Alberta Premier Danielle Smith announces that her government will be challenging the constitutionality of the federal government's net-zero electricity regulations in court.   The premier also faces questions from reporters on her recently proposed legislation that makes it easier for Alberta to separate from Canada. The legislation was tabled on April 29, the day after the federal Liberals won a minority government in the 2025 federal election.   She is joined at the news conference in Edmonton by provincial ministers Mickey Amery (justice), Rebecca Schulz (environment and protected areas) and Nathan Neudorf (affordability and utilities). British Columbia Premier David Eby announces new legislation that aims to speed up building permit approvals to allow the province to deliver key infrastructure projects faster. Priority projects will include schools, hospitals and major transportation infrastructure. He is joined at the news conference in Victoria by Bowinn Ma, the province's infrastructure minister Peacekeeping Chief Jean-Pierre Lacroix today (24 Apr) told reporters in New York that the Peacekeeping Ministerial 2025, taking place in Berlin on 13-14 May, will be “a very important opportunity” for the UN and Member States to determine how to address challenges to ensure peacekeeping remains an “important, viable, credible and effective tool of the United Nations and multilateralism in the future.” Lacroix said another issue to be discussed will be “how we can make peacekeeping more cost effective, because we are aware that we are operating, and we will be operating under increasingly severe financial constraints.” He confirmed that Secretary-General António Guterres “will be participating in the Berlin meeting in two weeks' time.” Joining Lacroix, Germany's State Secretary at the Federal Ministry of Defence, Nils Hilmer said, “we are convinced that UN peacekeeping has proven to be one of the most important tools the international community has an international crisis management. However, we still face many challenges with regards to changing conflict dynamics, disinformation campaign, or targeting missions. Hence, it is all the more important to discuss about the future of peacekeeping.” Hilmer said, “we want to provide a forum for Member States to discuss how we can continue making UN peacekeeping strong, effective and fit for the future,” adding that “by participating at the Berlin Ministerial, delegations can underline their political support for UN peacekeeping, contribute to closing critical capability gaps, and reinvigorate UN peacekeeping reform efforts.” The results of the discussions, he said, “will provide important input to the UN Secretary-General's review on the future of all forms of peace operations mandated in the Pact for the Future.” The goal of the Berlin Ministerial, Hilmer explained, will be to “ensure UN peacekeeping remains at a sufficient level of preparedness for both current and potential future missions, and we want to increase overall mission effectiveness while enhancing safety and security of our personnel deployed.” Germany's Director-General for International Order, United Nations, and Disarmament at the Federal Foreign Office, Katharina Stasch, said the Berlin Ministerial's aim, “is really to provide a follow up to the Pact for the Future. Actions must follow words.” Responding to journalists' questions, Lacroix said, “the United States is and has always been a very important part, and I should say, also a very important supporter of peacekeeping operation throughout the years. And we look forward to continuing cooperation with the United States. Now, when it comes to finances, I think that in any case, we are looking at times where financial resources will be limited. I think a very important challenge, to all of us really, is how we can improve the cost efficiency of peacekeeping.” He said, “we operate on mandates, you know, those mandates are given to us by Member States, by the Security Council. We keep telling our Member States, please prioritize those mandates. You know, make sure that, you know, we know what are the key mandated tasks from your point of view that we have to implement. And then please give us an adequate level of resources, and please pay on time and in full.” Leading up to the 80th anniversary of the United Nations and marking the 10-year anniversary of the Leaders' Summit on Peacekeeping, the 2025 Berlin UN Peacekeeping Ministerial is the latest in a series of meetings held at the Head of State, Government, or Ministerial level. The UN Peacekeeping Ministerial will serve as a high-level political forum to discuss the future of peacekeeping and for Member States to express and demonstrate their political support. She was awarded her Bachelor's and Specialist's degrees in Sinology and Chinese Economy from the Far Eastern State University in Vladivostok, Russia. She subsequently obtained her Master of Science degree in Technology Economy Management from Xiamen University, People's Republic of China. Following several years of professional experience in the field of international trade as an operations manager, Radchenkova returned to academic pursuits in Austria, where she successfully defended her PhD in Law and Politics, entitled "The Concept of Sovereignty in Political and Legal Discourse in Russia and China", at the University of Graz, Austria. Radchenkova's current position entails the integration of her business experience with her academic background, with the objective of enhancing the international connections of the University of Graz. The scene at Kebap With Attitude in Berlin's trendy Mitte neighborhood is typical of any street-side stand or restaurant where cooks pile the ingredients into pita bread to create the city's beloved döner kebab. But the snack's status could be in jeopardy if the European Commission approves a bid by Turkey to regulate what can legally take the döner kebab name. The word “döner” is derived from the Turkish verb “dönmek,” which means “to turn.” In Turkey, the dish originally was made of lamb and sold only on a plate. But in the 1970s, Turkish immigrants in Berlin opted to serve it in a pita and tweak the recipe to make it special for Berliners. In April, Turkey applied to have döner kebab protected under a status called “traditional specialty guaranteed.” It's below the vaunted “protected designation of origin” that applies to geographic region-specific products, like Champagne from its eponymous region in France, but could still impact kebab shop owners, their individual recipes, and their customers throughout Germany. Under Turkey's proposal, beef would be required to come from cattle that are at least 16 months old. It would be marinated with specific amounts of animal fat, yogurt or milk, onion, salt, and thyme, as well as black, red, and white peppers. The final product would be sliced off the vertical spit into pieces that are 3 to 5 millimeters (0.1 to 0.2 inches) thick. Chicken would be similarly regulated. “The kebab is part of Germany, and the diversity of its preparation methods reflects the diversity of our country—this must be preserved. [...] We are committed to ensuring that the döner kebab can remain as it is prepared and eaten here,” Germany's Federal Ministry of Food and Agriculture said. It appears that vegetables, turkey, and some veal kebabs—all of which are popular in Germany—would no longer be allowed under Turkey's application because it does not specifically mention them, causing confusion in the German food industry. “The kebab belongs to Germany. Everyone should be allowed to decide for themselves how it is prepared and eaten here. There's no need for guidelines from Ankara,” said Cem Özdemir, Germany's federal food and agriculture minister who also has Turkish roots. This article was provided by The Associated Press.

After severe cuts to its 2024 budgets for development and humanitarian aid, we found that the German government is planning to slash funds again in 2025. A recently released draft budget spells out nearly €1 billion in cuts to the Federal Ministry for Economic Cooperation and Development, or BMZ, from €11.22 billion ($12.36 billion) this year to €10.28 billion in 2025. Germany is not the only European country planning to reduce its aid budget. In the United Kingdom, the aid budget in 2024 is forecast to be only 0.36% of gross national income — once sums diverted to hosting asylum-seekers are removed — piling pressure on the new Labour government to rethink its plans. The fresh spending squeeze comes despite the new Labour government promising a “reset” of development policy it condemned as “degraded” under the Conservatives. We also discuss the Forum on China-Africa Cooperation that took place in Beijing. It was attended by 50 African heads of state and China pledged to invest nearly $51 billion in the continent on more favorable terms than Western countries. Today, I am very honoured to be joined by a special guest. Nick Couldry. He is Professor of Media, Communications and Social Theory in the Department of Media and Communications at the London School of Economics and Political Science. His work has been highly influential, I remember his work with Prof. Hepp on the mediated construction of reality was immensely eye-opening for me personally and for the past 10 years, Prof.  Couldry increasingly focused on the implications of Big Data when it comes to questions regarding social and political order as well as power relations. Some Key Takeaways: Professor Nick Couldry discusses similarities between data colonialism to historical colonialism by highlighting that our personal data is exploited (by Big Tech) similarly to how colonial powers exploited new lands. Data that is extracted from us, can be used against us, will be used to judge us, will be used to categorize us. Almost every aspect of human life is being datafied and therefore open to business opportunities. This leads to asymmetrical power relations that we collectively need to question. Generative AI can, if we let it, redefine what knowledge actually means, who our experts are and who has access to that knowledge.  We need to be careful of "civilizing narratives" that basically justify data extractions. CGIAR SEMINAR SERIES Famines and Fragility: Making humanitarian, developmental, and peacebuilding responses work Co-organized by IFPRI, CGIAR, and Germany's Federal Ministry for Economic Cooperation and Development (BMZ) 14:30 TO 16:15 CET JUN 11, 2024 - 9:30 TO 11:15AM EDT Globally, the number of people facing crisis-level or worse acute food insecurity has more than doubled since 2017. The 2024 Global Report on Food Crises (GRFC), which informs the Global Network Against Food Crises on where humanitarian and developmental assistance is most needed, reported 282 million people in 59 food crisis countries faced crisis-levels of acute food insecurity and more than 700,000 people suffered famine in 2023. These numbers have increased with the crises in Gaza, Sudan, and Haiti. Conflict and fragility are major drivers of food crises, often compounded by weather extremes and economic shocks. Sound understanding of these drivers and of the structural factors underlying fragility is needed for timely and appropriate crisis responses and for preventative action. However, no one size fits all. Food crisis conditions and drivers vary greatly across countries, and crisis responders continue to face challenges to effective action along the humanitarian-development-peacebuilding (HDP) nexus. As the sixth policy seminar in the CGIAR series on Strengthening Food Systems Resilience, this seminar will take stock of what we know about key drivers of protracted food crises and persistent fragility and about the obstacles to successful HDP action. Speakers will discuss: recent trends in acute food insecurity and their causes; the severity and dynamics of acute malnutrition in rapidly developing food crises, with a focus on new methods of collecting evidence; building resilience to economic shocks in fragile, conflict-affected food crisis countries; and ways to adapt humanitarian assistance, social protection, and livelihood rebuilding programs for fragile contexts with vast numbers of displaced people. Twelve scientists from Southern African Development Community (SADC) countries will head to Germany in May, where they will have an opportunity to obtain more in-depth insight into green hydrogen amid the region's unveiling of important green hydrogen projects, pilot plant initiatives and the awarding of a large number of green hydrogen scholarships. Prominent this week during the Sasscal-organised two-day Green Hydrogen Symposium in Namibia was Sasscal executive director Dr Jane Olwoch, who emphasised to Engineering News & Mining Weekly in a Zoom interview that "the countries of Southern Africa should first and foremost take note of the region's advantages of participating in the green hydrogen economy". (Also watch attached Creamer Media video.) "History is in the making and I'm very glad we're part of it," added Olwoch. Sasscal is SADC's science service centre for climate change and adaptive land management. The symposium for the participating countries, such as Angola, Botswana, Democratic Republic of Congo, Eswatini, Malawi, Mauritius, Mozambique, Namibia, South Africa, Tanzania, Zambia and Zimbabwe, accentuated green hydrogen practice, fast-advancing pilot plants and far-reaching skills development to support Southern Africa's green hydrogen thrust. In addition to the dozen selected scientists, Olwoch announced that the first cohort of students would be leaving for Germany immediately after the symposium, with others following later. Moreover, the symposium itself brought together representatives from industry, universities, governments and adolescents to witness the green hydrogen journey that Sasscal has been coordinating. "The price of green hydrogen is on its way to becoming affordable," said Olwoch, reaffirming its status as being more sustainable than any other energy on offer. Mining Weekly: What is the present state of green hydrogen development in the SADC region? Olwoch: Here in Namibia, there are projects on the ground that are going to produce green hydrogen in the next few years. One of these that is advancing really well is the Daures Green Hydrogen Village pilot project, which is 100% funded by the German Federal Ministry of Education and Research. All the preparatory steps have been taken. Its development is progressing in the desert of Namibia, where borehole water and equipment are opening the way for the generation of green hydrogen. Electrolysers have been imported and green ammonia will also be produced from what could be our first green hydrogen project. In addition, we'll have a refuelling station and the hope is that the green hydrogen from this will be transported to enable others to use it for many applications. We have also taken capacity building into consideration and young Namibians are taking charge of these projects as part of a really amazing story of cooperation between Germany and Namibia. What is the level of skills development being generated by your Youth for Green Hydrogen scholarship initiative? Once again, this is fully funded by Germany's Federal Ministry of Education and Research and it sponsors the entry of young Namibians, between the ages of 18 and 35, into the field of green hydrogen development. There are already about 160 young Namibians in this programme. Last year, scholarships were awarded to 70 young students, 49 of them with master's degrees, and the rest with vocational qualifications. This year, for another 90, we'll reverse the order. Instead of a majority of master's graduates, most will be from the value chain, be it production, transportation, safety, welding, solar, mechanics and desalination. An advantage is that they'll also spend six months at a German institution. These students are from and for the SADC as a whole and they'll be available for employment in the next two years to ensure green hydrogen sustainability in our region. CGIAR SEMINAR SERIES Reforming Agricultural Policies and Farm Support to Advance Sustainable Food System Transformation Co-organized by IFPRI, CGIAR, and Germany's Federal Ministry for Economic Cooperation and Development (BMZ) 15:00 TO 16:45 CET FEB 29, 2024 - 9:00 TO 10:45AM EST In the recent COP28 Declaration on Sustainable Agriculture, Resilient Food Systems and Climate Action, world leaders affirmed that “agriculture and food systems must urgently adapt and transform in order to respond to the imperatives of climate change.” This declaration strengthens the growing global consensus that current food systems need urgent transformative change to end hunger and all forms of malnutrition and to make food production and delivery systems resilient and sustainable. Evidence-based policies are critical to steer such a transformation, which requires urgent action from governments around the world—both in the global North and the global South—to better align, reform, or repurpose current policies and public support to deliver better value for people, planet, and prosperity. Public investments and other expenditures help to create incentives for producers and other food system actors as they choose what, how, and where to produce food, as well as for consumers in their choices of what foods to eat. The seminar will highlight key IFPRI findings on the potential to repurpose existing agriculture policies and public support to accelerate the transformation of food systems to become more inclusive, resilient, sustainable, and healthy. Developing appropriate incentives to encourage producers to adopt technological innovations and sustainable practices, and consumers to make healthy and sustainable food choices, will help deliver desired food system outcomes, but doing so will require bold action through both international coordination and national-level policy reform. The seminar will present available evidence on promising technological innovations from CGIAR and elsewhere, identify associated tradeoffs, and examine how policies can shape greater uptake of such innovations. It will highlight global initiatives seeking to advance agricultural policy reform and assess the evidence base behind these initiatives, as well as examining country-level attempts at reform and the obstacles these reforms can face in both the global North and global South. About the Speakers: Maria Schwaz, a certified social worker, spent 5 years working in psychiatric facilities. While on maternity leave to care for her six children, she received training in Christian pedagogy and has since been teaching at schools and parishes. The European migration crisis of 2015 spurred her on to study the core tenets of Islam. In 2018, she assumed the role of managing director at the International Center for the Study of Political Islam in Austria. In this position, she began extensive lecturing activities on both national and international levels, working with governmental and non-governmental organizations. Johann Turnau was born in Austria in 1954. He graduated with a Doctor of Law from the University of Innsbruck in 1979. He spent the next few years working for the Federal Chamber of Commerce and the Federal Ministry for Foreign Affairs. From 1985 to 1988, he was the First Secretary at the Austrian Embassy in Lagos/Nigeria, and he was the Counsellor at the Austrian Embassy here in Washington, D.C., from 1988-1992. From 1998 to 2001, he served as the Austrian Ambassador to Algeria. From 2001 to 2006, he was the Austrian Ambassador to Indonesia, also accredited to Singapore and Timor Leste. From 2006-2012, he worked in the Federal Ministries of Foreign Affairs and European and International Affairs. From 2012-2016, he served as the Ambassador to Japan. He then served as the Ambassador to Australia, New Zealand, Tonga, Vanuatu, Fiji, Solomon Islands, Papua New Guinea, Marshall Islands, Kiribati and Nauru and was the Austrian Ambassador designate to the Federated States of Micronesia, Samoa, Tuval from 2016-2019. As of 2020, he is a Senior Consultant and member of the Austrian Senior Experts Pool (ASEP), President of the Rotary Club Gastein, and Chairman of the Inter Country Committee Austria – Ukraine. He is also certified by the OSCE and registered with the EU for election monitoring and observation.

CGIAR SEMINAR SERIES Can Sustainable Livestock Systems and Alternative Proteins Address the Climate Crisis? Co-organized by IFPRI, CGIAR, and Germany's Federal Ministry for Economic Cooperation and Development (BMZ) NOV 7, 2023 - 9:30 TO 11:00AM EST Climate change is severely impacting our food systems, making it increasingly challenging to provide food security and healthy diets for all people. At the same time, food systems contribute 25–30% of all greenhouse gas emissions. The livestock sector alone contributes about half of these GHGs, and has a large land and water footprint. The livestock sector is also the fastest growing agricultural sector in Africa and other parts of the Global South, where access to healthy, affordable milk, meat, and egg remains low. Clearly food system adaptation, including in the livestock sector, must deliver both mitigation and healthy diets. The CGIAR's 2023 Achieving Agriculture Breakthrough report identifies seven key technological areas and approaches for driving real change in the agriculture sector. Three of these are related to livestock: reducing methane emissions from livestock, livestock breeding for climate resilience, and alternative proteins to replace traditional animal-source proteins. The third seminar of the CGIAR Policy Seminar Series on Strengthening Food Systems will delve into findings and recommendations around sustainable livestock technologies, healthy diets, methane emissions, and alternative proteins, including promising initiatives and technologies that can be pursued to address climate change and healthy diets. Wie kann für alle Menschen auf der Welt rechtmäßig der Zugang zu Trinkwasser und Sanitäranlagen sichergestellt werden? Was hat das SDG 6 mit Verteilungsgerechtigkeit zu tun? Was kann jede:r einzelne von uns unternehmen, um gerechte Wasserversorgung zu realisieren? Co-organized by IFPRI, the CGIAR, and Germany's Federal Ministry for Economic Cooperation and Development (BMZ) Session at Tropentag 2023 SEP 21, 2023 - 7:45 TO 9:15AM EDT Globally, five out of six farms are operated by smallholder farmers who produce around one-third of the world's food. These farms provide a wide range of additional ecosystem services, such as carbon storage, pollination, and cultural and supporting services. However, smallholder households face continued and often growing challenges to making a living from their farms. They also tend to be the poorest and most food-insecure populations in low-and middle-income countries. Evidence suggests that payments for ecosystem services can diversify smallholder earnings and incentivize more sustainable farming and land management practices. While a number of such smallholder-focused schemes have been implemented around the world, they have not gained enough traction to improve farm incomes or environmental outcomes. This second seminar of the CGIAR Policy Seminar Series on Strengthening Food Systems examines past and current ecosystem service payment schemes targeted at smallholders, evaluates their effectiveness, and impacts, and explores how such schemes could be taken forward in order to help build greater resilience within food systems. Achim Wambach is the president of the ZEW, the Leibniz Centre for European Economic Research, and professor of economics at the University of Mannheim. He was a member of the German Monopolies Commission from 2014 to June 2022 and served as its chairman from 2016 to September 2020. Achim also is a member of the Scientific Advisory Board of the Federal Ministry for Economic Affairs and Energy.

The conflict in Ukraine is having widespread deleterious impacts on the economies and food systems of many low- and middle-income countries. Rising prices for food, fuel, and fertilizer have raised pressing concerns about food security and poverty. To better understand the risks in specific countries, IFPRI researchers have modeled the impacts of prices of the fuel, fertilizer, and food price shocks on GDP, employment, poverty, hunger, and diet quality in 19 countries in Africa and Asia, and examined the relative cost effectiveness of different policy interventions. Please join us for a presentation of this work and a discussion on how policymakers and other key actors are addressing the challenges created by this crisis in specific countries. POLICY SEMINAR Addressing the global food security crisis: Strengthening research and policy responses Co-organized by German Federal Ministry for Economic Cooperation and Development (BMZ) and CGIAR JUL 25, 2022 - 9:30 TO 11:00AM EDT Russia's invasion of Ukraine has further increased food and input prices at the global level, with the strongest impacts felt by the poorest in Africa, the Middle East, and Asia-Pacific. The World Food Program projects that the conflict could put an additional 47 million people at risk of acute hunger worldwide. The impacts of this crisis are unfolding as countries cope with the ongoing COVID-19 pandemic, more frequent and damaging extreme weather events caused by climate change, and other conflicts. Germany holds the G7 presidency in 2022 and is thus in a leadership role to address these interrelated challenges and crises. Together with World Bank President David Malpass, Svenja Schulze, Federal Minister for Economic Cooperation and Development of Germany (BMZ), recently established the Global Alliance for Food Security (GAFS) to catalyze an agile, immediate, and coordinated response to the unfolding global food security crisis. As the world's largest international agrifood research consortium, CGIAR plays a pivotal role in providing research to help shape context-specific policies and solutions. More than ever, close collaboration between CGIAR, national governments, and international organizations is needed to meet the strong demand for innovations and ensure their delivery, scaling, and impact. Patrick Graichen is a State Secretary at the Federal Ministry for Economic Affairs and Climate Action. He has held this post since 15 December 2021 and is responsible for energy and climate policy.From 2012, Graichen was instrumental in setting up the think tank Agora Energiewende, taking on the roles of Executive Director and Managing Director from 2014 until his move to the Federal Ministry for Economic Affairs and Climate Action.  He began his career in public service at the German Federal Ministry for the Environment, first as an officer in the Division for International Climate Protection, then as Personal Assistant to a State Secretary, and subsequently as Head of Division for Climate and Energy Policy. During this time, he played a leading role in negotiating the economic instruments of the Kyoto Protocol, the Federal Government's 2007 Integrated Energy and Climate Programme, the EU's 2008 Climate and Energy Package, and legislative procedures in the field of energy law.Patrick Graichen studied Political Science and Economics in Heidelberg and Cambridge, UK, before going on to earn his doctorate at the Interdisciplinary Institute for Environmental Economics at the University of Heidelberg.

However, they are under pressure: they are severely affected by land sealing and soil degradation. It is, moreover, essential that farmers worldwide have access to land and are able to manage soils over the long term. We need to act now — and we need to act in global solidarity.“ - Cem Özdemir, German Federal Minister of Food and Agriculture The United Nations' goal of achieving a world without hunger by 2030 is directly linked to protecting the soil. We must use land resources sustainably and preserve existing agricultural land in order to feed the growing global population, keep global warming below 2°C, and reduce the loss of biodiversity. At the 14th Global Forum for Food and Agriculture (GFFA)( https://www.gffa-berlin.de/en/berliner-agrarministerkonferenz-2/), held January 24–28, 2022, some 80 agriculture ministers and representatives of international organizations from across the globe agreed on a range of measures to significantly strengthen the sustainable use and management of soils the world over. They were joined by representatives from academia, private sector, and civil society from 150 nations. The GFFA communiqué emphasizes the need to minimize soil degradation and restore degraded soils, and highlights the critical role that soils can play as carbon sinks. It also calls for clear rules to ensure equitable access to land. At this policy seminar, the key outcomes of the GFFA will be presented and discussed, with a particular focus on the policy commitments and partnerships essential for improving soil health and stewardship to sustainably meet the world's food needs while reducing greenhouse gas emissions. The Appropriation Act calls for N13.08 trillion in expenditure and N7.89 trillion in revenue. Meaning that we plan to spend more than we will make.
