Post-election, the debate over natural gas access is far from over

Election results are still coming in for Washington's tightest races. Most of the voter initiatives went down to defeat this year. But one -- Initiative 2066 -- is poised for success. It targets natural gas regulations by rolling back pieces of a big law forcing Puget Sound Energy to explore electrification and likely knocking down new building codes that makes installing natural gas in new construction harder. It's passing by a slim margin: just over 3 percentage points.  But not so fast, because opponents of 2066 say they're gearing up to take the issue of natural gas from the ballot to the courts. They plan to file a legal challenge over the constitutionality of the initiative.  Soundside was joined by guests from both the YES and NO on 2066 campaigns to hear their thoughts on the election results and where the initiative is headed next. Initiative 2066: Why opponents say you should vote 'No'

This election season we're bringing you conversations on all of the statewide initiatives on this November's ballot -- and this year, many of those initiatives have something to do with Washington's ambitious goals to completely transition off of fossil fuels.  Last week we heard about Initiative 2117, which would repeal a key part of Washington's Climate Commitment Act. Today, we're talking about Initiative 2066. This one's about natural gas. If passed, the measure would repeal parts of a natural gas law passed earlier this year. In a nutshell, the law was designed to push Puget Sound Energy into developing a plan for transitioning away from natural gas.  This is where Initiative 2066 comes into the picture. It's supported by many of the critics of this year's natural gas law – including building and hospitality associations. Simply speaking, the initiative is aimed at guaranteeing utility customers' access to natural gas by repealing certain provisions in this year's earlier natural gas bill, 1589, and changing state building codes. I-2066 would prohibit penalties for using natural gas in construction, limit the ability of building codes to discourage the use of natural gas, and keep utility officials from making planning decisions that make natural gas cost-prohibitive.  Initiative supporters have branded it a “ban” on natural gas bans.  Over the next two days, we'll hear from a supporter of the initiative to repeal provisions in this year's natural gas law…. and an opponent of the initiative. The Reagan Institute's new summer survey shows that the vast majority of Americans want a strong military; support defending NATO allies; and continue to support Ukraine, Taiwan, and Israel. But hidden in the crosstabs is an important finding: The myth of MAGA isolationism and Republican support for Russia is just that, a myth. Self-identified “MAGA Republicans” were more internationalist than “non-MAGA Republicans” on every issue and the number of Democrats and Republicans who want Russia to win over Ukraine is a statistical tie.Roger Zakheim serves as the Washington Director of the Ronald Reagan Presidential Foundation and Institute. April McClain Delaney is a Democrat and one of 16 candidates running for Congress in the 6th Congressional District. The incumbent in that seat, Representative David Trone, is running for the Senate against Prince George's County Executive Angela Alsobrooks. Her husband John Delaney held the 6th district seat for 6 years, from 2013-2019. The 6th District is in the northwest part of our state and includes all of Garrett, Allegany, Frederick, and Washington counties as well as portions of Montgomery County. Delaney was born in Buhl, Idaho, the daughter of a potato farmer and resides in Potomac. Until she left to pursue the 6th District seat, she served as the Deputy Assistant Secretary for Communications and Information at the United States Department of Commerce. Prior to that, she was a member of the board and Washington Director of Common Sense Media. Jim Bidzos, creator of the RSA Conference, credited a phone call that he had with Marc Rotenberg in 1991 as the inspiration for the first RSA Conference. Rotenberg was the Washington Director at the Computer Professionals for Social Responsibility, or CPSR, from 1988 to 1994. The RSA Conference grew from a small gathering of around 60 people, mostly cryptographers, to the world's largest security conference with tens of thousands of attendees each year.

With the incessant politicization of real foreign policy issues, sometimes it is helpful to go back to the numbers. And in this case, the numbers are detached from the reality that anti-Ukraine Republicans are trying to sell. In fact, a new summer survey from the Reagan Institute finds that a 76% supermajority of Americans, including 71% of Republicans, agree that it is important to the US that Ukraine wins the war. This is not the “Ukraine fatigue” story we have been told. Moreover, support for aid increases substantially when respondents are given more information – where aid to Ukraine is going, how Ukraine has performed on the field. In a ruling that surprised and angered Justice Department officials, yesterday, a federal judge in Florida instructed the DOJ to suggest redactions as a first step in a possible release of the affidavit related to the search warrant for the search of Donald Trump's Palm Beach home. That search resulted in the removal of more than a dozen boxes of documents, some of which were highly classified. Justice Department officials have until next Thursday at noon to suggest to the judge material that should be kept from public view if he ultimately decides to allow the release of the affidavit, a move that would be highly unusual, in a case that has already proven to be highly unusual in every aspect. Tom spoke a couple of days ago here on Midday with the legal scholar Kim Wehle about the possibility of the affidavit being released, and she thought it very unlikely that it would be. Investigators are worried about witnesses who have come forward, and about showing defendants who may be indicted what their prosecutorial strategy may be. NPR will have the latest on this story as it develops, so stay tuned. _____________________________________________________ On Midday today, our focus is on state politics. The Maryland State Board of Elections recognizes five political parties. What recognition means is that, in addition to Republicans and Democrats, candidates from the Green Party, the Libertarian Party and the Working Class Party do not need to collect 10,000 signatures in order to be placed on the ballot. Independent candidates, who are not affiliated with any party, do have to collect signatures to qualify. In this election cycle, an independent who aspired to be on the ballot for Governor failed to get enough signatures. But the Green Party, the Libertarians and the Working Class Party have all nominated candidates in the race for Governor, and today on Midday, we will continue our series of Conversations with the Candidates with the Green Party nominee, Nancy Wallace. She has been a member of the Green Party since 2003. Her campaign is inspired by the environmental activist Greta Thunberg, and it is centered on environmental issues. Ms. Wallace has worked as an environmental lobbyist on Capitol Hill. In the 1990s she served as the Sierra Club's Washington Director of the International Population Program and since then she has worked in the tech field supporting a number of different federal agencies.Nancy Wallace grew up in Bethesda. She holds an undergraduate degree from Yale University. She is 66 years old. She has mentored three at risk children over the past 25 years. This is her second campaign for elective office. There was some big news that came down the 247Sports pipeline last week; former Washington Director of Player Personnel Cooper Petagna was joining the network as a National Recruiting Analyst. Dawgman.com's Kim Grinolds spoke to Cooper this week to talk about his Louisiana roots, how he got into the business, his move to Washington and how that came about, his takes on the head coaches he's been able to work with, including Cincinnati's Luke Fickell, Michigan's Jim Harbaugh, and Chris Petersen. Petagna calls Petersen a 'true one percenter', a coach that will not only make you better at what you do but will also make you a better person, the type of person you want to be surrounded by. Cooper also talks about his early time at LSU and his recollection of players like current Seattle safety Jamal Adams. But the bulk of the conversation surrounded the mechanics of the prospect evaluation process from someone who worked in a number of big-time FBS recruiting offices, with a particular emphasis on Washington. How does the process begin, and what steps do the coaches take to move the process through as they vet the prospects and what they value as intangibles. Petagna also talks about the different position groups and how the evaluation process might differ when looking at offensive linemen compared to quarterbacks. And at UW, compared to other programs Petagna worked at, the key word was 'fit'. He spoke about that never-ending search for players that fit what the Huskies were looking at, and he spoke specifically about players like Trent McDuffie, Elijah Molden, Rome Odunze, and Sam Huard. Grinolds also asked Petagna about the differences between the schools he's worked at, and how regional factors and program priorities played into how recruiting was dealt with on a day-to-day basis. With Washington specifically, Petagna talked about how the Huskies went head-to-head against certain programs, like Stanford, Notre Dame, Oregon, and others, and how they approached those recruiting battles. He also spoke on Nike's influence within the Ducks' program and what makes Oregon a strong recruiting school. In Cooper's opinion, why do prospects choose specific schools? What are the most important things that they focus on when they come to that point when they're ready to commit to a school? He focuses on one very specific trait that all the best recruiters have that separates them from the rest of the pack. And what was it about Washington that appealed to recruits during his time at Montlake? As a talent evaluator, Petagna has seen his share of freakish players. Who are some of the top guys that literally jumped off the screen when he watched tape of them? During the course of the interview, Grinolds also asked Petagna about places to hit in Ann Arbor before the UW-Michigan game, his time living in Ballard when working at Washington, and also whether or not Chris Petersen will ever coach another college football game. Food insecurity strikes all corners of American life including the lives of military families. For the currently serving military families there is a barrier that makes it more difficult for them to qualify for needed assistance from the SNAP program. A person who knows a great deal about this is Josh Protas, Vice President of Public Policy at MAZON, A Jewish Response to Hunger, which is a national advocacy organization working to end hunger among people of all faiths and backgrounds in the United States and in Israel. This is the third in our series of episodes on food insecurity, done in partnership with MAZON.   Interview Summary     So, let's dive in and begin by talking about hunger and food insecurity in military families. So, when did you first learn about the phenomenon in this population?   So, let's just start by recognizing how shocking it is to talk about military families and food insecurity in the same sentence. It's remarkable that we even have to have this conversation. MAZON learned about these issues about a decade ago. We started to hear from a number of our partner agencies, food banks and food pantries around the country about an uptick in the number of military families that they were seeing coming, really out of desperation, for emergency assistance. Around that time also, there was a session at the National Anti-Hunger Policy Conference on military and veteran food insecurity and MAZON'S President and CEO, Abby Leibman and Mia Hubbard, our Vice President of Programs, were at that session and heard about some of the issues that came up. And then people left the session and that was it. Food pantries and food banks were doing important work, serving military families with emergency assistance, but there were some policy issues that were being ignored. And MAZON started looking into these issues to understand what was going on and recognized that there are some separate, and somewhat related issues, for currently serving military families and then the veteran population as well. For the currently serving military families there is actually a barrier that still exists, that makes it more difficult for them to qualify for needed assistance from the SNAP program.   You know, you're right. It's discouraging and depressing that this problem exists, but of course it exists in such a widespread manner, that it's all over. So, what are the challenges and the circumstances that military families face, that can lead to food insecurity in the first place? I mean, I assume not having enough money is the biggest problem, but what else?   So, not having enough money is part of the picture. I think some historical perspective is important here because the composition of our armed forces has changed. Historically it was single individuals who enlisted in the military, and single men really, And the housing for those single men was primarily on-base housing. The composition of our military has changed over time and also the way that we house our troops has changed. So, we have many more military families that serve. It's not just the individual, but it's a spouse and children that serve with them in a way. And at the same time that that's been happening, the majority of our military housing has moved to either off-base, or privatized housing. The reason that this is an issue is because those who live off-base, or in privatized housing receive a basic allowance for housing benefit from the military. The issue around food insecurity is that that BAH, the Basic Allowance for Housing, which is not treated as income for federal income tax purposes and for determining the eligibility for most federal assistance programs, the BAH is treated as income for the Supplemental Nutrition Assistance Program. And as a result, when you take the base pay, which is often low for a junior enlisted service member and you add on top of that their BAH, it makes them ineligible to qualify for SNAP. And the added complications for military families are exceptionally high rates of spousal unemployment. Before the pandemic, the rates were hovering around 22 to 24% and that didn't even take into account underemployment, or employment that was below professional training. Since the pandemic, those rates have been spiking. Close to a third of military spouses that want to work are unemployed. And so, when you just have a single source of income, that low rate of base pay for junior enlisted personnel, it can be really tough to make ends meet.   Well, what a remarkable set of challenges those families face and you can see why food insecurity would be such a big problem. So, can you tell us how MAZON is addressing this issue?   MAZON has really focused on the policy challenges and policy solutions that can make a difference around military food insecurity. Trying to remove that barrier to federal program has been the core of that work. We've approached it on a number of different fronts, both in the Obama administration and in the Trump administration and now in the Biden administration. We've been pushing for administrative changes to get the U.S. Department of Agriculture to exclude the BAH as counted income, so to remove that barrier to access SNAP for military families that really need that help. We've run into a number of obstacles through that administrative course of action, so we've also been addressing this legislatively and have pushed for proposals in the farm bill process. And most recently, the farm bill that was signed into law in 2018, unfortunately did not include a fix for this. As a result, we've gone through the National Defense Authorization Act, which is must-pass annual legislation. MAZON was instrumental in crafting a proposal that would be a bit of a workaround. It wouldn't address SNAP specifically, but the Military Family Basic Needs Allowance, which we helped to write as a provision, is part of the NDAA process that would give some added cash assistance to junior enlisted personnel whose households are at, or below 130% of the federal poverty level. We've had bipartisan support for this provision. It was included in the House version of the NDAA bills the past two years. Unfortunately, there's been some Pentagon opposition to this and the Senate did not include the provision in their version of the bill and it has not been signed into law yet. So, we're continuing to push for that in the current NDAA process and also working on engaging the administration. We've met with the First Lady's senior staff and staff from the Domestic Policy Council and National Security Council. The First Lady has re-instituted the Joining Forces initiative to focus on military families and their unique needs and challenges. So, we're hopeful that there's a growing awareness about this issue and a growing commitment to take some common sense targeted actions to really help those who are serving our country, to make sure that they never have to struggle to put food on the table.   I'm impressed with how sophisticated and persistent your policy efforts have been in both on the administrative and legislative fronts. Are you optimistic that things will eventually change?   I've been working on this issue personally for the past eight years. I've put a lot of time and energy into it. It's been a major area of work for MAZON, so, I'll feel comfortable and comforted when we get it done. I don't want to get too optimistic. This issue is common sense, as it is to address it has been so stubborn, finally get resolved. So, I don't want to be complacent at all. There are some reasons to be more optimistic that we'll be able to push this further. Certainly the change in the Senate, the new administration, signal some better opportunities, so I'm hopeful on that front.   Now, have been some recent stories about food pantries and other charitable organizations providing emergency relief to military families. And this is something you alluded to earlier. How adequately, do you think, they're addressing the issue?   So, the food pantries and food banks that are addressing this issue are really doing that at a surface level and they're doing very important work to respond to emergency needs. But for military hunger and for hunger in this country, in general, the charitable sector does not have the capacity nor was it set up to have the capacity, to fully address food insecurity issues in this country. Only the federal government has that capacity, has the resources, has the breadth and leadership to really address hunger. And we need policy solutions to deal with this. There are food pantries operating on, or near, almost every single military base in this country and there's no reason that should happen. Those who are serving our country bravely should never have to worry about meeting their basic needs. They should be paid adequately and they should be able to access resources in federal programs that are available, to provide some extra assistance if they need it. So, turning to a food pantry out of desperation shouldn't be a routine case. The pantries that are operating near these bases are serving the same families month in, month out, hundreds, sometimes thousands of families, at different installations. And that shouldn't happen. We should be able to make sure that those households, either get additional pay to make sure that they can meet their basic needs, or able to get benefits like SNAP, so that they don't have to turn to the charitable sector. And food pantries are already spread thin. They can't pick up any more slack. Certainly the needs have been spiking because of COVID-19 and the economic downturn. Our federal government needs to step up. The ARP that recently was signed into law is a huge step forward with the, SNAP benefits, but that's time limited and eventually that will expire, so more robust support for our federal safety net programs is critical. And certainly for military families, we need to remove those barriers and fill that gap.   You've been speaking, in a very detailed way, about food insecurity in military families. What is the scope of the problem among America's veterans?   Great question. And the issue for veterans is different than for currently serving families, but related. So, MAZON has been working on this issue, veteran food insecurity, for a number of years as well. We held the first ever Congressional Briefing on veteran food insecurity back in 2015 and invited leadership from the United States Department of Agriculture and the Department of Veterans Affairs to join us. And we learned, at that time, that the VA system was not doing food insecurity screenings as a standard practice. And if you're not asking the question and you're not screening to see who might be struggling, then you can't address the problem. So at that time, MAZON pushed really hard to get the VA system to start asking the questions, to start doing the food insecurity screenings that were so critical to identify those who are at risk in order to be able to connect them with available help. Really pleased to say that couple of years ago now, VA system has started doing these food insecurity screenings which has been an enormous step forward. The screenings that they were doing were just a single question, which probably were insufficient for fully capturing the scope of the problem and identifying all who might be at risk. It looks like the VA system is moving towards a question panel as part of its Clinical Reminder system, the hunger vital signs, which is a validated instrument that includes two questions to really identify who may be at risk of food insecurity and the severity of that food insecurity. Where there's a need now is connecting those veterans who are at risk of food insecurity with programs like SNAP and that's not happening as a routine practice through the VA system. And there's also a need to connect veterans who do not receive care and services through the VA system with resources like SNAP.   MAZON has been working with the VA. We assigned a memorandum of agreement with the VA system this past year and we've also worked with veterans service organizational partners to create resources and trainings. We created an online training course with the PsychArmor Institute, aimed at service providers who work with veterans to make them better aware of food insecurity among the veteran population. Some of the unique challenges, including shame and stigma that might make veterans reluctant to seek help and to direct them towards their state's SNAP agency, so that those who might be struggling in resources that they're eligible for and entitled to. A recent study about veterans who are food insecure, found that of those who are eligible for SNAP, only about one in three actually participate in the program. So, that means that two thirds of veterans who are dealing with food insecurity, are eligible for SNAP, are leaving those benefits on the table and are struggling needlessly. So, there's a real need to help close that SNAP gap for veterans. It's the right thing to do. It will help support better health. It'll realize long-term healthcare savings and it'll help those veterans who are trying to support their families, better able to take care of them.   Bio:   Josh Protas is the Vice President of Public Policy and heads the Washington, D.C. office for MAZON: A Jewish Response to Hunger. A conversation with Sarah Holewinski, the Washington Director at Human Rights Watch, and formerly the Director of CIVIC (Civilians in Conflict). In between those two roles she served under then U.S. Ambassador to the United Nations, Samantha Power, and as special advisor on human rights in the Chairman's Office of the Joint Staff in the Department of Defense. We begin by discussing an essay Sarah published in Foreign Affairs in 2013, in which she argued that the U.S. could do much more to mitigate harm to civilians in the armed conflicts in Afghanistan and Iraq, and that it had ethical and strategically self-interested reasons for doing so. She revisited the issue in a very recent blog post in Just Security, in which she argued that little has changed. Drawing on her experience in the Pentagon, we explore how and why the U.S. has failed to establish either formal policy or leadership positions within DoD to ensure greater protection for civilians; as well as why there is a tendency in the military to deny any and all claims of civilian harm, and a general failure to adequately investigate such claims or accept outside evidence in support of them. Finally, we discuss a simulation that she designed which revealed a rather disturbing tendency on the part of government officials to take positions on issues that they thought were expected of their role, rather than positions that they thought were right. In this episode of the Life and Football podcast our special guest was Ashton Washington. Ms. Washington is the HighSchool Relations Director for Illinois Football. At just 23 years old, Washington, who was officially named as the first female African-American full-time staff member in Illini football history and the first full-time female hire of Lovie Smith’s five-year tenure, is putting herself in charge of being the point person and face of Illinois in-state recruiting. Ashton Washington brings a unique skill set to the Illinois Football program. She talked about growing up around her Family who loves Football. She tells us her Dad played Football at Mississippi State, her Cousin is Josh Dobbs, and her brother is currently playing for Penn State Football. She gives advice and motivation to others who are looking for careers in Football besides coaching. Washington joined the Illini after serving as a business and game day operations specialist for the XFL's Houston Roughnecks last season. Washington graduated from Huston-Tillotson University with a bachelor's degree in mass communication in 2019. COVID & Authoritarianism COVID-19 has created an excuse for authoritarians around the world to consolidate power. Repressive regimes such as China have jailed political prisoners, and citizen journalists reporting on the pandemic have disappeared. Russia clamped down on free reporting to protect powerful warlords. Free speech is under attack in the U.S., as was the case when Captain Brett Crozier was fired for expressing concern about COVID-19 onboard the USS Theodore Roosevelt, a Navy nuclear powered aircraft carrier. Long term danger of surveillance Under the guise of public safety, governments are increasingly collecting our data, such as through contact tracing. It might make sense to share our personal information at this time. However, once these habits become established, they are hard to break. We could soon be subject to temperature or blood checks at border crossings, airports, or even public buildings. If governments obtain and track our medical histories, they will know much more about us than whether or not we have COVID-19. Seeing Through Trump’s Response The U.S. federal government’s response to COVID-19 utilizes the authoritarian playbook. Scientists like Dr. Fauci are muzzled while Trump spews angry rhetoric, total fabrications, and rewritten narratives to make himself look better. Trump can usually avoid repercussions for his lying, but a mounting virus death-toll is one fact-check he cannot shrug off. In time, the truth about his management of the crisis will come out thanks to media reporting, whistle-blowers, and congressional investigations. Find out more: Thomas O. He is also a graduate in History and Social Sciences (Oxford University, Birkbeck College and the College of Europe) and an occasional lecturer and media commentator in politics, the EU and international relations. He is an experienced master of ceremonies, public speaker and workshop leader. With the British Alumni Society in Poland he regularly chairs a current affairs discussion group, The Ladies and Gentlemen’s Club. This time On the Road at the 2016 ABA Annual Meeting, host Joe Patrice speaks with Immigration Law Clinic Associate Director Holly Cooper and Human Rights First President and Chief Executive Elisa Massimino about their panel covering legal issues surrounding the world immigration crisis. Elisa shares that the panel was framed around the concept of a global refugee crisis, which is the largest the world has faced since World War II. She states that the current situation puts huge demands on countries like the United States to provide leadership and that it’s important for us to remember that the crisis itself is less about refugees and more about the failure of governments to live up to their obligations under international law and provide refugees the protection to which they're entitled. Holly focuses on some of the overlooked issues of our domestic policy and mentions that many Americans are unaware that we’ve seen one of the largest surges of refugees on our borders as well, but from a mostly Central American demographic. She talks about how Honduras, El Salvador, and Guatemala currently have some of the highest homicide rates of anywhere in the world that isn’t a war zone and emphasizes that our lack of domestic response, stigmatization, and privatization of the detention arena has incentivized the economics of a refugee crisis here in our own country. Both guests discuss how xenophobia can cultivate a climate that promotes radicalization and they close the interview with their thoughts on the importance of facilitating trust between law enforcement and immigrant communities. Elisa Massimino is president and chief executive officer of Human Rights First. She joined as a staff attorney in 1991 and served as the organization’s Washington Director from 1997 to 2008. Previously, Massimino was a litigator in private practice at the Washington law firm of Hogan & Hartson, where she was pro bono counsel in many human rights cases. She holds a law degree from the University of Michigan and a Master of Arts in philosophy from Johns Hopkins University. Holly Cooper is the associate director of the Immigration Law Clinic at the University of California, Davis, School of Law. and is a nationally-recognized expert on immigration detention issues and on the immigration consequences of criminal convictions. Cooper is a graduate of UC Davis School of Law, where she was on the Board of the King Hall Legal Foundation and an active member of the National Lawyers Guild. She received her B.A. degree in Political Science from the University of California, San Diego. As an undergraduate, she also studied Political Science and Economics at the University of Padua in Italy. She speaks, reads, and writes in both Spanish and Italian.
