The Ethiopian official is traveling home after worshipping God in Jerusalem, but his experience was limited because he would have been barred from entering the Temple precincts. Why was he barred? Because he was not physically sound, that is, he was a eunuch. But God sends Philip as a plot twist to meet the Eunuch, who had been excluded from the Temple, with the good news about Jesus, the One who welcomes all who believe.
