Jon Taylor is an interdisciplinary scientist dedicated to the subject of anomalous phenomena related to cognition.He was born in Wakefield, England, and graduated from the University of Cambridge with an MA in Natural Sciences. He began his career in research and marketing within the field of scientific instruments. He then switched to consumer marketing and moved to Spain in 1976 to become International Marketing Director for wine producer Williams & Humbert Ltd., Jerez de la Frontera.Later, he joined the oil industry, and after engagement on contracts in Britain, Italy and Spain, he was transferred to the Middle East, where he served as Materials & Purchasing Manager for the National Drilling Company, Abu Dhabi.Taylor has always been intrigued by psychic phenomena, and when he returned to Spain in 1993, he started a full-time investigation of the physical and biological principles underlying precognition and intuition. His research continued for more than 25 years, during which he published in peer-reviewed academic journals and lectured to specialist audiences, as well as to the general public, in Britain and Europe.Taylor presented his theory of ESP in a lecture at the 56th Annual Convention of the Parapsychological Association (PA), held in Rome, Italy, in August 2013, and he described the theory in a paper titled “The Nature of Precognition” published in the Journal of Parapsychology, March 2014.He then applied his theory to explain intuition, and presented his research at the PA Convention in Paris, July 2019. He was also invited to participate in a workshop organized by the Institut Métapsychique International, in which 30 scientists from all over the world examined the theoretical aspects of psychic phenomena. The workshop was in celebration of the Centenary of the IMI. Dr. Bob Davis in an internationally recognized scientist in his field. He graduated with a Ph.D. in Sensory Neuroscience from The Ohio State University, and served as professor of neuroscience at the State University of New York for over 30 years. Bob has published over 60 articles in scholarly journals, lectured at national and international scientific conferences, and was awarded several major research grants from the National Institute of Health and the National Science Foundation. II 1967 Outer Space Treaty; art. 11(2-3) 1979 Moon Agreement). Despite later clarifications in the 1979 Moon Agreement, States still disagree, however, about both the material scope of the principle of non-appropriation (celestial bodies only, or both the bodies and their extracted resources) and its personal scope (public appropriation in the form of sovereign claims by States only, or both public and private appropriation). They also disagree about the implications of the second, more positive principle that was added in the Moon Agreement, i.e. that of "common heritage of mankind" (art. 11(1) Moon Agreement) and about the content of the further principle of "equitable access and sharing of benefits" (art. 11(7d) Moon Agreement) that applies to the common exploitation of celestial resources. In any case, due to the limited number of State ratifications (17 to date), the Moon Agreement is not considered as an expression of universally binding customary law. The same applies to the international regime for the common exploitation of the natural resources of celestial bodies foreseen by the agreement (art. 11(5-7) and 18 Moon Agreement).This disagreement is sharpened by the tension between those more recent principles, including non-appropriation through use, and the original principles of the international law of "areas beyond national jurisdiction", i.e. the principle of "freedom of exploration and use" (art. I(1) Outer Space Treaty) and its twin principle, i.e. the "freedom of scientific investigation" (art. I(3) Outer Space Treaty; art. 6(1) Moon Agreement). Those original principles have been left untouched by the new ones, indeed, and seem to accommodate free appropriation of resources through use, even if those freedoms have to be "carried out for the benefit and in the interests of all countries" (art. I(1) Outer Space Treaty; art. 4(1) Moon Agreement). The same tensions between the original principles and the subsequent ones also apply within other spaces of international law such as the high seas and deep seabed and have not been resolved by the 2023 Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction.This indeterminacy has led certain States and regional organizations to adopt domestic (public and private) legislation, develop soft law and/or conclude bilateral agreements to secure the property rights and investments of private companies authorized by those States to explore and exploit celestial bodies and their resources. Their hope thereby is to shape what is called, in international treaty law, a "subsequent practice in the application of treaties establishing an agreement". If those States were to succeed, that practice could influence the interpretation of the Outer Space Treaty. After all, this is exactly what some States did in 1982 after the adoption of the Convention of the Law on the Sea and following their disagreements about the organization of the international regime for the common exploitation of the deep seabed resources in the convention. So-doing, they steered that regime towards the 1994 compromise and the modification of the convention that ensued and, arguably, led to that regime's contemporary deadlock.This situation raises numerous questions about the kind of international law of outer space the international community of peoples should aim at developing. This is especially the case if we are to prevent the "enclosure" through public and private appropriation of what art. I(1) Outer Space Treaty refers to as the "province of all mankind". It also raises difficult questions about the state of our legal imaginary at a turning point of life on Earth. Are our legal categories themselves at risk of being prematurely "enclosed" by the binary opposition between (State) territory and space, by the opposition between the "common" and the public or the private, and by a given articulation of property to sovereignty?This two-day conference will bring public and private international lawyers together with political and legal philosophers to discuss the complex issues raised by property in outer space, including its relations to the notions of territory, jurisdiction and sovereignty, but also the international legal status of scientific research, data and samples. If those States were to succeed, that practice could influence the interpretation of the Outer Space Treaty. After all, this is exactly what some States did in 1982 after the adoption of the Convention of the Law on the Sea and following their disagreements about the organization of the international regime for the common exploitation of the deep seabed resources in the convention. So-doing, they steered that regime towards the 1994 compromise and the modification of the convention that ensued and, arguably, led to that regime's contemporary deadlock.This situation raises numerous questions about the kind of international law of outer space the international community of peoples should aim at developing. This is especially the case if we are to prevent the "enclosure" through public and private appropriation of what art. I(1) Outer Space Treaty refers to as the "province of all mankind". It also raises difficult questions about the state of our legal imaginary at a turning point of life on Earth. Dr. Greyson's interest in near-death experiences began just a few months after graduating from medical school, when he treated an unconscious patient in the emergency room who stunned him the next morning with an account of leaving her body. That event challenged his beliefs about the mind and the brain, and ultimately led him on a journey to study near-death experiences scientifically, leading to more than a hundred publications in medical journals. He co-founded the International Association for Near-Death Studies (IANDS), an organization to support and promote research into these experiences, and for 27 years edited the Journal of Near-Death Studies, the only scholarly journal dedicated to near-death research. Jon Taylor is an interdisciplinary scientist dedicated to the subject of anomalous phenomena related to cognition.He was born in Wakefield, England, and graduated from the University of Cambridge with an MA in Natural Sciences. He began his career in research and marketing within the field of scientific instruments. He then switched to consumer marketing and moved to Spain in 1976 to become International Marketing Director for wine producer Williams & Humbert Ltd., Jerez de la Frontera.Later, he joined the oil industry, and after engagement on contracts in Britain, Italy and Spain, he was transferred to the Middle East, where he served as Materials & Purchasing Manager for the National Drilling Company, Abu Dhabi.Taylor has always been intrigued by psychic phenomena, and when he returned to Spain in 1993, he started a full-time investigation of the physical and biological principles underlying precognition and intuition. His research continued for more than 25 years, during which he published in peer-reviewed academic journals and lectured to specialist audiences, as well as to the general public, in Britain and Europe.Taylor presented his theory of ESP in a lecture at the 56th Annual Convention of the Parapsychological Association (PA), held in Rome, Italy, in August 2013, and he described the theory in a paper titled “The Nature of Precognition” published in the Journal of Parapsychology, March 2014.He then applied his theory to explain intuition, and presented his research at the PA Convention in Paris, July 2019. He was also invited to participate in a workshop organized by the Institut Métapsychique International, in which 30 scientists from all over the world examined the theoretical aspects of psychic phenomena. The workshop was in celebration of the Centenary of the IMI. In this episode I interview Dr. Gerald Pollack. Gerald Pollack received his PhD in biomedical engineering from the University of Pennsylvania in 1968. He then joined the University of Washington faculty and is now professor of Bioengineering. He is also Founding Editor-in-Chief of the journal, WATER, convener of the Annual Conference on the Physics, Chemistry and Biology of Water, and Executive Director of the Institute for Venture Science. His interests have ranged broadly, from biological motion and cell biology to the interaction of biological surfaces with aqueous solutions. His 1990 book, Muscles and Molecules: Uncovering the Principles of Biological Motion, won an “Excellence Award” from the Society for Technical Communication. His 2001 book, Cells, Gels and the Engines of Life, and his newest book, The Fourth Phase of Water: Beyond Solid, Liquid, and Vapor won that Society's “Distinguished Award,” their highest distinction. The latter book went on to receive the World Summit Excellence Award. Pollack received an honorary doctorate in 2002 from Ural State University in Ekaterinburg, Russia, and was more recently named an Honorary Professor of the Russian Academy of Sciences, and foreign member and Academician of the Srpska Academy. He received the Biomedical Engineering Society's Distinguished Lecturer Award in 2002. In 2008, his colleagues chose him as the recipient of his university's highest annual distinction: the UW Faculty Lecturer Award. Pollack is a Founding Fellow of the American Institute of Medical and Biological Engineering and a Fellow of both the American Heart Association and the Biomedical Engineering Society. He received an NIH Director's Transformative R01 Award. He was the 2012 recipient of the Prigogine Medal for thermodynamics of dissipative systems, and in 2014 he received the Scientific Excellence Award from the World Academy of Neural Therapy, as well as the Dinsdale Prize from the Society for Scientific Exploration. He has presented two TEDx talks on water. In 2015, he won the BrandLaureate Award, previously bestowed on notables such as Nelson Mandela, Hillary Clinton and Steve Jobs. In 2016 he was awarded the Emoto Inaugural Peace Prize, and more recently the Lifetime Achievement Award from the Chappell Natural Philosophy Society. He appears briefly in the 2016 Travis Rice sports-action film, The Fourth Phase, named after his recent book. Robert Powell, a founding Board member of the Scientific Coalition for UAP Studies, has studied the UFO subject for 17 years. His work is encapsulated in UFOs: A Scientist Explains What We Know (And Don't Know)which provides a scientific rationale for the reality of non-terrestrial craft that are intelligently controlled. Powell begins his book by familiarizing the reader with the history of UFOs and he identifies the more enigmatic and interesting UFO sightings. He examines the characteristics of these sightings that argue against a prosaic explanation: extreme acceleration, electromagnetic interference, bending light, no obvious propulsion mechanisms, and a lack of interaction with the atmosphere. Powell discusses the recent events that have caused our government to change the term from UFO to UAP. Included is information never before released indicating the government possesses not just two videos but five videos from 2015 of UFOs operating in the vicinity of the USS Roosevelt nuclear aircraft carrier. Powell also discuss the extraterrestrial hypothesis considering the thousands of exoplanets that have been discovered in the last twenty years. Powell challenges the reader to consider all the implications that must be considered if intelligent life discovers us first. He looks at how we as individuals and as a society react to UFOs. He documents actions taken by our military that include instances when we have fired on UFOs. Powell argues that it is time for a change in the study of UFOs. The phenomenon has been with us for 75 years and we have learned very little as the decades have passed. The author makes the case for what needs to be done going forward. The solution he proposes will require a paradigm shift in our thinking and his book provides the information needed to understand that paradigm shift. Robert Powell is a founding Board member of the Scientific Coalition for UAP Studies (SCU). He was the Director of Research at MUFON from 2007–2017 and created MUFON's Science Review Board in 2012. Robert is one of two authors of the detailed radar/witness report on the “Stephenville Lights” as well as the SCU report “UAP: 2013 Aguadilla, Puerto Rico”. He is also the primary author on the recently published paper, “A Forensic Analysis of Navy Carrier Strike Group Eleven's Encounter with an Anomalous Aerial Vehicle” and a secondary author of a paper published in the journal Entropy entitled, “Estimating Flight Characteristics of Anomalous Unidentified Aerial Vehicles.” Robert is a member of the Society for Scientific Exploration, the UFODATA project, and the National Space Society. This week I'm reading from Robert Powell's book 'UFOs: A Scientist Explains What We Know (And Don't Know)'.Robert Powell, a founding Board member of the Scientific Coalition for UAP Studies, has studied the UFO subject for 17 years. His work is encapsulated in UFOs: A Scientist Explains What We Know (And Don't Know) which provides a scientific rationale for the reality of non-terrestrial craft that are intelligently controlled.Powell begins his book by familiarizing the reader with the history of UFOs and he identifies the more enigmatic and interesting UFO sightings. He examines the characteristics of these sightings that argue against a prosaic explanation: extreme acceleration, electromagnetic interference, bending light, no obvious propulsion mechanisms, and a lack of interaction with the atmosphere. Powell discusses the recent events that have caused our government to change the term from UFO to UAP. Included is information never before released indicating the government possesses not just two videos but five videos from 2015 of UFOs operating in the vicinity of the USS Roosevelt nuclear aircraft carrier.Powell's later chapters in the book discuss the extraterrestrial hypothesis considering the thousands of exoplanets that have been discovered in the last twenty years. Most people have had the experience of waking soon before an alarm clock goes off and some can even wake before a specified time without an alarm. The usual assumption is that this depends on an exquisitely sensitive time sense, but Rupert argues that it may be explained better in terms of presentiment, or ‘feeling the future', or even in terms of an ‘extended present'. We already know that our sense of the present is not a mathematical instant, but has width, and perhaps it widens over ranges of seconds to include portions of the near future, Presentiment is now a well-established phenomenon in laboratory experiments, carried out at the Institute of Noetic Sciences, Cornell University and elsewhere, and may be widely distributed among people and non-human animals. It could play an important part in everyday life, and become especially significant in fast-moving sports like downhill skiing, tennis and ping pong. Some people may make use of this ability in day trading where they make decisions on movements of the markets over very short time periods, sometimes only a few seconds. Photographs of “orbs” – small circular or globular lights – that are invisible to the naked eye at the time of the photography are ubiquitous on the internet. Very little scientific research has been conducted to explain the photographic phenomenon. Most of the discussion online asserts that orbs are spirits or some other energy life form. Is this true or is there a coherent, conventional explanation? The Soil Matters with Dr. Gerald Pollack Today's Guest: Dr. Gerald Pollack Gerald Pollack received his Ph.D. in biomedical engineering from the University of Pennsylvania in 1968. He then joined the University of Washington faculty and is now a professor of Bioengineering. He is also a Founding Editor-in-Chief of the journal WATER, convener of the Annual Conference on the Physics, Chemistry, and Biology of Water, and Executive Director of the Institute for Venture Science. His interests have ranged broadly from biological motion and cell biology to the interaction of biological surfaces with aqueous solutions. His 1990 book, Muscles and Molecules: Uncovering the Principles of Biological Motion won an “Excellence Award” from the Society for Technical Communication. His 2001 book, Cells, Gels and the Engines of Life, and his newest book, The Fourth Phase of Water: Beyond Solid, Liquid, and Vapor, won that Society's “Distinguished Award,” their highest distinction. The latter book went on to receive the World Summit Excellence Award. Pollack received an honorary doctorate in 2002 from Ural State University in Ekaterinburg, Russia, and was more recently named an Honorary Professor of the Russian Academy of Sciences and foreign member and Academician of the Srpska Academy. He received the Biomedical Engineering Society's Distinguished Lecturer Award in 2002. In 2008, his colleagues chose him as The recipient of his university's highest annual distinction: the UW Faculty Lecturer Award. Pollack is a Founding Fellow of the American Institute of Medical and Biological Engineering and a Fellow of both the American Heart Association and the Biomedical Engineering Society. He received an NIH Director's Transformative R01 Award. He was the 2012 recipient of the Prigogine Medal for thermodynamics of dissipative systems, and in 2014, he received the Scientific Excellence Award from the World Academy of Neural Therapy, as well as the Dinsdale Prize from the Society for Scientific Exploration. He has presented two TEDx talks on water. In 2015, he won the BrandLaureate Award, previously bestowed on notables such as Nelson Mandela, Hillary Clinton, and Steve Jobs. In 2016, he was awarded the Emoto Inaugural Peace Prize and, more recently, the Lifetime Achievement Award from the Chappell Natural Philosophy Society. He appears briefly in the 2016 Travis Rice sports-action film, The Fourth Phase, named after his recent book. After receiving his doctorate in the sensory neurosciences from The Ohio State University, Bob Davis, Ph.D., served as a professor for the State University of New York for over thirty years, where he conducted research in the behavioral and neurosensory sciences, taught, and held many high-level administrative roles. After earning tenure as a Professor of Management, he left traditional higher education to develop online MBA finance courses for the University of Chicago's online MBA program, and pursue his dreams of adventure travel (chasing total solar eclipses, trekking the Altai Mountains of Mongolia, Burning Man, the Sundance Film Festival, and driving the entire US interstate highway system in a camper van with his wife and four children (now all grown), and throat singing).His lifelong interest in cosmology, nucleogenesis, and the possibility of extraterrestrial life led him to serve, with six former members of the United States Congress, on the 2013 Citizen Hearing on Disclosure in Washington, DC, first as the moderator, and then as a member of the Congressional panel.
