His comments came after a new local policy took effect restricting officers from conducting pretext traffic stops, which serve as disguises for investigations into other issues. He urged San Francisco to increase the number of officers it employs, accusing the city of having a force of fewer than 1,400 people. The San Francisco Police Department's data, which includes academy recruits, states it has more than 1,800 sworn officers.
