In the second episode of our Latino Forestry Workforce series, guest host Gaby Eseverri speaks with Manuel Machado, who is the Natural Resource Workforce Program Coordinator for the Oregon State University Extension Program. This episode was made possible with support from Rivershed SPC, and we are immensely grateful for their help in making this series happen.  Manuel works with community-based organizations across the Pacific Northwest to develop bilingual learner-centric educational materials for H-2B and immigrant forestry sector workers, while developing programming that raises awareness of the labor-intensive forest workforce. His work aims to make this work safer and more equitable, particularly through engagement with the Latine forestry workforce in Oregon. Gaby Eseverri is a journalist based in Missoula, Montana, and originally from Miami. In addition to print journalism, she also helps produce Glacier National Park's Headwaters Podcast, which we highly recommend you check out.  In this episode, Gaby and Manuel spoke about the Latine forestry workforce in the Pacific Northwest, including the workforce's history, how H-2B and immigrant status contributes to a culture of exploitation rooted in a fear of deportation, as well as the nature of forestry and fire work. Gaby and Manuel also discuss the physical, economic and systemic risks faced by this workforce, and how the model and increasing demand for forest resilience work—which includes post-fire restoration, thinning/wildfire risk reduction, and other essential forestry tasks—relies heavily on often underpaid and easily-exploited H-2B and immigrant workers.  Please note that we will be releasing a third and final episode on this topic in a few days. So this includes everything from planting work, hazardous fuels reduction work, tree thinning, forest restoration, pesticide application. Also, increasingly they're doing more work in fire suppression. So working on the fire line, much of that labor intensive work." "Many of these contractors are based in Southern Oregon, and although they're based here in Medford, in the Rogue Valley, and they travel all over the Pacific Northwest and the US, the workers themselves are brought primarily from Mexico and increasingly from Guatemala and Central America as h-2b visa workers. So the amount of h-2b visa workers is increasing." "The way the forest service handles contracting often awards the lowest bidder, and although this does ensure a lower price per acre, often means that the workers don't get paid as much as I believe they deserve." "With undocumented workers, you know there's that added layer of vulnerability, because they face deportation, and although they can change employers because they have specified documents which allow them that flexibility to change employers, if the employer, at any time, finds out that they are documented, they face that added risk of using that as a threat against them. Given the policies that we're seeing, there's likely to be an increase in labor violations and just less enforcement due to these policies we're seeing under the Trump administration." "It's really just an entire system that's turned on them at a time when I think their work so important, right? They are literally the ones planting trees after fire, or the ones who are fighting fire, the ones who are implementing those treatments that reduce fire risk and restore our forests." "I think a good example (of something actionable) could be for firefighters. We often hear them advocating for better pay and working conditions…but it's important for them to understand that, you know, if an increasing portion of the firefighting workforce is reliant on h-2b visa workers that don't have the same rights, well, then what can they do to build solidarity with those H-2b visa workers? A rising tide will lift all boats, so they have to really consider all of these different segments of the workforce if they want to be more effective at actively bargaining for those working conditions and better pay." "So I always ask the workers themselves, what's something that you would like the general public or policymakers or decision makers to know? What would you tell them, if you had the opportunity to speak with them? The most common responses that I've gotten is that they just want more for the important work that they do."

In this bonus episode of the Growing for Market Podcast, we hear from long-time GFM writer, farmer and Minneapolis resident Sam Oschwald Tilton about how immigration enforcement is playing out in Minneapolis. In an industry with an estimated 40% of workers undocumented, the way immigration laws are enforced probably has a bigger impact on farming than any other industry. Many farmworkers with legal status- for example those on H-2A, refugee, asylum or H-2B visas- have been detained in the current immigration enforcement.  The fact that even documented workers are being detained is disrupting both farms and families as workers wonder if their documentation can be relied upon and farm employers wonder if their employees will show up for work. Many Wisconsin farms and agribusinesses are caught between a rock and a hard spot managing their labor needs. With increased presence of immigration officials in the Twin Cities, more farms are asking questions about how to protect their employees. Sam Moheban, Immigration specialist with Wausau firm, Ruder Ware. Pam Jahnke visits with him about the unique challenges dairy farms face managing employees. He says he’s keeping an eye on any legislative or policy changes at the federal level that might give farms, especially dairies, a clear path to managing the workforce. Unfortunately, Moheban says right now farms must work with either the H2A or H2B programs – neither of which allow for foreign born workers to be in the country year round. Of course dairy farms require employees taking care of animals and milking cows year round – and that’s the rub. He advises farms to double check their 1-9 documentation for all employees, and post "private property" signs, perhaps with barriers, to keep agents from entering property without notice. Moheban says farms should create a system and protocols on how to deal with officials if that visit occurs. He also says communicating with employees about what’s being done to protect them is a critical piece of the plan to make sure that employees are showing up for work every day. Get outdoor tasks done today if you can, because there's a drastic weather change on the horizon for tomorrow. Stu Muck says sub-zero temperatures will make being outdoors Friday and into Saturday dangerous. Weather didn't stop more than 300 farmers from across the state from gathering for Ag Day at the Capitol. Stephanie Hoff was there and says the theme was about bringing stability to farming. Topics included expanding affordable health care, improved market access, bringing more ag professionals into the state like veterinarians and tax credits for domestically produced fuels. Jason Mugnaini, executive director for the WI Farm Bureau, explains why each is critical for stability. Dairy has seen a glimmer of good news over the past few days. Mike North, dairy analyst with EverAg, joins Pam Jahnke to discuss what's driving the increase in prices for block cheese and butter. North questions whether this is true demand, or just a short-term blip on the trade screen. We all hear a lot about the need to significantly scale up our forest adaptation and resilience work—that is, thinning, replanting, prescribed burning and other tasks that are essential in preparing for and recovering from wildfire.But what's often lost in this conversation is *who* is doing this work, and the future of that—at times, fraught—workforce in the face of increasing ecosystem needs in the West. It's one thing to say we need to get something done, but another thing entirely to know where that work is coming from, and the conditions those workers are facing. How can we ensure these folks are supported and being treated equitably in often unsafe, fast-paced and high-exposure jobs?In the Pacific Northwest, a not-insignificant portion of forestry sector workers are Latino, many on H2B visas, which are temporary, non-agricultural working visas. Today's guest Emily Jane (E.J) Davis—along with co-authors Carl Wilmse, Manuel Machado and Gianna Alessi—aimed to learn more about these workers in a paper published in 2023 called Multiple Stories, Multiple Marginalities: The Labor Intensive Forest and Fire Stewardship Workforce in Oregon. What they found is that this type of employment leaves workers vulnerable to exploitative labor practices and working conditions, a lack of training and resources that result in critical leadership and safety gaps on site, and a lack of power or ability to organize or unionize to improve conditions. Recent ramping up of immigration enforcement is also having an impact on this workforce, as evidenced by the DHS raid on a fire in Washington State this summer. Rigoberto Hernandez Hernandez, one of the two firefighters who were detained, was released four weeks later. The other—José Bertín Cruz-Estrada, who'd worked in fire since 2019 but was undocumented—was deported to Mexico after two months of detainment.  Both worked on Oregon-based contract fire crews. In this episode, EJ—who is an associate professor at Oregon State University and the fire program director for the OSU extension—and I dive more deeply into some of the key takeaways of her research, some of the practical applications of that research through her extension position, and what the future of this research looks like. We discussed labor issues more broadly in the forestry and fire workforces, and how these challenges are often amplified considerably for marginalized communities in these positions, and particularly for the Latino workforce. E.J.'s biggest takeaway? If we truly hope to increase forest treatments and recovery work to the scale needed to make a meaningful difference, we need to not only acknowledge the challenges of the folks who are actually doing that work, but do everything we can to address those challenges and develop a more sustainable forest sector workforce for the work that awaits us.

The Trump administration has placed an  immediate pause on new commercial truck driver work visas. This decision, stemming from safety concerns and a desire to protect American truckers' livelihoods, impacts both H-2B temporary and EB-3 permanent visas, foreshadowing a potential capacity crunch. Next, we dive into the contentious debate over truck vehicle weight limits, where retailers are pushing for increases to boost freight efficiency and lower costs. However, this faces strong opposition from safety advocates and a divided trucking industry, with the truckload segment firmly against bigger, heavier trucks. DHL Express extends its contract with Global Crossing Airlines for four months, covering the crucial peak season. GlobalX, utilizing Airbus A321 freighters for daily routes between DHL hubs, saw significant growth including a 7% revenue increase and doubled net income in Q2. J.B. Hunt Transport Services has appointed Brad Delco as its new CFO, effective September 1st. This strategic financial leadership appointment underscores J.B. Hunt's commitment to disciplined growth, operational excellence, and cost discipline in a challenging market. Political rhetoric around immigration can be polarizing. In this episode of the Work in Progress podcast, we take a step back and look at the economic impact of the immigrant workforce and the jobs they fill. Joining me in the discussion is Jane Oates, senior policy advisor for WorkingNation. The U.S. is home to 47.8 million immigrants, about 14.3% of the population. The immigrant population is about 45% Latino from Spanish-speaking countries, 31% Southeast Asian, 12% from Europe and Canada, and the rest from other countries, based on U.S. Census data. One in five U.S. workers is an immigrant. From high-paying jobs in tech to low-wage jobs in agriculture and home health care, they are a vital part of our workforce and consumer shopping, contributing $1.6 trillion to the economy and paying more than $579 billion in local, state, and federal taxes, according to the Council on Foreign Relations.  As Jane explains, for example, "the Latino labor market participation rate is 80%. The general average for the whole population is 62.5%. The Latino population in the United States represents a GDP that's greater than the GDP of India or the U.K.," says Jane. "So, losing any of that buying power is going to be really detrimental to the U.S." In the podcast, Jane and I discuss some of the misperceptions around immigrants and other foreign workers, and the work the are doing in the U.S. She explains how employers play a major role in bringing them to the country. "Know that before you can apply for a visa – whether H1B, H2B, H2A, it doesn't matter – an employer has to demonstrate that they have advertised locally for local talent. An employer has to promise you a job before you can get that visa," she says. There are caps on H-1B visas, these are for workers with bachelor's degree and higher. There are also caps on H-2B visas, which are visas for non-agricultural temporary workers. "They're doing construction. They're doing special manufacturing. They may be people doing masonry. "Then finally, the H-2A, which has no caps. That's ag workers. Every employer will tell you that they cannot get people to pick fruit, to pack fruit. They can't get them to mow lawns, pick apples. You can talk to employer after employer and they'll say, 'I tried to get local talent. I'd like to do that,'" she adds. Joining me in the discussion is Jane Oates, senior policy advisor for WorkingNation. The U.S. is home to 47.8 million immigrants, about 14.3% of the population. The immigrant population is about 45% Latino from Spanish-speaking countries, 31% Southeast Asian, 12% from Europe and Canada, and the rest from other countries, based on U.S. Census data. One in five U.S. workers is an immigrant. From high-paying jobs in tech to low-wage jobs in agriculture and home health care, they are a vital part of our workforce and consumer shopping, contributing $1.6 trillion to the economy and paying more than $579 billion in local, state, and federal taxes, according to the Council on Foreign Relations.  As Jane explains, for example, "the Latino labor market participation rate is 80%. The general average for the whole population is 62.5%. The Latino population in the United States represents a GDP that's greater than the GDP of India or the U.K.," says Jane. "So, losing any of that buying power is going to be really detrimental to the U.S." In the podcast, Jane and I discuss some of the misperceptions around immigrants and other foreign workers, and the work the are doing in the U.S. She explains how employers play a major role in bringing them to the country. "Know that before you can apply for a visa – whether H1B, H2B, H2A, it doesn't matter – an employer has to demonstrate that they have advertised locally for local talent. An employer has to promise you a job before you can get that visa," she says. There are caps on H-1B visas, these are for workers with bachelor's degree and higher. There are also caps on H-2B visas, which are visas for non-agricultural temporary workers. "They're doing construction. They're doing special manufacturing. They may be people doing masonry. "Then finally, the H-2A, which has no caps. That's ag workers. Every employer will tell you that they cannot get people to pick fruit, to pack fruit. They can't get them to mow lawns, pick apples. You can talk to employer after employer and they'll say, 'I tried to get local talent. I'd like to do that,'" she adds. Elmer Sola and Bryan Daniel Aldana-Arevalo were charged for sex crimes against children, per the agency; Felix Alberto Perez-Gomez and Gean Do Amaral Belafronte were charged with sex crimes against adults; and Angel Gabriel Deras-Mejia was a documented member of the notorious gang MS-13. Immigrants – many who have obtained H2B visas for seasonal work – are a vital part of Nantucket's tourism industry and make up a large portion of the summer vacation spot's year-round population. Multiple local bars, like The Muse, host packed Latino nights each week; 41.5% of students in Nantucket's public schools speak a language other than English at home, per online school district data.

The Rich Zeoli Show- Full Episode (10/04/2023): 3:05pm- On Tuesday, Representatives Matt Gaetz (R-FL), Matt Rosendale (R-MT), Nancy Mace (R-SC), Bob Good (R-VA), Eli Crane (R-AZ), Tim Burchett (R-TN), Ken Buck (R-CO) and Andy Biggs (R-AZ) joined Democrats in a vote to remove Kevin McCarthy as Speaker of the House—the first time a speakership has been ended on a no-confidence vote. The final vote was 216 to 210 in favor of vacating the speakership. According to reports, on Tuesday night House Republicans held a closed-door meeting at 6:30pm to determine what steps to take next. Rep. Patrick McHenry (R-NC), who is now serving as temporary speaker, has adjourned the House and is expected to hold a vote to fill the speakership early next week. 3:15pm- Representatives Jim Jordan (R-OH) and Steve Scalise (R-LA) have both announced their intention to openly contend for Speaker of the House. 3:30pm- According to Audrey Fahlberg of National Review, Rep. Steve Scalise (R-LA) may be the next Speaker of the House. Fahlberg writes: “With the House speakership hanging in limbo after Kevin McCarthy's ouster Monday evening, allies of the former speaker say House Majority Leader Steve Scalise currently has the clearest path to the speakership as he continues to gauge support for his newly announced bid.
