A Future of Finance interview with Nadine Chakar at DTCC.With the acquisition in October 2023 of Securrency, a FinTech that specialises in the development of blockchain technology for regulated financial institutions, the Depository Trust and Clearing Corporation (DTCC) signalled the end of the experimental phase of its engagement with digital assets. That phase dated back to at least December 2015, when DTCC joined the Linux Foundation Hyperledger project. That was quickly followed by participation in the US$60 million Series A fundraising by Digital Asset Holdings in January 2016, and publication the same month of a white paper on blockchain that warned of the potential “generational disruptive force” of blockchain. DTCC has maintained its interest in blockchain ever since, notably via the launch in November 2021 of DSM, an infrastructure to support the tokenisation of privately managed assets. But the Securrency acquisition gives the clearing and settlement infrastructure the tools it needs to move beyond narrow asset classes and Proofs of Concept (PoCs) and Pilot Tests and actually build an open tokenisation infrastructure for the whole of the American capital markets: a blockchain platform, a tokenisation engine, a smart contract engine, a digital asset custody service, programmable token capabilities, off-chain storage of ledger data and digital identity information, and a set of tools to ensure assets remain compliant as they travel across the digital asset eco-system. The Securrency acquisition also brought to DTCC Nadine Chakar, a senior and experienced securities services executive with an attested appetite for innovation who had joined the firm as CEO only nine months earlier from State Street, where she was Head of Digital. Her appointment as Global Head of DTCC Digital Assets is a boost for those who believe that the key to unlocking the potential of tokenised assets is open infrastructure. On 17 November 2023 Christine Lagarde, the President of the European Central Bank (ECB), told a conference of bankers that “a truly European capital market needs consolidated market infrastructures.”[1] European capital markets certainly lack them now. They are a quarter the size of the American capital market yet support three times as many stock exchanges, and 20 times as many post-trade financial market infrastructures. The lack of a European equivalent of the Depository Trust and Clearing Corporation (DTCC) does not reflect a lack of regulatory effort. A succession of reports and schemes – Codes of Conduct, several pan-European regulations and even an entirely new settlement system run by the ECB (T2S) – dating back nearly a quarter of a century have largely failed to accelerate the consolidation of the capital market infrastructures of Europe. The price of that failure, in a higher cost of capital, a less resilient financial system and lower rates of innovation and economic growth, is more evident than ever in the aftermath of Brexit, amid a steady closing of open markets, and ahead of looming demographic and climate crises. So who and what can meet the challenge set by Christine Lagarde? That is the subject matter of this Future of Finance webinar. What's going on in private markets? As interest rates have gone up, public markets have been marked down much more severely than assets in the private market. Will the chickens come home to roost? And, if so, when? Gary Stern was president and chief executive officer of the Federal Reserve Bank of Minneapolis from March 1985 to September 2009. Stern, a native of Wisconsin, joined the Federal Reserve Bank of Minneapolis in January 1982 as senior vice president and director of research. Before joining the Minneapolis Fed, Stern was a partner in a New York-based economic consulting firm. Stern's prior experience includes seven years at the Federal Reserve Bank of New York. Stern serves on the board of directors of FINRA, The Dolan Company, The Depository Trust and Clearing Corporation, Ambac Assurance Corporation, and the Council for Economic Education (CEE), where he served for a time as acting President and Chief Executive Officer. Stern is co-author of Too Big to Fail: The Hazards of Bank Bailouts, published by The Brookings Institution (2004). Stern holds an A.B. in economics from Washington University, St. Louis, and a Ph.D. in economics from Rice University, Houston. Robert Kowit began a career in investing in 1972, working in International Fixed Income and Foreign Exchange as a Senior Vice President at White Weld, Kidder Peabody, and as a Director of Midland Montagu. Moving to the buy-side in 1990, he was Senior Vice President and Head of International Fixed Income at John Hancock and then at Federated Investors until his retirement. He currently participates on committees of the International Chamber of Commerce and the International Trade and Forfaiting Association on ways to attract more financial investors to trade finance assets. Robert is a contributor to the IMF World Bank Handbook, “Developing Government Bond Markets" and key speaker at the IMF World Bank Annual General Meeting. An Australian initial coin offering (ICO) project planning to raise as much as US$50 million has announced its token sale has been halted by the country's securities regulator. DTCC, the Depository Trust and Clearing Corporation, begun over 40 years ago, is an established player in the global financial infrastructure, performing key roles as a primary clearing house and settlement organization for stock market trades, processing for the derivative swap market, and other services for the insurance and financial industries. Wholly owned by the financial industry, DTCC is taking a leading role in integrating blockchain and distributed ledger technology into the industry, especially with stock market trades and credit default swaps. In particular, distributed ledger technology holds a lot of promise in the industry–though allowing various ledgers from different trading companies to automatically reconcile with one another is the challenge. As a discipline, software security has made great progress over the last decade. There are now at least 46 large scale software security initiatives underway in enterprises including global financial services firms, independent software vendors, defense organizations, and other verticals. In 2008, Brian Chess, Sammy Migues and I interviewed the executives running nine initiatives using the twelve practices of the Software Security Framework as our guide. Those companies among the nine who graciously agreed to be identified include: Adobe, The Depository Trust and Clearing Corporation (DTCC), EMC, Google, Microsoft, QUALCOMM, and Wells Fargo. The resulting data, drawn from real programs at different levels of maturity was used to guide the construction of the Building Security In Maturity Model (BSIMM). This talk will describe the observation-based maturity model, drawing examples from many real software security programs. A maturity model is appropriate because improving software security almost always means changing the way an organization works---people, process, and automation are all required. While not all organizations need to achieve the same security goals, all successful large scale software security initiatives share common ideas and approaches. Whether you rely on the Cigital Touchpoints, Microsoft's SDL, or OWASP CLASP, there is much to learn from practical experience. Since its March release, the BSIMM is being expanded to include BSIMM Europe, BSIMM II, and BSIMM Lite. Use the BSIMM as a yardstick to determine where you stand and what kind of software security plan will work best for you.
