The National Telecommunications and Information Administration's (NTIA) $42.5 billion Broadband Equity, Access, and Deployment (BEAD) Program, passed by Congress three years ago, set out to close the digital divide by bringing broadband to unserved and underserved communities. Yet despite the ambitious goal of getting all Americans online, progress has been slow. As of September 17, serious delays continue to plague the initiative, with 13 states still waiting for the NTIA to approve their initial proposals. These delays jeopardize the program's effectiveness and risk leaving millions of Americans without access to essential digital infrastructure.Here to sort through the mess are two members of AEI's Broadband Barometer Project, Janice Hauge and Mark Jamison. Janice is a professor in the Department of Economics at the University of North Texas, where she works on broadband policy and regulation in the telecommunications and broadband industry. Mark is a nonresident senior fellow at AEI where he focuses on technology's impact on the economy, telecommunications, and Federal Communications Commission issues. He is concurrently the director and Gunter Professor of the Public Utility Research Center at the University of Florida's Warrington College of Business.

Following the passage of the https://www.congress.gov/bill/117th-congress/house-bill/3684/text (Infrastructure Investment and Jobs Act) (IIJA), a Department of Commerce branch known as the https://www.ntia.doc.gov/ (National Telecommunications and Information Administration) (NTIA) has been tasked with allocating $42.5 billion of federal broadband infrastructure funding to state and local governments through the https://broadbandusa.ntia.doc.gov/resources/grant-programs/broadband-equity-access-and-deployment-bead-program (Broadband Equity, Access, and Deployment (BEAD) program). This $42.5 billion is part of a larger $65 billion sum that the IIJA puts toward broadband infrastructure. How can NTIA and the states ensure the money is spent effectively and that people are held accountable? From basketball Aaron transitioned into teaching where he ultimately landed at Oklahoma State University. Aaron is currently a  Associate Professor in the Management Department of the Warrington College of Business at the University of Florida. He received his PhD from Oklahoma State University. His research focuses on strategic leadership and governance, examining what drives strategic leaders like executives and politicians to act as well as the ultimate implications of these individuals for organizational outcomes. Aaron's research has been published in outlets such as the Academy of Management Journal, Strategic Management Journal, and Journal of Management, among others. Aaron is an active member of professional organizations dedicated to the field of management, including the Academy of Management, Strategic Management Society, and Southern Management Association. REITs have convincingly outperformed private equity real estate funds in head-to-head matchups over a 20-year sample period from the first quarter of 2000 to the fourth quarter of 2019,  according to Tom Arnold, a visiting scholar at the University of Florida's Warrington College of Business.Speaking with the REIT Report, Arnold highlighted the results of new research, sponsored by Nareit, that he carried out with fellow academics David Ling and Andy Naranjo at the University of Florida.Arnold explained that one of the main takeaways from the research is that even with no risk adjustments, 53% of the time investors would have been better off in the REIT index during the period that the private equity real estate fund was investing. The mean out-performance was 165 basis points, or 1.65 percentage points, per year. With a conservative investment for relative risk, REITs outperformed nearly 70% of the time, and their outperformance grew from 165 basis points per year to almost 600 basis points per year.

IN THIS EPISODE, WE TALK ABOUT While coffee is the second most traded commodity after oil, the industry was set up to keep the producers enslaved.  The Kenyan coffee trade still operates from the rules set in 1958 by colonial masters. The people that own the largest plantations where coffee is produced, are whyte companies. The problems Kenyan coffee producers face due to whytness running the markets, dictating the pricing, and dictating the terms and conditions. They purposely create barriers and make it hard for local entrepreneurs to get into the coffee business. Why Kenyans only consume 6% (used to be 3%) of coffee produced in Kenya and have to rely on the western world to drink the beans. How Vava got into the coffee industry after having been exposed to $20 bags of Kenyan coffee at places like Starbucks and Tim Hortons, while witnessing her grandma complain about how she's getting nothing for her coffee. How producer images are used purely for exploitation purposes. Eating out at a local restaurant is looking and feeling different now that businesses are adapting to the new normal. Taylor Levesque spoke to local business owners who said there are many aspects of the restaurant industry that are forever changed because of COVID-19 (01:38). Catching a movie or seeing a play. Two such acts that could make for an enjoyable date night or just a fun night out. But thanks to COVID-19 both the big screen and stage have been all but abandoned. Camron Lunn spoke with the director of the Hippodrome in Gainesville and the owner of the Ocala Drive-In to see what the prospects of a night out look like when we are all locked in (05:24). One thing that has changed for almost every adult in Florida is how we work. For those who aren't essential workers, working from home has become the new normal during the pandemic. But will the flexibility of remote work really change the workplace forever? Melissa Feito spoke with Dr. Joyce Bono** professor of management at the University of Florida's Warrington College of Business. She recently completed the first phase of a research project called "work and family during the time of Covid," detailing how working parents have adapted to these times (10:06). Historically, epidemics have transformed the public spaces we inhabit. Gabriella Paul spoke with local and national architects, city planners and historians on how a post-pandemic world might look different (15:25). When the pandemic hit the U-S, the cruise industry all but shut down, leaving thousands without work. Anthony Montalto introduces us to two people in the cruise business who share what the pandemic has been like for them (21:37). The Building Security in Maturity Model V (BSIMM-V) is an industry-driven maturity model dedicated to software security, which specifies a set of activities designed to foster an improved security posture within the organization. This research explores the firm characteristics and approaches to information risk of the participating BSIMM-V firms, primarily through text mining techniques. The objective of this research is to determine if there are any significant associations or relationships between firm characteristics, the activities identified by the BSIMM –V model, and reported information security incidents. About the speaker: Jackie Rees Ulmer is currently an associate professor of Management Information Systems in the Krannert Graduate School of Management at Purdue University. She earned her Ph.D. in Decision and Information Sciences from the Warrington College of Business at the University of Florida in 1998. Her research interests include information security risk management, privacy, machine learning, particularly text mining and evolutionary computation. She has published in journals such as Communications of the ACM, Decision Sciences, Decision Support Systems, European Journal of Operational Research, Information System Research, INFORMS Journal on Computing, Information Technology and Management, International Journal of Electronic Commerce, and the Journal of Organizational Computing and Electronic Commerce. Dr. Krecic completed his DVM at the Ohio State University and an MBA from the University of Florida, Warrington College of Business. He is board-certified in small animal internal medicine through the American College of Veterinary Internal Medicine.
