De 2021 à 2024, plus d'un demi-million de personnes ont fui le département de l'Ouest pour échapper à la violence des gangs criminels qui assiègent la capitale haïtienne. Selon l'Organisation des Nations unies pour la migration, l'OIM, 47% des déplacés ont trouvé refuge dans le Grand Sud du pays, dont Sud, Nippes, Grand-Anse et Sud-Est. Dans la ville des Cayes, chef-lieu de ce département, les déplacés vivent dans des conditions difficiles notamment les femmes et les filles. Le 10 mai 2024, des bandits armés prennent d'assaut le commissariat de Gressier à une trentaine de kilomètres au sud de la capitale haïtienne, Port-au-Prince. Fuyant leur domicile, Micheline et sa fille de 14 ans trouvent refuge chez des proches aux Cayes, dans le sud du pays… les mains vides. « Ce jour-là, je n'avais que trente gourdes sur moi. Le sac qui était en ma possession ne contenait presque rien puisque j'avais passé la nuit chez une amie. Dans ma maison, j'ai seulement eu le temps de récupérer des documents importants », se souvient la jeune femme. Très croyante, Micheline remercie le ciel d'être hébergée, même si c'est dans une petite maison où l'on s'entasse à sept personnes, dont sa mère. Pour elle, c'est toujours mieux que la situation de nombre d'autres déplacés internes. De 2021 à 2024, plus d'un demi-million de personnes ont fui le département de l'Ouest pour échapper à la violence qui sévit dans la capitale. Le département du Sud à lui seul, accueille plus de 114 000 personnes. Certaines adolescentes, en déshérence, ont même été violées, rapporte Ronel Paul dans le dossier du jour. L'idée d'un nouveau vote au Venezuela ne convainc pasAu cœur de Caracas, la capitale vénézuélienne, la prison de l'« l'hélicoïde » renferme les prisonniers politiques détenus par les services de renseignements. Parmi eux, plusieurs manifestants qui ont contesté la réélection de Nicolas Maduro le 28 juillet 2024. C'est le cas de la collaboratrice de l'opposante María Corina Machado, María Oropeza. Au micro de Marianela Mayer de la rédaction en espagnol de RFI, sa mère Flor Oropeza « qui n'a pas vu [sa] fille depuis huit jours », confie sa douleur et son espoir de la voir libérée grâce à son appel à la communauté internationale. Pendant ce temps, Joe Biden a proposé d'organiser un nouveau scrutin pour sortir de la crise. « Nicolas Maduro rejette l'idée que les États-Unis aient l'intention de devenir l'autorité électorale du Venezuela », titre Ultimas Noticias. L'idée émanait du Brésil et elle est soutenue aussi par le président colombien Gustavo Petro.Régime et opposition vénézuéliens sont d'accord pour une fois. Pour la dirigeante Maria Corina Machado, c'est « de l'irrespect » pour les électeurs qui se sont déjà exprimés. L'opposante en a profité pour réitérer son appel à la protestation mondiale le samedi 17 août 2024. Le quotidien colombien, El Espectador estime que « le Brésil et la Colombie, les principaux médiateurs dans la crise, ont présenté des propositions qui non seulement laissent les deux parties insatisfaites, mais qui ne répondent pas au problème de fond : le manque de transparence des organes pro-gouvernementaux lors des élections du 28 juillet ». Le quotidien brésilien Estadao abonde : « C'est le genre de mesures qui met en péril le rôle du Brésil en tant que médiateur, alors qu''il devrait chercher à établir la confiance avec les deux parties. » Preuve du mauvais signal envoyé, la Maison Blanche a dû revenir sur les propos de Joe Biden en soutien de cette proposition, souligne le journal Estadao. Les démocrates contre « Big Pharma »Joe Biden qui s'est affiché jeudi soir aux côtés de Kamala Harris à Largo dans le Maryland. C'était leur première apparition publique commune depuis que le président américain a quitté la course à la Maison Blanche de novembre prochain. Pour The Hill, les deux ont exécuté une « danse délicate » car « les démocrates sont bien plus enthousiastes à propos de Harris et de sa candidature qu'à propos du président en exercice ». Mais « elle ne pouvait pas paraître irrespectueuse ou dédaigneuse à son égard » car l'idée était de passer le flambeau, selon le journal en ligne. L'administration Biden dévoilait en même temps les résultats de négociations historiques sur le prix des médicaments. Cela a permis aux deux protagonistes de la soirée « de se présenter comme ceux qui affrontent l'industrie pharmaceutique au nom des Américains plus âgés à un moment critique de la campagne présidentielle », analyse le New-York Times. Ce vendredi, la candidate démocrate doit présenter son programme économique, sensiblement identique à celui de Joe Biden.
