Trump Administration Takes Stake in Rare Earths Firm In Move To End China's Control The Trump administration is deepening its effort to sever U.S. reliance on Chinese rare earth supplies, committing $400 million in equity financing to MP Materials Corp. as part of a broader plan to expand domestic production of rare earth magnets used in advanced weapons systems and industrial technologies. The Department of Defense will acquire a newly issued class of preferred stock in MP Materials, convertible into common shares, along with warrants to purchase additional equity. Following the transaction, which is expected to close Friday, the Pentagon will become the company's largest shareholder, with a potential stake of about 15%, according to MP Materials. The deal also includes a 10-year commitment by the U.S. government to support pricing and demand for domestically produced rare earth magnets. The Defense Department has guaranteed the purchase of 100 percent of the output from a planned magnet manufacturing facility—dubbed the “10X” plant—at a minimum price of $110 per kilogram for neodymium-praseodymium (NdPr), a key rare earth alloy used in missile guidance systems, fighter jets, and electric motors. The U.S. imported roughly 70 percent of its rare earths from China in 2023, according to the U.S. Geological Survey. The push to reshore the supply chain gained urgency during the trade war launched by President Trump, when Beijing threatened to restrict rare earth exports. This Day in Legal History: Second Bank of the United States VetoedOn July 10, 1832, President Andrew Jackson vetoed legislation that would have renewed the charter of the Second Bank of the United States, setting off a fierce political and constitutional conflict known as the “Bank War.” The Bank, originally chartered in 1816, acted as a quasi-governmental financial institution and played a central role in stabilizing the U.S. economy. Jackson, however, saw the Bank as a symbol of entrenched privilege and a threat to democratic values. In his veto message, he argued that the Bank was unconstitutional—even though the Supreme Court had previously upheld its legitimacy in McCulloch v. Maryland (1819)—and that it concentrated too much financial power in the hands of a wealthy elite.Jackson framed his opposition as a defense of the common man against corporate monopoly. His veto marked a dramatic assertion of presidential power, expanding the scope of the executive's role in legislative review. By directly challenging a long-standing institution supported by Congress and the courts, Jackson redefined the balance between branches of government. His veto was also politically strategic, rallying populist support ahead of the 1832 presidential election, which he would go on to win decisively.The fallout was immense: Jackson's administration began withdrawing federal funds from the Bank and redistributing them to selected state banks, derogatorily termed “pet banks.” This redistribution triggered economic instability and helped contribute to the Panic of 1837. Despite intense opposition from figures like Henry Clay and Nicholas Biddle, the Bank's president, Jackson remained steadfast, and the Bank's federal charter ultimately expired in 1836.The legal significance of this event lies in its reimagining of the veto as a political, not merely constitutional, tool. Jackson's interpretation of the Constitution, driven by populist ideals rather than judicial precedent, established a precedent for a more active and independent executive.A federal judge in New Hampshire, Joseph Laplante, is set to hear arguments on whether to block President Donald Trump's executive order restricting birthright citizenship, despite a recent Supreme Court decision limiting the use of nationwide injunctions. The American Civil Liberties Union (ACLU) is asking the court to grant class-action status to a lawsuit aimed at protecting U.S.-born children whose parents are not citizens or lawful permanent residents. If class status is granted, it could enable a nationwide block on the policy through the class action mechanism—something the Supreme Court ruling left open as an exception to its injunction restrictions.Trump's executive order, issued on his first day back in office in January, would deny citizenship to children born in the U.S. unless at least one parent is a citizen or green card holder. The Supreme Court previously narrowed three injunctions against the order, but did not rule on its constitutionality. According to the USDA, the shift reflects its belief that past discrimination has been sufficiently addressed and that programs should now focus solely on merit and fairness.The final rule, signed by the USDA's acting General Counsel, states that race- or sex-based criteria will no longer influence program eligibility or funding decisions, though some advantages remain for beginning and military veteran farmers. For decades, the agency had designated certain groups—such as women and farmers of color—as "socially disadvantaged," often creating set-asides or prioritizations for them. They were three adrenaline-fueled teenage boys, unleashed in the immense underground system connecting to Mammoth Cave. With them was their Uncle Frank, a veteran caver familiar with these parts. He knew the drop-offs and danger spots and continually called to the three, “Guys, this way!” Still, they ventured ever farther from him. Dimming his headlamp, Uncle Frank decided to remain silent. Soon, the boys realized they’d lost their guide. Panic-stricken, they yelled his name. No response. Finally, they saw his headlamp flicker to life in the distance. Instant relief and peace! Now they were ready to follow their guide. This true story makes an apt parable for how we can treat the gift of the Holy Spirit. Detours lure us away from the voice that calls us to follow the One who said, “Follow me” (Matthew 16:24). That voice is the Holy Spirit, who dwells inside each child of God (Acts 2:38–39). God’s Spirit will never abandon us, but we can ignore Him. The apostle Paul warns, “Do not quench the Spirit” (1 Thessalonians 5:19). Instead, “Rejoice always, pray continually,” and “give thanks in all circumstances” (vv. 16–18). By doing so, we stay close to our guide, “the God of peace,” who can keep us “blameless” (v. 23). It’s not our work that does it. It’s His. As Paul reminds us, “The one who calls you is faithful, and he will do it” (v. 24).
