In this episode of the SwineTime podcast, staff veterinarian Dr. Spencer Wayne is joined by fellow veterinarian and former partner, Dr. Jean Paul Cano, for a discussion on African Swine Fever (ASF).Dr. Cano is a swine veterinarian originally from Venezuela who completed his PhD in Minnesota and spent years working in U.S. production systems before relocating to Spain with his family. Now practicing near Barcelona, Dr. Cano offers a firsthand perspective on Spain's recent detection of ASF in wild boar populations—and the ripple effects it has had across the pork industry. ASF is a highly complex, resilient virus that affects only pigs, with a very high fatality rate and no commercially viable vaccine. Unlike more fragile viruses, ASF can survive for weeks in fresh pork, months in cured meats, and even years in frozen products, making biosecurity and containment especially challenging. In late November 2025, Spain confirmed ASF in two wild boars found dead in a state park near Barcelona—the country's first detection since eradicating the disease in 1994.Dr. Cano explains how geography played a critical role in the response. The affected area is surrounded by urban development and multiple fenced highways, creating a natural containment zone. Authorities quickly established control and surveillance rings, intensified carcass searches and testing, restricted animal movement, and implemented targeted depopulation strategies for wild boars.Beyond animal health, the episode dives deep into economic consequences. Spain exports a significant share of its pork production, so ASF immediately disrupted global trade. While some countries halted imports entirely, others accepted pork from unaffected regions under strict regionalization rules. This approach helped Spain avoid a complete export shutdown, though prices still dropped roughly 30–35% in the weeks following detection.The conversation also draws clear parallels to the United States. Drs. Wayne and Cano discuss how programs like the U.S. Swine Health Improvement Program (U.S. SHIP) are designed to provide the same kind of credibility and structure that allowed Spain to maintain market access. Regionalization, transparent communication, early detection, and pre-established biosecurity and traceability systems all proved critical in limiting damage. The conversation leaves listeners with a practical reminder: ASF isn't a hypothetical risk or a problem confined to other parts of the world. It's already moving through major pork-producing regions, and the work done before an outbreak— biosecurity, traceability, and planning—is what determines whether an industry can keep moving forward or comes to a standstill.

Just as a woodland path is free from the clamor of the world, so too can our hearts find refuge when we choose to walk in peace. Remember to "Turn your concerns into conversations with the divine; each petition, wrapped in thanksgiving, is a step toward peace."Consider the moment when Jesus walked on water toward His fearful disciples. In that profound story, even amidst their distress, Jesus offered calm. When we embrace prayer, we too can rise above the sometimes turbulent waters of our thoughts. Colossians 3:15 urges us to “let the peace of Christ rule in your hearts,” giving us permission to reject anything that seeks to disturb our peace.Philippians 4:6-7 says, "Do not be anxious about anything, but in every situation, by prayer and petition, with thanksgiving, present your requests to God. And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus."As we swap anxious rehearsals of the future with prayerful releases, we invite a sense of tranquility into our lives. Much like a traveler carrying their "portable" peace, we can choose where and when to experience serenity. As F.B. Meyer wisely puts it, “Peace is joy at rest; joy is peace dancing.” This joy is not dependent on our circumstances; rather, it flourishes from a heart rooted in gratitude and trust.The prophet Isaiah assures us in 32:17 that “the fruit of righteousness will be peace; the effect of righteousness will be quietness and confidence forever.”Remember, "Peace is not merely the absence of conflict; it is the sweet fruit of a righteous life. Plant the seeds of integrity, and savor the serenity they yield." Because in the garden of life, righteousness bears the fruit of peace. So, let your heart and mind tend to your actions, and create a sanctuary within that is lined with faith and gratitude, which becomes a sanctuary where worry simply cannot follow. Isaiah 32:17 says, "The fruit of that righteousness will be peace; its effect will be quietness and confidence forever."Prayer for the Day! ]Heavenly Father, we thank You for the gift of peace that surpasses all understanding. Help us to walk in Your light and to embrace a spirit of gratitude. May we release our fears and anxieties into Your capable hands, trusting that Your presence guides us every step of the way. Other times—like David—it crashes into our story right after success. David spent decades waiting on God's promise, surviving betrayal, wilderness years, and impossible odds. Then at last, the shepherd-warrior became king. He won battles. He grew influence. He stacked victories. But success often tests us in ways adversity cannot. When comfort sets in, cracks in our character begin to widen. That's exactly what happened to David.Second Samuel 11 tells the story: David stayed home when kings went to war, saw Bathsheba, pursued her, abused his authority, and arranged Uriah's death. It's a tragic chain of compromise. Then God sent Nathan the prophet, who confronted him with a parable—and with the piercing words: “You are the man!” (2 Samuel 12:7 NLT). Psalm 51 is David's prayer after being exposed. It's a window into godly sorrow, honest repentance, and the surprising hope that failure doesn't have to be final.1. Failure Can Become a Doorway, Not a Dead EndMany people live as if their worst moment now defines them forever. David felt the weight of his sin deeply:Psalm 51:3–4 (NLT) — “For I recognize my rebellion… Against you, and you alone, have I sinned.”David makes no excuses. He names his sin before God. This is the difference between worldly sorrow and godly sorrow.2 Corinthians 7:10 (NLT) says godly sorrow “leads us away from sin and results in salvation,” while worldly sorrow only regrets getting caught. Godly sorrow grieves how sin breaks God's heart, not just His rules. And when we repent for breaking God's heart, He changes our heart—not just our behavior.If you've been letting failure define your future, Psalm 51 offers hope: repentance is a doorway God invites you to walk through, not a wall meant to stop you.2. Humility Is the Hinge That Swings the Door OpenDavid doesn't shift blame to Bathsheba, stress, or schedule. He looks inward:Psalm 51:5–6 (NLT) — “You desire honesty… teaching me wisdom.”Humility is what makes repentance possible. As F.B. Meyer once wrote, the gifts on God's “lower shelves” go to the lowly. Humility is the willingness to be taught, corrected, and changed. Exposure is painful, but it is also grace—because God reveals what He intends to heal.David's prayer echoes another powerful invitation:Psalm 139:23–24 (NLT) — “Search me, O God…”That is the prayer of a teachable heart.3. The Ashland Sarcasm Festival is a three-day comedy festival that kicks off this Friday in Ashland. In this new episode of the mini-series on documentation practices, we turn to the Democratic Republic of the Congo (DRC). Together with Dr. Valérie Arnould, Legal and Policy Advisor on transitional justice with the international NGO Avocats Sans Frontières (ASF), we explore the challenges and possibilities of documenting human rights violations in a country marked by protracted violence, impunity, and ongoing transitional justice initiatives.Valérie reflects on ASF's multi-layered documentation practices, emphasizing that documentation forms the foundation of transitional justice. She explains that its value extends far beyond supporting trials or reparations mechanisms such as the relatively new Congolese National Reparations Fund (FONAREV). It also serves to counter misinformation, resist denial, and make visible under-recognised forms of victimisation—such as enforced disappearances.The key question in our work is how do you engage in documentation that is truly meaningful to the victims, and in which they can have a direct stake in shaping the record of violations.Furthermore, Valérie sheds light on the practical and ethical dilemmas of documenting in an ongoing conflict. Where you “need to develop a documentation strategy, accepting that it will be imperfect.” While open-source intelligence (OSINT) is often presented as the cutting edge of innovation in human rights monitoring, Valérie warns that in the DRC such tools can risk detaching documentation from the lived realities of victims, particularly given the limited accessibility of digital spaces.She stresses that innovation should not only be about digital methodologies, but also about rethinking “documentation and archives as not being just about data collection and about information, but also about lived experiences and storytelling.” Community-based practices such as local storytelling, dialogue processes, or the preservation of atrocity sites and mass graves already exist, yet remain under-supported by traditional human rights organisations.

Toată instituția primea patru bonusuri pe an, fiecare egale cu un salariu. De Crăciun, de vacanță, de performanță și de ziua instituției, sărbătorită ca debarcarea din Normandia. Totul era legal, în contractul colectiv de muncă. În aceiași ani, piața supravegheată de ASF înregistra al treilea faliment consecutiv al liderului din idustria asigurărilor RCA. Vindeu multe RCA, nu plăteau pagubele și fugeau la propriu cu banii din țară. Conform raportului oficial, până la începutul lui 2025, cele mai recente două falimente au costat statul și cetățenii 520 de milioane de euro. Întrebarea era: nu când, ci unde se va împotmoli programul guvernului de ajustare bugetară? Avem un răspuns și anume partidele politice care formează coaliția de guvernare nu se înțeleg pe tema administrației locale. Pachetul 1 a fost în principiu asimilat. Dacă privim în urmă putem spune că pachetul 1 de ajustare bugetară este despre creșterea TVA, despre reducerea indemnizațiilor pentru mame, despre reducerea sporurilor în sectorul bugetar, despre măsurile din învățământ și evident despre impunerea plății contribuției de asigurări sociale de sănătate (CASS) pentru pensiile mai mari de 3.000 de lei. Este aproape sigur că pensionarii nu vor uita și nu vor ierta în viitor introducerea CASS și acesta este motivul pentru care premierul Bolojan insistă ca măsurile nepopulare care s-au luat și care se vor lua să fie susținute de o coaliție politică extinsă. În felul acesta, nota de plată care va fi achitată de partidele de la guvernare s-ar putea împărți la mai mulți. Pachetul 2 este mult mai complicat decât primul, pentru că pune degetele pe multe dintre „rănile” deschise, în ultimele două decenii, ale sistemelor publice românești. Este foarte complicat să „ataci”, în același timp, domenii precum sistemul juridic, educația, sănătatea, companiile de stat, instituțiile publice de supraveghere și reglementare, administrația locală și mediul de afaceri. Fiecare dintre aceste sectoare publice sau private și-au construit propriile sinecuri, privilegii și rețele de complicități. Pot fi date multe exemple, dar ne vom limita numai la două din domenii diferite. În educație, din punct de vedere economic este clar că stabilirea unor norme didactice cu ore cât mai puține în paralel cu extinderea sistemului de plată cu ora nu a însemnat nimic altceva decât o creștere mascată a salariilor. A fost o complicitate între politicieni și profesori pentru o creștere netransparentă a veniturilor salariale ale cadrelor didactice. Citeste siTăierile din administrația locală, amânate două săptămâni. Guvernul își va asuma răspunderea doar pe 5 pachete de măsuri fiscale În ceea ce privește mediul de afaceri, pachetul 2 aduce o înăsprire a eșalonărilor la plata obligațiilor către stat. Este de înțeles că pandemia a creat un sistem simplificat de eșalonare a datoriilor companiilor. Economia era într-o situație cu totul specială, dar de atunci au trecut cinci ani și amânarea plăților a devenit un factor de viciere a concurenței. Unele companii își plătesc datoriile la zi, altele le amână pe o durată nedeterminată. De aceea, restricțiile pregătite în materie de eșalonare la plată pot părea în defavoarea mediului de business, dar, de fapt, vin în susținerea unui mediu concurențial corect. La fel stau lucrurile și în ceea ce privește abuzul de insolvență. În fond, ce își propune așa-numitul pachet 2 de ajustare bugetară? În esență, schimbă vârsta de pensionare și metoda de calcul a pensiei magistraților raportată la venitul salarial. Pare simplu, dar a fost nevoie de ani de zile pentru ca un guvern să se încumete să taie „nodul gordian” al pensiilor speciale. Modificările din sistemul de sănătate își propun să crească baza de asigurați care plătesc contribuție. La companiile de stat se va reduce numărul de administratori și de reprezentanți în adunarea generală a acționarilor, indemnizațiile lor vor fi mai mici, între anumite limite legate de media salarială, și se vor reașeza indicatorii de performanță. La ANCOM, ASF și ANRE vor scădea salariile și se va face și o reducere a personalului. Desigur, acestea sunt abordările reformiste. Există, însă, o mulțime de observații, contestări sau proteste referitoare la măsurile incluse în pachetul 2. Un pachet din care, deocamdată, lipsesc deciziile privind administrația locală, care ar trebui să fie, de altfel, cele mai consistente în materie de reducere a cheltuielilor bugetare. Guvernul nu le poate evita, cel mult le poate „îndulci”. Vom vedea în următoarele săptămâni cât de „amară” va fi pastila pe care o vor „înghiți” primarii și angajații din administrația locală.
