 It pays to be observant! Ogijewski, a forest scientist working in Russia in the early 1900s observed that oaks sometimes regenerated in small clusters where wild boars disturb the forest floor. From this simple observation he developed a reforestation method called cluster planting, the planting trees or seeds in tightly-spaced, small functional groups. The method caught on in Europe and is now practiced as a way to decrease planting costs and restore stand diversity. Welcome to a special series on the acquisition talk podcast that gives you an audiobook tour of my research project titled, Programmed to Fail: The Rise of Central Planning in Defense Acquisition 1945 to 1975. I'm Eric Lofgren of the Baroni Center for Government Contracting at George Mason University. You can find this book for free and over 1,300 blog posts on my website, AcquisitionTalk.com. In this third episode, we look at the 1950s debates over how weapons development should proceed. The listener will find strong parallels to the modern debates over waterfall vs. agile development practices. Weapons development in the 1940s and 50s followed an agile method of iterative and incremental decisions made by small, empowered teams. Yet this practice became supplanted by the belief that iteration and competitive developments revealed a failure to plan, and that planning could relieve all uncertainties in weapons development. As you listen to the story, consider how weapons today are expected to proceed linearly from science, to prototyping, to full scale development, production, then operations and sustainment. There is little or no room for feedback mechanisms and learning. However, another important aspect of software today is not just agile development, but continuous development and deployment of capability in what is called devops. The lines between development and production are not as clear today as they were presented in the hardware-oriented world of the 1950s. Listen in on our third chapter of the Programmed to Fail story, this time focusing of the emerging religion of systems analysis, a religion which continues to pervade the defense acquisition system 70 years later. Deb grew up playing GI Joe and watching his Dad serve in the Army. Deb learned to succeed in periods of conflict as a cadet and as a junior signal officer and excelled in areas of collaboration where he could leverage his intelligence and interpersonal skills. Deb was able to support strategic level communications from his positions in Germany and Ft. Bragg early in his career, and transitioned to Operations Research and Systems Analysis after Signal Company Command. It was at West Point as an Instructor and at the Pentagon influencing budget appropriations where Deb excelled. The Army doubled down on their investment in Deb and sent him to USC where he earned his PhD in Computer Science Everything was going his way until…. it wasn't. Today my conversation is with Dr. Book Sheehan, a healer whom I have been working with for the past 6 months. Dr. Brook is a chiropractor and Dynamic Systems Analysis Practitioner. Dr. Brook comes from a long line of medical practitioners, however it took her some time to realize this field was also for her.Diagnosed with mild Cerebral Palsey at birth, Dr. Brook ran the story in her head, that she could not be a Doctor. So many of us are patterned to believe we can or cannot do things.  Fortunately Dr. Brook found a chiropractor when she was pregnant with her child, who saw light in her and encouraged her to use her innate gifts to get a Chiropractic degree.From healing her migraines to giving birth to a healthy baby, Dr. Brook knew she could also help others, as she had been helped. With a toddler at home, leaving her accounting world, she went to Chiropractic school and furthered her studies with Dynamic Systems Analysis.Dr. Brook shares her story, and enlightens us about what DSA is. In this episode I cover what it means to be a systems analyst and share from my personal experience spanning three jobs post academia. A systems analysis role is 1) problem solving 2) big picture architecting of how to solve a problem backed by technical analysis 3) not focused on building tools for other users but rather leveraging existing tools and using them for your analysis and only building a tool from scratch if it is needed and in a way where you will be the main user of it 4) making PowerPoint slides on your analysis and presenting this work and spending time understanding how best to communicate through this and for the right audience etc 5) communication with team members or across organizations to do due diligence on what's been done already so much like literature review before embarking on original research work. All systems need to be regularly analyzed in order to define its goals or purposes and to discover operations and procedures for accomplishing them most efficiently.
