Norge har i mange år vært langt fremme innen teknologi til videokonferanse. Fra miljøet rundt Tandberg, som ble kjøpt opp av Cisco i 2010, sprang det ut flere selskaper. Ett av disse er Pexip. Pexip sørger for at videokonferanser i store møterom kan kobles opp, uavhengig av leverandør av utstyr. I tillegg gjør de virtuelle videokonferanser helt trygge for brukeren med spesielle behov for sikkerhet. Vi har besøk i studio av CEO Trond Johannesen.

“Ode to Jersey City” by John Lee Krasnow It was 1964 or maybe ‘65, I spent time at night listening to WOR's Jean Shepherd on my vacuum tube Motorola, sometimes wondering if the people inside those tubes were really inside my Motorola. My high school friend John Krasnow had written a poem, “Ode to Jersey City” and now I was hearing Jean Shepherd reading it on the radio! Apparently Norman Kelson had sent the poem into Jean Shepherd and by chance Shepherd read it on the radio. I missed the beginning but as soon as I could I turned on my Tandberg and recorded what was left.

Norway's Mid-Arctic Ocean Ridge is alive with underwater volcanic activity – where big towers called black smokers spew mineral-laden boiling hot water into the ocean. The minerals precipitate out, and have accumulated over millions of years. At the same time, this extreme environment is home to lots of weird creatures mostly unknown to science. This week, a look at the pros and cons of Norway's decision to open an area the size of Italy to extract minerals. In 2007 Jonas' went to work for TANDBERG, the Norwegian telecommunications provider, as their Director of R&D. During his time there, the business was acquired by Cisco for $3.3B and Jonas became a Director of Engineering at Cisco and a Board Member of Cisco Systems Norway. Wanting to scratch an entrepreneurial itch, Jonas left Cisco in 2014 to become the Co-Founder and CEO of Electric White. Evan and Dave chat with OJ Winge and Simen Teigre, the founders of Neat. Neat came out of stealth at Zoomtopia 2019. The company is new, but on day one had extensive expertise in both video and video hardware. OJ and Simen were part of Tandberg which is arguably the most innovative source of video technologies (both before and after its 2010 acquisition by Cisco). Both OJ and Simen went to Cisco, both left and became involved in two separate video startups: OJ with Acano and Simen with Pexip. These companies were direct competitors. Acano was acquired by Cisco in 2015.Fast forward to 2019, the two reunited and founded Neat. A new company focused on exclusively producing hardware for the rapidly growing Zoom ecosystem. Neat is the first video hardware company dedicated to Zoom, and what incredible timing. The video sector (especially Zoom) had explosive growth in 2020. An amazing year for most video-related businesses, but an incredible first year for Neat.

Evan and Dave chat with Karl Hantho of Pexip. Pexip is the result of a 2019 merger between Pexip and Videxio -- both started by a group of visionary industry veterans, both offshoots of Tandberg. They set out to break down the barriers which were making enterprise video conferencing expensive, and difficult to use, manage and scale. Pexip provides interoperability with Microsoft Teams, Google Meet, and other video services, and also offers a complete end-to-end meeting and calling solution. Karl Hantho is president of the Americas. Prior to Pexip, Karl led a successful Americas business for Videxio, a cloud-based video conferencing service that merged with Pexip in December of 2018. Before starting Videxio's business in the Americas in 2013, Karl was a member of the original joint venture leadership team in 1994 that established and grew BT Visual Images to become the US acquisition that launched Tandberg in the North American market in 1997, the business which he led through 2004.

In this final episode of our four-part series, Rural Higher Education: Challenges & Opportunities, Michelle chats with three experts about innovative programs in rural higher education: Matt Dunne, founder and executive director of the Center On Rural Innovation; David Tandberg, senior vice president for policy research and strategic initiatives at the State Higher Education Executive Officers Association (SHEEO); and Leslie Daugherty, an education designer at the Education Design Lab. The Lab’s focus is on ensuring that learners’ needs and goals are front and center, using a human centered design approach, She describes the Lab’s  latest project, called BRIDGES, which is conducted in partnership with Ascendium and five rural community colleges, and is dedicated to creating pilot programs for sustainable growth and economic agility for these institutions and their learners. It’s important to talk to  learners and  uncover the “why” behind quantitative  analysis to enable innovative programs to truly succeed and be inclusive, she notes. Tandberg discusses how his organization deploys empirical research to advance policy objectives in higher education in United States. State leaders should broaden their perspective of rural institutions of higher education and view them as “stewards of place,” where they can become key actors in economic and cultural development in rural areas. Dunne talks about how globalization and automation had a disproportionate, detrimental effect on rural areas following the 2008 recession and how his organization is building digital economy ecosystems to deal with this disparity. He also notes that in implementing these critical ecosystems, it was essential that the rural area have an institution of higher education, which could engage in the community, as is happening now in the exciting collaboration between Colby College and the town of Waterville, Maine. Provided you build onto it with authenticity and sustainable systems. “I’ve seen a brand delivered to an organization from above,” says Margie. “This often created a gap between the umbrella statement from on high to the boots-on-the-ground people who are actually building the brand.” How do you fill that gap? “It’s getting everyone on the same page. You have to get people involved early—including sales, customer service.” You also need to provide these key individuals with tools. What’s the secret to useful brand messaging and editorial guides? “Show examples,” Margie says. A document can say a brand should have a “friendly, open tone” but that can be interpreted lots of different ways. “That way people don’t have to start from scratch or guess.” What brand has made Margie smile recently? Litteratur på Blå, i samarbeid med Estetisk Seminar og Spartacus, har gleden av å invitere til lansering og samtale om Knut Stene-Johansens nye bok, Smakens Politikk. Arrangementet holdes på Blå den 4. februar kl. 19 med samtalestart 19:30. Smakens Politikk er en utforskning av spenningen mellom på den ene siden begrepet smak som et fysisk, individuelt fenomen, hvor smak/avsmak har viktige fysiske funksjoner, og på den andre siden smaken som et kollektivt og kulturelt begrep med historiske forutsetninger. Forfatteren er ikke primært ute etter å finne ut hva smak er, enda mindre å fastslå hva som er god og dårlig smak, men å la de ulike områdene hvor ordet dukker opp belyse og berike hverandre. Smakens Politikk er ikke en disseksjon av smaksbegrepet eller et forsøk på å definere det, men en kartlegging av problemområder, en encyklopedisk gjennomgang, en diskusjon av prinsipielle spørsmål og en lek med ulike aspekter av begrepet som et sentralt anliggende i vår sivilisasjon og kultur. Knut Stene-Johansen inviterer oss i sin nye bok til en reise i smaksbegrepets betydningsfærer, i det filosofiske, fysiologiske, politiske, psykologiske, billedmessige og poetiske, som ulike arenaer hvor forhandlinger om smak utspiller seg. Hva er skjæringspunktene mellom et kunstnerisk og et litterært virke? På hvilke måter blir billedkunstens materialitet relevant for litterær tekstproduksjon? Og omvendt, på hvilke måter inngår det litterære i billedkunsten? Det er ulike forventinger til en galleriutstilling og en romanutgivelse. Utfordrer en bred kunstnerisk praksis vår idé om ”kunstneren” og ”forfatteren”? Litteratur på Blå inviterer til en samtale mellom Vibeke Tandberg, Matias Faldbakken og Stian Gabrielsen om Tandbergs og Faldbakkens kunstneriske og litterære virke. VIBEKE TANDBERG er billedkunstner og forfatter. Senest i år ga hun ut romanen "Eurydike Anal" og utstillingen "Candy Pool" ble vits på galleri OSL. Tandberg ble kjent som forfatter da hun i 2012 ga ut boka "Bejing Duck". Bokas fysiske format har siden også dukket opp i den kunstneriske produksjonen- som i arbeidene "Bejing Duck (concrete)" og "Bejing Duck (shotgun)". MATIAS FALDBAKKEN er billedkunstner og forfatter og ga i høst ut boka "The Hills". Boka tar leseren inn i restauranten The Hills der det tviholdes på tradisjonell etikette og innsidens interiør og veggdekorasjon vinker til kunsthistoriske anekdoter. Faldbakken er også billedkunster og viste i vinter soloutstillingen "Effects of Good Government in the Pit" på Astrup Fearnley museet. Han ga ut sin første roman "The Cocka Hola Company" i 2001 under pseudonymet Abu Rasol. STIAN GABRIELSEN vil lede samtalen. Gabrielsen er kunstner og skribent og har tidligere vært redaktør for Kunstkritikk. Han har i tillegg å være kritiker, også skrevet fiksjon, blant annet novellen "Passasjerene" som i 2014 ble utgitt på Novus forlag.

Susan is a Partner at CrunchFund, the seed-stage fund launched by TechCrunch founder Michael Arrington which has invested in the likes of Airbnb, Vine (acquired by Twitter), Cruise (acquired by GM for a reported $1 billion), Onfido and X.ai. Previously, Susan worked at Y Combinator and as the Director of Global Programming at TechCrunch where she focused on major events and the Startup Battlefield. Susan began her career as a teacher in Southern California before making a major transition in 2004 to join a hardware startup based in the UK and Silicon Valley. Susan was the first non-engineering hire at both Codian (acquired by Tandberg in 2007, then by Cisco Systems in 2008) and at CoTweet (acquired by ExactTarget in 2010, then by Salesforce.com in 2013). Speaking to Seedcamp partner Carlos Espinal, Susan discusses her intriguing transition from teaching to venture, arguing that both disciplines require being quick on one's feet and the capacity to connect well with others. Recalling her experiences working at several acquired companies, Susan argues that a successful acquisition requires a level of autonomy for the acquired company post-purchase: "Never leave very smart people with nothing to do because they will very quickly get bored, especially if they are entrepreneurial, and start something else." Given CrunchFund's journalistic origins, the firm also spends a lot of time supporting portfolio founders in 'storytelling', and Susan discusses just how the fund helps entrepreneurs craft their narrative. Skuespiller Monna Tandberg har spilt Et dukkehjem så mange ganger på teatret at replikkene antagelig sitter brent fast livet ut. Men hun har også vært Nora i det virkelige liv. Hun har blitt enke to ganger, sist etter Lars Andreas Larsen. Da han havnet på sykehjem med alzheimer, kom nesten ingen av hans gamle venner fra teatret på besøk. Men i begravelsen var det fullt. Jørgen og Kristopher Schau har utfordret hverandre: fra torsdag blir Kristopher vegetarianer, mens Jørgen går ett steg videre og kutter alt som kommer fra dyra. Monna på sin side, har ikke spist et dyr siden hun var 16.

Det stora antalet flyktingar som kom till Sverige krävde snabba lösningar. Migrationsverket dammsög landet på boendeplatser men mångmiljonupplägget med fartyg gick på grund. Hej, jag heter Egil och är kapten här ombord på Ocean Gala.Egil Aune är kapten på det stora kryssningsfartyget som var tänkt att bli Sveriges största asylboende. Detta skulle vara huvudrestaurangen, och så får vi se hur många de skulle ha blitt, så hade vi öppnat upp mer å mer. Ju mera gäster vi har ombord, ju mera hade vi behövt öppna upp. Nu är vi inne här i Show-loungen, det var huvudshow-loungen, men det är inte så mycket show idag.Egil och hans besättning är inhyrda för att driva skeppet som ett boende för flyktingar. Men hundra besättningsmän har redan åkt hem, det är alldeles tomt, det finns inga flyktingar här. Men vi var klara säger Egil, och så tar han med oss på en rundtur. Båten har fjorton däck och högst upp skulle en basketplan ligga. Swimmingpoolen är täckt med plank. Det är som att vara på en finlandsfärja, men där dom flotta taxfree-butikerna är ombyggda för Migrationsverket med ett mottagningskontor och ett stort väntrum med utsikt mot vattnet. Planen var ju det att Migrationsverket skulle ha sitt folk här, också skulle vi ha aktivitetsledare ombord, vi skulle ha personal till att aktivera och hjälpa flyktingarna ombord här. Så det var vi klara med.Det måste ju kännas väldigt snopet? Vad kan man göra, så här är det i livet. Allt är klart att ta emot. Jag syns de va väldigt intressant, å jag tror vi hade kunna lyckats väldigt bra. Men tyvärr så gick det väl inte så.Migrationsverket anser att rederiet inte uppfyllt kraven i deras avtal, och har alltså stoppat planerna på asylboende ombord. Rederiet anser att myndighetens beslut är taget på felaktiga grunder, och har hittills skickat fakturor på totalt 81 miljoner svenska kronor och kostnaderna för rederiet rinner hela tiden iväg och nu hotar de med att stämma staten på stora pengar. Det här är en del i invecklad härva, och för att förstå hur det har kunnat bli såhär, så måste vi backa tillbaka bandet flera månaderUr Ekot Migrationsverket klarar inte längre att få fram boenden för nyanlända flyktingar. På de ankomstboenden där asylsökande ska bo som mest i ett par dagar Här i Sverige behövs upp emot 20 000 nya boendeplatser för asylsökande innan sommaren.. Det börjar byggas tältläger i Sverige för att ge plats åt några av dom flyktingar som Flyktingströmmen under sommaren och hösten 2015 ställer Migrationsverket inför en tuff utmaning att hitta boenden till asylsökanden. Vid det akuta läget var det över 160 000 flyktingar som kom till landet förra året, och Migrationsverket såg båtar som ett alternativ, och söker efter fartyg.Rederiet Floating Accommodations visar sitt intresse. Bolaget drivs av de två norska bröderna Tandberg, som har erfarenhet vid katastrofer. Efter orkanen Katrina i New Orleans, med sovsalar för studenter, vid orkanen Ike och vid jordbävningen i Haiti.Migrationsverket skriver ett avtal med bolaget som anger att när norrmännen har tillstånden klara, kan deras asylboende på båten användas som asylboende för 1790 flyktingar.Rederiet letar kajplats åt det stora kryssningsfartyget, men hittar ingen. De får nej i stora städer som Stockholm, men så hittar de en i Härnösands kommun och Espen Tandberg, en av delägarna, träffar i januari det socialdemokratiska kommunalrådet Fred Nilsson. Jag tog emot honom och jag lyssnade på vad han sa. Jag log lite åt hans enorma entusiasm, som en väldigt typisk försäljare. Men sa att det här tål att tänkas på. Han gav ju också en del uppgifter på volymen av det här å han talade då inte om 2000 boende, men kanske hälften av det här. Han angav också värden för hur mycket vatten, och sånt där, de skulle behöva för att klara av det här, säger Fred Nilsson.Härnösand är en liten kommun som tagit emot många flyktingar. Vi är kända för att vara en flyktingvänlig kommun säger Fred Nilsson. Men nu, när han hör norrmännens planer, börjar han dra öronen åt sig. Väldigt kort efter hans besök så förstod vi innebörden i det här och satte oss ner, politiker, jag kallade, eller jag inbjöd politiker från alla de politiska partierna, ledningen för de politiska partierna i kommunfullmäktige. För att föra en dialog om det här, för vi insåg ju ganska snart att det här skiljde sig från alla andra förslag.På vilket sätt? Volymen och placeringen. Det är ju så här att när Migrationsverket upprättar ett boende i en kommun, var det än är, så utgår man ju på något sätt från hur det samhället är planerat. Och man kräver bygglov, man kräver räddningstjänstens godkännande. Allting som måste finnas för att det ska vara ett acceptabelt boende. Det gör dom överallt. Och alla partier var överens om att det här inte var en önskad lösning i Härnösand. Vi var överens om det.Kommunalrådet i Härnösand, Fred Nilsson, säger att Migrationsverket lovat att inte trotsa honom - ingen asylbåt ska lägga till i hans kommun. Migrationsverket börjar se problem. Det är svårt att hitta kommuner som vill ta emot flyktingfartyg. De har kontakt med fem fartygsleverantörer som söker kajplats, och båtarna hamnar på regeringskansliets bord."Många människor som var oroliga"Kaliber har tagit del av mailväxlingar mellan en hög tjänsteman på justitiedepartementet och en tjänsteman på Migrationsverket som avhandlar båtarna.Hej, ville bara kolla så att jag uppfattade dig rätt idag, är det så att alla fartygsplaner nu är rökta? Alltså den potential ni såg på 4000 platser är borta.En av cheferna på Migrationsverket, som har ansvar för upphandlingarna med båtar svarar.Hej, Vi ger aldrig upp utan vi tror fortfarande på fartygsplatser.Däremot efter att jag själv pratat med kommunalråden i Härnösand, Timrå och Norrköping så förstår jag att kommunerna inte vill ha fartyg och att de vet att de kan avstyra via bygglovskravet. Ändå förlänger Migrationsverket sina villkorliga avtal med tre fartygsleverantörer. De får längre tid på sig att fixa ledig kajplats och de tillstånd som krävs för att öppna asylboende på båtarna. Jag är Kjell Tandberg och jag är en av ledarna i Floating Accommodations.Vi ringer upp Kjell Tandberg, delägare i Floating Accommodations, bolaget som tänker segla passagerarfartyget Ocean Gala till Sverige. Det är ju helt otroligt. Den myndigheten som står för över en miljard svenska kronor i upphandling må ju veta vilka tillstånd som krävs.Tandberg bryr sig inte om kravet på bygglov, och menar att andra regler gäller till sjöss än på land. Migrationsverket ville ta reda på vilka tillstånd som behövs, om ett bygglov är nödvändigt och förlängde därför tidsfristen säger Tandberg. Men i april funderar Tandberg på det politiska läget i Sverige som förändrat sin asylpolitik. Allt färre flyktingar kommer till landet, vill Migrationsverket fortfarande fullfölja avtalet? Ja den 17 april ställde vi spörsmålet om de vill genomföra avtalet, och det var Migrationsverket som insisterade på att de ville genomföra avtalet.Den kommunikation vi tagit del av visar att både Migrationsverket och Justitiedepartementet börjar tvivla inför flyktingfartygen. I slutet på april vill en hög tjänsteman diskutera båtar med en av cheferna på Migrationsverket:Hej! Tack för bra möte i fredags! Mkt uppskattat att ni kom! Alltid lika bra att ses. Undrar om du har möjlighet att höras i morgon? Skulle gärna vilja prata vidare med dig om ngr frågor (bland annat och hur ni ev kan tänka taktiskt så att ni inte hamnar med för många dyra båtplatser). Och sen, i början av maj blir frågan om att gå ur tecknade avtal med fartyg aktuell, samma höga tjänsteman skickar konkreta frågor till Migrationsverkets avdelning.Vad krävs för att gå ur tecknade avtal för fartyg? Vilka kostnader skulle det enligt avtalet medföra?Den här kommunikationen om fartygen pågår i flera månader, men i media och i Härnösands kommun är den så kallade asylbåten Ocean Gala nästan glömd. Politikerna i Härnösand har andats ut, ända till i juni, då plötsligt ett fartyg dyker upp på radarn. Det har lämnat tyska Kiel och stävar mot Härnösands kommun - Ocean Gala - destination Utansjö hamn.Så här lät det i lokalradion morgonen den 14 juni.P4 Västernorrland, Sveriges radio. Och det är alltså på väg ett enormt fartyg mot Utansjö hamn norr om Härnösand. En oerhört spännande historia. En kommun som säger att, ehhmm nä, det ska inte vara något flyktingboende där. Och så har man redare som säger att, jo, det ska bli flyktingboende här, och vi kan göra så här och si och så. Och kommunen säger att Migrationsverket har sagt att de inte kommer att göra något mot kommunens vilja, och hela den där biten När Ocean Gala seglar mot Utansjö hamn så vet varken Migrationsverket eller Fred Nilsson, kommunalrådet i Härnösand, om att båten ska lägga till just där. Och dom som bor i Utansjö är lika förvånade. Ja, jag åkte hit som så många andra och tittade, å förundrades över vad är det som händer. Å förstod väl egentligen ingenting, vad gör den här? Det begrep vi ju inte.Här bor lokalpolitikern, vänsterpartisten Lars-Gunnar Hultin. Det var mycket folk och bilar, man hade kunnat stå där och sälja varmkorv tror jag och tjänat en hacka. Nej, det var mycket folk och många intressen och många frågetecken. Och många människor som var oroliga och som undrade vad det är som händer.Vad sa dom? Nja alltså, i Utansjö så tar vi ju emot väldigt mycket flyktingar, vi tog emot 150 stycken, så vi fördubblade ju vår befolkning och det gör vi på ett väldigt bra sätt. Det funkar jättebra, befolkningen hjälper till, det har blivit ett lyft för Utansjö. Men att där lägga till 1800 personer till, det blir ju fullständigt omöjligt. För dom människorna kan ju inte bara sitta på båten, det måste man förstå. Dom vill ju gå i land och det är nästan omöjligt att begripa vad det får för konsekvenser."Alla vet var Utansjö finns nu"Båten väcker känslor i byn. Det här är en gammal bruksort som avfolkats med tiden, pappersmassefabriken lades ner för åtta år sedan. Kvällen efter att båten lagt till knackar vi på Utansjögården. Där är det ett möte om något helt annat, men om båten finns mycket att säga. Jag heter Marion Andersson, Det är en väldigt tjusig båt, den pryder kajen så fint där nere, eller hur? Alla turisterna kommer hit och tittar, Förstår du vilken dragningskraft den här båten har? Utansjö på kartan. Alla vet var Utansjö finns nu, och så kommer dom och tittar på båten, igår såg dom stå på bron och titta. Och jag har gjort bort mig, för jag har sagt att jag tycker om båten, och då har jag fått veta idag att det är inte några fler än jag som tycker det.Vem har du fått veta det av? Ja, jag har varit på PRO Och dom sa, så där får du inte säga Marion. Det där är fel.Varför det? Ja för man tycker att det ska inte vara någon båt här med invandrare, och jag tycker ju det. Vet ni vad, jag tänker så här. Helt Underbart, nu kanske vi får en bensinstation, för det har vi ingen. Om det kommer människor hit så sker det saker också, det måste vara mat, bensin. Men vad ska dom göra på båten? Nu måste jag få säga en sak, dom som åker på Åland, vad gör dom? Det är ju roligt, Birka som går förbi här flera gånger. Det är en helg det, nu ska de ju bo här i ett år kanske, det funkar ju inte. Och vi kan ju inte ha 1700 stycken som drar omkring på byarna här på kvällarna, det är ju en omöjlighet.Hur tänker du då? Man ser ju på andra boenden så är det ju mycket mer problem än vad vi haft här. Mycket bråk och sånt, jag tror att det blir mer av sånt om vi får hit så många människor. Det finns inte utrymme för dom att vara helt enkelt, säger en man i byn.Det är många frågetecken när båten Ocean Gala kommer till Härnösands kommun. Redan vid det här laget räknar regeringskansliet och Migrationsverket med en rättslig process.Ett SMS från en hög tjänsteman på justitiedepartementet skickas till en av cheferna på Migrationsverket, dagen efter att Ocean Gala förtöjt.15 juniHåll oss gärna i bilden om hur det utvecklas. Kanske god idé att ni hyr in juridisk spetskompetens innan skadeståndssituationen blir skarp? hur disk(uterar reds anm) ni kring det? Migrationsverket svarar:Vi jobbar hårt med båtarna och den ligger på vår högsta nivå () men lovar att återkoppla så fort jag vet något. Rederiet som ligger bakom planerna på asylboendet ombord på Ocean Gala är redo att ta emot flyktingar säger de. Och de anser att avtalet ska träda ikraft efter att båten blivit inspekterad som boende och fått godkänt. Kontraktet är värt stora pengar för rederiet. Det kostar Migrationsverket drygt 800 000 kronor per dygn att hyra fartyget från och med att avtalet träder ikraft men fortfarande vet inte Migrationsverket vilka tillstånd som är nödvändiga för ett passagerarfartyg. Så här lät det i Studio Ett i P1 den 17 juni. Vad som gäller är att den här entreprenören har fått fram till den 3 juli på sig, att visa att det finns en hamn och att alla nödvändiga tillstånd finns på plats, säger Fredrik Bengtsson som är Migrationsverkets presschef. Finns inte dom här tillstånden på plats till den 3 juli, då blir det inte heller ett asylboende.Programledare: Men bara så att vi förstår tydligt, vilka tillstånd är det då som behövs för att det här ska bli av före den 3 juli? Ja det har vi inte satt ut, för det är vi inte på det klara över utan är det så att det krävs bygglov från kommunen där båten ligger, då är det de som ska uppvisas. Är det andra typer av kommunala tillstånd som behövs, så är det de som ska komma in, och då är det en kontakt mellan entreprenören och kommunen som måste lösas, säger Fredrik Bengtsson.Tiden går och samtidigt rinner pengar iväg för Kjell Tandberg, delägare i Floating Accommodations, som bland annat måste betala löner till de 140 besättningsmännen ombord på Ocean Gala och hyra för kajplatsen. Man ska tänka på att ett fartyg går efter internationella regler, vi räknas som ett passagerarfartyg, antingen om vi ligger i hamn eller om det seglar, eftersom att man måste ha en besättning dygnet runt. I priset så ingår det ju att ta fartyget till Sverige, och bygga om efter de specifikationer som Migrationsverket bad om, säger Tandberg.Tidsfristen för det villkorliga avtalet går ut den 3 juli. Tandberg skickar den första fakturan till Migrationsverket som nu kollar upp om Ocean Gala har alla papper i ordning om boendet ska kunna öppna. Verkets beslut tas tre dagar senare.Ur Ekot 6 juliMigrationsverket stoppar det planerade asylboendet ombord på kryssningsfartyget Ocean Gala som förtöjt i Härnösands kommun. Orsaken är att hamnägaren saknar nödvändiga tillstånd för att ta emot fartyget. Migrationsverket river avtalet om asylboende på Ocean Gala, dom lutar sig mot ett förbud från länsstyrelsen en vecka efter att båten lade till i Utansjö hamn. Hamnen saknar tillstånd och är inte byggd för att ta emot avfallsvatten från en passagerarbåt. Om båten hade varit fullbelagd hade nästan 2000 personer bott där. Det finns också miljöföroreningar i marken. Förbudet mot Utansjö Industrihamn har överklagats av hamnägare, och nu ligger ärendet hos mark- och miljööverdomstolen.Länsrådet, Sten-Olov Altin suckar när vi träffar honom i Härnösand, han väntar på hur det ska bli med båten. Ja, nu är vi här i början av september, och att vi inte har kommit längre än vad vi faktiskt har gjort här nu, det kan jag tycka är lite tråkigt eftersom att vi redan direkt konstaterade att den här hamnen ju varken har tillstånd för, eller är lämplig för att ta emot ett passagerarfartyg. Att inte fartyget har lämnat det kan jag tycka är lite tråkigt.Så båten ligger alltså kvar efter nära två månader. Vi återvänder till kaptenen Egil Aune som också väntar på vad som ska hända. Han och de 45 besättningsmän som är kvar, underhåller båten under tiden.Vad tänker du om det här gamla industriområdet, när du kom hit med båten, det var ju du som körde båten hit. Ja det är ju lite trist att se en nedlagd industri, om man tänker hur det var för några år sedan så var det full aktivitet här, du har Utansjö här uppe som var en liten landsbygd där det var full aktivitet med skola och butik och nu är det inget kvar där. "Migrationsverket kommer att krypa till korset"En hjullastare jobbar en bit bort i Utansjö hamn. Det var inte meningen att dom som bodde på båten skulle röra sig överallt, säger Egil. Men i det stora massamagasinet, säger han, också pekar han på en oval jättelik byggnad framför oss. Där skulle vi ha fotbollsplan och andra aktiviteter. Sen hade vi tänkt att skjutsa upp folk till grindarna, och ha bussar in till Härnösand. Planen var att skjutsa dem opp till gaten där, och så skulle vi ha skyttelbussar som tar dem till Härnösand och sådär. Här vid båten, här är inga problem, om du ser massamagasinet där, där skulle det vara fotbollsplan och där skulle det vara aktiviteter för barn. Men du kan inte gå vidare, för det är gaska stort det här området ser du. Så det skulle blir begränsat. Men vi hade gjort klart här, vi hade till och med staket som gick längs kajkanten här, så dom inte skulle falla i sjön, om barnen var ute och lekte. Det hade vi satt upp, men det har vi tagit bort nu. Så det var gjort klart, och det var Migrationsverket som sa till oss att vi fick sätta upp staketet runt kajkanten, och så gjorde vi. Dom kom här och sa att vi måste sätta upp så härOch Härnösand då, där allt började, där rederiet redan i januari tog kontakt med det socialdemokratiska kommunalrådet, Fred Nilsson, som inte ville ha Ocean Gala i någon hamn. Vad tänker han nu om hur allt har gått till? Ja det är ju så här att om det ska gå bra för flyktingarna som kommer till Sverige, så är det kommunerna som ska lösa det. Det är kommunerna som ska fixa skolutbildning, det är kommunerna som har socialtjänsten som ska lösa allt detta. Allt det här är ju kommunala, den kommunala sfären som löser och därför måste ju migrationspolitiken kopplas mellan statens migrationsansvar och kommunerna som levererar. Och då måste det vara ett lysande samarbete mellan kommun och stat, mellan migrationsverk och enskilda kommuner, och vi har jättelångt kvar att komma dit. Men jag hoppas att det tas steg på vägen dit och det måste ske snabbt och det måste också innebära att dom regelverk som idag hindrar detta, för det finns sådana regelverk som har med upphandlingar att göra, att dom görs och det görs med hast. Det var Migrationsverket som skrev avtalet och gjorde upphandlingen med båtbolaget om Ocean Gala, men det blev en tvist mellan båtbolaget och Migrationsverket och nu har jurister från båda sidorna kontakt. Vad som kommit ut av samtalen är än så länge hemligt. Kjell Tandberg igen: Vi har till den 15 juli, hade vi en prislapp på cirka 11 miljoner, eller 11,1 miljoner US dollar.Kaliber har sökt ansvariga chefer på Migrationsverket, men de vill inte medverka, men verkets presschef, Fredrik Bengtsson, intervjuade vi häromdagen och vi frågade då varför stora båtar kom upp som ett alternativ för asylboenden? Jag tror att om man ska förstå den här frågan, så måste vi måla bakgrunden till varför vi landande där vi landade. Sommaren 2015 så började det stora antalet asylsökande komma till Sverige och Europa på ett slag som vi inte tidigare har sett. På drygt fyra månader tog Sverige emot 120 000 asylsökande personer. Vi hade i praktiken dammsugit hela Sverige efter så kallade Bert Karlsson-boenden, vandrarhem, gamla nedlagda hotell. Vi var till och med inne på gymnastiksalar vid den här tidpunkten. Där fanns inte längre möjlighet för oss att upphandla på vanligt sätt, om man uttrycker sig slarvigt, utan vi var tvungna att gå utanför boxen. Vid den tidpunkten så tittade vi på om det skulle kunna vara möjligt med boende på vatten. Och vi har gjort det tidigare, under Balkankrisen, under 90-talet, och vi var villiga att se om det var möjligt även denna gång.Det var ju en direktupphandling som gjorde att, i det här fallet Ocean Gala som kom seglande upp till Utansjö hamn, gjorde att Härnösands kommun reagerade och kommunalrådet i Härnösand han blev ganska förvånad över det här, vad säger du om hans reaktion?. Jag har full förståelse för hans reaktion, vi visste inte heller att fartyget skulle lägga till i Utansjö. Utan så som avtalet, det villkorade avtalet var skrivet, det var att det här företaget skulle kunna visa att det fanns en hamn som tog emot det här fartyget. Vi hade inte kravställt var någonstans i landet det skulle vara, så att det var även en nyhet för oss.Så ni visste inte att Ocean Gala var på väg upp till Utansjö Industrihamn? Nej.Om vi går in på det här avtalet, så sa du i studio ett att ni var lite osäkra på vilka tillstånd som krävdes. Hur kommer det sig? Det här var en ny företeelse i upphandlingsförfarandet och att anlägga en stor passagerarbåt vid en svensk hamn, med allt vad det innebär. Det är annorlunda än att öppna ett vandrarhem för 200 asylsökande i en ort i Småland. Av den anledningen så skrev vi ganska tydligt att erforderliga tillstånd måste kunna uppvisas för att det här avtalet ska börja gälla.På grund av tvisten mellan Migrationsverket och rederiet vill inte Fredrik Bengtsson gå närmare in på några detaljer. Men hur ser han då på kritiken från rederiet, att pengarna rullar iväg. Kort sagt är det ju så, tittar vi på hela den här asylboende-branschen, om man får uttrycka sig så, så har det ju varit under ett antal år, entreprenörer har kunnat tjäna väldigt mycket pengar. Just eftersom det har varit riskfyllt så har man också kunnat få bra betalt för dom tjänster som man har erbjudit staten, i detta fall Migrationsverket. Det ligger lite i sakens natur, men åter igen jag vill inte närmare gå in och prata Ocean Gala i det läget vi befinner oss just nu.Tillbaka till lilla Utansjö, som nu blivit känt i hela Sverige. Fortfarande finns det delade känslor kring Ocean Gala. Marion Andersson har följt med i alla turer kring båten under sommaren, och hon förstår inte varför man inte gemensamt hittat en lösning på dom hinder som stått i vägen för asylbåten. Ja men allt är ju möjligt, eller hur? Allt är möjligt bara man vill, man har ju farit till månen fram och tillbaka. Jag förstår inte varför det är sådant motstånd. Och sen, jag träffar ju mycket pensionärer och dom tycker att det är bedrövligt men ingen har ju fått mindre pension. Och ingen har blivit utan sjukvård heller, så jag förstår inte varför det är sådant motstånd.Fartyget står kvar, Ocean Gala, vit och glänser i en hamn i Ångermanälven. Frågan vad Migrationsverkets upphandling i slutändan kommer att kosta staten hänger fortfarande i luften. Lars-Gunnar Hultin står vid strandkanten ett par hundra meter ifrån båten och funderar. Det är ju skumt tycker jag alltså, dels, vad är det för människa som sitter på Migrationsverket och skriver på ett sådant här avtal för en miljard.Har du inte den förståelsen att Migrationsverket behövde snabba lösningar? Det ursäktar ingen dumhet i världen alls, man får ju inte vara vårdslös med skattemedel för det, och inte teckna på avtal som du inte vet vad dom leder till eller om dom fungerar. Vi har inte sett det än, men jag misstänker att Migrationsverket kommer att krypa till korset och göra någon jämkning så att vi ändå kommer att förlora några hundra miljoner, det skulle inte förvåna mig.Reportrar: Eva Brännman och Viktor ÅsbergProducent: Andreas Lindahl

2015 var året vi endelig fant flytende vann på Mars. Vi fant en ny verden i solsystemets ytterkant og Danmark fikk sin første astronaut.
