Grace Gallucci is the Executive Director for the Northeast Ohio Areawide Coordinating Agency, the Metropolitan Planning Organization (MPO) for greater Cleveland, responsible for transportation and environmental planning, as well as resource allocation in the five county region. She has held this post since 2012.Ms. Gallucci has more than 30 years of finance and planning experience in the field of transportation. Her prior posts include working for the Chicago Regional Transportation Authority where she held the titles of Deputy Executive Director and Chief Financial Officer, responsible for the Finance and Performance Management functions, as well as those of the department of Research, Analysis and Policy Development. She also held the positions of Director, Office of Management & Budget and Director of Finance for the Greater Cleveland Regional Transit Authority. She started her career in transportation as an analyst for the Office of Transportation, Broward County, Florida, working on both highways and mass transit issues.Ms. Gallucci has been an adjunct professor at Cleveland State University, Kent State University, the University of Illinois at Chicago and Northwestern University, teaching courses in public finance, economics, public policy and transportation management. Ms. Gallucci holds a Master of Science in Urban Studies from Cleveland State University, and both a Master of Public Administration and a Bachelor of Science in Business Administration from the University of Dayton.Ms. Gallucci has been the chair of the Northeast Ohio Sustainability Communities Consortium (Vibrant NEO2040) since 2013, receiving the Daniel Burnham Award for best comprehensive plan from the American Planning Association, its highest honor, in 2015.She is active in various professional organizations including the National Association of Regional Councils. She has served on research panels for the Transportation Research Board of the National Academies of Science and has been appointed by former US Department of Transportation Secretary Ray LaHood to serve on its Transportation Review Advisory Committee for Safety. She has received many honors including being named one of Crain's Business “40 under 40”, and receiving the distinguished alumni award from Cleveland State University's Levin College of Urban Affairs.

Welcome to the latest episode of the WAB Podcast, where we explore one of WAB's growing student-led traditions: the Night Market. Joining us are Audrey and Rachel from Grade 11, and Chloe from Grade 10, three of the students who helped make this event happen.  From cultural showcases and global cuisine to student performances and an all-new Open Mic stage, the Night Market was a celebration of creativity, collaboration, and cultural connection. For the first time, the event also welcomed students from APAC schools who were visiting WAB for a badminton tournament, adding an exciting dimension to the evening.  Audrey described the Night Market as a platform for student clubs to promote their missions, raise funds for meaningful causes, and highlight WAB's cultural diversity. It also provides a stage for performers to express themselves. The event, she explained, was shaped through student input: “During club meetings, we hosted brainstorming sessions to gather input from all club members, which helped make the event more successful, engaging, and fun for the students.”  Rachel reflected on why she got involved: “We all participated in last year's Night Market and had such a great time. That's why we wanted to help organize it this year.” Their goal was to carry the tradition forward and elevate it. This year's event featured over 10 student clubs, two local restaurants, and five parent groups: Chinese Link, Korean Link, ASEAN Link, Tiger Spirit, and Tiger Den. Coordinating all these groups took time, teamwork, and clear communication. Chloe shared what made this year feel different: “It was a bit different because we hosted it at the same time as the APAC tournament.” Opening the event to visiting students created new opportunities for connection and cultural exchange. One of the most memorable additions was the Open Mic session. Ciya, an artist since childhood, began her journey with ballet, later exploring circus arts and contortion. At sixteen, she discovered oriental dance, which became her true passion. Over her career, Ciya has performed at prestigious events, including for the Moroccan royal family and Gabon's presidential family, and appeared in the film L'Immortel. She has danced with notable Parisian companies and created her own, Sheherazade's, in 2009. Currently, she leads the Egypt'Ciya Ballet, selecting top dancers annually to represent her artistic vision. As a dedicated teacher, Ciya has run her own dance school, Espace R'Danses, in Montrouge since 2015, known for her technical focus and interactive, student-centered approach. On September 26th, 2024, Asheville NC and the surrounding areas were devastated by Hurricane Helene. Days before the hurricane hit, I along with my wife Amy retreated from the area for a scheduled trip. Witnessing the devastation from afar, we jumped into action to contribute, ultimately raising over $10,000 and bringing a truckload of essential items to the people of Asheville in need. In this episode, I'll share the challenges, triumphs, and touching moments of this journey, highlighting how the community continues to rally together to recover. For instance, local volunteers organized daily meal distributions, and a neighborhood group worked tirelessly to clear debris and provide shelter to those displaced. With this being National Mental Health Awareness Month, we also explore the emotional impact of enduring major natural disasters and how community support and camaraderie bring light to the darkest times. We also would like to acknowledge those currently affected by Hurricane Milton and send our heartfelt thoughts to everyone impacted and remind them to never lose hope. A case in point is an ABLE account working together with a special needs trust for a person with disabilities. Matt Syverson joins us today to talk about it.Matt Syverson is Managing Partner & Senior Wealth Advisor for Sound Stewardship in Overland Park, Kansas. He is also a Certified Financial Planner (CFP®) and a Certified Kingdom Advisor (CKA®). What is an ABLE Account?An ABLE account, short for “Achieving a Better Life Experience,” is a tax-advantaged savings account specifically designed for individuals with disabilities. It allows them to save money and work without losing access to crucial government benefits like Supplemental Security Income (SSI) and Medicaid, which have strict asset limits of $2,000 for individuals and $3,000 for couples. The key features of an ABLE account include:Eligibility: Available to those who are blind or disabled before age 26 (rising to 46 in 2026).Savings Opportunity: Allows individuals to work and save without exceeding government asset limits.Tax Benefits: Often provides state tax deductions similar to 529 college savings plans.Contribution Limits: The lifetime maximum contribution limit aligns with 529 plans but should stay under $100,000 to avoid affecting SSI or Medicaid.Qualified Expenses: Can be used for day-to-day needs like food and rent, excluding vices like alcohol or gambling.No Impact on Government Benefits: ABLE account balances won't disqualify the individual from receiving SSI or Medicaid.It's important to note that in most states, there is a Medicaid payback provision, which allows the state to recover funds from the ABLE account to cover medical bills after the account holder's passing. However, some states, including Kansas, have removed this clawback provision, making these accounts even more attractive for families.What is a Special Needs Trust?A special needs trust (SNT) is a more established tool designed to protect individuals' eligibility for government benefits while allowing families to manage significant assets. This trust can hold homes, vehicles, real estate, investments, and various accounts like IRAs or Roth IRAs. Key benefits of a special needs trust include:Asset Management: Can hold a wide variety of assets that would otherwise disqualify someone from receiving government benefits.Estate Planning Certainty: Spells out how the assets will be managed and distributed after the individual's passing.No Medicaid Clawback: Unlike ABLE accounts, SNTs are not subject to Medicaid payback provisions, providing greater long-term financial security.Spending Flexibility: Can cover a wide range of expenses not covered by government programs.However, special needs trusts come with a downside. If the trust is used to pay for food or rent, the SSI benefit will be reduced by $334 per month. Additionally, any direct payments to the individual from the trust can affect SSI income, so careful management is required.How Can ABLE Accounts and Special Needs Trusts Work Together?Combining an ABLE account with a special needs trust can offer significant advantages for families. The ABLE account can be used for day-to-day expenses, while the special needs trust can be preserved for larger, long-term financial goals. This separation allows for greater flexibility and financial independence.Day-to-Day Needs: An ABLE account can cover immediate expenses like food and rent without reducing SSI benefits.Long-Term Planning: A special needs trust can hold larger assets and ensure they are passed on to future beneficiaries without impacting government benefit eligibility.Tax Benefits: ABLE accounts enjoy tax-free growth and withdrawals for qualified expenses, while special needs trusts are fully taxable each year. Therefore, it is beneficial to use the ABLE account for specific expenses to maximize tax savings.Why Go Through the Effort?Setting up both an ABLE account and a special needs trust takes planning, but the benefits are well worth it. ABLE accounts are simple and inexpensive to establish, offering tax advantages and flexibility for everyday expenses. Special needs trusts, while more complex and costly, assure that your loved one will retain their benefits and that their assets will be managed according to your wishes.When creating these plans, it's crucial to consult with an attorney and a financial advisor. Coordinating contributions to the ABLE account and the special needs trust is crucial to avoid exceeding limits that could affect eligibility for government benefits.Combining an ABLE account with a special needs trust can provide powerful financial synergy for families caring for a loved one with disabilities. 1. Scattered investment accounts. Having old 401ks and IRAs in many different places, often not properly invested, is a common problem. This makes it difficult to have a coordinated investment strategy.2. Mismatched risk tolerance. Many people believe their investments are more or less aggressive than they actually are. Analyzing the underlying holdings often reveals a portfolio that doesn't align with stated risk preferences. 3. Lack of diversification. Having multiple accounts doesn't necessarily mean you're well-diversified. The funds could hold the same underlying investments, concentrating risk.4. Inattention after a long bull market. With stocks performing well for the past 10-15 years, many haven't felt a need to adjust. But periodic rebalancing is important to control risk.5. Unrealistic spending assumptions. Most people spend what they earn, so it's critical to have a detailed budget to provide an accurate picture for retirement planning. Silent expenses like old subscriptions often go unnoticed.The key takeaway is that having a comprehensive financial plan and an investment strategy tied to it is crucial. Regular review of your total portfolio, risk level and spending is an important part of keeping your retirement on track.
