The esteemed neurosurgeon and former member of the Trump administration, Dr. Benjamin Carson, advocates that reinstating Donald Trump to the Presidential office would be an effective strategy to revitalize the federal bureaucracy for the benefit of its citizens. He believes that this could counterbalance current attempts by the Biden administration to thoroughly integrate approaches of diversity, equity, and inclusion (DEI) into the machinery of the federal bureaucracy. During his tenure as Secretary of Housing and Urban Development, Carson observed firsthand the resistance of bureaucrats to the policies proposed by the Trump administration. Should he find himself back in the Oval Office, Trump has indicated that one of his primary objectives would be to streamline the administrative state. Trump intends to leverage executive orders like Schedule F to modify the employment protections of bureaucrats with significant sway in policy formation. Carson suggests that Trump's ambitious scheme to overhaul the administrative sector filled with bureaucrats endorsing left-wing ideologies has stirred concern amongst those favoring the Left. If Trump were to return to the presidency, a profound scrutiny of agencies and bureaucrats leaning towards the left seems imminent. There are many potential candidates for his inspection that might be seen as undermining his administration's goals. An unanticipated revelation by the Daily Wire recently uncovered interesting practices adopted by the intelligence agencies under the Biden administration. The Office of the Director of National Intelligence (ODNI), as per the findings of the investigation, distributed a DEI newsletter across the intelligence fraternity. Agencies including the FBI, CIA, and the Department of Justice (DOJ) received instructions on refraining from the use of 'problematic phrases' while discussing matters related to Islamic terrorism. Quite notably, the DEI document hosted an article from an undisclosed intelligence officer claiming that indulging in crossdressing enhanced his capabilities as an intelligence officer. Additionally, the National Security Agency (NSA) drafted a DEI dictionary that was brought to light exclusively by the Daily Wire. The glossary incorporated terms such as 'ze/zir', 'settler colonialism', and 'white fragility', with direct references to figures prominent in the discourse of Critical Race Theory. Other government bodies have perceptibly invested sizeable taxpayer-funded resources into the promotion of DEI methodologies. Under the Biden administration, the Pentagon is reported to have committed upwards of $270 million to champion left-leaning objectives. Similarly, the State Department, as exclusively revealed by the Daily Wire, expended more than $77 million on DEI programs in the span of two years under Biden's administration. A significant sum has been petitioned for future DEI initiatives. In a further endorsement of these approaches, DEI training sessions have been woven into the fabric of federal bureaucracy. Colorful instances include the Internal Revenue Service's compulsory training for criminal investigators. Much of the training material was sourced from an edgy transgender academic who controversially advocated for 'the death of whiteness' in an article provocatively titled 'Dead Honky.' While Trump indicates his intention to restructure the administrative state, there are those at the ready to fill vacancies created by the potential dismissal of bureaucrats in the event of his return to the presidency. A noteworthy initiative aiming towards this end is the Heritage Foundation's Project 2025 Presidential Transition Project. The goal of this project is to streamline an efficient conveyance of conservative principles in the next administration. Their plan involves assembling a robust database of promising individuals equipped to offer their contributions to a prospective conservative administration. Project 2025 underscores the importance of an action-oriented agenda backed by the right people for regaining conservative influence. They firmly believe that to liberate the nation from the stronghold of the radical Left, more than mere electoral victories is required. This conservative organization emphasizes a long-term vision for administrative change, stating that 'it is not enough for conservatives to win elections.' Victory would be ensuring the presence of a capable and dedicated conservative workforce ready to implement a solid legislative plan from the first day of the next conservative administration. Such comprehensive planning and implementation could pave the way for an administrative approach more in line with the ideals of individual liberty, minimal government interference, and a free market. Dr. Carson's perspective and initiatives like Project 2025 serve as reminders about the importance of institutional integrity and ideals in ensuring a smoothly functioning administration. The steps suggested aim at rejecting bureaucracy that hinders national development and instead favor policies emphasizing efficiency and transparency. While some argue that DEI is necessary to combat systemic discriminatory practices, proponents of overturning the current system believe it has been skewed towards ideological goals, sidelining practical solutions to pressing national issues. The proposed restructuring encourages a balanced and pragmatic administrative philosophy, one that reaches far beyond partisan politics to serve the American citizen at the heart of its operation. Ultimately, the execution of such a vision requires careful thought, meticulous planning, and an unwavering dedication towards fostering an administration that upholds democratic ideals while taking into account the rich diversity of perspectives that make America what it is today. As part of this effort, ODNI sponsored the Mayflower Project at Carnegie Mellon University's Software Engineering Institute (SEI) from May 2023 through September 2023. The Mayflower Project attempted to answer the following questions: How might the IC set up a baseline, stand-alone LLM? How might the IC customize LLMs for specific intelligence use cases? How might the IC evaluate the trustworthiness of LLMs across use cases? In this SEI Podcast, Shannon Gallagher, AI engineering team lead, and Rachel Dzombak, special advisor to the director of the SEI's AI Division, discuss the findings and recommendations from the Mayflower Project and provides additional background information about LLMs and how they can be engineered for national security use cases.

McMillian serves as the Assistant Director for the Supply Chain and Cyber Directorate (SCD) of the National Counterintelligence and Security Center (NCSC). In this role, Ms. McMillian participates in interagency strategic programs and National Security Council initiatives to bolster the security of cyber and supply chains across the federal enterprise. She works closely with NCSC directorates, Office of Director of National Intelligence (ODNI) components, and other Departments and Agencies, specifically the Departments of Homeland Security and Defense, to address supply chain security as a critical component of the National Counterintelligence Security and National Cyber Strategy.   Mona Harrington was selected to lead the National Risk Management Center (NRMC) at the Cybersecurity and Infrastructure Security Agency (CISA) in September of 2022. As Assistant Director, she collaborates with public-private partners to identify, analyze, and mitigate risk from cyber and physical threats to critical infrastructure. According to a recent Axios report, the Democratic National Committee plans to change the 2024 primary schedule to place South Carolina—a Biden strong hold—as the first state in the primary cycle. However, Iowa and New Hampshire may not go along with the DNC's proposed changes—Biden's team has indicated they won't appear on either state's ballots in protest if they don't abide by the DNC's reordering. On Sunday, a portion of I-95 collapsed after a truck carrying gasoline caught fire while under the interstate highway. 4:10pm- On Tuesday, following his federal indictment, Donald Trump spoke to supporters from Bedminster, New Jersey—but CNN host Jake Tapper said his network would not cover the former President's remarks because the speech was filled with “potentially dangerous” falsehoods. However, just moments before Tapper's proclamation, Rep. Alexandria Ocasio-Cortez was on CNN baselessly suggesting Trump may have sold access to classified documents. 4:30pm- On Wednesday, the House voted unsuccessfully to censure Rep. Adam Schiff (D-CA) for publicly making debunked claims that Donald Trump colluded with Russian officials during the 2016 election. In response to the attempted censure, Rep. Schiff said the “lunatics have taken over the asylum.” 4:35pm- During a House hearing on Tuesday, Congressman Kevin Kiley (R-CA) rhetorically asked Health and Human Services Secretary Xavier Becerra if masking two-year-old children helped end the COVID-19 pandemic. The report states that UAP reporting is "increasing", and as of August 2022 there have been 510 UAP reports. The report mentions the establishment of the Department of Defense All-Domain Anomaly Resolution Office (AARO), which the US government hopes will aid in resolving UAP sightings. This is a Tier One Defense Intelligence Senior Level (DISL) position. He is responsible for the analysis that defines and the narrative that explains the Army’s Operational Environment, which supports integration across doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy. Mr. Sullivan is a career civilian intelligence officer who has served with the Office of Naval Intelligence (ONI); Headquarters, U.S. Army Europe and Seventh Army, Deputy Chief of Staff, G-2 (USAREUR G-2); and as an Office of the Director of National Intelligence (ODNI) cadre member at the National Counterterrorism Center (NCTC). Prior to assuming his position at the TRADOC G-2, Mr. Sullivan led a joint NCTC Directorate of Intelligence/Central Intelligence Agency Counterterrorism Mission Center unit responsible for Weapons of Mass Destruction terrorism issues, where he provided direct intelligence support to the White House, senior policymakers, Congress, and other senior customers throughout the Government. He was promoted into the Senior Executive ranks in June 2013 as a member of the ODNI’s Senior National Intelligence Service, and transferred to the Army as a DISL employee in January 2017. Mr. Sullivan is also a frequent and valued contributor to the Mad Scientist Laboratory. Earlier this week, a whistleblower made some tough accusations against the Department of Homeland Security (DHS), saying officials there purposefully downplayed certain threats in briefing President Donald Trump — not giving him all of the real intelligence about Russian meddling in US domestic affairs and the national security threat posed by white supremacists. Related: Russian bounty allegations: What did Trump admin know and when?This alleged dysfunction harkens back to another time, before the attacks of Sept. 11, 2001. The FBI and CIA had known for years that al-Qaeda leader Osama bin Laden presented a serious threat to US security. We now know that rivalries and silo-ing of crucial intel within different agencies stymied efforts to prevent the deadliest attack ever on American soil. Related: Remembering how America experienced 9/11So has anything significant changed, 19 years on, within the US intelligence community? The World host Marco Werman spoke with Garrett Graff, author of "The Only Plane in the Sky: An Oral History of 9/11."Related: An American who interrogated al-Qaeda suspects says it's about talk — not torture Marco Werman: Could the 9/11 attacks have been prevented if our national security agencies were working as they should be, cooperatively?Yes. The short answer is the 9/11 plot had opportunities for the US to disrupt it. You know, part of that, though, is I think we misunderstand what disrupting the 9/11 plot would have likely looked like. You know that the CIA, for instance, knew that two of the would-be 9/11 hijackers were inside the United States in the summer of 2001 and did not tell the FBI. So it's possible that had that information been passed correctly, agency to agency, the plot might have been disrupted without us ever understanding what the plot was that people were heading toward.Former security officials have confirmed that the dysfunction in the US security apparatus was very apparent leading up to those attacks. Now, in the face of new threats like those from Russia, what do you make of the whistleblower's charge that DHS was both failing to brief Trump on threats and actually concocting threats that intelligence did not see? What was your gut reaction when you heard that?I mean, this is all very troubling, in part because the two agencies, the two organizations that were specifically created in the wake of 9/11 to prevent the next 9/11 are the Department of Homeland Security and the Office of the Director of National Intelligence (ODNI). [They are] two organizations meant specifically to pull together pieces of the government's security apparatus into a more coherent and understandable picture. Donald Trump's actions, in a number of different ways, though, have hobbled and broken both of those organizations.So if you put aside the chaos that Trump sows — that seems to be part of his MO — what has been the net change 19 years after 9/11, when it comes to the interoperability between US intelligence agencies? Is there still dysfunction?Much less [dysfunction] than there was before. And some of that is because there have been legal changes to the authorities and information sharing that were specifically prohibited pre-9/11. And also, there is just a much more regular rhythm of these agencies working together. And so, you have organizations that are part of ODNI that have the FBI and CIA literally sitting together in the same room, talking every day about what they are seeing in the counterterrorism arena. And so there's better muscle memory now, under normal circumstances, than there was before 9/11. Whether that information is making it to the right leaders, and whether leaders are acting on it — that's a separate problem in the Trump administration.How do we improve things? And is it a personnel issue? Is it a leadership issue? Or do you think dysfunction may be rooted more deeply than all of that?The dysfunction is rooted in the dysfunction and the chaos of the presidency and this White House. I think what you need to have are permanent Senate-confirmed leaders atop these organizations who have some semblance that they're actually going to be in charge of these organizations for a period of time. You know, the ability to pick their staffs, pick their leaders and get people into these key roles.So, those are kind of the nuts and bolts of national security. You also wrote today about another kind of security threat: conspiracy theorists. Tell us more.You know, this 19th anniversary of 9/11 gives us an opportunity to look back at the legacy of those attacks. And one of the things that I think really stands out in 2020 is the role of the 9/11 Truth movement — all of the conspiracy theories around the US government's role in 9/11. [They] have proved so lasting and persistent, even as a fringe movement, 19 years later. And as we see an increasing strain of our politics today being driven by the conspiracy theorists of QAnon on the Republican side, that should be really worrisome to us. We have already seen with 9/11 how persistent these conspiracy theories can be — not just as a fringe movement. Now in 2020, the QAnon conspiracy theories are actually being believed now by a majority of Republican voters and are being embraced by the president at the White House. And we are actually beginning to see members of Congress embrace them. One of the things that the dysfunction in places like DHS and ODNI is doing is giving room and oxygen for conspiracy theories like QAnon to grow in the Republican body politic. And the embrace by the president of conspiracy theories — even as he rejects or downgrades the actual intelligence that he is receiving from the US intelligence community — is really troubling about what the president is acting upon on a given day.This interview has been edited and condensed for clarity.

It's Friday, so that means it's panel time. Democratic presidential candidates are traversing Iowa this week with lively summer bus tours, stopping with their families at the Iowa State Fair and eating fried butter and fried Oreos, and speaking at the Des Moines Register Political Soapbox and the annual Democratic Wing Ding fundraiser. So, right now Real Clear Politics has Joe Biden up by nine points over Elizabeth Warren, followed by Kamala Harris, Bernie Sanders and Pete Buttigieg. Is there any sense of momentum on the ground that either confirms these numbers or provides a different perspective? Have the shootings in Gilroy, California; El Paso, Texas; and Dayton, Ohio, changed the focus of discussion for these candidates?The man accused of carrying out last weekend's deadly mass shooting at a Walmart in the Texas border city of El Paso confessed to officers while he was surrendering and later explained that he had been targeting Mexicans, authorities say. The death toll is 22. Just hours after that attack, another man wielding a powerful firearm unleashed more horror, this time at a strip of bars and restaurants in Dayton, Ohio. Police said that in about 30 seconds, the shooter killed nine people and injured 27 more. Police in Dayton are still trying to determine his motive. On July 28, three people were killed, including two children, and 12 others wounded in a shooting at the Gilroy Garlic Festival in Northern California. Santino William Legan, 19, was the shooter. In April, 19-year-old John Earnest opened fire at the Poway synagogue in San Diego, California, killing one person and injuring three others. Last October, 46-year-old Robert Gregory Bowers opened fire at the Tree of Life synagogue in Pittsburgh, Pennsylvania, killing 11 people and injuring six others.The deputy director of national intelligence is resigning. Sue Gordon is leaving a vacuum at the top of the Office of the Director of National Intelligence (ODNI), resigning at the same time as her boss, DNI Dan Coats, who announced his resignation last month. Gordon spent more than 25 years at the CIA before becoming the second-in-command at the ODNI. US President Donald Trump praised her as a great professional in a tweet. She and Coats are leaving on August 15. But did Trump push her out? What's going on here?US Immigration and Customs Enforcement (ICE) agents rounded up nearly 700 suspected undocumented immigrants Wednesday in what's being called the biggest single-state immigration raid in US history. Agents who raided food processing plants in six Mississippi cities took 680 people into custody. The acting director of ICE says they'll go before an immigration judge to see if they should be allowed to stay in the US. The Southern Poverty Law Center says children had their parents ripped away from them parents during the first week of school. Chokwe Antar Lumumba, the mayor of Jackson, Mississippi, called the raids "dehumanizing and ineffective" and is asking churches in the city to become immigrant sanctuaries. Trump is still insisting that Americans are not paying for the steep tariffs he has imposed on China. Economists and trade analysts say otherwise. Talking at the White House, Trump again expressed optimism about striking a deal with China to end the ongoing trade war with the US. More meetings between negotiators are expected next month. IHMC has grown into one of the nation’s premier research organizations with world-class scientists and engineers investigating a broad range of topics related to building technological systems aimed at amplifying and extending human cognition, perception, locomotion and resilience. Richard Florida has described IHMC as “a new model for interdisciplinary research institutes that strive to be both entrepreneurial and academic, firmly grounded and inspiringly ambitious.” IHMC headquarters are in Pensacola with a branch research facility in Ocala, Florida. In 2004 Florida Trend Magazine named Dr. Ford one of Florida’s four most influential citizens working in academia. Dr. Ford is the author of hundreds of scientific papers and six books. In 2005, Dr. Ford was appointed and sworn in as a member of the Air Force Science Advisory Board. In 2007, he became a member of the NASA Advisory Council and on October 16, 2008, Dr. Ford was named as Chairman – a capacity in which he served until October 2011. In August 2010, Dr. Ford was awarded NASA’s Distinguished Public Service Medal – the highest honor the agency confers. In February of 2012, Dr. Ford was named to a two-year term on the Defense Science Board (DSB) and in 2013, he became a member of the Advanced Technology Board (ATB) which supports the Office of the Director of National Intelligence (ODNI). During the presidential campaign, there were calls for changes to the Office of the Director of National Intelligence (ODNI), a federal agency created in response to the events of 9/11 to ensure that the seventeen organizations that make up the intelligence community act in a coordinated fashion. Following President Trump’s inauguration, former Senator Dan Coats was appointed as the Director of National Intelligence (DNI). There has also been significant media coverage around the relationship between the intelligence community and the President.
