Kommt sie nun, die Bafög-Reform, die im Koalitionsvertrag der schwarz-roten Bundesregierung vereinbart wurde? Es geht um eine schrittweise Anhebung der Bafög-Sätze – das ist der Vorschuss, den vor allem Studentinnen und Studenten erhalten, um ihre Lebenshaltungskosten zu decken. Verbände fordern schon lange eine Reform des Bafög - und die schwarz-rote Koalition hatte sich so eine Reform auch im Koalitionsvertrag vorgenommen. Am Wochenende haben Äußerungen von Bundesforschungsministerin Bär dazu für Irritationen gesorgt. Eine Reform zum Wintersemester sehe sie eher nicht. Etliche prominente Stimmen aus der SPD widersprachen klar und deutlich – teils heftig. Auch Katharina Rummenhöller übt Kritik, sie ist eine der Vorsitzenden des Dachverbandes fzs für Studierende. Im Gespräch mit SWR Aktuell-Moderator Simon Dörr erinnert sie daran, dass zwar lediglich 11% aller Studierenden Bafög in Anspruch nehmen, doch gerade diese seien „akut darauf angewiesen“ und das gelte auch für alle, die sich für ein Studium interessieren und abwägen, ob sie es sich zum Studienbeginn im kommenden Wintersemester leisten können. Rummenhöller hofft darauf, dass die SPD innerhalb der schwarz-roten Koalition „genügend Druck ausübt“ um die Reform umzusetzen, offenbar hänge es davon ab, ob die Reform kommt, oder nicht.

Das Bundesforschungsministerium rechnet mit einer Bafög-Reform zum kommenden Wintersemester. Man arbeite daran, dass das Vorhaben Ende Juli im Kabinett verabschiedet wird, so das Ministerium in den Sozialen Medien.

El #CAPEX de #Starlink fue en 2025 de aprox 4G$. El de Telefonica de 1,9 G$. Starlink solo puede crecer pero estos niveles de #CAPEX si son de este mundo, incluso de este continente. El servicio móvil está en su infancia, con "solo" 605 satélites desplegados y soporte para servicios de mensajería. Para desplegar uno 5G y con verdadero enfoque #BAM SpaceX encontrará la misma barrera de entrada que los operadores terrestres: El #Espectro, incluso después de haber pagado 19G$ por las licencias de EchoStar Corporation. Ahora a los #Telcos les toca decidir cómo jugar sus cartas ante un nuevo jugador que en #BAF ya es creíble y muy exitoso (como muestran los datos de #COL, por ejemplo) y que muestra una ambición desmedida. ¿Cuál es la velocidad mínima #BAF de la que un ciudadano debe disponer en #ESP en el segundo cuarto del S.XXI? La respuesta es 100Mbps. O eso es al menos lo que se deduce de la nueva definición de "servicio universal" que el gobierno ha puesto en "trámite de audiencia". En principio parece una definición razonable porque el mercado #BAF #ESP se ha centrado en una estructura dual sobre las velocidades de 500Mbps y 1Gpbs y más. 100 Mbps fue, hace tiempo, la velocidad de entrada, pero ahora está, teóricamente, fuera del mercado. Pero la realidad tiende a ser bastante más complicada. Nuestras redes fijas cuentan con una planta desproporcionada de #Wifi obsoleto y nuestras redes #móviles tiene dificultades para prestar, a escala, esa conectividad mínima significativa. Las preguntas que nos tenemos que hacer son, casi como siempre: 1️⃣ ¿Por qué? 2️⃣ ¿Qué vamos a hacer para resolverlo En #Telco #SuperLigero EP:236 nos las hacemos. Pero esto no es una noticia, hablamos de 184k clientes de diferencia frente a 2,8M de clientes y un proceso que hemos ido siguiendo mes a mes. Es, en realidad, un síntoma visible de un cambio en la industria que va a requerir cambios profundos en su estructura. El viernes pasado (17/03/26) Bouygues Telecom, Free y Orange entraron en una fase de negociación exclusiva con SFR para la compra de sus activos en #FR. Este es un claro ejemplo de los cambios que toda la industria europea, y de manera particular la española, debe afrontar. Y muestra un camino que más pronto o más tarde deberemos seguir. Lo que nos dicen los síntomas es que debería ser más pronto que tarde. La creación de MasOrange, que fue el primer movimiento de la actual ola de consolidación, llevó más de 2 años hasta que se pactó la autorización regulatoria. No parece que en esta fase dispongamos de ese tiempo. The Blooming Court Ch. 4We pick back up with the group making final plans and preparations so they can head to Uscana for Glad's boone. Arguile suggests that, since it would take quite a long time by land or sea, and even by airship, the group uses the Strauss company jet piloted by Baf, who retires after this final ride. The group has many questions about how the aircraft works and emergency plans in the event the plane goes down. Arguile does his best to quell nerves, even pointing out that he doesn't like flying but feels safe in there. The group discusses how to approach their destination as the Feywild partially inhabits Uscana, and several, but not limited to, the Blooming Court has control. Zechs tells the party what he can of his time in the Feywild, and cosigns Glad's warnings of using real names and their traps because, as we know, the Fey are assholes.Their journey isn't all smooth sailing: the group is under attack by flying fey creatures, Shanks is momentarily blinded, and their pilot doesn't make it. The group gets ready for a fight while Glad and Turk do their best to land the jet safely. Galahad takes flight and makes quick work of the main assailant as the group does their best against fey magic and now descending jet. The fight is won, but the crew makes a bumpy crash landing at their destination. Hopefully, they can finish this quest better than how they started it. Dans la région du Tchologo, dans le nord de la Côte d'Ivoire, les habitants de Kong tentent de valoriser leur patrimoine historique et religieux. Au cœur de la ville, figure la mosquée de style soudanais, classée au patrimoine mondial de l'Unesco. Mais aussi plusieurs vestiges du passé colonial.  De notre envoyée spéciale à Kong, La case de Binger se trouve au cœur du centre-ville de Kong. C'est une maison faite de briques en argile, partiellement détruite et envahie d'herbes-hautes. Selon les habitants, l'explorateur français Louis-Gustave Binger aurait séjourné à Kong à deux reprises à partir du 20 février 1888. Les habitants l'auraient logé dans une case. Ce site a été conservé, car ce passage rappelle la position stratégique de Kong au XIXème siècle. « Kong était un carrefour commercial très important par où transitait presque tout : de l'or, du poisson sec, de la kola, explique Lucien Bogbé-Prévost, un guide touristique. Kong avait atteint une certaine prospérité, de sorte qu'elle était convoitée par plusieurs puissances occidentales. Et pendant son séjour, Gustave Binger a eu à signer plusieurs pactes avec la population locale. Parmi lesquels, on peut citer un pacte commercial. Il y avait également le pacte de la reconnaissance de l'islam en tant que religion. »  Au cœur du quartier Sirakoro, une stèle blanche, entourée d'arbustes. Il s'agit de la tombe de Moskowitz, un explorateur venu ici en 1894 pour alerter le colon français de la présence des Britanniques dans la région. Cette sépulture est entretenue par une habitante. C'est une marque de reconnaissance, selon Lucien Bogbé-Prévost : « Il était considéré comme un sauveur. Donc s'il décède à Kong, c'est normal qu'on l'enterre à Kong. C'est une manière de lui rendre hommage. » Signe de ces migrations et de l'islamisation du nord ivoirien, la grande mosquée, de style soudanais, de Kong : c'est une mosquée en terre, avec des charpentes en saillie. Construite au XVIIème siècle, cette mosquée a été détruite à trois reprises, notamment lors d'une offensive lancée par Samory Touré en 1897. Depuis, l'édifice a été reconstruit par les habitants.   Bafétigué Konaté est le président du comité de gestion de la grande mosquée. Tous les trois ans, les habitants procèdent au crépissage de cet édifice : « Il faut prendre une argile rouge. Il y a par ailleurs, un arbre en brousse, appelé foulougou. On coupe. On remplit trois ou quatre barriques. On mouille. Et on laisse reposer quelques jours. Ça devient ensuite comme du caoutchouc. On utilise cette matière à l'intérieur et à l'extérieur de la mosquée. »  La grande mosquée est classée au patrimoine de l'Unesco. Mais les visites sont encore timides. La faute, à l'insécurité : en 2020 et en 2021, deux attaques meurtrières affectent Kafolo, non loin de Kong. Depuis, l'armée ivoirienne sécurise les départements du Nord ivoirien. Et des cadres locaux s'organisent pour relancer les activités culturelles.  Parmi eux, Bamoussa Ouattara, 1er adjoint au maire et initiateur d'un festival célébrant la renaissance de Kong : « La Côte d'Ivoire a vécu une période de crise, une dizaine d'années et tout cela a impacté le tourisme. Mais ceci étant, la crise est derrière nous. Il n'y a aucun problème de sécurité à Kafolo. Les populations ont renoué avec leur train-train quotidien. Il y a même de grands travaux qui s'y déroulent.
