The Department of the Navy is leading the charge in innovation, speeding up the federal acquisition process to improve tech adoption and remain competitive in the evolving tech landscape. Acting CTO Justin Fanelli joined us at AWS re:Invent to highlight how the two new designated enterprise services in its COSMOS zero-trust computing platform and the Naval Enterprise Service Desk (NESD) are moving the Navy toward more shared services. He also discussed the newly launched Innovation Adoption Kit, a powerful new resource to help Program Executive Offices (PEOs) speed up procurement and collaborate with an ever-expanding vendor ecosystem. Specifically, he walked through the 15 “plays” in the kit, including using outcome metrics and structured piloting, and explained how the Navy is tackling some of the toughest challenges in adopting cutting-edge technologies. He also discussed the Navy's Flank Speed initiative, a cloud-based collaboration tool, recently completed all 91 target zero trust activities three years ahead of the Defense Department's deadline. We assess why Tesla's ongoing plans to build out P5G provides a high-profile market bump for the technology. Verizon has completed the first phase of certification to add Nokia Digital Automation Cloud (DAC) to its list of supported offerings in private networks that use Verizon's licensed spectrum. Upon addition to its portfolio, Nokia DAC would expand Verizon Business' hardware and software options available to customers of Verizon Business' Private 5G Network offering. The Nokia DAC platform will also be used to enhance indoor coverage for Verizon consumers and enterprise customers. We examine why Nokia's DAC is well-suited to help spur adoption of private wireless connectivity and operational technology needs across industrial sectors such as manufacturing, logistics, ports, airports, utilities, mining, and agriculture.

Metrics are critical to assessing a contract's or program's success in IT procurement at the Navy. Measuring success can be difficult without these clear parameters. Justin Fanelli, acting CTO at the Department of the Navy and technical director at Navy PEO Digital and Enterprise Services, discussed with us at AFCEA West the ways in which the Navy is measuring program success. He said when a program does not work, inertia needs to be fought. "When something moves, we take it down," he said. He also highlights how the Navy is encouraging more entrants into the acquisition process and how the Navy partners with industry to scale innovation.
The first bill we're going to cover is the Oklahoma, which would restrict state entries from purchasing or operating drones built or assembled by a covered foreign entity. Waivers of HB3068 are available through the state's Office of Management and Enterprise Services. Waivers can be granted for criminal investigations, counter UAS, and “difficult circumstances”. Under this bill, state entities would be restricted starting May 1st, 2027. Next up is Missouri, where we saw the drone surveillance scheme last week. The state's response is House Bill 1204, which would ban surveillance by drone. This one doesn't seem to be nearly as bad as the St. Louis bill we saw last week but we have some questions… What does surveillance mean? What constitutes observation - nearly viewing through the camera of a drone? The answers to the observation question could completely restrict commercial UAS operations if observing through a camera as a by-product of a shot is not allowed. We'll keep you updated with what we see out of this one. Third up is Utah, which seems to be trying to control airspace. The bill is sponsored by Ryan D. Wilcox, references recreational flying and “14 CFR section 101”… Go home Ryan, you're drunk… Recreational operations are now 49 USC 44809, and have been since 2018… The bill would restrict operations over electric lines for public transport, over critical infrastructure, and would limit Part 107 waivers issued by the Waiver officer, specifically waivers for operations over 400' AGL. If you're in Utah, please reach out to Mr Wilcox and let him know this is unacceptable. Fourth this week is the CISA and FBI's Guidance on Cyber security for Chinese manufacturers UAS. The document does not take a side, and instead provides facts regarding possible cyber threats, going as far as to state “Identify and select the UAS platforms that best meet the operational and security requirements of the organization.” The fact sheet provides federal guidance and recommendations on how to mitigate possible cybersecurity threats, specifically from Chinese manufactured UAS. The document also includes references and other resources for those of you who may want to look into this further, and we'll leave a link below so you can read it for yourself. In all reality, many of the rules and guidance in this document can be applied to most things you do online. Alright! We're through the government craziness for now! Last up this week is the ACSL Soten, A Japanese NDAA compliant drone that has now been released to the US! The Soten has a number of payloads including visible camera, IR+visual, and a multispectral camera. The drone uses 94Wh Li-Ion battery pack for a maximum flight time of 29 minutes. Soten also has a vision system and an infra red sensing system for obstacle avoidance, maximum range of 4km, and a number of available accessories including a smart controller! Few commercial propositions for public 5G enterprise services are currently available, but most operators have the capabilities to launch at least a few. Large operators that want to maximise their returns from 5G enterprise services should be building 5G capabilities into their existing end-to-end propositions. For smaller operators, supporting partner services with high-value connectivity may be more appropriate, but even these operators should consider launching a few 5G propositions of their own. Amazon is resetting its business. Is it doing enough to change its mindset? In an analysis published this week, advisor, speaker, author, and former Amazon executive John Rossman presents a blueprint for turning the company around — advocating a "zero-based mindset" in which every initiative needs to be justified from scratch, and a "brutal rationalization of capital expenses," among other steps. "I honestly think that Jeff's biggest concern about Amazon was always that it would become a bureaucracy," says Rossman, referring to Amazon founder Jeff Bezos. "And I think this is the opportunity to change the forward-looking narrative on Amazon: are they going to go into the slow bureaucratic mindset, or are they going to return to their roots as a scrappy, small, team-oriented, highly accountable organization?" Rossman joins GeekWire's Todd Bishop to discuss Amazon's path forward. Rossman is the founder of Rossman Partners, a management consulting team, he worked previously at turnaround consulting firm Alvarez and Marsal. This year has been a tough one for a lot of organizations. They have needed workers, sometimes needed them desperately, and it has not been easy to find them and they have been continuously losing them as we go through this thing called the Great Resingnation. Now there have been a lot of things that companies have tried in terms of attracting and retaining workers, like money and bonuses and time off. One thing that is also being tried, and perhaps will be one of the more successful ways to hold on to people is through supporting continuing education for workers. Because if you listen to what they are saying, it is clear that people want to continue learning, for a lot of reasons, and that when their employers support them with that they are appreciative and happy and a lot less likely to quit their jobs. In addition to her client work, she plays a significant role in developing firm programs to support diversity, equity, and inclusion. She is the recipient of industry awards such as Women of Color in STEM and BEYA Modern Day Technology Leader. Stephanie began her STEM journey as early as 7 years old when she demonstrated her curiosity of how the inner workings of things worked by taking them apart and re-engineering them back together. Stephanie grew up in rural Spartanburg County, South Carolina, and was reared in the home by her teen mother and grandmother. In high school, Stephanie took her first programming class. At that time, there were only two females in her class and she was the only person of color. Although she did not see people that looked like her taking computer science classes, she persisted.She journeyed off to Virginia to study Computer Science and Norfolk State University (NSU). After one year, she changed her major to Business with an emphasis in Management Computer Information Systems. The change was a welcomed one. It provided her with the right IT acumen coupled with business. A 1996 graduate, she has held various roles in the system development lifecycle and worked at companies such as Harris Publishing Company, PricewaterhouseCoopers, and IBM. Her client base spans state, local and federal government. Her most proud client engagement was with the Department of Justice's Victim's Compensation Fund, established for relatives of deceased victims and personal injury claimants. This opportunity footed her the means to indirectly support the war on terrorism and would eventually allow her to support client work in the intelligence community.Given her experience growing up without women mentors that look like her, Stephanie has worked diligently to remain active in her STEM advocacy pursuits for girls and young women; especially those that are disadvantaged or otherwise would not have access to STEM education. Her volunteer efforts include Delta Academy, Black Girls Code, BlackGirlsHack, Girls,Inc., FIRST Robotics and NSU's Information Assurance Research Education and Development Institute (IA-REDI). IA-REDI is her latest endeavor in which she was appointed to a board committed to developing corporate partnerships to offer students cybersecurity opportunities and mentorship. When it comes to cloud computing, the Navy has come a long way in the past five years. Back then, about the biggest achievement it could claim was moving some of its public websites to the cloud. Now, it’s completed the biggest cloud migration of an enterprise resource planning system in world history. It's also re-architected all of its networks to become what it calls cloud-tolerant, and started developing cloud-native applications in a DevSecOps pipeline. As the legislative session draws to a close, Governor Stitt had a busy week signing - and vetoing - a large number of bills. In doing so, the divide between the legislative and executive branches appears to be growing ever wider. What does that mean for the Governor's agenda...and for the state? The Oklahoma legislature ended both their regular session and their special session today. In doing so they voted to end CHEPA, the Governor’s catastrophic health emergency powers act, on May 30th. Does that mean we should expect the Governor to end the state of emergency declaration soon as well? This morning Governor Stitt named Col. Lance Frye, MD, as the interim commissioner of health. As listeners may remember, current interim commissioner, Gary Cox, was not confirmed by the Senate because he lacks the academic credentials required by law for that position. On behalf of Let’s Pod This, we extend our appreciation to Gary Cox for his service and wish Col. Frye good luck as he takes the helm of the Dept of Health in the midst of a pandemic and with his agency facing an audit. Also this morning, the Oklahoma Employment Security Commission, which handles Oklahoma’s unemployment claims system, voted to consolidate its IT & business practices with the Office of Management and Enterprise Services. This happened because OESC, like many state agencies, has an aging & outdated IT infrastructure that was woefully inadequate for the massive number of claims they’ve received over the last couple of months. There are three things that are ironic about this: Yet another state agency falling apart due to lack of investing in infrastructure. It’s 2020 - you can’t run a state government on Windows XP. OMES was created for just this purpose - to consolidate and house the IT and business operations of all the state agencies. That never really worked out as some agencies didn’t conform, so we have this very splintered system. If memory serves, didn’t Governor Stitt previously say he wants to dismantle OMES and return those operations back to individual agencies so they can run more efficiently? Then, this afternoon news broke that the head of OESC, Robin Roberson, stepped down. She was just hired in January, before all this Covid mess started, and according to the Oklahoman, Roberson said she had five calls yesterday asking her to step down before the meeting. The Governor also had a busy week signing - and vetoing - a large number of bills. We don’t have time to discuss all ~134 approvals, but do want to mention the COLA for retired state employees was signed into law. And then, let's talk about the vetoes are certainly interesting. (https://nondoc.com/2020/05/20/stitt-vetoes-five-mccall-bills/) Let’s quickly run through all the vetoes: HB 2749 and HB 2750, which worked in conjunction to authorize an additional $161 million bond package to fund the state’s matching obligation for endowed chair positions at Oklahoma higher education institutions. The measures also functionally capped the state’s funding of endowed chairs. Stitt wants to end state funding for endowed chairs entirely. 2749 Veto override passed 94-3, 44-1 2750 Veto override passed 92-6, 44-1 HB3819 - made any contract from a state agency open to inspection by any member of the Oklahoma Legislature, and it also banned any agency from prohibiting an employee, contractor or other person to communicate with the Legislature. It passed the House 94-1 and the Senate 44-0. Stitt said the measure was duplicative, detailed concern about confidential information not being protected under the bill, and observed that the Legislature did not make its own contracts or employees available for inspection. Veto override passed 94-3, 45-0 HB4018 - reated a Rural Broadband Expansion Council to study and map rural broadband access in the state of Oklahoma. Passed nearly unanimously. Stitt said it was... Activities for the three-year grant, “Building a Model for All Users: Transforming Archive Collections through Community-Driven Archives,” will begin immediately. Community-driven archives are created through partnerships between a community that wishes to document and preserve its own history and an archival repository. In many cases, these are stories of marginalized communities that past generations of historians and archivists did not consider significant enough to record or preserve. I remember when The Louis Round Wilson Library was the main library at UNC-CH. Louis Round Wilson himself was still alive and had an office on the top floor. I also remember when David Moltke-Hansen was director of the SHC for a few years. David was one of our keynote speakers many years ago. Ah… memories! More memories. The Louis Round Wilson Library had at least three big rooms for the card catalog. One of my first jobs as a student was as “head filer”! Like Wow! This new book The Card Catalog: Books, Cards, and Literary Treasures by Library of Congress (Compiler) with a foreword by Carla Hayden has just been released. To quote LISnew: “The Card Catalog makes a persuasive case that cataloging knowledge is fundamental to the acquisition and spread of knowledge, and that a working library catalog is, in some ways, a basic necessity of civilization. And since cataloging is a calling that attracts neurotic and obsessive personalities, the history of the library catalog charts a weird, twisty path, with a lot of back-tracking followed by enormous leaps forward.” And last of all, please do not miss Jim O’Donnell’s April Back Talk “The Most Beautiful Invention.” It’s not quite about the card catalog, but is about the call number sticker. SAP development is changing rapidly, and this technical evolution is impacting both technical and functional SAP professionals. To get an inside look at the future of SAP development, Jon interviewed Thomas Jung, NetWeaver Product Manager with SAP Labs and an influential blogger on the SAP Developer Network. Jon asked Thomas about a number of "hot button" topics in the SAP development space, including the innovations of the CE environment and the modeling tools needed for eSOA-driven development, the impact of outsourcing and how to make your skills "outsourcing proof," why ABAP development is alive and well, and how's SAP's SDN and BPX communities are affecting how SAP professionals interact with SAP and enhance their skill sets. Thomas points out that one key aspect of the "SAP developer of the future" is simply mastering object-oriented programming and ABAP Objects - something you can get started on even while working on 4.x projects. - Frequently, Jon his from readers who ask him "is ABAP dead?" Thomas puts these fears to rest once and for all by explaining that ABAP is still very much a part of the NetWeaver development environment. He describes some of the situations where ABAP is more useful and some where Java-based tools are more relevant. ABAP works best for powering high-volume, core transactions and Java is ideal for "edge programming" where SAP is extending its functionality via Enterprise Services. But ABAP can be "opened up" as well, and many new SAP components are built partially or fully in ABAP. - The impact of offshoring - Thomas gives his take on which SAP projects are better suited for outsourcing and which development projects are more effective to have in-house. Thomas doesn't believe that it makes sense to outsource all SAP development projects, and he goes on to describe some of the ways that SAP programmers can make their skills "outsourcing proof": don't build a "wall" between you and the rest of the team, keep up on your knowledge, stay visible, and become known as the person who learns the latest SAP technical tools and shares them with others. - Thomas shares the highlights of the SAP Composition Environment (CE), including the integration between CE and the Enterprise Services Repository (ESR), Visual Composer, Guided Procedures, and the other bells and whistles of this EE 5 environment. - What is the makeup of the ideal SAP project team? Thomas puts on his CIO hat and talks about the kinds of people he would put on his SAP technical project team. More than anything, he'd be looking for self-starters who aggressively educate themselves through their involvement with SDN and other learning communities. He'd want to see a mixture of Internet, Java, and ABAP skills on the team, but more important than specific tools is an SAP technical team that can adapt to the pace of innovation. - In terms of "soft" business skills, Thomas places a high value on those who get outside their cubicles and interact with the project team, making an effort to transfer knowledge to other team members. Thomas believes that you can't get away with being a "cubicle coder," anymore. If you aren't needed on site, then you run the risk of being outsourced. One way to differentiate yourself is to know enough about the business to be able to help business users define their requirements and what they want to accomplish technically. - Thomas explains why the latest batch of modeling tools are catching on and why modeling is having such an impact on SAP development. There are two types of modeling tools: those that help business users model processes on a higher level without needing to program (Visual Programmers), and those that help programmers reduce repetitive programming tasks (Web Dynpro for Java being one example, and other modeling tools added to the NetWeaver Developer Studio and the ABAP Workbench being other examples). - Jon asks Thomas about SAP's eSOA strategy and how it is impacting development. Thomas agrees that eSOA will allow companies to build Enterprise Services using the language and platform of their choice, but he also notes that SAP is building some of the best SOA development and consumption tools on the market. - Jon Franke of SearchSAP asks Thomas about how business users can get more involved in these trends, and Thomas points out the BPX community, and how business users can get involved in a variety of ways, including through BPX's industry vertical communities. - Jon points out that Thomas' "Update Your ABAP Skills to NetWeaver 7.0" seminar is available on the Virtual TechEd '07 track on SDN (for a fee), and Thomas shares the forward schedule for when this workshop will be held next. - Thomas wraps the podcast with a compelling argument to avoid career panic in the face of new SAP technologies. To get an inside look at the key developments from SAP TechEd 2007, Jon Reed sat down with Krishna Kumar of Enterprise Horizons. Krishna was a presenter at TechEd 2007, and he is becoming a thought leader in the SAP community in terms of how to get a real return on investment from eSOA and Enterprise Services. As a technical visionary who has watched SAP's product line evolve for many years, Krishna has a knack for breaking down SAP technology in simple and precise terms. Jon turned to Krishna to help sort through what was real and what was hype at TechEd 2007. The goal of the podcast was to place the events of TechEd 2007 in the context of SAP's "Enterprise SOA" technology stack. SAP is clearly staking its future on eSOA, but what does that mean to the SAP project team and the SAP consultant? Is eSOA just hype and if it's for real, what consulting skills will be needed to succeed in the "eSOA era"? And how will SAP's Business Objects acquisition, which occurred immediately following Tech Ed, affect these trends and the future of SAP overall? Krishna also explains why this current evolution of SaaS may be more successful than the previous ASP models due to the impact of the "Internet Cloud." Krishna also describes how a BBD customer might be able to expose a service through an "on demand" platform, and why eSOA is integral to an on-demand solution. - Krishna gives his perspective on why the evolution to a "Business Process Consultant" is important to SAP, and why he thinks that the distinction between functional and technical SAP professionals was always a false dichotomy. Krishna tells us why the ideal SAP consultant has always had a functional and technical skills combination. - Krishna then details what skills functional and technical consultants need to pursue in order to remain relevant to the SAP software of the future. Krishna talks about the end of the silo functional consultant, and why functional consultants need to understand the Internet touch points of service enablement. Krishna also talks about how Business Intelligence and NetWeaver fit into the technical skills picture. Soon, the technical consultant will have to learn to talk business or "become a dinosaur." There is time to act, however, as Krishna believes this will be a "slow metamorphosis." - Jon asks Krishna about how the SAP customer base should perceive eSOA, given that SAP often hypes its new solutions to the point that customers can become jaded. Krishna has a provocative viewpoint on this: he believe that when it comes to transactional ERP systems, service enablement and SOA is indeed overhyped, almost to the degree of the dotcom hype. Then, Krishna explains why the real payoff for eSOA is through analytics, and that this is where the real eSOA payoff will be. - Krishna tells us how best-of-breed Internet content "mashups" are the real "killer app" of the eSOA era, and how they can be tied back into ERP-based analytical applications. - Jon asks Krishna if you truly have to invest in the latest SAP releases and all the expenses and organizational change involved in moving to eSOA, or if you can get started on earlier releases. Krishna explains that SAP customers can dabble in eSOA at almost any point, because it's really just "RFC on steroids," but that to truly build an effective eSOA landscape and consume and publish a range of services, you will eventually need to be running NetWeaver and ERP 5.0/6.0 and beyond. - In the final segment of the podcast, Jon asks Krishna to use his company's product to illustrate a very important point: how companies can tie in best-of-breed Internet content providers into their BW/BI analytics engine in order to get a powerful visual grasp of key business planning and ROI functions. Jon tells Krishna that Home Depot, one of the most advanced SAP eSOA customers, has used a similar "mashup solution" to take advantage of BI/BW data and content from third parties that would be cost-prohibitive to develop internally. - Jon asks Krishna about the minimum requirements needed to use a product like his company offers, and we learn that the minimum requirements are simply BW 3.x onward, in a nutshell. This is an example of how there might be a different enterprise services roadmap, that would focus on Business Intelligence, and then leverage that data and mash it up - without worrying about the cost and challenge of service-enabling core ERP transactions. - Krishna provides a "market demographics" example of how an eSOA service could be "mashed up" for real business value. - Jon asks Krishna to illustrate why these visually oriented "spatial analytics" can provide a much more powerful business case for eSOA that executives can understand and grasp much more quickly than a detailed white paper. He asks Krishna about the example of using demographic mashups to analyze which neighborhoods are viable for a retail store expansion. As Krishna says, this is the "true power of eSOA," beyond the hype.

It was later confirmed that BBD is in fact the same product as A1S, which is known as BBD going forward. Jon gives his take on what he thought of these answers. - Peter Zencke talked about how SAP customers are using SDN for training, and Jon notes the emphasis SAP is giving on training that goes beyond the classroom. - Fresh back from his interview session with SAP CTO Vishal Sikka, Jon shares Vishal's take on SAP as a development platform, and whether he thinks ABAP is dead. Jon explains why Vishal thinks core functional and technical SAP skills will become commoditized. He shares Vishal's memorable quote on eSOA: "eSOA is a way to explain to management what APIs are." (Vishal was basically noting the eSOA simplifies the integration discussion in a way that management can understand and appreciate as a business case. -Jon also talks about Vishal's point that "service-enabling" the entire SAP product line is a complex undertaking. For example, the Financials area of SAP is a high-stakes area that can get an executive in a jail cell if the right regulatory and compliance procedures (SAP GRC) are not followed. Jon explains why Vishal still believes in the power of eSOA despite these security challenges. - Jon wraps the Day 2 podcast with reflections on a presentation from Cardinal Health on hands-on SAP eSOA lessons. Jon notes that the speaker, Brent Stutz of Cardinal Health, makes a good summary of "lessons learned" from eSOA, including doing the work of defining who owns the data. Jon also notes the point made during the session that SAP developed its Enterprise Services roadmap by taking the TOGAF industry standard SOA roadmap and adding some business processes to it.
