Abstract: To survive, animals must meet their biological needs while simultaneously avoiding danger. However, the neurobiological basis of appetitive and aversive survival behaviors has historically been studied using separate behavioral tasks. While recent studies in mice have quantified appetitive and aversive conditioned responses simultaneously (Heinz et al., 2017; Jikomes et al., 2016), these tasks required different behavioral responses to each stimulus. As many brain regions involved in survival behavior process stimuli of opposite valence, we developed a paradigm in which mice perform the same response (nosepoke) to distinct auditory cues to obtain a rewarding outcome (palatable food) or avoid an aversive outcome (mild footshoock). This design allows for both within- and between-subject comparisons as animals respond to appetitive and aversive cues. The central nucleus of the amygdala (CeA) is implicated in the regulation of responses to stimuli of either valence. Considering its role in threat processing (Haubensak et al., 2010; Wilensky et al., 2006) and regulation of incentive salience (Warlow and Berridge, 2021), it is important to examine the contribution of the CeA to mechanisms potentially underlying comorbid dysregulation of avoidance and reward (Bolton et al., 2009; Sinha, 2008). Using this paradigm, we tested the role of two molecularly defined CeA subtypes previously linked to consummatory and defensive behaviors. Significant strain differences in the acquisition and performance of the task were observed. Bidirectional chemogenetic manipulation of CeA somatostatin (SOM) neurons altered motivation for reward and perseveration of reward-seeking responses on avoidance trials. Manipulation of corticotropin-releasing factor neurons (CRF) had no significant effect on food reward consumption, motivation, or task performance. This paradigm will facilitate investigations into the neuronal mechanisms controlling motivated behavior across valences. Copy rights belong to original authors. In this week's unsolved homicide case, a 22-year-old Hispanic man named Johnny Raymond Resendez, was murdered in Levelland, Texas on March 7, 1993. A witness was present when he was killed. It was Jessica Alvarado, his 6-year-old daughter. Johnny Raymond Resendez was born on June 14, 1967. The former convict had every intention of staying out of trouble once he was released. He had told his family that he deeply regretted getting into legal trouble. After being released, he vowed to be a responsible father to Jessica. During the early morning hours of March 7, 1993, Johnny and some family members, including Jessica, drove to a business called Darrell's Place to buy alcohol. While there, he got into an argument with a black male. Johnny was stabbed to death in front of his daughter. The killer then drove off in a silver and black pickup truck. Jessica is still heartbroken over the loss of her father. And the image of him being stabbed to death has never left her mind. She is now a mother and is devastated that her children will never meet their grandfather. It is important for professionals to understand the disparities that exist among these subsets of the population. El Instituto Nacional de Migración (INM) emitió el miércoles 19 de mayo una alerta migratoria para verificar potenciales entradas o salidas de México del gobernador opositor de Tamaulipas, noroeste de México, Francisco García Cabeza de Vaca, acusado de defraudación fiscal.  Con nuestra corresponsal en México, Marta Durán de Huerta, y AFP. La Fiscalía General de la República de México recibió de un juez el 19 de mayo, la orden de captura del actual gobernador de Tamaulipas, Francisco García Cabeza de Vaca, del Partido Acción Nacional, quien hace pocos días fue desaforado por el Congreso Federal. Esto provocó un conflicto con el Congreso de Tamaulipas que no reconoció el desafuero de su gobernador, por el contrario, lo protegió y argumentó que con la medida no se respetaba la autonomía del norteño estado. En plena laguna legal se obsequió la orden de aprehensión contra Cabeza de Vaca a quien se le acusa de delincuencia organizada, operaciones con dinero de procedencia ilícita y evasión fiscal; este último cargo parecía ser el único que se le podía probar plenamente, como a Al Capone. Sin embargo, la Unidad de Inteligencia Financiera conducida por Santiago Nieto, presentó cinco denuncias más y congeló las cuentas bancarias no solo del desaforado gobernador sino de sus hermanos, el senador Ismael Cabeza de Vaca y José Manuel García Cabeza de Vaca; su esposa, Mariana Gómez; su suegro Ramón Gómez Resendez y de su madre María de Lourdes Cabeza de Vaca Wattenberg. Santiago Nieto anunció que la UIF congeló 12 cuentas de personas físicas y 25 de personas jurídicas. No es una manzana podrida sino una red de corrupción Según las investigaciones de la Unidad de Inteligencia Financiera de la Secretaría de Hacienda, Francisco García Cabeza de Vaca tiene 17 inmuebles en Estados Unidos, en Tamaulipas y en la Ciudad de México. Por ejemplo, en la capital del país compró o simuló la compra de un departamento de lujo con valor de 42 millones de dólares, utilizando a una empresa que el Cártel de Sinaloa también usa para sus transferencias. Aún se investiga si hay un vínculo directo con dicha organización criminal. También se descubrió una red de empresas fantasma usadas por los Cabeza de Vaca. Quien fuera senador, diputado, alcalde de la ciudad de Reynosa y gobernador de Tamaulipas, se dice víctima de percusión política, sin embargo no ha podido aclarar cómo amasó una fortuna de más de 900 millones de pesos, ya que aunque no hubiera gastado un centavo de todos sus sueldos como funcionario público, no habría logrado juntar tanta riqueza. Cabeza de Vaca, de quien hasta el momento de escribir estas líneas se ignora su paradero, fue señalado por el ex director de Petróleos Mexicanos (PEMEX) Emilio Lozoya, como parte de la confabulación para recibir sobornos de la constructora brasileña Odebrecht a cambio de contratos petroleros. Tales sobornos, no solo fueron a bolsillos de políticos corruptos y empresarios corruptos, sino que a decir del propio Lozoya, financiaron campañas políticas como la de Enrique Peña Nieto a la presidencia (2012-2018). También hay justificadas sospechas de que el suegro de Cabeza de Vaca se dedica al robo y contrabando de combustibles. Las investigaciones sobre la responsabilidad de Cabeza de Vaca en contratos y licitaciones amañadas, desvío de recursos públicos usando empresas fantasma, nepotismo, redes de prestanombres, vínculos con el crimen organizado y evasión fiscal, siguen en marcha. Tamaulipas es un estado clave para el comercio legal e ilegal. Está en la frontera con los Estados Unidos y es la ruta más corta para llegar desde Centroamérica a Texas. Tiene 15 pasos fronterizos a la Unión Americana y dos puertos en el Golfo de México. Se practica la agricultura, la ganadería, el comercio a gran, pequeña y mediana escala, pero lo que más tiene es violencia. La lucha por el control del territorio entre diversos grupos del crimen organizado es legendaria. Desde el 2010 la lucha entre el Cártel del Golfo, el de Sinaloa y Los Zetas, sumieron al estado en un baño de sangre con decenas de miles de muertos e incontables desaparecidos. Los pobladores de la llamada frontera chica huyeron y los pueblos quedaron desiertos. Los caciques, empresarios y políticos corruptos de Tamaulipas, dieron protección a los miembros del crimen organizado. Los funcionarios públicos nombraron a los personeros de los narcos  jefes de la policía; dejaron pasar drogas, armas y todo lo prohibido sin problema; no arrestaron a nadie, lavaron el dinero mal habido  y avisaron a los criminales de los operativos contra ellos. Tamaulipas en uno de los estados con el mayor índice de periodistas asesinados. Las organizaciones de protección a periodistas lo consideran una “zona de silencio”. Si a Francisco García Cabeza de Vaca se le demuestran los delitos de los que se le acusa, sería el tercer gobernador de Tamaulipas encarcelado. Tomás Yarrington del Partido de la Revolución Institucional (1999-2005) está preso en Estados Unidos y Eugenio Hernández también del PRI (2005-2011) cumple condena en México.

In the early morning hours of June 13, 1998, 36-year-old Darryl Kolojaco was found beaten to death inside his Houston home. His wife Diamantina and her lover Andres Mascorro were arrested and convicted for the murder. Almost exactly a year later, one of the most prolific serial killers no one has heard of was arrested. Angel Resendez, or the Railroad Killer, is suspected in as many as 23 murders across the US. While being interviewed by journalist Alex Hanaford about his killings, Resendez wound up confessing to Hanaford about a number of unsolved cases - one of which the man’s wife is doing time for. Resendez actually wrote to Diamantina telling her he murdered her husband. Resendez was executed in 2006, but Hanaford and Jason Baldwin’s (WM3) organization Proclaim Justice are fighting to prove that it wasn’t Diamantina all along - but a delusional serial killer murdering people in the name of his lord. University of California, Davis, professor Andres Resendez examines the system of bondage that targeted Native Americans, a system that was every bit as terrible, degrading, and vast as African slavery. Anywhere between 2.5 and 5 million Native Americans may have been enslaved throughout the hemisphere in the centuries between the arrival of Columbus and the beginning of the 20th century. And interestingly, in contrast to African slavery which targeted mostly adult males, the majority of these Indian slaves were women and children. This lecture was recorded at El Pueblo History Museum on March 6, 2019.

Bio Jason Resendez (@jason_r_dc) directs the LatinosAgainstAlzheimer's Network. LatinosAgainstAlzheimer's is the nation's first-ever coalition of Latino organizations focused on raising awareness of Alzheimer's disease within the Latino community. Previously, Jason served as senior manager of strategic partnerships at the National Council of La Raza (NCLR). NCLR is the nation's largest Latino advocacy organization.  Prior to NCLR, he served as the director of corporate relations and development at LULAC National Educational Service Centers Inc. (LNESC). LULAC is the nation's oldest Latino civil rights organization.  Jason has written about Latino issues for national and regional media outlets. Resources UsAgainstAlzheimer's Slow Dancing with a Stranger:Lost and Found in the Age of Alzheimer's by Meryl Comer Better: A Surgeon's Notes on Performance by Atul Gawande News Roundup Researchers discover vulnerability in Wi-Fi protocol Researchers at the Katholieke Universiteit Leuven in Belgium have discovered a vulnerability in the WPA2 protocol that secures most modern Wi-Fi connections. The researchers call the proof-of-concept exploit KRACK, or Key Reinstallation attacks. What it does is it tells devices connecting to the network to reinstall the network key and replace the password with all zeros. This lets in criminals to steal essentially anything off of your computer. The hack is particularly effective against Android and Linux devices, although other devices aren't immune. Further, websites encrypted with https protocol are also vulnerable. Fortunately, you can still install updates even if your device has already been hacked using this method. Black and Hispanic lawmakers challenge tech companies on diversity, racist ads In closed-door meetings, the Congressional Black and Hispanic Caucuses met with Facebook Chief Operating Officer Sheryl Sandberg last week. According to Politico, the CBC blasted Facebook for allowing Russian operatives to place ads designed to stoke racial resentment. The ads were intended to sway the 2016 election in favor of Donald Trump. Additionally, the CBC challenged Facebook Chief Operating Officer Sheryl Sandberg about the lack of racial and ethnic diversity at the company. CBC Chair Cedric Richmond pointed to a persistent lack of staff and board diversity. Further, Sandberg met with members of the Congressional Hispanic Caucus. In addition to the diversity CBC raised issues, CHC reportedly focused on recovery efforts in Puerto Rico and the status of 700,000 Dreamers. Heather Caygle and Elana Schor report in Politico. Also, Olivia Beavers reports in the Hill that Pinterest has joined a growing list of companies including Facebook, Twitter and Google, that reported ads and content tied to Russia during last year's election cycle. Federal Election Commission seeks comment on online ad disclosure rules The Federal Election Commission has opened a rulemaking on disclosure rules for online political ads. Facebook and Google had both received exemptions from the existing rules during the 2012 election cycle.  Comments are due November 9th. Harper Neidig reports in the Hill. Supreme Court will hear Microsoft privacy case The Supreme Court has agreed to hear a case regarding whether U.S. law enforcement officials can obtain a warrant to access digital evidence stored abroad. The case against Microsoft is up on appeal from the Second Circuit U.S. Court of Appeals. The Second Circuit had overturned a lower court decision upholding a warrant U.S. prosecutors served on Microsoft. The court issued the warrant for data stored on Microsoft's servers both in the US and in Ireland. Robert Barnes reports in the Washington Post. Supreme Court asks DOJ to weigh in on Apple case The Supreme Court has asked the Department of Justice to weigh in on whether the Court should hear a class-action against Apple.  The case involves the 30% commissions Apple charges app developers to be included in the App store. However, customers--people who download the apps--are the ones bringing the class-action. Apple is saying the customers don't have standing since they're not the ones being charged the commission. Andrew Chung has the story in Reuters. Facebook has suspended rapper Lil B for race-related post Ali Breland reports in the Hill that Facebook has removed rapper Lil B for posting race related material. Google unveils job training initiative Google announced a job training initiative last week called Grow with Google. Sundar Pichai, Google's CEO, said Google will be investing $1 billion over the next 5 years in the effort. The program will allow anyone to access training and professional certificates to improve their businesses.

This week at ITPL, I speak with historian Andres Resendez about his new book, The Other Slavery: The Uncovered History of Indian Slavery in America. The enslaving of native peoples in the Americas began the moment Christopher Columbus arrived. And it was no small venture. Some 2.5 – 5 million Indians were enslaved (compared to approximately 12 million Africans). In my interview with Professor Resendez, he explains how and why this system of exploitation started and why it somehow remained hidden, both at the time and later in the historical record. This recovery of the story of Indian slavery has major implications for the understanding of not just the history of American slavery, but for all of American history.
