The South Korean auto group, which houses Hyundai Motor Co and Kia Corp, plans to annually build 1.44 million units of EVs in South Korea by 2030. The 1.44 million units of EV production volume in South Korea would account for about 45% of a combined global EV production capacity of 3.23 million EV units in 2030, the auto group said in a statement. This week’s episode discusses one element of the mental health experience, standardized psychological testing in the clinical assessment. When an individual begins mental health treatment, any competent clinician regardless of discipline will conduct a comprehensive assessment of the client at the outset. This assessment generally includes a detailed interview of the client, and perhaps other interested parties such as parents and teachers. It will include what is said in the interviews, as well as data that the clinician observes. Observational data can include, for example, whether the client makes eye-contact, their affect, or emotional expression, if they seem agitated or depressed, or whether they are cleanly and appropriately dressed. There might be informal questionnaires, school or medical records and perhaps a referral for a medical examination. These assessments are essential to understand what is troubling a client, what might be an appropriate mental health diagnosis and how treatment should be structured to be most useful. According to the American Psychological Association, or APA, standardized psychological testing is related to but separate from the clinical assessment. It may be administered as part of clinical assessment, particularly when there is some question about appropriate diagnosis. Psychological testing may also be used to test the suitability for a job, or to predict future academic abilities. Today Tricia speaks with Dr. Dawn Vo-Jutabha, Chief Clinical Officer of The Guidance Center. Dawn earned her doctorate in clinical psychology with an emphasis in children and families from Clark University in 2005. Since then, she has dedicated herself to working with underserved children and families in community mental health. In addition to her role at The Guidance Center, Dawn has also held multiple leadership positions in her field. These include the Co-Chair of the Southern California Association of Psychology Training Programs, committee member of the Association of Psychology Postdoctoral and Internship Programs and a membership on the American Psychological Association Commission on Accreditation. Welcome to this week's episode of the SGV Connect podcast. Kris talked this week with Kome Ajise, executive director of Southern California Association of Governments, and Ryan Johnson, associate planner at Alta Planning + Design, about the Interstate 710 North Mobility Hubs Plan. The project is trying to find potential locations around the I-710 N stub to install mobility hubs, a designated area that has two or more travel options, which can include transit, walking, bike share and micro mobility. These options would help make it easier to get around with a personal car. The study area includes portions of South Pasadena, Alhambra, but is made up of mostly Los Angeles eastside neighborhoods. Feedback collection for the map and survey are currently closed during this iteration of the plan, Johnson said, but an updated version of both will be posted in the coming months. From 1995-2012, Mr. Lim served as the mayor and council-member for the city of Walnut, California. This week, Robin Hughes, President and CEO of Abode Communities, speaks with Matt about her experience and leadership in the affordable housing community. Abode Communities is a nonprofit owner, developer, and designer of affordable housing. Based in Los Angeles, the organization is one of the top 50 affordable housing developers nationally and is the premier provider of environmentally sustainable affordable housing in California. The conversation begins with a discussion on how COVID has impacted Abode's and other affordable owner's residents, an important dialogue as the pandemic has disproportionally affected low-income communities. Additionally, Robin shares how growing up in public housing as a young child brings a lived experience into her current role where she not only serves as the President and CEO of Abode but also serves on numerous boards and committees in the affordable housing space including as chair of the Housing Partnership Network. Robin also provides advice on how to bring more people of color into more senior roles in the commercial real estate industry.Robin has been actively involved in affordable housing and community development for more than 30 years and in her 25 years as leader of Abode Communities. A new report released by the Southern California Association of Governments, or SCAG, shows that one of the nation’s most congested metropolitan areas has seen a significant decline in travel due to the coronavirus pandemic. As KVCR’s Benjamin Purper reports, the report shows troubling patterns emerging as the economy re-opens. The SCAG study analyzed roadway, rail and air traffic in the six-county Southern California region during the early months of the pandemic. They found the vehicle-miles traveled (VMT) fell by nearly 80% in April from January 2020. VMT Gradually increased beginning in April as more public spaces reopened, and VMT is now nearing pre-pandemic levels. As for transit, there were sharp drops in bus ridership, LA Metro, and Metrolink. Air travel suffered immediate impacts – it was down 65% year-over-year in March and 95% in April. Freight traffic experienced mixed results. The San Pedro Bay Port saw double-digit declines in containerized cargo, while Ontario

Immediately upon his election to the presidency of the Regional Council of the Southern California Association of Governments in June, Long Beach City Councilmember Rex Richardson proposed a resolution to declare racism a public health crisis and, therefore, a top priority for SCAG. The resolution was adopted nearly unanimously, setting the tone for an agenda focused on equity and social justice.

This week, SGV Connect talks to government executives that are overseeing some of L.A. County's largest departments as they respond to COVID-19 and do long-term planning for the future. First, Kris talks to Norma Garcia, the Acting Director of the L.A. County Department of Parks. Fortin and Garcia discuss the county's plans to continue to re-open public space, should the numbers support greater openings, and the experience inside of the re-opened parks and trails last weekend. So far, things seem to be going pretty well. Fingers crossed that the numbers stay low. Next, Damien talks to Kome Ajise, the executive director of the mammoth Southern California Association of Governments, the regional planning organization for the nine county Southern California region. A little under two weeks ago, SCAG approved it's long-term plan for the region, a document that helps guide development in large cities and small municipalities throughout the region. Efforts were made to change language in the plan around density, citing how overcrowding is partially responsible for the spread of COVID-19 in some cities. However, Ajise and the SCAG staff resisted, and he eloquently describes the difference between density and overcrowding in the interview. That section of the plan remains unchanged from the draft in the fall. During what is usually a short between-interview segment, Damien asked Kris his take on the SCAG plan. Kris had been engaged with SCAG on behalf of Santa Ana Active Streets, and he surprised Damien with a nearly ten-minute detailed answer. It's as though we had three interviews this week. A dramatic decision by a little-known planning agency may impact how much new housing goes up in your city. The board of the Southern California Association of Governments, or SCAG, voted recently to allocate more housing in coastal, job-rich cities in Southern California rather than in rural areas. That means over 3,000 new units for Beverly Hills, which had planned to build three. DnA talks to the mayors of Culver City and Beverly Hills about their different approaches to new housing construction, and asks if car-based land-use in the Southland is coming to the end of the road. Throughout California, there is a housing affordability crisis spurred by a mounting shortage of housing supply. State housing officials estimate that more than 1.3 million homes need to be built in the six-county SCAG region between October 2021 and October 2029. In an effort to address this issue, the Regional Housing Needs Assessment, also known as RHNA, is mandated by State Housing Law as part of the periodic process of updating local housing elements of a jurisdiction's General Plan. Cities are the engines of economic growth because they provide opportunities for enhanced productivity. They provide opportunities for productive spatial arrangements, often involving “clustering” and “agglomerating.” But these widely cited descriptors are seldom defined. This research uses business location data for Los Angeles County to test various associated questions. (1) To what extent do technological links explain spatial clustering? (2) How does this vary by industry? (3) Are the smallest firms attracted to the densest areas because they are most dependent on information developed by others? (4) How does this vary by industry? This research investigates these questions at the sub-metropolitan (traffic analysis zone) level. He is a Fellow of the Regional Science Association International, a past president of the Western Regional Science Association and received the Ph.D. from the University of Pennsylvania in 1971. John Cho, Ph.D., is Associate Regional Planner at SCAG. His research interests include topics in freight transportation, land use and transportation policy, and regional economics. He received a Ph.D. in industrial and Systems Engineering, and a Master of Science in Civil Engineering specialized in Transportation Engineering from USC, and an M.A. in Economics from Seoul National University.

Shenzhen and the Pearl River Delta is one of the most productive regions in China and is considered to be key center of the export economy of the country. This year’s China Lab was engaged by the Party University of Shenzhen to develop a strategy to change the economy to a more balanced consumer and production economy, with the objective of improving the environment, particularly air quality, and sustaining long term economic growth. The Strategy was developed by a class of 23 students was presented to the leadership of the Party University and the Ministers of the Municipality of Shenzhen. The presentation will discuss the strategy, how it was developed, the reaction of the client and recent follow up actions. Mark Pisano is a Senior Fellow in the School of Policy Planning and development. He is a faculty member in the Bedrosian Center for Governance, teaching a course on Megaregions and conducting research on infrastructure financing. He is Co-Chairman of the Federal System Panel for the National Academy of Public Administration. He is Co-chairman of America 2050, a national organization dedicated to developing the third century growth strategy for America. Mark Pisano directed the activities of the Southern California Association of Governments from 1976 to 2008, the nation’s largest regional planning agency. The counties of Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura, and cities within these counties are members of the Association. The purpose of this voluntary association of local governments is to provide an open forum where region-wide problems can be explored and comprehensive plans dealing with air and water quality, transportation, regional growth and development, housing, and other areas critical to the region can be developed.

Common social norms in Western liberal democracies, based on openness, access, trust, freedom of speech, and diversity are increasingly compromised by a growing obsession with safety, security, and surveillance in the post 9/11 era. We explore the implications for the public space and life in contemporary cities. Even before 9/11, the increasing privatization of the public realm – following the neoliberal argument for the “enclosure of the commons” -- has contributed to the decline of the intensity and diversity of social contacts and the changing functions, purposes, and uses of public space. This trend has been further exacerbated by the growing preoccupation with control and surveillance in the public realm to promote public safety, provoked in part by the terrorist attacks of the last decade. In out talk, we will examine the roots, factors, and consequences of these phenomena, which some have coined "the assault on public space," and considers their implications for the future of public space. SPEAKERS: Tridib Banerjee, Professor, James Irvine Chair in Urban and Regional Planning, Director, Graduate Programs in Urban Planning, USC SPPD, has focused his research, teaching, and writing on the design and planning of the built environment and the related human and social consequences. In particular, he is interested in the political economy of urban development, and the effects of globalization in the transformation of urban form and urbanism from a comparative international perspective. His current research includes implementation of smart growth policies, converting brown fields to affordable housing, designing for residential density and walkable communities, and transit oriented development. He is principal investigator of USC's Center for Economic Development and serves as the director of the Community Development and Design Forum. Anastasia Loukaitou-Sideris is Associate Dean of the UCLA School of Public Affairs and Professor at the UCLA Department of Urban Planning. Her area of specialization is urban design, physical and land use planning. She has published extensively on issues of downtown redevelopment, inner-city revitalization, transit-oriented development, design and transit safety, and parks and open spaces. She has served as a consultant to the Transportation Research Board, Federal Highway Administration, Southern California Association of Governments, South Bay Cities Council of Government, Los Angeles Neighborhood Initiative, Mineta Transportation Institute, Robert Wood Johnson Foundation, the Greek government, and many municipal governments on issues of urban design, open space development, land use and transportation.
