Saudi Arabia's population reached 34 million people in 2021, according to a recent report by Saudi Arabia's Ministry of Health and published in the Saudi Gazette, at an annual growth rate of 9.3%. Saudi Arabia's population has grown 16.8% during the past ten years in which data are available and published by the Ministry (2012-2021).12:18 - Riyadh Season details are here, and it's going to be a big one. Lucien's one big thing is the expanded third edition of Riyadh Season, which will kick off on October 21st 2022 under the slogan “Beyond Imagination” with an international show by Cirque du Soleil, the General Authority for Entertainment has announced. The new productions, mainly due to launch in 2023, include Saudi Arabian feature Alkhallat+, a satirical suspense film based on the hit online show Alkhallat, which was first released in 2017 and received more than 1.5 billion views across YouTube and social media.•Saudi Arabia's industrial production rises by 16.8% in AugustSaudi Arabia's Industrial Production Index increased by 16.8 percent in August compared to the same period a year ago, according to the latest General Authority for Statistics report. The growth in IPI was primarily driven by high production in the three subsectors — mining and quarrying, manufacturing, and electricity and gas supplies, official data showed. The growth of the IPI turned positive in May 2021, and it has been growing continuously since then. This comes after negative trends witnessed during 2019 and 2020 due to the impacts of the pandemic.•Venture capital funding for Mena start-ups hits $2.3bn and is on track to beat 2021 totalVenture capital funding for start-ups in the Middle East and North Africa rose 20 per cent annually to more than $2.3 billion in the first three quarters of 2022, putting it on track to potentially surpass the total investments attracted in 2021, a study carried out by Magnitt has found. Funding reached $512 million in the third quarter, which was the lowest since the first quarter of 2021, the data intelligence company said in its quarterly update, citing global economic and geopolitical factors. King Abdulaziz University has risen from 190 in 2022 to a joint-101 spot in the 2023 table, making it the highest ranked university in the Middle East and achieving the best ranking ever by a Middle Eastern university in this table. “Not only has King Abdulaziz University risen dramatically to move within a whisker of the world top 100 to lead the entire Mena region, but other leading institutions have also made strong progress and Saudi Arabia's overall representation in the World Rankings has increased — from 15 universities ranked last year, to 21 this year.•Saudi Health plans 100 partnership projects worth $13bnSaudi Arabia has announced a major plan to involve the private sector in 100 health projects over the next 5 years, resulting in $13 billion investment opportunities. The initiatives announced by Saudi Health for public-private partnership, including the operation of two new medical cities, a project to provide 900 beds for medical rehabilitation and long-term care services, as well as restructuring 200 primary care centers, and providing air medical evacuation services, said Health Minister Fahd Al Jalajil.

Dầu hỏa thế giới không còn phục vụ quyền lợi của phương Tây, đứng đầu là Mỹ. Ngày 05/10/2022 sau cuộc họp tại Vienna, Áo, khối OPEC+ thông báo « mỗi ngày giảm 2 triệu thùng dầu cung cấp cho thế giới ». Báo chí quốc tế nói đến « một vố đau » đối với Washington, một « thất bại ê chề » của Joe Biden khi mà Riyad, thành viên quan trọng nhất trong khối các nước xuất khẩu dầu hỏa « liên kết với Nga ». Quyết định của khối OPEC+, bao gồm 13 thành viên nhóm các nhà sản xuất dầu hỏa trên thế giới và 10 đối tác của OPEC mà quan trọng nhất là Nga liệu có « đổ thêm dầu vào lửa » đẩy giá vàng đen lên cao thêm nữa ? Mất đi thêm 2 triệu thùng dầu một ngày là một mối đe dọa mới đối với tăng trưởng toàn cầu ? Tổng thống Mỹ Joe Biden thất bại trong việc thuyết phục Ả Rập Xê Út mở van dầu, giảm áp lực lạm phát tại Mỹ và cắt nguồn thu nhập của Nga đang được Vladimir Putin dùng để tài trợ cỗ máy chiến tranh ? OPEC xa dần quỹ đạo của Mỹ, « hậu thuẫn Matxcơva xâm lược Ukraina » hay đơn thuần chỉ muốn giữ giá dầu hỏa tối thiểu hơn 100 đô la một thùng ? Đây có là cơ hội để những quốc gia dầu hỏa bị Washington đưa vào danh sách đen, như Venezuela hay trong một chừng mực nào đó là Iran « có giá » trở lại trong mắt Hoa Kỳ ? Năm tuần lễ trước bầu cử giữa kỳ (midterms) tại Mỹ, các nhà sản xuất và xuất khẩu dầu hỏa khóa chặt thêm van dầu. Kết thúc phiên họp tại Vienna, 23 nước trong khối OPEC+ thông báo cắt giảm 2 triệu thùng dầu mỗi ngày trên thị trường. Nhóm này bảo đảm hơn 64 % dầu hỏa cho thế giới.   Trong phiên giao dịch ngay hôm 06/10/2022, giá một thùng dầu tăng thêm 12 % nhưng rồi đã chóng được ổn định và vẫn không vượt ngưỡng 100 đô la/thùng. Truyền thông quốc tế bình luận nhiều về một quyết định « mạnh tay » của khối OPEC+, bởi lẽ giảm 2 triệu thùng dầu mỗi ngày là mức cắt giảm « mạnh gấp đôi so với dự phóng của giới trong ngành ». Đây cũng là mức cắt giảm mạnh nhất từ năm 2020 khi mà thế giới hoạt động chậm lại dưới tác động của đại dịch Covid, các công xưởng phải đóng cửa. Một sự điều chỉnh trên thị trường Dù vậy các chuyên gia về năng lượng và nhất là dầu hỏa đồng loạt cho rằng công luận đã hấp tấp chỉ chú trọng vào khối lượng « 2 triệu thùng dầu mỗi ngày » sẽ không còn hiện diện trên thị trường mà quên đi những điểm cốt lõi. Trả lời đài RFI chủ nhiệm khoa nghiên cứu về năng lượng Jean – Michel Gauthier, trường Cao Đẳng Thương Mại HEC của Pháp lưu ý thông báo vừa qua của OPEC+ trước hết là một sự « điều chỉnh » theo luật cung cầu. Thị trường sẽ « cân đối » nếu như tại cuộc họp ở thủ đô nước Áo vừa qua, các bên chỉ cắt giảm 1 triệu thùng/ngày.   « Đánh giá hiện tại là như sau : thị trường dầu hỏa đang dư thừa sản xuất. Mức cung cao hơn nhu cầu tiêu thụ khoảng 1 triệu thùng dầu một ngày. Thành thử ra nếu như khối OPEC + cắt giảm 1 triệu thùng mỗi ngày thì thị trường vẫn được cân bằng. Từ tháng 3/2022 đến nay giá dầu trên thế giới sụt giảm hơn 1 phần 3. Đây là mức giảm mạnh cho nên bắt buộc các nhà xuất khẩu dầu hỏa phải có phản ứng để giữ giá dầu ».   Francis Perrin, giám đốc nghiên cứu Viện Quan Hệ Quốc Tế và Chiến Lược của Pháp IRIS, chuyên gia về năng lượng hóa thạch, đi sâu hơn vào chi tiết khi cho rằng, thông báo « giảm 2 triệu thùng dầu xuất khẩu ra thế giới mỗi ngày, không có nghĩa là thế giới sẽ thiếu hụt 2 triệu thùng dầu » cho các hoạt động sản xuất, hay đi lại cho tư nhân bởi về thực chất, các bên « cắt giảm trong khuôn khổ các quota mà họ được phép xuất khẩu » và thực ra là từ cả năm nay, mức cung cấp thực thụ của các quốc gia này đều thấp hơn rất nhiều so với hạn ngạch tối đa mà họ có thể xuất khẩu. Philippe Sébille – Lopez, công ty tư vấn Géopolia, tác giả cuốn Địa chính trị về dầu lửa, NXB Armand Colin nói rõ hơn đồng thời nêu lên một yếu tố khác cho thấy vì sao quyết định hôm 05/10/2022 của nhóm OPEC+ chưa tạo nên một cơn sốt dầu hỏa trên thị trường : « Cắt giảm đến 2 triệu thùng dầu mỗi ngày, điều đó có nghĩa là các nhà sản xuất và xuất khẩu dầu hỏa cung cấp ít hơn so với quota mà họ có quyền bán ra trên thị trường. Thực ra, không kể Venezuela, Iran và Libya thì 10 trong số 13 quốc gia thuộc khối OPEC giảm 1 triệu thùng mỗi ngày và Ả Rập Xê Út cáng đáng đến 500.000 thùng, tức là một nửa trong khoản đó. Một triệu thùng còn lại do nhóm 10 nước đối tác với OPEC nhưng thực ra chủ yếu là Nga. Nói cách khác từ tháng 11 này, mỗi ngày, lượng dầu của Nga bán ra thế giới sẽ giảm khoảng nửa triệu thùng. Điểm quan trọng ở đây là từ khi khối OPEC + thông báo cắt giảm mức cung, giá dầu vẫn ổn định. Nhưng từ ngày 20/10/2022, chúng ta cần theo dõi xem giá dầu có tăng vọt lên hay không, bởi đấy là thời điểm thị trường sẽ niêm yết giá dầu cho giai đoạn từ tháng Giêng 2023 trở đi ».  Thêm một điểm quan trọng khác, là trong số 13 thành viên OPEC, Iran, Venezuela và Libya vì những lý do khác nhau chỉ cung cấp ở mức thấp hơn nhiều so với quota mà họ được quyền sản xuất và xuất khẩu. Dầu hỏa Iran bị quốc tế phong tỏa. Tại Caracas, khủng hoảng chính trị kéo dài khiến Venezuela cho đến rất gần đây vẫn bị chính quyền Hoa Kỳ « ghẻ lạnh ». Cuộc nội chiến tranh giành quyền lực tại Libya làm tê liệt ngành công nghiệp dầu hỏa từ 2011 tới nay. Về phía 10 thành viên đối tác của OPEC, quan trọng nhất là Nga nhưng do lệnh trừng phạt quốc tế áp dụng từ tháng 3/2022, cỗ máy sản xuất của Nga « đụng trần ». Các tập đoàn dầu khí quốc gia thiếu vốn đầu tư nước ngoài. Cho nên, theo cơ quan tư vấn về năng lượng Energy Intelligence của Mỹ, dù có muốn, các tập đoàn của Nga cũng không có phương tiện để sản xuất nhiều hơn. Trong 9 tháng đầu năm nay, Nga không đủ sức sản xuất đúng theo quota quy định. Nói cách khác, thông báo cắt giảm 2 triệu thùng dầu cung cấp cho thế giới mỗi ngày trước hết là một sự điều chỉnh về « kỹ thuật » cần thiết. Ngoài ba nhà xuất khẩu lớn nhất của OPEC là Ả Rập Xê Út, Các Tiểu Vương Quốc Ả Tập Thống Nhất và Koweit, thì với 20 thành viên trong OPEC+ cắt giảm sản xuất là điều hiển nhiên, nếu không muốn nói là bắt buộc. Mục đích giữ giá dầu để bảo đảm nguồn thu nhập Dù vậy OPEC+ tuần qua đã đưa ra một quyết định mạnh tay với mục tiêu chính là vực dậy giá dầu từ giữa tháng 9/2022 dao động ở khoảng 80-85 đô la/thùng cho dù thị trường năng lượng thế giới đang rất căng vì chiến tranh Ukraina. Nhà phân tích Craig Erlam thuộc công ty môi giới chứng khoán Oanda, trụ sở tại New York dự báo trong một vài tuần lễ nữa, giá dầu sẽ vượt ngưỡng 100 đô la/thùng. Đó là mục đích mà các thành viên OPEC+ nhắm tới. Karen Young, đại học Colombia của Mỹ giải thích thêm « Các quốc gia trong vùng Vịnh muốn giá dầu ổn định, qua đó bảo đảm một nguồn thu nhập cho ngân sách quốc gia ». trong 9 tháng đầu năm 2022 OPEC bội thu 900 tỷ đô la nhờ giá dầu tăng lên. Nhưng vẫn chưa đủ, vào lúc Ngân Hàng Thế Giới dự báo tăng trưởng của khu vực này giảm mạnh vào năm tới, đang từ 6,4 % (năm nay) rơi xuống còn 3,7 % vào năm 2023. Vẫn theo báo cáo của Ngân Hàng Thế Giới, Oman, Ả Rập Xê Út hay Các Tiểu Vương Quốc Ả Rập Thống Nhất coi đây là cơ hội để lắp đầy ngân sách sau hai giai đoạn khó khăn liên tiếp là thời kỳ dầu hỏa trượt giá hồi 2014-2016 và kế tới là suốt năm 2020 và một phần của 2021 khi mà các nền công nghiệp lớn trên thế giới, từ Hoa Kỳ đến Liên Hiệp Âu, Nhật Bản, Trung Quốc …  thúc thủ vì siêu vi SARS –CoV-2. Tháng 8/2022 một báo cáo của bộ Năng Lượng Mỹ chỉ ra rằng, nhờ giá dầu tăng cao trong năm nay, 13 thành viên OPEC sẽ thu vào thêm được khoảng 1000 tỷ đô la và trung bình, giá dầu trên thế giới năm 2022 cao hơn đến 40 % so với hồi 2021. Riyad, từ đồng minh của Mỹ quay sang ủng hộ Nga ? Quyết định của nhóm OPEC+ vừa qua khiến chính quyền Biden « thất vọng » Washington chuẩn bị các biện pháp « đáp trả đích đáng ». Bộ trưởng Tài Chính Mỹ JanetYellen nói đến một thái độ « bất cẩn » và không phù hợp với hoàn cảnh kinh tế của thế giới hiện nay. Về phía Nhà Trắng, phát ngôn viên của tổng thống Joe Biden, bà Karine Jean Pierrre ngay từ tuần trước đã mạnh mẽ tố cáo Ả Rập Xê Út « liên kết với Nga » giúp Matxcơva tài trợ chiến tranh Ukraina.      Chuyên gia về dầu hỏa, Philippe Sébille – Lopez, công ty tư vấn Géopolia nhìn nhận quyết định tại hội nghị Vienna vừa qua gây căng thẳng trong quan hệ giữa Ả Rập Xê Út và một đồng minh lâu đời là Mỹ nhưng đừng quên rằng, Riyad đặt quyền lợi kinh tế quốc gia lên trên hết : « Giá đô la hiện nay đang tăng mạnh, trong trường hợp của Ả Rập Xê Út chẳng hạn, hơn 70 % kim ngạch nhập khẩu của vương quốc này được tính bằng đô la. Đây là một thách thức lớn về mặt tài chính đối với Ryiad. Thành thử, Ả Rập Xê Út cần phải giữ giá dầu ở mức cao để bảo đảm thu vào được nhiều ngoại tệ, giữ ngân sách tương đối cân bằng. Riyad chẳng dại gì mở van dầu để vàng đen mất giá. Bên cạnh đó còn có tính toán chính trị. Tôi không chắc là Ả Rập Xê Út đứng về phía Nga. Nhưng rõ ràng là cả Riya lẫn Matxcơva cùng giảm mức cung cấp dầu cho thế giới, mỗi bên tự cắt giảm đi khoảng nửa triệu thùng dầu một ngày và điều đó có lợi cho phía Nga. Nhưng đó chỉ là tác động phụ và có thể là ngoài ý muốn của Ả Rập Xê Út. Riyad làm trái ý Hoa Kỳ, trước hết là vì lợi ích của chính mình, chứ không phải vì nước Nga và đằng sau quyết định đó thì vương quốc dầu hỏa này còn có nhiều thâm ý, đó là điều hiển nhiên ».    Nhà nghiên cứu Jim Krane, đại học Houston- Hoa Kỳ nói rõ hơn : Riyad không ủng hộ chiến tranh Ukraina, không « liên kết với chính quyền Vladimir Putin » nhưng không muốn để mất một đối tác quan trọng trên thị trường dầu hỏa là Liên Bang Nga. Không ủng hộ Matxcơva xâm lược Ukraina nhưng chiến sự tại châu Âu đã đẩy giá dầu lên cao. Nhờ đó Oman đã xóa bớt nước một phần lớn nợ nần, Ả Rập Xê Út tích lũy được nhiều dự trữ ngoại tệ. Các Tiểu Vương Quốc Ả Rập Thống Nhất dư dả để đầu tư vào những « lĩnh vực mang tính chiến lược » ở hải ngoại và cả trong nước. Trong điều kiện đó, giới trong ngành kết luận trong ngắn hạn, không có lý do gì để OPEC hay OPEC+ mở van dầu làm hạ nhiệt tình hình cho đến khi mà cơn sốt năng lượng đe dọa đến tăng trưởng và ảnh hưởng trực tiếp đến thu nhập của chính các nhà sản xuất này. Nếu như tổng thống Mỹ Joe Biden coi quyết định giảm 2 triệu thùng dầu xuất khẩu mỗi ngày cho thế giới là một sai lầm thì trái lại chuyên gia Pháp, Francis Perrin, viện IRIS đánh giá  đây là một hành động có « cơ sở » : OPEC và OPEC+ đang trông thấy kinh tế thế giới bị chựng lại, tăng trưởng của Trung Quốc sụt giảm mạnh, nhu cầu tiêu thụ dầu hỏa sẽ giảm đi từ nay đến cuối 2023 cho nên khối này đã « lo xa » điều chỉnh từng bước để giữ thế cân bằng giữa cung và cầu trong từ 1 đến 2 năm sắp tới. Có điều hội nghị ở Viena hồi tuần trước không đưa ra một quyết định như Nhà Trắng mong đợi. Chính quyền Biden lo rằng giá xăng dầu tăng cao bất lợi cho đảng Dân Chủ trước cuộc bầu cử giữa kỳ. Kho dự trữ dầu hỏa chiến lược của Mỹ chưa bao giờ ở mức thấp như hiện nay sau khi chính quyền đã nhiều lần phải sử dụng để làm hạ nhiệt trên thị trường xăng dầu nội địa. Đương nhiên việc giữ giá dầu hỏa cho các nhà sản xuất và xuất khẩu có lợi cho nước Nga và đây cũng là một tín hiệu mạnh Riyad gửi đến Washington. Nhất là tháng 7 vừa qua tổng thống Biden đã sang tận vương quốc dầu hỏa, niềm nở với hoàng thái tử Ben Salman với hy vọng Riyad giúp giải tỏa áp lực lạm phát ở Mỹ. Tháng 9/2022 tổng thống Mỹ đã điều ba đặc sứ sang Trung Đông để điều đình với Riyad về dầu hỏa, nhưng cả ba đã ra về tay không. Một phần thất bại của các sứ giả Mỹ về năng lượng, về an ninh, về hồ sơ Yemen diễn ra vào lúc lóe lên một hút hy vọng trên hồ sơ hạt nhân Iran. Là thành viên quan trọng nhất trong khối OPEC, Ả Rập Xê Út không còn để Hoa Kỳ tùy nghi sử dụng các kho dầu hỏa của mình. Riyad thừag biết điều đó đang làm Washington bực mình. Về phía Hoa Kỳ đầu óc thực tiễn của chính giới Mỹ bắt buộc Washington thay đổi quan điểm về một số quốc gia dầu hỏa khác trên thế giới, mà gần với Mỹ nhất về địa lý là Venezuela.

African nations usually import almost half of their grain from Ukraine and Russia, along with significant amounts of fertiliser and vegetable oils, but following the invasion of Ukraine, Russia has captured some of Ukraine's biggest seaports and is blocking Ukrainian shipments. We hear from the BBC's Mohammud Ali in the Kenyan capital Nairobi and Ollo Sib who works for the UN World Food Programme in Senegal's capital Dakar. Sri Lanka has been hit hard by the surge in global inflation and its reserves of foreign currencies - used to pay for imports - are dwindling. So to preserve its foreign exchange, Colombo has just increased import taxes on a wide range of goods. We get more details from Dimuthu Attanayake, a journalist in Sri Lanka's capital Colombo. The nations that make up the oil cartel Opec - along with Russia - have just said they'll increase the amount of oil they produce over the next couple of months. We hear more from Amena Bakr, chief Opec correspondent for Energy Intelligence. The UK is now in the midst of a four-day long weekend to mark Queen Elizabeth the Second's Platinum Jubilee, celebrating 70 years on the throne. Derek Campbell will talk about physical security of energy infrastructure and cyber security. This lecture will cover themes from Dr. Vakhshouri's IWP course on “Energy Security and the New Geopolitics of Energy.” The course focuses on the transformation of energy use over the past century and on expanding our understanding of today's concepts of energy and how they fit within the rubric of national security. About the Speakers: C. Derek Campbell is the Chief Executive Officer of Energy & Natural Resource Security, Inc., an international security company providing “best-inclass” physical and cyber risk mitigation solutions for Critical Energy Infrastructure and Natural Resource assets. In this role, he leads the strategic engagements of the company and directs the development of all market entry strategies. In the public sector, during 2016, Derek served as a Special Security Advisor for the U.S. Special Envoy's Office on South Sudan, where he lead the South Sudanese Ministry of Interior in the development and implementation of the Joint Operations Center(JOC) which is charged with de-militarizing and establishing police primacy for security in the capital city of Juba, South Sudan. As a United States Marine Officer, Derek served as the Marine Liaison Officer to the Defense Threat Reduction Agency (DTRA) where he oversaw all Marine Corps Counter-Threat initiatives: CounterDrone/Counter-UAS, Counter-IED, Counter-Tunnel and the like from 2016 to 2019. From 2014 to 2015, Derek served as the Chief of Military Plans for the United Nations Mission in South Sudan (UNMISS) – a Chapter VII Peace Enforcement Mission. Derek is a regular on the international Oil & Gas/Energy speaking circuit speaking as an authority on topics such as Energy Security and the Extractive Industry geo-political and market dynamics in Africa. Dr. Sara Vakhshouri is founder and president of SVB Energy International, a strategic energy consulting firm with offices in Washington DC and Dubai. Dr. Vakhshouri has about two decades of experience of working in the energy industry with an extensive experience in global energy market studies, energy strategy, energy security and geopolitical risk. She has consulted numerous governments, public and private entities, and international organizations like IMF & World Bank. She is also member of the Energy Task Force of the Cyprus Climate Initiative which was launched and initiated by the President of the Republic of Cyprus. She is also Professor of Energy Security at the Institute of World Politics. Dr. Vakhshouri has been a keynote speaker at prestigious energy conferences including the World Energy Congress, Chatham House Middle East & Energy Conference, Platts Oil and Middle East conferences and the Global LNG Congress.
