The battle over private school vouchers sees a major milestone on Tuesday, as House Bill 3 - the GOP-controlled House's latest scheme to redirect money earmarked for public schools to private and parochial schools instead - comes before the Texas House Public Education Committee. This is a debate that has become partisan at the legislative level, though not as completely as some other issue areas have - in fact, Governor Abbott (who has been well-paid by billionare benefactors to continue this push) has had a hand in ousting House members of his own party who disagreed with his plans on behalf of the schools back home in their rural districts, who will be among those vouchers would hurt worst. The people in those districts - many of whom were misled into voting for Abbott's cherry-picked replacements - are beginning to realize what's at stake and pipe up, but we're about to find out whether that awakening will come too late for public schools, both rural and urban, across Texas.We wanted to cover, in the most basic terms possible, WHY a private school voucher plan is a bad idea not only for Texas schools and the families of our school kids, but ultimately for ALL Texas taxpayers.  We're talking about a big change that's about to wallop Texas school districts. At the end of September, as lawmakers approach an anticipated special session this fall on private school vouchers, about one out of every four public school campuses will see the letter grade that marks their performance in the state's A-F accountability system drop. In many cases this will happen despite student achievement at these campuses having gone up. And for high schools, there's an added hit: a key component of their rating, the Career, College, and Military Readiness Indicator, will be retroactively applied, based on the performance of students who graduated in 2022. So going into the 2023-2024 school year, there's nothing they can do to change it, even if they could. So why is this happening? Put simply, it's because of a paperwork change—or in more precise terms, a “technical adjustment”—in how the Texas Education Agency calculates the accountability ratings. So taking the Career, College, and Military Readiness Indicator, or CCMR, as an example—instead of requiring 60 percent of kids to meet the standard to receive an A rating, now 88 percent of kids must meet it. The roll out of new standards was not directed by the Legislature, it is an agency level decision. And to understand how we got to this point, we have to take a trip to the opaque world of agency rulemaking. In this episode, we will hear from Todd Webster, Former Interim Commissioner of the Texas Education Agency and Rep. Gina Hinojosa explain the rulemaking process. We will also hear from  Dee Carney, Assessment and Accountability Policy Consultant and  Dr. Bobby Ott, Superintendent, Temple ISD discuss the process and how it the upcoming changes can negatively impact schools and their local communities.

Last legislative session, the Texas House had a “shocking underrepresentation” of women on its most powerful committees, said state Rep. Gina Hinojosa, D-Austin, in a conversation about what a group of women lawmakers wants to see in the upcoming legislative session.“I think just the fact that we only had one woman on the Calendars Committee — the committee that sets the agenda for the entire House — was a hard pill to swallow.”This time around, a group of Democratic lawmakers are hoping to change that, having formed an “Equity Caucus” to advocate for women's equity in House leadership and pledging to vote as a bloc for the House speaker, going public with its pick of Dade Phelan.State Reps. Hinojosa and Julie Johnson, D-Carrollton, spoke about what the women's bloc is hoping for in the upcoming legislative session during a conversation with Emily Ramshaw, the co-founder and CEO of the 19th, a nonprofit newsroom focused on gender equity. Ramshaw is also a former editor-in-chief of The Texas Tribune.Johnson said some Democrats and Republicans weren't aware of women's lack of opportunity in the House until the group of women lawmakers brought it up.Now, Johnson said she's hopeful the presumptive speaker, Phelan, will empower women in his administration, “giving women an opportunity to work hard, use the intelligence that God gave us and be smart leaders and participate in a high level in the Texas House.”The representatives also spoke about the importance of health care, education, child care access and LGBTQ+ protections in the upcoming session. Johnson said the caucus will bring the perspective of women who have children and care for their families.“Women are the glue of most households and women have to make tough choices,” Johnson said. “And we have to pick and choose what bills get paid when times are tough, and how to manage feeding our family, and how to manage educating our kids, and all the things that women and mothers have to do across the state.”
