reported in 2002 that '15 of the 19 hijackers were Saudi', the ‘men with stolen identified', and we soon found out that many were still alive. Saudi Arabian pilot Waleed Al Shehri was one of five men that the FBI said had deliberately crashed American Airlines flight 11 into the World Trade Centre on 11 September, but he lived to tell the tale. As did Abdulaziz Al Omari. Talk about misdirection - it's Iraq, they're Muslims, followed by oh, they're from Saudi and oh, they're still alive, followed by official government documents released decades later reporting that Saudi really did do it, or maybe they did it. Two, there was, and remains, overwhelming evidence that Israel was at least aware, if not complicit, in the terrorism. From the 5 Dancing Israelis, to the emergency call about Palestinians in a van, to Michael Chertoff and the Patriot Act he co-authored, to 'pull it' Larry Silverstein. There is also Benjamin Netanyahu, who said "we are benefiting from one thing, and that is the attack." In other words, 911 was used in concert with the satellite state of Israel to fight the PNAC wars and demonize the Muslim world. Or maybe this is an anti-semitic conspiracy theory? At least, that's what the ADL says. On this day in history August 29, 1957, the Civil Rights Act of 1957 was passed by congress – the first piece of federal legislation aimed at civil rights since reconstruction.Prompted by the Supreme Court's landmark 1954 ruling in Brown v. Board of Education, which ignited public debate on school desegregation, the act aimed to address the widespread disenfranchisement of African Americans in the Southern United States. President Dwight D. Eisenhower initially proposed the bill to bolster federal protection for African American voting rights, a pressing issue given that only about 20% of black people were registered to vote by 1957.However, the act faced considerable opposition in Congress, particularly from Southern Democrats who were engaged in a campaign of "massive resistance" against desegregation and civil rights reforms. Amendments like the Anderson–Aiken and O'Mahoney jury trial amendments were successful in diluting the act's potency. Senator Strom Thurmond notably conducted the longest one-person filibuster in Senate history in an attempt to block the legislation.Despite these setbacks, the act did pass, albeit in a watered-down form orchestrated by Senate Majority Leader Lyndon B. Johnson. While the act had a limited immediate impact on African American voter participation due to the removal of stringent voting protection clauses, it laid important groundwork for future civil rights legislation. It established the United States Commission on Civil Rights and the United States Department of Justice Civil Rights Division, both of which would play crucial roles in the enforcement of civil rights laws.The act also set the stage for more robust civil rights legislation in the 1960s, including the Civil Rights Act of 1960, the Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Civil Rights Act of 1968. These later acts would build upon the foundation laid by the 1957 act, offering more comprehensive protections against discrimination and disenfranchisement. Overall, the Civil Rights Act of 1957 was a pivotal, if imperfect, step in the long journey toward civil rights and equality in America.The Biden administration has targeted 10 prescription drugs for price negotiations under Medicare, aiming to cut their costs by half on average by 2026. This move is part of Biden's Inflation Reduction Act, which was signed into law a year ago to address the high cost of medicines in the U.S. Among the drugs targeted are Eliquis, a blood thinner by Bristol-Myers Squibb and Pfizer, and AstraZeneca's Farxiga, which treats diabetes and heart failure. These drugs alone accounted for significant spending, with Eliquis costing Medicare $16 billion in the year through May 2023.Previously, the U.S. government was prohibited from negotiating drug prices due to a 2003 law that created Medicare's Part D program. However, the Inflation Reduction Act has mandated these negotiations. The drugs selected for this round of negotiations account for nearly $51 billion, or about 20% of Part D's prescription drug costs. Around 9 million people on Medicare took these drugs and paid $3.4 billion out-of-pocket last year.Pharmaceutical companies have criticized the move, arguing that it threatens innovation and intellectual property rights. Johnson & Johnson, which has two drugs on the list, stated that the policies put an "artificial deadline on innovation." The Pharmaceutical Research and Manufacturers of America (PhRMA) also warned that giving the government the power to set prices could have "significant negative consequences."The drug industry is currently suing to block these negotiations, and companies like Merck, Bristol, J&J, and AstraZeneca have each filed lawsuits. The U.S. Chamber of Commerce is also seeking an injunction to halt the negotiations. Analysts project a manageable impact on industry revenue, estimating as much as a 5% hit. Illinois and Colorado have enacted laws that will take effect in 2025 and next year, respectively, mandating employers to disclose information about promotions. New Jersey also has pending legislation on this issue. These efforts build on pay disclosure laws initiated in Colorado in 2021 and later adopted by states like Washington, New York, California, and Hawaii. These laws primarily aim to address pay disparities affecting women and people of color.The new rules are designed to counter the "shoulder tap" practice, where employees are quietly selected for promotions, often without the knowledge of their co-workers. This lack of transparency disproportionately affects women and minorities. A 2022 study by McKinsey & Co. and LeanIn found that for every 100 men promoted from entry-level to manager positions, only 87 women and 82 women of color are promoted. This contributes to men holding nearly two-thirds of managerial roles despite making up only half of the workforce.Colorado's law imposes fines of up to $10,000 per violation and mandates changes in business practices. It requires companies to notify all employees of job openings and promotions in writing, giving them sufficient time to apply. Amendments to the law will further require businesses to notify employees about all job openings, not just promotions.The Illinois law, effective in 2025, will require companies to announce all potential promotions to their current employees within 14 days of posting a position externally. It will also require the disclosure of salary ranges and a summary of benefits in job ads. These laws aim to have a "cascading impact" on pay equity, complementing other policy efforts like banning employers from asking about applicants' prior salary history.States Put New Spin on Pay Gap Laws With Promotion TransparencyThe American Bar Association (ABA) is forming a new task force to explore the impact of artificial intelligence (AI) on the legal profession. This move comes as law firms increasingly experiment with AI tools like ChatGPT, while also confronting ethical and practical challenges posed by the technology. The ABA Task Force on Law and Artificial Intelligence will be chaired by Lucy Thomson, a lawyer and cybersecurity engineer based in Washington, D.C. The group will include seven special advisors, such as former U.S. Homeland Security Secretary Michael Chertoff and former U.S. Solicitor General Seth Waxman.The task force aims to assess how AI will affect the practice of law, probe ethical questions, and focus on issues like risk management, AI governance, and AI in legal education. ABA President Mary Smith emphasized the need to address both the "promise and the peril" of emerging technologies like AI. Michael Chertoff is an American attorney who was the second United States Secretary of Homeland Security to serve under President George W. Bush. He was the co-author of the USA PATRIOT Act. Chertoff previously served as a United States circuit judge of the United States Court of Appeals for the Third Circuit, as a federal prosecutor, and as Assistant U.S. Attorney General. He succeeded Tom Ridge as U.S. Secretary of Homeland Security on February 15, 2005. Since leaving government service, Chertoff has worked as senior of counsel at the Washington, D.C. law firm of Covington & Burling. Chertoff also served for one additional day under President Barack Obama. He was the co-author of the USA PATRIOT Act. Chertoff previously served as a United States circuit judge of the United States Court of Appeals for the Third Circuit, as a federal prosecutor, and as Assistant U.S. Attorney General. He succeeded Tom Ridge as U.S. Secretary of Homeland Security on February 15, 2005.

Frances Haugen is a data engineer, and formerly a product manager with Facebook. In 2021, she disclosed tens of thousands of Facebook's internal documents to the US Securities and Exchange Commission. In October 2021, she told the US Congress that Meta's "leadership know how to make Facebook and Instagram safer, but won't make the necessary changes because they have put their astronomical profits before people". She has testified to the US Congress, the European Parliament, the UK Parliament, and the Oireachtas, that government regulation of Meta is increasingly necessary. In her conversation with Jess Kelly, she will discuss what changes Meta can make, and what regulations legislators can introduce, to make platforms safer. About Frances Haugen Frances Haugen is a specialist in algorithmic product management, having worked on ranking algorithms at Google, Pinterest, Yelp and Facebook. She was recruited to Facebook to be the lead Product Manager on the Civic Misinformation team, which dealt with issues related to democracy and misinformation, and later also worked on counter-espionage. During her time at Facebook, Ms. Haugen became increasingly alarmed by the choices the company makes prioritizing their own profits over public safety and putting people's lives at risk. As a last resort and at great personal risk, Haugen made the courageous decision to blow the whistle on Facebook. The initial reporting was done by the Wall Street Journal in what became known as ‘The Facebook Files.' Since going public, Haugen has testified in front of the US Congress, UK and EU Parliaments, French Senate and National Assembly and has engaged with lawmakers internationally on how best to address the negative externalities of online platforms. Haugen has filed a series of complaints with the Securities and Exchange Commission (SEC) relating to how Meta, Facebook's parent company, has allegedly misled the public and investors on issues such as climate and COVID-19 disinformation. The complaints also argue that the platform has misled investors about its role in the January 6 Capital attack, hate speech removal, the impact of its services on teens, and the use of the platform for human trafficking. This is the first episode in a three-episode SALT Talks series focused on election security. Michael Chertoff was the Secretary of the US Department of Homeland Security from 2005 to 2009 where he led the country in blocking would-be terrorists and transformed FEMA following Hurricane Katrina. Elections security became a greater focus as the Internet became more integrated with voting systems. One of the most effective safeguards against a mass breach of voting systems is the distributed and decentralized nature of elections. The nature of election concerns has evolved greatly to include potential domestic terrorism and foreign government disinformation. "There was actually very little interference with registration databases or the voting process itself." The real issues turned out to be after the election, culminating in the violent mob seeking to block congress' certification of the election results. This was due to sustained misinformation propagated by then President Trump, his allies and conservative media outlets. The irresponsibility displayed should and could likely lead to successful legal action. "Frankly, I understand why these companies (like Dominion) are suing. They're basically saying, 'put your money where your mouth is.' Welcome to Majority.FM's AM QUICKIE! Brought to you by justcoffee.coop TODAY'S HEADLINES: Some Republicans say that Donald Trump might accept that he actually lost the election sometime in December. What’s clear so far is that Trump’s legal challenges to the vote count are floundering. Meanwhile, more progressive Democrats in Congress are saying the party needs to confront Republicans rather than reach across the aisle as centrists suggest. Left-wing groups are circulating a list of names for Joe Biden’s cabinet – but will he listen? And lastly, Biden plans to immediately undo most of Trump’s immigration policies. The best part is, he can do it all with the stroke of a pen, without waiting for Congressional approval. THESE ARE THE STORIES YOU NEED TO KNOW: Joe Biden’s lead over Donald Trump in the popular vote count grew to five point one million yesterday. Aides to Trump told NBC News it was likely he would never concede that he lost the election. Rather, he might eventually say something like QUOTE We can’t trust the results, but I’m not contesting them ENDQUOTE. But even acknowledging reality to that limited degree is not in the cards yet. The Associated Press reports that Republicans are increasingly eyeing a December deadline to publicly accept the election result, giving Trump time and space to exhaust his legal challenges. That’s when the states face a deadline to certify results and a December 14 deadline for the Electoral College to cast its votes. Trump’s legal challenges are still not going well. The Washington Post reported yesterday that Trump’s lawyers have received a series of embarrassing rebukes by judges. But of course that hasn’t stopped the campaign from filing more challenges over ballots, including a new lawsuit in Michigan filed yesterday. The New York Times reports that the lawsuit filed in Federal District Court in Grand Rapids claims, among other things, that officials illegally backdated an untold number of ballots in order to make them eligible for counting. As with other recent claims made by Trump and his allies, evidence is lacking. The Times also reports that Biden’s campaign is considering legal action of its own to force the presidential transition to formally begin. But legal experts warned that such a move could easily backfire on Biden if he filed the lawsuit in federal court and lost. Meanwhile, CBS News reports that four former secretaries of Homeland Security – Tom Ridge, Michael Chertoff, Janet Napolitano and Jeh Johnson – published a statement calling on the transition to begin immediately. As in now. Separately, Alaska Republican Senator Dan Sullivan was projected to hold onto his seat, according to the Washington Post. That means Republicans are ensured fifty seats in the Senate; the two outstanding runoffs in Georgia will determine the majority. As Georgia prepares for those January runoffs, its Republican Secretary of State announced a hand audit of some five million votes in the presidential election. Biden leads in Georgia by more than fourteen thousand votes – so it would need to be one hell of an audit to give Trump a win. PROGRESSIVES NAME CABINET FAVORITES Progressive Democrats in Congress are making it clear there will be no honeymoon for Biden, Politico reports. Michigan Representative Rashida Tlaib is among those complaining that centrist colleagues are trying to shame them into staying quiet, right as Democrats gain control of the White House. Tlaib told Politico QUOTE We are not interested in unity that asks people to sacrifice their freedom and their rights any longer ENDQUOTE. Top progressive groups are circulating a postelection memo that criticizes centrists for playing into Republicans’ divide-and-conquer racism. Representative Alexandria Ocasio-Cortez of New York told Politico that Democrats will continue to play defense in swing seats if they don’t establish a cohesive message on race and racism. She said QUOTE this idea that we can win over white voters on a civility argument is like not a reliable strategy ENDQUOTE. In their memo, progressive groups also called on moderates to adopt a clear economic message, which they said was lacking this year. Democrats will lose the House in 2022, they wrote, if they abandon their core progressive base and agenda. Yesterday, Justice Democrats and the Sunrise Movement launched a campaign urging Biden to seize the climate mandate and laid out recommendations for thirteen cabinet positions. The recommendations include Representative Deb Haaland of New Mexico for Interior Secretary, Senator Elizabeth Warren for Treasury Secretary, Minnesota Attorney General Keith Ellison for Justice Department, Senator Bernie Sanders for Labor Secretary, and Tlaib for Housing and Urban Development. With progressives gaining force in the House, Biden would be smart to throw them a bone when he makes his Cabinet nominations. BIDEN PLANS IMMIGRATION REVERSALS The incoming Democratic administration is expected to quickly start dismantling Trump's immigration agenda, CBS News reports. After Biden is sworn-in in January, his administration will move to fully restore the Obama-era DACA program, which shields six hundred and forty thousand undocumented immigrants who were brought to the US as children from deportation. The incoming administration also intends to rescind Trump's travel and immigration restrictions on thirteen predominantly Muslim countries. Biden will look to implement a hundred-day freeze on deportations while his administration issues guidance narrowing who can be arrested by immigration agents, CBS reports. Biden has pledged to end the Trump administration's policy of requiring non-Mexican migrants to wait in Mexico for the duration of their US asylum cases. The incoming administration may also reinstate an Obama initiative that allowed some Central American kids to reunite with their families in the US. And Biden's team is planning to begin the process of terminating the public charge rules. Trump implemented those rules to deny green cards and visas to applicants without a lot of money, who might request benefits like food stamps. Biden has also promised to dramatically increase refugee admissions, raising the cap to one hundred and twenty five thousand from the record-low fifteen thousand spots set by Trump. A source familiar with the Biden team's plans told CBS QUOTE All that stuff was done administratively through the president's executive authority, and so a new executive can basically reject those and start from scratch ENDQUOTE. Finally, NBC News reports that activists hope Biden will halt construction or even rip down the new sections of Trump’s border wall. Mister Biden, tear down that wall! AND NOW FOR SOME QUICKER QUICKIES: Up to two hundred thousand refugees could pour into Sudan while fleeing the deadly conflict in Ethiopia’s northern Tigray region, the AP reports. Nearly ten thousand people have already crossed the border, including some wounded in the fighting, and the flow is growing quickly. The United Nations wants humanitarian access as soon as possible, noting that fuel and food are urgently needed. Nearly two hundred boxes of uncounted votes have surfaced in Puerto Rico, a full week after voters went to the polls, the Times reports. The discovery could upset a number of close races and force a recount in the San Juan mayoral race. The head of the American Civil Liberties Union in Puerto Rico said QUOTE I don’t think anyone in Puerto Rico after a failed primary and this current process can really say they trust the system ENDQUOTE. California Governor Gavin Newsom has refused to give a timeline for when he expects to name a replacement to the US Senate for Vice President-elect Kamala Harris. A California Democrat with knowledge of the process told NBC that Newsom has not yet spoken to Harris about who she’d like to see succeed her. Names in the mix range from California Attorney General Xavier Becerra, to San Francisco Mayor London Breed, to former Governor Jerry Brown. But can you imagine the furor if Newsom put an old white man in Harris’s seat? Yesterday marked another record day for US coronavirus infections, with one hundred and forty thousand new cases. Meanwhile, Texas became the first state to report more than one million confirmed cases. But the AP reports that state leaders gave no indication of forthcoming restrictions even medical tents are being erected outside rural hospitals. Representing the aerospace center of California during nine terms in Congress, Jane Harman served on all the major security committees: six years on Armed Services, eight years on Intelligence, and eight on Homeland Security. During her long public career, Harman has been recognized as a national expert at the nexus of security and public policy issues, and has received numerous awards for distinguished service. Jane Harman resigned from Congress in February 2011 to join the Woodrow Wilson Center as its first female Director, President and CEO. She is a member of the Defense Policy Board, the State Department Foreign Policy Board, and the Homeland Security Advisory Committee. She also serves on the Executive Committee of the Trilateral Commission and the Advisory Board of the Munich Security Conference. As Secretary of the U.S. Department of Homeland Security from 2005 to 2009, Michael Chertoff led the country in blocking would-be terrorists from crossing our borders or implementing their plans if they were already in the country. He was the co-author of the Patriot Act. Before heading up the Department of Homeland Security, Chertoff served as a federal judge on the U.S. Court of Appeals for the Third Circuit. Earlier, during more than a decade as a federal prosecutor, he investigated and prosecuted cases of political corruption, organized crime, corporate fraud and terrorism – including the investigation of the 9/11 terrorist attacks. Last year, hackers used malware to steal $101 million remotely from a Bangladesh bank from thousands of miles away. Cyberattacks can be as debilitating and dangerous as conventional warfare — particularly in the financial sector, where a single attack could cripple or disrupt global financial systems. This kind of cyber-attack is emerging as a new frontier of potential conflict between nations. Yet there are no norms or policies governing the prevention of cyber financial attacks. So how can countries work together to prevent attacks on financial markets and institutions from rogue nations, and even non-state actors? Tom Carver discussed the threat with Michael Chertoff, former U.S. Secretary of homeland security, and Tim Maurer, co-director of Carnegie's Cyber Policy Initiative. Michael Chertoff is the co-founder and executive chairman of the Chertoff Group. He served as Secretary of the U.S. Department of Homeland Security from 2005 to 2009. Truth Foretold, Specious Journalism, And Spurious Assertions:The Case of Jonathan Bernstein, Bloomberg View, and The Charlotte Observer While it is true that I was “booted” by pro-war Democrats who worked in concert with like-minded Republicans, your assertion of my being booted for “peddling conspiracies” deserves a deeper look. My booting, by the way, resulted in the GOP takeover of my home State of Georgia, an outcome that seemingly makes both pro-war Democrats and Republicans (now called “globalists”) comfortable. Therefore, I want to take a deeper look at what I did “peddle:” 1. That Presidential candidate George W. Bush worked with his Florida Governor brother, Jeb, to orchestrate election theft in the 2000 Presidential election. Now that the public has caught up with the facts that I put on the table in 2000 and 2001 (https://www.youtube.com/watch?v=bdPhXuTzQeI), this position is supported by evidence that is available to all;2. That President George W. Bush received warnings about an impending attack on the US (http://www.politico.com/magazine/story/2015/11/cia-directors-documentary-911-bush-213353) and actively blocked an investigation (http://edition.cnn.com/2002/ALLPOLITICS/01/29/inv.terror.probe/) into the September 11, 2001 attacks. Now that the public has caught up with the facts that I put on the table in 2001, this position is supported by evidence that is available to all;3. That the 9/11 Victim Compensation Fund (https://www.vcf.gov/faq.html) was really set up to thwart 9/11 wrongful death lawsuits because it prevented victims' survivors from getting justice in US Courts; I felt that victims and victims' survivors should be able to sue the culprits as well as receive support from the Fund. The President recently vetoed legislation that would allow lawsuits to move forward against Saudi Arabia and Congress just overrode his veto. Fourteen years later, I am pleased that, once again, my position has been supported by evidence that has been clearly available to all for at least a decade;4. That the US was not justified in attacking Iraq in 2003. The most thorough investigation into the 2003 decision to go to war against Iraq is the Chilcot Report (http://www.iraqinquiry.org.uk/the-report/) which found that war was not the last option and that U.S. allegations of Saddam Hussein possessing weapons of mass destruction (WMD) in Iraq were not justified. Now that the public has caught up with the facts that I put on the table in 2002, this position is supported by evidence that is available to all;5. That the then-Secretary of Homeland Security, Michael Chertoff, failed to perform his job during Hurricane Katrina and that thousands needlessly died because he failed the Gulf States and the country. After joining with Republicans and writing a Congressional Report on the subject that is available to the public (www.nola.com/katrina/pdf/mainreport.pdf), my position is supported by evidence that is available to all;6. That a specific allegation had been made to my Congressional Office that thousands of bodies had been dumped in Louisiana swamps after Hurricanes Katrina and Rita. Now, we know that 9/11 human remains were dumped in a landfill (http://www.nytimes.com/2012/02/29/us/panel-recommends-more-oversight-and-training-at-dover-mortuary.html?_r=0) with such action having been deemed “dereliction of duty,” so who has conducted an independent investigation into what happened in Louisiana, in particular, with respect to body disposal?7. That racism exists in Capitol Hill Police Department similar to what exists in other police departments around the U.S. and that I was a victim of that discrimination after I supported a lawsuit filed by Black police officers after one of their superior officers used the word “nigger.” Black police officers have been waiting fifteen years for justice and recently held a demonstration in support of their claim (http://www.rollcall.com/news/policy/former-capitol-police-call-attention-discrimination-lawsuits). One need only hear the moving testimony of the U.S. Senate's lone Black GOP Member and his interactions with the Capitol Hill Police (http://thehill.com/blogs/floor-action/floor-speeches/tim-scott-black-republican-emotional-powerful-dramatic-race-speech-targeted-capitol-police) to understand that my experience was surely possible. Now, again—after the fact— that the public has caught up with the evidence that I put on the table in 2006, my position is supported by evidence that is available to all, sadly now most of all, the family of Keith Lamont Scott and all of those young people who were just recently in Charlotte's streets. If only the press had decided to investigate my assertions rather than castigate me for making them! Maybe things would be far different than they are today in Iraq, Libya, Louisiana, and elsewhere. But, instead of investigation of the inconvenient or unpleasant facts that I repeatedly put on the table, the response was a frenzy of specious journalism and spurious assertions where true journalism was needed. Your column, with mention of my name, is an example of that. Such “reporting” is precisely why Trump's attacks on the media resonate so well with the American and global public. The polling data on the public perception of the U.S. media is a damning indictment of the role the media has played in this country for too many years. Secretary Chertoff discusses the lessons learned from 9/11 terrorist attacks, the security of the US refugee resettlement and visa waiver programs, proposals to bar Muslim immigrants from admission and to build a fence the length of the US-Mexico border, and the need for broad immigration reform. Michael Chertoff served as DHS Secretary from 2005 until 2009. Appointed by President George W. Bush, he was instrumental in developing and implementing the administration’s homeland security and immigration enforcement priorities. He also played a lead role in advocating for comprehensive immigration reform legislation. Prior to leading DHS, Secretary Chertoff served as a federal judge on the US Court of Appeals for the Third Circuit from 2003 to 2005, the Assistant Attorney General for the Criminal Division at the Department of Justice from 2001 to 2003, and worked for more than a decade as a federal prosecutor. Upon retiring from public service, he co-founded the Chertoff Group, which provides high-level strategic counsel to corporate and government leaders on a broad range of security issues. He currently serves as Co-Chair of the Bipartisan Policy Center (BPC) Immigration Task Force.

Prior to his public policy work, Mayer was a senior official at the U.S. Department of Homeland Security under the leadership of Secretaries Tom Ridge and Michael Chertoff where he provided DHS leaders with policy and operational advice as the Counselor to the Deputy Secretary and where he headed the $3.5 billion terrorism preparedness office charged with developing initiatives to transform America to meet the demands of a post-9/11 environment. Mayer came to DHS from Colorado where he served Governor Bill Owens as the Deputy Director for the Department of Regulatory Agencies. Mayer co-developed Colorado’s Regulatory Notice system that utilizes electronic mail to notify stakeholders of all proposed regulations before those regulations become final. The Regulatory Notice system earned the Denver Business Journal’s 2003 “Innovative Product/Service Award” for making government more transparent and accountable. Prior to joining Governor Owens’ team, Mayer served as a deputy in Colorado Senator Wayne Allard’s reelection effort in 2002, and ran a widely hailed congressional campaign for a first-time candidate. As a result of his campaign work, the Colorado Statesman selected Mayer for its 2002 “Rising Star Award.” Mayer was a 2007 Lincoln Fellow with The Claremont Institute for the Study of Statesmanship and Political Philosophy and a 2006 American Marshall Memorial Fellow with the German Marshall Fund of the United States. In September 2005, The Ohio State University Alumni Association awarded Mayer the William Thompson Oxley Award for early career achievement. At the age of 29, the Denver Business Journal recognized Mayer as one of Colorado’s young leaders by naming him to its “Forty Under 40” list. In 1997, Mayer was the recipient of the ABA-BNA Excellence in Labor & Employment Law Award and was recognized as a Public Service Fellow. Mayer graduated cum laude from the University of Dayton, with a double major in Philosophy and Psychology and received his law degree from The Ohio State University College of Law where he was the Editor in Chief of the Ohio State Journal on Dispute Resolution. During the first week of December, the House of Representatives passed bills to extend an insurance program that provides taxpayer bailouts to private space exploration companies, made changes to TSA policies, tried (again) to deregulate Wall Street gamblers, and tried to shut down patent trolls. Information Presented in this Episode H.R. 3547: "Space Launch Liability Indemnification Extension Act" Extends an existing government insurance program for private companies that launch vehicles into space through 2014. The program has three tiers: The private companies buy insurance from a private insurance company for the "maximum probably loss" that would occur if there were an accident; the insurance is capped at $500 million. The "maximum probable loss" is determined by the Federal Aviation Administration (FAA); the Government Accountability Office says that the FAA's method for calculating the risk is outdated. If the "maximum probably loss" is not actually the maximum loss, taxpayers will pay up to $2.8 billion (in 2013 dollars -this number increases with inflation) for damage caused by the private companies' accident. Any amount over the insurance payment plus the taxpayers' $2.8 billion must be paid by the private company who caused the accident. The insurance program extension has been requested by the private companies who stand to profit from launching vehicles into space. [caption id="attachment_1162" align="aligncenter" width="261"] Rep. Cedric Richmond (VA), December 3, 2013 Congressional Record[/caption] Passed the House of Representatives without a recorded vote on December 3, 2013. H.R. 2719: "Transportation Security Acquisition Reform Act" TSA must develop and publicly publish a plan for what security technology they plan to buy. Bill is necessary because the TSA is "wasting hundreds of millions of taxpayer dollars by inefficiently deploying screening equipment and technology to commercial airports." Former Department of Homeland Security officials, including Michael Chertoff, have profited from airport body scanners since leaving their government jobs. The plan must identify "opportunities for public-private partnerships". Private sector suggestions must be included in the plan. The Obama administration must report "subcontracting goals" and why they haven't been met (if applicable). Passed the House of Representatives unanimously on December 3, 2013. H.R. 3626: Extends Undetectable Firearms Act for 10 Years Was signed into law on December 9, 2013. It is illegal to "manufacture, import, sell, ship, deliver, possess, transfer, or receive a firearm not detectable by metal detectors." H.R. 1105: Deregulate Wall Street Gamblers Real name: "Small Business Capital Access and Job Preservation Act" (hello, Orwell). Exempts private equity fund advisers from registering with the Securities and Exchange Commission (SEC). Passed largely along Party lines, getting almost unanimous Republican support. Unsurprisingly, the bill was supported by Democrat Jim Himes of Connecticut, a former Vice President of Goldman Sachs. [caption id="attachment_1169" align="aligncenter" width="647"] Rep. Jim Himes (CT), OpenSecrets.org as of 12/20/2013[/caption] Just a few weeks ago, the House passed H.R. 992, an even more offensive bill that would allow United States' government bailouts for domestic AND FOREIGN banks that participate in credit default swaps trading - the type of behavior that crashed the global economy. H.R. 3309: "Innovation Act" Requires more details when filing a lawsuit for patent infringement. Losers of lawsuits must pay expenses and fees of the winners, but the court can intervene. Limits discovery requests; they must be specific. Patent claims must be available on a searchable, public website. Limits lawsuits down the supply chain (for example, patent trolls have been suing coffee shops and hotels for offering Wifi and have sued podcasters, including Adam Corrolla, claiming they own the technology The bill passed on December 5, 2013 with 91 Representatives voting against it because they say the bill was rushed and not examined closely enough for unintended consequences.
