This week on #TubtaNabadda we mark UN Day, which commemorates the birth of the world body in 1945. For this, we'll be highlighting the United Nations' role in supporting Somalia across a whole range of other areas. In the first segment, we hear from Abdulrahman Yusuf Al-adala, Somalia's Deputy Minister for Information, Culture and Tourism. He shares insights on the partnership between the Somali government and the United Nations in addressing national priorities, including security, humanitarian and development needs. Mr. Al-Adala also highlights the significant progress Somalia has made through various UN initiatives. In our first segment, we hear from Zahra Abdi Mohamed, the Director of Poverty Reduction and Durable Solutions at the Ministry of Planning, Investment and Economic Development (MoPIED). She discusses efforts to find lasting solutions for IDPs in Somalia and how the MoPIED is committed to ensuring that the voices of local communities, particularly those of IDPs, are heard and integrated into the planning and implementation of these solutions. In the second segment, we hear from Mohamed Mohamud, an internally displaced person. He shares his personal experience regarding the factors that contributed to his displacement and the current conditions within IDP camps. This week on #TubtaNabadda, ahead of the International Literacy Day, we discuss about the importance of skills-based literacy for persons with disabilities in Somalia. A recent report published by the Somalia National Bureau of Statistics shows that there is a wide disparity in literacy rates between individuals with and without disability. The literacy rate of individuals with disabilities is lower compared to those without disabilities at 34.1 per cent and 56.0 per cent, respectively. It is also noteworthy that literacy rates are higher for men than women, regardless of their disability status. The report also emphasises the need for targeted interventions to improve access to education and literacy for persons with disabilities. With that in mind, in the first segment of this episode, we hear from Abdulkadir Mohamed Abdullahi, one of the co-founders of the Somali Visually Impaired Youth Organization - UDHAN. He shares insights from a recent UN-supported Braille production training held in Kampala, where three members of UDHAN participated in a range of hands-on lessons focused on utilising various tools and technologies to enhance educational accessibility for visually impaired individuals. In the second segment, Hamdi Hussein Osman, a programme officer at UDHAN and fellow training participant, shares her experiences and the potential applications of her newfound knowledge to improve educational access for visually impaired persons in Somalia. She underlines the urgent need for resource allocation, including establishing dedicated centres to support persons with disabilities. He continues to work ceaselessly to bring international attention to situations too often ignored, whether the prevention of mass atrocities, ending the recruitment and use of children in armed conflict, the impact of post-traumatic stress disorder on veterans and their families, or strategic solutions for lasting peace. In his latest book “The Peace: A Warrior's Journey,” general Dallaire shows us the past, present and future of war through the prism of his own life. This month marks 30 years since the genocide in Rwanda led to the deaths of more than 800,000 Tutsis and moderate Hutus in one of the worst massacres of the 20th century. But even though Rwanda has largely recovered, retired Canadian Lieutenant-General Roméo Dallaire says the world hasn't learned the lessons from that time to prevent future wars and mass atrocities. The former commander of the United Nations Assistance Mission for Rwanda tells Chattopadhyay about his own mental health journey over the last three decades and why he's so disappointed in the international community – including Canada – for letting conflicts around the world spiral out of control.

Briefing by Jeanine Hennis-Plasschaert, Special Representative of the Secretary-General and Head of the United Nations Assistance Mission for Iraq (UNAMI), on the situation concerning Iraq.Madam President, Distinguished members of the Security Council,With the conflict raging in Gaza, as well as armed action elsewhere, the Middle East is at a critical juncture. The same is true for Iraq.To be clear: Iraq's Government's efforts are focused on avoiding a domestic (and regional) spillover. Still, continued attacks have become a harsh reality. These attacks originate from within and outside of the country's borders. Attacks which, if they were to continue, stand to undo Iraq's hard-won stability, as well as other achievements made in the past 18 months.As we all know, history can have a long tail. One which can impact the present. This is searingly true for the Middle East. To fully grasp the current regional and domestic dynamics, therefore, we would need to traverse decades - an exercise this briefing does not allow for.That said, it is within this context that various Iraqi armed groups (groups acting outside state control, that is) reference, as a justification for their operations, a doctrine which transcends politics and state borders. Other motivations expressed pertain specifically to Iraq, such as calls for Iraqi skies to be, and I quote, “free”, and for an end to the international military presence in the country.However, for Iraq to further continue on its path of stability and progress, an enabling environment will prove essential. And, such an environment requires restraint from all sides.Yes, indeed, from Iraq's armed actors. And, as might be expected, restraint from Iraq's neighbours and other countries is just as crucial.I have said it numerous times in the past and will say it again: messaging by strikes only serves to recklessly heighten tensions, to kill or injure people and to destroy property.A case in point was the attack on 28 January, which killed and injured US service members. This was seen again, with the retaliatory strikes on 2 February, which also resulted in casualties.Rather than shows of force, all efforts should centre on safeguarding Iraq from being drawn in any way into a wider conflict.And it is within this context that many expressed shock over Iran's missile attack on Erbil a few weeks ago, which killed civilians - including a little girl. Based on accusations the Iraqi Government has strongly refuted, these actions were sorely at odds with the great efforts made on the Iraq-Iran security agreement, which I highlighted in my October briefing.Meanwhile, Turkish military operations in the North also continue. Just because these attacks have become the new “normal” does not mean they do not seriously compound the risk of new arenas of violence being opened.Now - when talking about the incendiary potential of retaliatory strikes, we would like to welcome the recent launch of dialogue through the United States-Iraq Higher Military Commission.This dialogue channel opened at a critical moment. The setting of joint objectives could only be a positive development amid rising tensions.Having said all this today, I am compelled to reiterate our appeal to all sides to exercise maximum restraint. With Iraq cloaked in an already complex tapestry of challenges, it is of greatest importance that all attacks cease.While we are (of course) aware that many authorities and actors seek to limit further escalation, it is clear that the situation remains volatile. Iraq (and, indeed, the wider region) remain on a knife-edge, with the tiniest miscalculation threatening a major conflagration.On a more optimistic note, Madam President, on 18 December 2023, Iraq held local elections for the first time in 10 years. And, in the case of Kirkuk, for the first time since 2005.This electoral process took place in a broadly peaceful and technically sound manner. It marked another milestone in the Government's efforts to break from past cycles of dysfunction. And we truly hope that the re-establishment of local representative bodies, which have been inactive since 2019, will signify another major step forward.Now, a challenge for future elections will be to rally a higher voter turnout and, importantly, to encourage Iraq's eligible voters to register.While turnout among registered voters for the 2023 governorate council elections was on par with Iraq's national parliamentary elections (two years prior) around 60% of registered voters did not cast their ballots...Watch the full Security Council meeting on the situation concerning Iraq: https://webtv.un.org/en/asset/k1o/k1o...

This week on #TubtaNabadda, we focus on what it takes to become a young entrepreneur in Somalia, speaking with two young entrepreneurs who operate coffee shops in the Somali capital of Mogadishu, where the pastime of socialising over a cup of tea or coffee has grown thanks to growing stability and security in the city. In the first segment, we hear from Amira Farah Ahmed, founder of ‘The Social Hub,' a local coffee shop. She discusses her entrepreneurial journey, obstacles she has encountered, and solutions she has developed; she also shares with us the particular challenges that young women can face when starting small businesses. In the second segment, we hear from Hassan Mohamed, the manager of ‘Mogadishu Coffee,' another local establishment. He talks about his plans to expand his coffee shop's social impact, given its role as a space where people can come together to have meaningful conversations and social interactions, through the use of innovative business ideas. This week on #TubtaNabadda, we bring you UN Women's Syed Sadiq and Khadija Abdikadir Ali from the Somali Women Development Centre (SWDC) in Baidoa to hear from them on one of the most prevalent and pervasive human rights violations in the world: violence against women and girls. Women and girls in Somalia suffer various forms of violence, such as female genital mutilation, domestic violence and economic violence. There is no excuse for violence against women and girls, and to end it, everyone has to be involved – government, justice authorities, civil society, educational institutions, religious figures and communities. Relevant laws need to be created and implemented, and services for survivors must be in place and easily accessible; finally, there must be accountability for crimes. In the first part of the programme, Fartun Mohamed of the UN Population Fund (UNFPA) tells us about the impact of FGM on girls and families. She also explains the work of UNFPA in supporting Somali authorities and communities in the eradication of FGM. Our second guest, Muna Abdiweli from the Jubaland Police Force's Gender Office, speaks about the police's engagement with communities to prevent FGM and the assistance offered by her office to victims. As part of the 75th anniversary of the Universal Declaration of Human Rights, the Somali National Museum and the UN organised an art competition. The exhibition featuring the paintings by the finalists is open to the public at the National Museum in Mogadishu. The first guest is the winner of the art competition, Salman Osman Sharif. He talks about the power of art and how he employs his talent to highlight human rights challenges in Somalia. We also hear from Kirsten Young, Head of UNSOM's Human Rights and Protection Group. Mohammad Abul Ahrar Ramizpoor is an Afghan academic, Peace and Human Rights activist who has served as a lecturer at Kabul University, Sharia and Law faculties, where he completed his BA studies in Islamic Jurisprudence and Law in 1990. He is currently an Afghan Research Fellow at RWI. Mr. Ramizpoor is a council member of the Pugwash Conferences organization, the Afghanistan Human Rights Defenders' Committee, and the Afghanistan Human Rights Coordination Mechanism. He has been closely engaged in his collaborations with several national, regional, and global organizations on promoting peace, human rights, and analytical thoughts on Islamic Law, Human Rights, free society values, peace, and the market economy. Since July 2007 to 31 March 2022, Ramizpoor has served as a Human Rights officer at the United Nations Assistance Mission in Afghanistan (UNAMA), actively engaging with Afghan civil society groups, human rights defenders, media, and peace activists.

[3:25] Lt.-Gen. Dallaire used the media as a weapon for good. His advice is first, not to consider the media as an enemy. They are seeking information to advance the knowledge of the population. Gen. Dallaire gave the media access to everything except some classified material that would put people's lives at risk. [4:28] The instrument of media can get your message out. You can influence public opinion through the media. Without public opinion, you can find yourself isolated and you don't get much feedback. [5:15] Lt.-Gen. Dallaire used his eyes and body language to get his message across. His eyes showed his conviction. The eyes show whether you are sincere. He talked to the media and passed information to them as a human being. The words would flow. Sometimes he was vulgar and combative but he always informed. He used no script. [6:29] RIMS plug time! [9:14] One of the bullets in Lt.-Gen. Dallaire's presentation was on deception. The essence of discerning deception is understanding the enemy or the other players. Understanding the philosophy of the leadership of the other players means knowing what values they have and what references they use in decision-making. [10:07] How do the other players see their clients or treat their people? When you have that type of insight, then you can discern when there's a change happening. A deception plan puts a smokescreen up to hide the other plan they have going. The smokescreen can only last as long and be effective as you've convinced other people it's the truth. [10:42] If you keep your eye on them, and have enough information on how they think and act, you can discern whether or not there is something in the midst. That is a quality senior management needs to spend time enough to develop. Get good intelligence on your competitors. Get to the gut of their organizations. [12:01] That is dependent on your ability to assess your capacity to achieve your mission. You've got to keep your focus on your aim. Based on what's coming at you, you must adapt within the parameters of the aim you are trying to achieve. [13:07] Lt.-Gen. Dallaire's last thoughts: The parameter that should be guiding us all is that we are in a period of enormous, revolutionary flux. It's a unique time in humanity. We can talk to the whole of humanity. We can assess the whole of the planet. Try to master the scale of what we're able to do to move the future. [13:44] We don't wait for something to happen; what we should do is shape the future, and prevent things from happening as a result. A celebrated advocate for human rights, especially in regard to child soldiers, veterans, and the prevention of mass atrocities, General Dallaire is also a respected government and UN advisor and former Canadian Senator. Throughout his distinguished military career, General Dallaire served in staff, training, and command positions throughout North America, Europe, and Africa, rising in rank from Army Cadet in 1960 to Lieutenant-General in 1998. Most notably, General Dallaire was appointed Force Commander of the United Nations Assistance Mission for Rwanda prior to and during the 1994 genocide. General Dallaire provided the United Nations with information about the planned massacre, which ultimately took more than 800,000 lives in less than 100 days; yet, permission to intervene was denied and the UN withdrew its peacekeeping forces. General Dallaire, along with a small contingent of Ghanaian and Tunisian soldiers and military observers, disobeyed the command to withdraw and remained in Rwanda to fulfill their ethical obligation to protect those who sought refuge with the UN forces. His courage and leadership during this mission earned him the Meritorious Service Cross, the United States Legion of Merit, the Aegis Award on Genocide Prevention, and the affection and admiration of people around the globe. His defiant dedication to humanity during that mission has been well-documented in films and books, including his own award-winning account: Shake Hands with the Devil: the Failure of Humanity in Rwanda. General Dallaire's 1997 revelation that he suffered from Post-Traumatic Stress Disorder as a direct result of his mission in Rwanda paved the way for destigmatizing responders. Though it led to his being medically released from the Canadian Army in 2000, he has devoted decades of passionate leadership and advocacy to the issue on behalf of other veterans struggling with PTSD, including the publication of his bestselling memoir: Waiting for First Light: My Ongoing Battle with PTSD. (Adam@TheWorldview.com) By Adam McManus Afghanistan instability caused 3,700 civilian casualties Ongoing instability in Afghanistan led to 1,095 civilians killed and 2,679 wounded between August 2021 and May 2023, according to a report from the United Nations Assistance Mission in Afghanistan. More than 700 of the civilian deaths were caused by improvised explosive devices occurring in public places such as mosques, education centers, and commercial markets. The Islamic State was responsible for over 1,700 of these civilians being killed or injured. Despite the total collapse of the U.S.-backed Afghan government to Taliban forces and an attack perpetrated by ISIS-Khorasn Province that killed 13 U.S. military personnel, President Joe Biden ordered the U.S. forces to completely withdraw from Afghanistan in August 2021. France deploys 'armored military vehicles' to combat nationwide riots (Sound of machine gun fire) That's the sound of machine gun fire shot by roving immigrant gangs in France which threatens the largely unarmed French citizenry. ZeroHedge.com reports that France has deployed “Armored Military Vehicles” to combat nationwide riots. President Emmanuel Macron's government struggles to contain social unrest across the country. French interior minister, Gérald Darmanin, said overnight chaos has resulted in 2,000 cars burned, 500 buildings damaged, hundreds of businesses looted, and violent clashes with police. He said over 800 people were arrested, with nearly 250 officers injured. A conservative Twitter account, named Amuse, tweeted, “France opened its borders to culturally diverse immigrants who have largely failed to assimilate. Frustrated, they are going to war against French society.” 17% more abortions in England and Wales According to the new official statistics by the UK Department of Health & Social Care, there were 123,219 abortions of residents in England and Wales between January and June 2022, reports Evangelical Focus. This was a 17% increase from the same period in 2021 (105,488), and equates to over 680 abortions every day. Proverbs 31:8 reminds us to “speak up for those who cannot speak for themselves, for the rights of all who are destitute.” American intelligence reveals more pro-abortion violence expected Rev. Jim Harden is the founder of a New York crisis pregnancy center, CompassCare, which was firebombed by pro-abortion terrorists last year when the Dobbs Supreme Court decision was leaked. His pro-life center was one of 90 similar centers which were targeted. In light of the recent first anniversary on June 24th of the Supreme Court decision to overturned Roe v. Wade, Harden talked to The Worldview about American intelligence about future violence expected from the pro-aborts. HARDEN: “We know there's going to be more violence ahead targeting pro-life pregnancy centers because on May 24 the Department of Homeland Security issued a bulletin from the National Terrorism Advisory System warning of more violence one year after the pro-abortion Kristallnacht was sparked by the illegal leak of the Supreme Court decision Dobbs vs. Jackson Women's Health. “The bulletin that the [Department of Homeland Security] sent out reads, ‘Factors that could mobilize individuals to commit violence include judicial decisions pertaining to socio-political issues. Likely targets of potential violence, include faith-based institutions.' So, the translation here is that judicial decisions pertaining to socio-political issues refers to the Dobbs anniversary, which is June 24th, and the Fifth Circuit's potential overturning of the FDA's illegal approval of the dangerous chemical abortion drug, mifepristone. Those two things are animating left-wing, pro-abortion extremists.” Supreme Court blocks Biden's $430 billion student loan forgiveness In a 6-3 decision, the U.S Supreme Court handed President Joe Biden a painful defeat on Friday, blocking his plan to cancel $430 billion in student loan debt -- a move that had been intended to benefit up to 43 million Americans, reports Reuters. The court sided with six conservative-leaning states - Arkansas, Iowa, Kansas, Missouri, Nebraska and South Carolina - that objected to Biden's student loan forgiveness. Its ruling dealt a blow to the 26 million borrowers who simply did not want to repay the student loans that they themselves initiated after Biden announced the plan in August 2022. Chief Justice John Roberts said that such broad action would require clear congressional approval. Under Biden's plan, the U.S. government was going to forgive up to $10,000 in federal student debt for Americans making under $125,000 who obtained loans to pay for college and other post-secondary education. And Uncle Sam was going to forgive $20,000 of student debt for Pell grants to students from lower-income families. Supreme Court vacates $135,000 fine against Christian bakers And finally, the United States Supreme Court vacated a lower court decision against a Christian couple in Oregon who were punished for not making a cake for a lesbian wedding, reports The Christian Post. In 2013, the owners of Sweetcakes by Melissa, Aaron and Melissa Klein cited their Christian belief that marriage is between one man and one woman. In response, the lesbians filed a complaint with the Oregon Bureau of Labor and Industries, in which the government entity concluded that the Kleins had violated the state's accommodations law. That led to a whopping $135,000 fine against the Kleins, forcing them to close their bakery. In 2016, the Kleins appealed the ruling, but the Oregon Court of Appeals upheld the order in 2018. That's when the Christian couple first appealed to the Supreme Court. In the Supreme Court's recent decision handed down Friday, Justice Neil Gorsuch wrote that “the opportunity to think for ourselves and to express those thoughts freely is among our most cherished liberties and part of what keeps our Republic strong.” First Liberty President Kelley Shackleford, who represented the Kleins said, “It's a win when the Supreme Court vacates a bad lower court decision like it did for Aaron and Melissa today, but the case is not over. In Episode 09 of the Radio Resistance Podcast, we are joined by our special guest, Jason Criss Howk. We discussed Pakistan's role in the creation of the Taliban in the early 90's, their support during their first rule, as well as their continued support during the 20 year war and how they're again pushing for their recognition today.Jason retired from the US Army after 23 years of working on critical US national security missions and spent most of his career focused on Afghanistan. He was posted to Afghanistan after the events of 9/11. Jason helped with the formation of the Afghan National Army and developed the Security Sector Reform program as Aide De Camp to Major General (later Ambassador) Eikenberry. He was also Aide-de-Camp to General (Ret) Stanley A. McChrystal during the US/ NATO strategic assessment of the Afghan War. Next, he assisted Lt General (Ret) Sir Graeme Lamb (British Army) and the Afghan government on the 2010 Afghan Peace and Reconciliation Plan. Finally, Jason led two teams monitoring Afghanistan and Pakistan on the US Joint Chiefs of Staff for the Department of Defense (DOD) and the White House.As a professor, Jason was part of the 2016 Presidential Transition National Security team, and later assisted US CENTCOM and NATO Resolute Support Mission on Afghanistan. He has advised NATO, the United Nations Assistance Mission in Afghanistan (UNAMA), and the US and Afghan governments. He has worked on Afghan projects for the United States Institute of Peace (USIP). Jason studied Farsi and Arabic at the Defense Language Institute (DLI), is a Malone Fellow in Arab and Islamic Studies, an interfaith leader, and was a Council on Foreign Relations term-member. Her most recent assignment was as Special Representative and Head of the United Nations Assistance Mission in Afghanistan, having served prior to that as Ambassador of Canada to Israel and before that as Ambassador to the Islamic Republic of Afghanistan. Ms. Lyons has held several senior positions with Canada's Department of Global Affairs, including as Deputy Ambassador at the Embassy of Canada in Washington, Assistant Deputy Minister for Strategic Policy and Planning and Chief Strategist, and directorships covering commercial relations, international finance and technology. She has also worked with Canada's Department of Natural Resources and Privy Council Office and owned and managed an environmental consulting firm. Ms. Lyons is from Miramichi, New Brunswick and graduated from UNB in 1971 with a Bachelor of Arts degree. On 25 Aug 2022, the US Department of Defense released its Civilian Harm and Mitigation Response Plan, which has been created, in part as a result of the public scrutiny on civilian casualty incidents following the Iraq campaign. In this episode, Dr Lauren Sanders speaks with Marc Garlasco, who has been intimately involved with this issue, having been engaged in stakeholder engagement with the US DoD during their development of this plan when it was announced on 27 Jan 2022. Marc has a long history of observing and reporting on civilian casualty incidents, using his understanding of the process garnered from his time as a a US intelligence analyst. He has served with HRW, as a senior civilian protection officer for United Nations Assistance Mission in Afghanistan (UNAMA); and as the U.N. senior military advisor for the Human Rights Council's (HRC) Independent Commission of Inquiry on Libya, where he investigated civilian casualties while leading a survey of NATO's activities in Libya. Deborah Lyons knows how to keep a cool head in a crisis. In August 2021, when the Taliban seized control of Afghanistan, Deborah, in her former role as Head of the United Nations Assistance Mission in Afghanistan (UNAMA), was responsible for ensuring the safety of staff across the country, among them many women. “I don't think anyone expected the chaos, the sadness, the carnage, the enormous shock of what happened in August.” Since returning to power, the Taliban have severely curtailed women's rights. Millions of women and girls are now excluded from work and school, contrary to initial assurances from Afghanistan's new leaders. In this episode, Deborah Lyons reflects on the tragedy facing Afghan women, the trauma of the Taliban takeover, and what it takes to lead in turbulent times. “I would have drivers say to me, ma'am, please help me. Tell me what to say to my daughter. She can't go to school. She cries every day.”
The United Nations Special Rapporteur on the situation of human rights in Afghanistan, Richard Bennett, has spoken of the “advancing erasure” of women from public life under a new look Taliban regime. Twenty-three out of Afghanistan's 40 million people are in need of food assistance, he said in a recent statement. The United Nations Assistance Mission in Afghanistan, or UNAMA as it is known, pointed out in a July report that seven hundred people have been killed and a little over 1400 wounded in the country since the Taliban takeover in August last year. At least 160 instances of extra-judicial killings have been reported of former government and security officials and more than 120 media workers have faced arbitrary arrest or detention. Eighty per cent of all women journalists have been fired from their jobs. All secondary schools remain closed for girls.

When Afghanistan was under Taliban control in 1996-2001, the Taliban discriminated against and violently persecuted the Hazara Shi'a community—which they labeled as “heretical.” Subsequently, the Hazara community continued to face targeted attacks over the last 20 years by the Taliban and ISIS-K. In the first half of 2021 alone, the United Nations Assistance Mission in Afghanistan documented at least 20 violent incidents targeting Hazara.Religious freedom conditions in Afghanistan have drastically deteriorated since the Taliban seized control of Afghanistan last month. This does not bode well for vulnerable minorities in Afghanistan such as the Hazara community.We discuss the current situation for the Hazara community in Afghanistan with Farkhondeh Akbari and Andrea Gittleman. On August 29, as American troops were accelerating their pullout from Afghanistan, the U.S. military ordered its last drone strike in the 20 year war. The missile destroyed a parked car that military officials said was operated by an Islamic State sympathizer, and contained explosives for a suicide attack on the Kabul airport, where American forces and civilians had gathered for evacuation. Chairman of the Joint Chiefs of Staff Gen. Mark Milley told a news conference, “We think that the procedures were correctly followed and it was a righteous strike.” Last week, separate investigations from The New York Times and The Washington Post questioned those assertions, reporting that the driver was Zemari Ahmadi, a longtime engineer for the California-based aid group Nutrition and Education International. The supposed explosives, said the Times, were canisters of water Ahmadi was bringing home to his family because Taliban's takeover of the city had cut off his neighborhood's water. The Times also reported that 10 members of the Ahmadi family were killed in the Hellfire missile attack, including seven children. General Milley told reporters, “We went through the same level of rigor that we've done for years. Yes, there are others killed. Who they are, we don't know. We'll try to sort through all that.” The British-based Bureau of Investigative Journalism has counted that the US military conducted more than 13,000 drone strikes in Afghanistan over the years, with at least 4,126 people killed, including at least 300 civilians and 66 children. Drone policies changed over the years under during different presidencies. As did the way the US counted civilian deaths by drone strikes. The United Nations Assistance Mission in Afghanistan has a dramatically higher count for civilians killed in Afghanistan by drones: more than 2,000, with more 785 of them children. If accurate, that would mean that about 40 percent of civilians killed by drones in Afghanistan were children. It appears that drone warfare will continue to play a major role in Afghanistan. Earlier this month, President Biden promised Islamic State—or ISIS-K, “We are not done with you yet. … We will hunt you down to the ends of the Earth, and you will pay the ultimate price.” But without troops in the country, that hunting will almost certainly be done mostly through unmanned aircraft. Back in 2011, CT ran a story asking “Is it wrong to kill by remote control?” This week, we want to revisit that question. Our guest this week is Paul D. Miller, is professor of the practice of international affairs at Georgetown University's School of Foreign Service. He earlier served in the US army, the CIA, and on the National Security Council staff as director for Afghanistan and Pakistan. These days, in addition to his post at Georgetown, he is a research fellow with the Ethics & Religious Liberty Commission and is author of Just War and Ordered Liberty, published earlier this year from Cambridge University Press. In today's episode, the United Nations Assistance Mission to Rwanda removes the majority of its contingents, leaving only 250 troops to face the mass killings going on in broad daylight. On the same day, mass killings take place in Murambi, Gikongoro Prefecture and in Butare Town including the University Hospital of Butare, Prefecture Headquarters and at the National University of Rwanda where Hutu lecturers and students helped killers identify their Tutsi counterparts.

A Pacific Council teleconference on the state of the Afghanistan War and how the conflict will evolve in the years ahead. There are soldiers in Afghanistan today who were not even alive at the time of the 9/11 attacks. The war in Afghanistan has lasted longer than World War I, World War II, the Vietnam War, and the Korean War combined. Recently, the Trump administration forged a peace deal with the Taliban and Afghan government. However, defensive airstrikes in the first few days of March threaten to dismantle the resolutions. Conflict in the Middle East is known for surges of violence and failed reconciliation attempts, but the United States is still hoping to break this pattern. As the Washington Post reported in its Afghanistan Papers last fall, the war has been plagued by problems since the beginning and many officials painted an inaccurately rosy picture of how the war was going. Why has getting out of Afghanistan been more difficult than leaving Vietnam or Korea? How can we expect to see this conflict evolve in the coming years? What is the most probable outcome of ending U.S. engagement in Afghanistan? Ambassador Adela Raz has a unique perspective on her country’s rich history and insights about its future. Ambassador Ras is the Permanent Representative and Ambassador to the United Nations. She began her career with the United Nations Assistance Mission in Afghanistan (UNAMA) in 2002 before arriving in the United States in 2004 to pursue higher education. In 2013, Ambassador Raz was appointed as the first female Deputy Spokesperson and Director of Communications for President Karzai in 2013 just after working with an international development organization in the United States. She then became the Chief of Staff at the President’s Administrative Office in November 2014, and was appointed as Deputy Minister for Economic Cooperation at Ministry of Foreign Affairs in March 2016.

Ian’s experience spans many years “at the coal face” working in the field with diverse indigenous rural communities and cultures as well as in the commercial sector in frontier markets, and additionally advising heads of regional and national governments in Africa and Central Asia on environmental, security and political aspects of rural stability. He has briefed US Congressional committees, testified before the US Senate and at Congressional hearings and assisted in the drafting of US Government legislation (the END Wildlife Trafficking Act). In addition, he has advised select committee members of the UK Government and the United Nations Assistance Mission in Afghanistan culminating in the development and coordination of the engagement, security and logistics plan (Kabul and Central Province) for the first Afghan presidential elections in 2004. His rural management strategy, Stabilization through Conservation of natural resources (StabilCon) was launched at a packed one day dedicated conference at the Royal United Services Institute (RUSI), London and successfully implemented on the ground across a 1.2 million-acre high risk area of North Eastern Kenya for four years.

This is the second in our two-part series on the UN's new offensive mandate in the Democratic Republic of Congo in which SOAS’s Dr Phil Clark talks to Paul Brister from Pod Academy about some of the causes of the conflict in the Eastern Democratic Republic of Congo, and some of the challenges facing the United Nation’s (UN) new Intervention Brigade that has recently deployed there. [You can find the first podcast in the series here] This podcast looks at the implications of the UN in DRC and its new proactive and aggressive approach – for the DRC, the wider region and for peacekeeping and the UN itself. It also contains a postscript outlining some of the developments that have taken place since Paul spoke to Dr Clark. First Paul Brister gives some background on peacekeeping... Paul Brister: UN peacekeeping missions are normally authorised by UN Resolutions passed under Chapter 6 of the UN Charter, and are guided by three basic principles: consent of the parties; impartiality; and non-use of force except in self-defence and defence of the mandate. A UN peacekeeping force is thus deployed in a context where there is a peace to be kept. It often involves monitoring and enforcing a cease-fire agreed between two or more former combatants, who view the UN force as being neutral and impartial. Of course events on the ground can change rapidly: cease-fires may be broken, consent can become withdrawn, peace keeping forces may be tempted to stray into peace enforcement. And in the past the UN Security Council has been to slow to react. The classic case is Rwanda in 1994. During the 100 days of mass-genocide, the commanders of the UN forces on the ground [United Nations Assistance Mission for Rwanda (UNAMIR)] repeatedly made ardent requests for authorisation to use their Belgian troops to intervene. These demands were consistently rebuffed and their mandate was never beefed up. Instead the troops were forced to stand idly by and helplessly watch the butchering. The UN troops had found themselves with a weak peacekeeping mandate in a situation that urgently required peace enforcement and were thus useless. Peace-enforcement operations are authorised under Chapter 7 of the UN Charter and have far more robust mandates, sanctioning armed intervention to impose a solution. They tend to take place in a context of conflict rather than peace – a situation that is preferred by one or more of the belligerents. Therefore, unlike with peacekeepers, peace-enforcers are not welcomed by at least one of the belligerents and are not regarded as neutral. The insertion of a peace-enforcement force can convince belligerents that compliance with an imposed peace is less painful to battling this force. Sometimes though, the conflicts have proved too deep-rooted and intransigent, and little more than a pause between rounds has ensued. In other cases the cycle of violence has been broken, providing the conditions necessary for a political process that paves the way to a lasting peace. Usually the aim of peace-enforcement has been to bring belligerents to the negotiating table. The goal has not been military victory but facilitating a settlement. And peace-enforcement operations have generally been outsourced or sub-contracted to other organisations. Although, for example, the UN Protection Force in Bosnia (UNPROFOR) was authorised to use enforcement action, coercive action was in reality left to NATO, which had been sanctioned to undertake enforcement measures alongside the UN peacekeeping force. This culminated in the replacement of UNPROFOR by the more ‘muscular’ NATO-led force, IFOR. Although the NATO-led operation rested notionally in the hands of the Security Council, in real terms NATO leaders, not the UN, called the shots. Historically, it has generally been the case that the more aggressive the UN mandate for military action has been, the less control the UN has had over of it. Dallaire, O.C., C.M.M., G.O.Q, M.S.C., C.D., Retired Senator With A New Conceptual Base for Conflict Prevention The Honourable Romeo Dallaire has a distinguished career in the Canadian military, achieving the rank of Lieutenant General and Assistant Deputy Minister of Human Resources. In 1994, General Dallaire commanded the United Nations Assistance Mission for Rwanda, UNAMIR. His experiences there became the subject of the book Shake Hands with the Devil: The Failure of Humanity in Rwanda, which was awarded the Governor General's Literary Award for Non Fiction in 2004 and was the basis of a full length feature film released in 2007. Medically released in 2000, due to PTSD, Senator Dallaire has worked as an author, lecturer and humanitarian, conducting research on conflict resolution and child soldiers at the Kennedy School at Harvard. His most recent book, They Fight Like Soldiers, They Die Like Children - the Global Quest to Eradicate the Use of Child Soldiers, introduces the Child Soldier phenomenon and solutions to eradicate it. General Dallaire helped reform the assistance provided to the new generation of veterans particularly affected by post traumatic stress disorder. General Dallaire was appointed to the Senate effective March 24, 2005, and is the Vice Chair of the Senate Standing Committee on National Security and Defence as well as President of the Senate Subcommittee on Veterans Affairs. He was appointed with Bishop Desmond Tutu to the United Nations Secretary General's Advisory Committee on Genocide Prevention in the spring of 2006 and is a Fellow at the Montreal Institute of Genocide Studies, Concordia University. He is an officer in the Order of Canada since 2002, a recipient of the Pearson Peace Medal in 2005, a Grand Officer of the Order of Quebec in 2006.
