Détention de Joseph Figueira en Centrafrique: «À Bria, j'ai vraiment cru que je n'allais pas survivre»

C'est un témoignage exceptionnel, celui de Joseph Figueira, le chercheur belgo-portugais qui a été arrêté par des mercenaires russes de Wagner il y a 2 ans jour pour jour – c'était à Zemio, dans le sud-est de la République centrafricaine – et qui a été finalement libéré le 7 avril dernier pour raisons humanitaires. A-t-il été arrêté par hasard ou a-t-il été une cible soigneusement choisie à des fins de propagande politique ? A-t-il vu sa dernière heure arriver dans les cachots secrets de Wagner et dans les prisons centrafricaines ? En ligne du Portugal, où il se reconstruit en famille, le chercheur répond à Christophe Boisbouvier.  RFI : Nous sommes le 26 mai 2024, à Zemio, dans le sud-est de la Centrafrique, vous êtes en train de terminer une expertise de terrain pour l'ONG américaine FHI 360 dans le cadre d'un appel à projet de l'Usaid. Vous buvez une bière dans une « guest house » avec plusieurs autres humanitaires et là vous voyez arriver trois Russes du groupe Wagner accompagnés d'un gendarme centrafricain. Qu'est-ce qui se passe à ce moment-là ? Joseph Figueira : À ce moment-là, je ne comprends pas trop. Ils arrivent, ils me signalent que je dois les suivre et donc ils me forcent à les suivre. Ils me mettent sur une moto qui nous emmène jusqu'à l'aérodrome où ils avaient une petite base temporaire. Très vite, vous êtes embarqué dans un avion, direction Bria, dans le centre du pays. Pourquoi Bria ?  Alors, je ne sais pas, je pense que c'est parce qu'ils ont ce qu'on peut appeler un « black site », un site noir, qui échappe à tout contrôle de l'État. Et je sais que c'est un lieu où plusieurs personnes ont disparu et sont régulièrement torturées.  C'est un ancien bâtiment construit par des diamantaires et là, vous subissez des coups, des sévices. Vous êtes menacé de mort ?  Oui, oui, je suis menacé de mort plusieurs fois. Je suis frappé. J'ai aussi le poignet menotté à la cheville pendant deux jours.  Est-ce qu'il y a un moment où vous avez vraiment cru que vous alliez mourir ? Oui, oui, plusieurs fois, ils m'ont mis en joue et puis ils m'ont dit aussi que j'allais mourir. Donc oui. Et puis, j'entendais des cris d'appel à l'aide, des supplications d'autres personnes qui étaient en train de se faire torturer. Et puis, après mon transfèrement au camp de Roux, à Bangui, j'ai aussi connu plusieurs personnes qui avaient fait l'objet de tortures de la part du groupe Wagner. Dès votre arrestation à Zemio, vos deux téléphones portables sont confisqués. Est-ce que vous pensez que les Russes de Wagner vous ont pris par hasard parce que vous étiez un des rares Européens qui circulait à Zemio ? Où est-ce que vous pensez qu'ils vous ciblaient personnellement ? Oui, je comprends tout de suite que j'étais ciblé, parce que dès que je suis emmené à l'aérodrome, on me montre deux photos de moi qui proviennent d'un groupe WhatsApp où il y a des ministres et des ex-ministres centrafricains qui sont présents dans le groupe. Je comprends tout de suite que ces photos ont été transmises au groupe Wagner et donc, je comprends que c'est un commando qui est venu me chercher. Voulez-vous dire qu'ils vous ciblaient grâce à des complicités au sein du gouvernement centrafricain ? Oui, et donc ils m'accusent tout de suite d'être un membre de la CPC, Coalition des patriotes pour le changement. Ce qui frappe pendant vos deux ans de détention, c'est l'acharnement des Russes de Wagner contre votre personne. Les sévices en prison dès l'étape de Bria, les pressions sur vous et sur le procureur lors de votre procès à Bangui, qui se termine en novembre dernier par une condamnation à dix ans de travaux forcés, malgré la défense acharnée de maître Nicolas Tiangaye. Qu'est-ce que les Russes voulaient prouver à travers votre personne ? Je pense qu'ils veulent surtout diaboliser les ONG, les médias, les partenaires occidentaux de façon générale, parce qu'il y a certaines ONG qui documentent les exactions qui sont commises par le groupe Wagner et donc évidemment ce n'est pas dans leur intérêt d'avoir ces personnes présentes sur le territoire centrafricain. Il faut diaboliser les Américains ? C'est cela. Mais vous n'êtes pas Américain ? Non, je ne suis pas Américain. Non, mais pour les Wagner, c'était suffisant. Parce que vous aviez eu l'occasion de travailler dans des projets financés par l'Usaid, en fait ? Et aussi notamment à cause du soutien que je fournissais au travail d'enquête du bureau du greffe de la CPI.  La Cour pénale internationale... Oui. Qui a un bureau à Bangui... Oui. Qui dans le groupe Wagner jouait un rôle actif pour vous mettre en accusation et vous faire condamner ? Alors, je ne sais pas qui exactement, mais je sais que c'étaient des gens assez haut placés au sein du groupe qui sont assez bien connus à Bangui. Qu'est-ce qui vous le laisse penser ? Toute la campagne de diffamation, de diabolisation qui a été mise en place, notamment à travers plusieurs comptes Twitter, des articles placés dans la presse… Ça correspond au mode opératoire du groupe Wagner.  Après deux ans de détention, Joseph Figuera, vous avez fini par être libéré le 7 avril pour raison humanitaire, officiellement. Qu'est-ce qui a joué en faveur de cette mesure de clémence ? Je pense que ce sont principalement les efforts menés par le Portugal et la Belgique. Et puis aussi la pression des ONG derrière, mais pas que. Il y a aussi eu des rapports publiés par le groupe de travail de l'ONU sur les mercenaires, sur la détention arbitraire. Et je crois que vous avez pu recevoir la visite de représentants consulaires de la Belgique et du Portugal... Oui, dès le début.  Et aujourd'hui, à qui voulez-vous dire merci ? Eh bien, merci à mes deux pays, à toutes les ONG, à mes amis, à la famille et puis aux médias aussi, comme RFI, parce que je pense que, sans vous, je ne serais pas là aujourd'hui. Avez-vous eu des moments de désespoir ? Oui. Vous savez, le camp de Roux à Bangui, ce sont vraiment des conditions inhumaines. Donc, il y a eu des jours très, très compliqués. On a eu plusieurs décès aussi à l'intérieur. On se rend bien compte que, dans ce genre d'endroit, la vie est très fragile. Mais voilà, j'avais tout ce monde derrière moi et c'est ce qui m'a permis de tenir. Et dans ces moments-là, on tient comment ? Grâce à la foi et à l'idée de savoir que la famille nous attend dehors. On this day, 16 May 1967, the All Circles Struggle Committee (ACSC) was established in Hong Kong in the wake of violent police repression of a strike of plastic flower factory workers. On May 6, British colonial police violently beat picketing workers and bystanders, causing mass outrage. Protests against and clashes with police began breaking out across the city. After the ACSC was set up to coordinate a movement against colonialism, 126 struggle committees had been formed within the next two days to share experiences and plan action. A week later, wildcat strikes began to break out, with widespread rioting. In June, a general strike was called, which eventually faltered although strikes in some industries continued until late July. As the strike collapsed, many protesters began resorting to bomb attacks – both real and fake – targeting British authorities to cause chaos and disrupt business as usual. The "Hong Kong riots," as they became known, lasted until December before they were called off after secret talks between British authorities and the Communist Party of China. The CPC were nominally opposed to British colonialism, but in reality the Chinese economy benefited from having access to international markets through British Hong Kong and so they eventually decided not to push for British withdrawal. While the protests ended, in their wake British authorities implemented numerous reforms which significantly improved the lives of working class Hong Kongers. Individuals imprisoned for their religion or belief continue to face state repression even upon their release. For example, in Saudi Arabia, China, and Egypt, many released prisoners face bans on leaving the country, preventing them from visiting family, speaking freely about their experiences, or finding work or residency in other countries. Such bans often have little oversight, transparency, or opportunity for appeal. In Vietnam, individuals are pressured not to speak to media or post on social media. In Nicaragua they are deported from the country as a condition for their release. Individuals in Iran may be forbidden from joining social groups or civil society organizations or face restrictions on their religious activities. They also may be sent into internal exile, miles away from their family and friends. In this episode of USCIRF Spotlight, Chair Vicky Hartzler speaks with Freedom House President Gerardo Berthin about individuals who continue to face restrictions on their religious freedom even after leaving prison. The episode highlights USCIRF-recommended CPC and SWL countries where such practices are in place and discusses policy recommendations for Congress and the administration to hold accountable governments engaged in these restrictions.

The edge goes to operators who build depth, not just links. 6. Subreddits Are the Real Competitors -It is not Reddit as a monolith. It is specific communities. The CRM subreddit showed a 49 percent win rate. r/EmailMarketing hit 68 percent. r/SmallBusiness drove nearly 141K monthly searches across tracked queries. -One subreddit can dominate an entire B2B category. These are your real competitors. 7. Long-Tail Is Where Reddit Dominates -For keywords with six or more words, Reddit's win rate hits 87 percent. Years of user questions created a library of hyper-specific content that is nearly impossible to replicate overnight. -That long-tail depth fuels both Google rankings and LLM citations. If you are not building long-tail assets, you are invisible in AI search. 8. Reddit Now Shapes LLM Visibility -B2B buyers use peers, communities, and LLMs to validate decisions, and LLMs are citing Reddit more than ever. -If you are absent from key subreddits, you likely do not exist in AI-generated answers either. Reddit presence influences both the SERP and the model. 9. The Operator Playbook for Winning on Reddit -Run a keyword gap analysis against reddit.com. Identify three to five subreddits consistently outranking you. Engage with value, not pitches.
