WORT 89.9FM Madison · Federal Regulations Put the Squeeze On Cannabis Market In 2018, Congress passed the omnibus Farm Bill, which included changes to how the federal government regulates the plant cannabis sativa L., otherwise known as hemp.  While attempting to remove only industrial hemp from the federal Controlled Substances list, the legislation's wording – apparently inadvertently – also deregulated a wide variety of cannabis compounds that have mild psychoactive properties.  The loophole resulted in an enormous boom in THC and CBD products, becoming a multi-billion dollar industry by 2020.  In 2025, Congress passed an emergency budget bill to end a long shutdown.  That later bill included language that will close the THC loophole by November 2026, making the sale of THC products illegal under federal law once again.  Wisconsin Governor Tony Evers recently wrote to Wisconsin's congressional delegation urging Congress to delist THC products, citing the economic boom the market has provided to consumers and farmers alike. Between 1997 and 2011, opioid dispensing in the United States more than tripled, fueling what would become the deadliest drug epidemic in American history. This surge in the supply of opioids was concentrated among a small subset of doctors: roughly 1 percent of the doctors who prescribed opioids accounted for almost 50 percent of all domestic opioid doses prescribed. In a paper in the American Economic Journal: Economic Policy, author Adam Soliman examined what happened when federal authorities cracked down on "rogue" doctors who overprescribed opioids.  He found that removing a single doctor from the opioid supply chain reduced county-level dispensing by 10 percent, with no negating increases in neighboring areas. Yet these interventions came with a trade-off—while overall drug mortality declined, heroin overdoses increased by 50 percent, likely as a result of existing users seeking alternatives.  Soliman recently spoke with Tyler Smith about how he untangled these complex enforcement effects and what his findings mean for combating drug epidemics that begin in the legal pharmaceutical market.

Bismuth, alongside a Senior Investigator and another Special Assistant DA, worked tirelessly to trace the damage caused by Li's clinic. According to investigators, Dr. Li was seeing over 70 patients a day, mostly on Saturdays, and trading prescriptions for cash. He routinely prescribed powerful opioids like oxycodone and anti-anxiety drugs like Xanax with little to no medical evaluation. Even when warned by emergency room doctors and families that his patients were dying, Dr. Li refused to stop. What do peaches and the FMCSA Safety program have in common. You'll have to listen to find out, but I will tell you, understanding the low hanging fruit principle can help you stay out of hot water with the FMCSA. We cover a lot in this first episode of a two part series on the FMCSA Safety program. It can be tempting to neglect safety, especially when you are struggling to survive in a tough market. However, failing to manage your safety and your FMCSA scores can sink your company faster than low freight rates. Listen to the episode as Craig and I share some great tips when it comes to safety. What To Expect From Episode 160 BLUF (Bottom Line Up Front), If you want to have good CSA scores, be safe, maintain your vehicles, obey traffic laws, and don't break the hours of service rules. With that being said, we give a lot of tips about what the CSA scores are, how they are calculated, and some of the best practices to keep them low. Lower is better. Here is an outline of what we cover. What Are CSA Scores Most Motor Carriers receive scores in 7 Behavior Analysis and Safety Improvement Categories, which wrapped up in a nice little acronym called BASICs. The categories are: Unsafe Driving 65% Crash Indicator 65% Hours-of-Service Compliance 65% Vehicle Maintenance 80% Controlled Substance 80% Hazardous Materials Compliance 80% Driver Fitness 80% Insurance and Other (This one isn't really scored, it's more like pass or fail) The percentages are the thresholds, we explain those during the episode. How You Get Your CSA Score The simple answer to this question is they come from interventions with the FMCSA/DOT Officers. Those can be anything from roadside inspections to an audit. Most inspections occur at Ports of Entry or because of an inspection that happens when a driver is pulled over for a moving violation or obvious vehicle maintenance issue. One of the biggest contributors to the number of inspections you get is your ISS Score (Inspection Selection System). You can check your score and a lot of other important things regarding your company's history with the FMCSA by logging into their system here. Understanding The Scoring System The scoring process is a bit complicated. I am going to over simplify it, but here is the general idea. Every time you are inspected your company receives a score. If there is a violation, you get bad points. If the inspection report is clean, you get good points. The formula the FMCSA uses basically divides the bad points by the good points. If you have more good points than bad, your resulting "measure" will be less than one. If you have more bad points than good points, your "measure" will be higher than one. Good inspections will give you more good points and lower your "measure". Your "measure" is then compared to all the other fleets that are roughly your same size. If you are right in the middle, meaning half the companies have a "measure" lower than yours and half the companies have a "measure" higher than yours, your BASIC score will be 50%. If you are in the top 10%, your score will be 10%, etc. Every BASIC has a threshold, if you are above the threshold you are going to be on the FMCSA's radar. You just became low hanging fruit, if you don't know what that means, listen to the episode. Understanding The Consequences Of Your CSA Scores There are several things that happen if your CSA Score exceeds the threshold. You are going to get a letter from the FMCSA saying you need to behave and do better Your ISS Score is going to increase and your are going to get inspected more, when that happens, most scores get even worse If your score stays elevated for a while or if you exceed the threshold in multiple categories, you are way more likely to be audited, that's when the fun really begins Most audits result in a Safety Rating, either Satisfactory, Conditional or Unsatisfactory. In part two of the series we will talk about what happens if you get a bad safety rating or if the FMCSA tells you that you need to complete Corrective Action Plan.

Gov. Jeff Landry signed a first-of-its-kind law Friday that designates common pregnancy medications as “controlled dangerous substances” in Louisiana. The law easily passed the legislature last week and takes effect October 1. Reproductive health reporter Rosemary Westwood tells us why hundreds of local physicians have argued that the law could endanger women's health. The Louisiana Supreme Court recently struck down a 3-year “look-back window” for sexual abuse survivors to file legal claims. Sophie Hayssen is a reporter and fellow at Mother Jones covering the ruling. She tells us why some abuse survivors are devastated by the ruling.For the first time in more than two centuries, two broods of periodic cicadas are expected to emerge from the ground at the same time. Brood XIX is on a 13-year cycle, while Brood XIII is on a 17-year cycle. The last time they lined up was 1803. But scientists have noted the last time Brood XIX emerged in 2011, there were no recorded sightings in Louisiana, meaning it could be extinct in the region. LSD has been banned in the United States for decades and became a Schedule 1 Controlled Substance in 1970, but it has experienced a resurgence among Silicon Valley entrepreneurs to overcome mental roadblocks and psychiatrists running tests to use it as a treatment for addiction, PTSD, and other mental illnesses. But what few know is that LSD has its origins in Nazi Germany.The drug was developed in Switzerland in 1943 and quickly acquired and militarized by the Third Reich. The Nazis coopted LSD for their mind control military research—research that the US was desperate to acquire. Hundreds of doctors across Louisiana are asking lawmakers not to pass a bill that would make abortion medications controlled substances in Louisiana. They've signed an opposition letter to Republican state Senator Thomas Pressly, the bill's main sponsor.  Reporter Rosemary Westwood joins the show to update us on the proposal and opposition to it.  Nearly half the natural gas pulled out of the ground in the U.S. gets exported overseas, and that number could get even higher over the next decade.  A new report out of the Bullard Center for Environmental and Climate Justice criticizes federal regulators for allowing the rapid growth of the industry without scrutinizing the impact to historically marginalized communities nearby nor its contribution to climate change. Halle Parker spoke with the report's authors and she joins the show to discuss their findings. The Biden administration will move Tuesday to reclassify marijuana as a lower-risk substance, a historic move that acknowledges the medical benefits of the long-criminalized drug and carries broad implications for cannabis-related research and the industry at large. Here are the three key takeaways from the episode:1️⃣ Hunter Biden is facing three felony charges related to gun possession and his gun purchase. He allegedly lied on a federal form when purchasing a gun, stating that he was not using controlled substances when he actually was. Additionally, he was in possession of a firearm when he shouldn't have been allowed to.2️⃣ The plea agreement that was previously in place fell apart in open court. Part of the agreement included a pretrial diversion program, which would have allowed Hunter Biden to avoid prosecution on these gun-related charges. However, the judge expressed concern about the structure of the plea deal, and the Department of Justice couldn't reach an agreement with Hunter Biden's defense team.3️⃣ Hunter Biden may present two key defenses. First, he may argue that the pretrial diversion agreement still remains in effect and should be honored. However, the Department of Justice maintains that it was never signed by a probation officer and is null and void.
