The Mayor of Clare has issued a call for the residents of three Clare towns to play a part in planning for their communities' futures. Clare County Council is in the process of forming Town Teams in Kilrush, Lisdoonvarna and Tulla, as the three areas have been named beneficiaries of a prestigious Government initiative. Sixmilebridge became the first Clare community to receive funding to develop a masterplan under the Town Centre First Programme in 2021. The programme is a cross-government policy that aims to tackle vacancy, combat dereliction and breathe new life into town centres. Now, Clare County Council is seeking to form Town Teams in Kilrush, Lisdoonvarna and Tulla - wth similar work to commence in Clarecastle in the coming weeks. These teams will work with the local authority to set up a representative group for the town, participate in thematic working groups, assist in preparing grant applications and support fundraising activities. Mayor of Clare and Bodyke Fine Gael Councillor Joe Cooney says significant population growth in each of the three areas is one of the main reasons why future planning is needed. The programme is supported by the Goverment through a variety of funds such as the Rural Regeneration and Development Fund, Urban Regeneration and Development Fund, and the Town and Village Renewal Scheme. Town Regeneration Officer for Clare County Council Joan Tarmey it's vital all corners of society are represented and that those who get involved have a genuine interest in improving their communities.

Are you interested in decreasing urban emissions? Summary of the article titled How can urban regeneration reduce carbon emissions? A bibliometric review from 2023 by Yan Liu, Meiyue Sang, Xiangrui Xu, Liyin Shen, and Haijun Bao, published in the Land journal. This is a great preparation to our next interviewee, Alan Pears in episode 196 talking about urban emissions and regeneration. Since we are investigating the future of cities, I thought it would be interesting to see how urban regeneration and emissions are connected in the scientific literature. This article provides an overview of the field and shows a gradual shift towards a systemic approach to buildings and their emissions. As the most important things, I would like to highlight 3 aspects: Urban regeneration encompasses optimizing city layouts, enhancing energy efficiency, and integrating green spaces to create sustainable, low-carbon urban environments. Research gaps highlight the need for a deeper understanding of urban elements' CO2 reduction potential and broader strategies beyond individual projects. Urban regeneration is key to reducing carbon emissions in cities, tackling the challenges of rapid urbanization and high fossil fuel consumption. You can find the article through this link. Abstract: As urbanization continues to accelerate worldwide, the consequential rise in CO2 emissions has caused substantial environmental challenges. Urban regeneration has emerged as a promising approach to reducing carbon emissions and developing low-carbon cities. Even though both urban regeneration and carbon emissions reduction have been researched from various perspectives, a thorough review is still required to completely reveal their multifaceted relationship. Based on 231 papers published between 2001 and 2023, a bibliometric analysis was conducted to understand the overall trajectory and main focus of the existing research. Then, we qualitatively analyzed the main findings from bibliometric results in terms of key regeneration elements, specific regeneration strategies, research methodologies, as well as research trends and agendas. The results indicated that research in this field is gradually becoming more specialized and comprehensive. Buildings and energy have always been two key urban regeneration elements and research hotspots. Additionally, as a systematic project, reducing carbon emissions requires further exploration of other regeneration elements' contributions and their interactions in the urban system, which needs the corresponding support of more specific regeneration strategies and research methodologies. These findings can advance the development of innovative and impactful pathways for low-carbon oriented urban regeneration, leading ultimately to sustainable cities. Earlier this month, local representatives granted approval for County Council's 2024 Budget, which will result in commercial rates reducing by over 4%. Meanwhile, the first phase of the €11.5m public realm regeneration of Ennis town centre is expected to conclude in April 2024 which includes upgrades to footpaths and wall-mounted street lighting. Ennis Chamber CEO, Margaret O'Brien, says the business based on the route of the project will face significant challenges.

A 16 million purpose-built innovation centre, Work IQ, situated in Tallaght's newly developed Innovation Quarter, is on track to open early next year. Enquiries are now being taken at www.workiq.ie to register interest in becoming part of the Work IQ community through the various services on offer. The four-storey, 2,980m2 building offers three floors of flexible office accommodation to support businesses, local entrepreneurs, start-ups or SMEs. The centre also features a range of communal facilities on the ground floor, including meeting rooms and a public café facing directly onto a stunning new urban plaza. Work IQ will accommodate up to 60 businesses and play a major role in developing start-up enterprises in order to support the creation of over 700 jobs worth 80m to the economy. Key features of this cutting-edge facility designed as a hub for businesses that are serious about innovation, technology and scaling up will include: · Private and shared office space and co-working options · A variety of meeting and conference rooms and an on-site café · Tailored business support, including training, mentoring, funding support and skills development · Regular on-site networking events, workshops and innovation showcases · Collaboration opportunities through partners including the Local Enterprise Office Enterprise Ireland, South Dublin Chamber, Technological University Dublin, Tallaght University Hospital and the South Dublin County's many major multinational businesses Work IQ will be the first Irish centre run by Oxford Innovation Space, the organisation responsible for managing the largest network of innovation centres in the UK, housing over 1,000 innovative early-stage businesses. Speaking in advance of the opening of Work IQ, Colm Ward, Chief Executive of South Dublin County Council, said: "Our new Work IQ facility will provide start-ups and entrepreneurs with workspaces and opportunities in a place designed to support business growth and development. It will be a hub for the community, businesses and entrepreneurs to come together and collaborate, innovate and progress in a really strong, supportive environment provided through our exciting partnership with Oxford Innovation Space. We are passionate about fostering innovation, encouraging talent and providing support to young companies in the emerging Innovation Quarter in Tallaght to develop a pipeline of great new businesses with lots to offer Tallaght and South Dublin County." Strategically located on land owned by South Dublin County Council in Tallaght Town Centre, Work IQ is a key part of a new urban district called Innovation Quarter Tallaght being developed by the Council that also includes a new cost rental apartment scheme (which, along with Work IQ, will be served by the Tallaght District Heating Scheme, Heatworks) and a new public park called Innovation Square. The 16 million project is funded by the Council, with significant support from the Department of Housing, Local Government and Heritage through the Urban Regeneration and Development Fund. The building was designed for South Dublin County Council by a multi-disciplinary team led by McCullough Mulvin Architects and its delivery will complement a combined investment of over 80m in infrastructure projects in the centre of Tallaght, including the aforementioned Innovation Quarter, new link roads, major public realm enhancement, a fourth stand at Tallaght Stadium (making it a 10,000-seater, UEFA Category 4 stadium capacity) and a proposed new Heritage Centre. "We are thrilled to bring the expertise of Oxford Innovation Space to Work IQ and Ireland," said Jo Stevens, Managing Director, Oxford Innovation Space. Urban regeneration, urban renewal and urban redevelopment have been terms thrown about as something of a selling point but the impact runs much deeper than just dollars and cents. Recently, the Local Government Development Ministry revealed that urban renewal efforts are governed by at least 9 separate legislations along with the involvement of various ministries, state authorities and agencies. There are plans to streamline this especially so since Budget 2024 also included incentives to encourage urban renewal efforts. Interview with Magnus Moglia, associate professor at Swinburne University of Technology. We will talk about his vision for the future of cities, urban complexity, sustainability, urban resilience, and many more. Magnus Moglia loves data and numbers, so it was not strange that he was drawn to the sciences. In his native Sweden, he studied Physics and Mathematics, graduating from the Royal Institute of Technology of Stockholm in 2000. After a year travelling Asia and Africa, he became passionate about cities and water management. He arrived in Australia in 2001, and then spent nearly 20 years studying urban sustainability at the CSIRO. There, he discovered and embraced the science of complex systems, leading him to complete a PhD on the topic at the ANU's Crawford School for Public Policy. Now Magnus is an Associate Professor at Swinburne University's Centre for Urban Transitions and a theme leader for Urban Regeneration research. In the last few years, he has been leading and undertaking transdisciplinary research on a range of potential sustainability solutions, including residential solar panels, rainwater harvesting, telework, future city imaginaries, climate adaptation in Kiribati and Vietnam, rice farming technologies in Laos, and just workforce transitions in Queensland. Magnus argues that to overcome the critical challenges of the 21st century, technology is both necessary and risky, but more important will be our capacity to work together towards shared visions. Episode 25 is bit long and unwieldy but incase anyone is interested, it is a recording of an event I attended this morning called ‘Productive Placemaking, New Opportunities: What does successful regeneration truly look like? Held at the Trinity Art Gallery on London City Island, it featured a bunch of mainly posh men in suits – an array of planners, developers, investors, etc – saying very little of meaning and just rambling on about how successful they and their placemaking strategies are. A chance to hear how those on the other side speak about these things! They left little time for questions, but I did manage to get one in right at the end, which led to me having a long conversation with John Mulryan, Ballymore's managing director, after the event. Sadly the recording of this conversation, and my other networking efforts, was not usable due to the crowds of loud networking people in the space. Apologies for the imperfect audio but I was recording on the sly in a difficult room full of people.

“It's part city beautiful movement, part preservation, part making the city more walkable and just creating like a nice civic space that people can enjoy.” This summer, my friend Ranajay invited me to spend a weekend in Rajpipla and promised to show me some really good buildings – not quite telling me at first that he belonged to the royal family of Rajpipla and that his ancestors had commissioned the buildings that we were going to see. We spoke extensively about patronage, culture, gentrification and urban regeneration – and there was no way I was not recording it! Ranajay Chand is a Master of Public Policy candidate at Georgetown University and has received his BA in Politics and International Relations from Royal Holloway, University of London. He has worked for the Secretary General's Envoy on Youth at the United Nations and is currently involved in the urban historic regeneration of his hometown Rajpipla in India.

As we reported on Friday’s show, Clare County Council has been allocated over €4m towards the Ennis Town Centre Public Realm Regeneration Project - which will lead to a rejuvenation of key Town Centre streetscapes. The Minister for Housing, Local Government and Heritage, Darragh O’Brien TD announced last week that Ennis is among the successful applicants under the Government’s Urban Regeneration and Development Fund (URDF), which is intended to drive regeneration and rejuvenation of strategic and underutilised areas within Ireland’s cities and large towns. The successful project, O’Connell Square, High Street, Bank Place, Barrack Street and Old Barrack Square, has an overall cost of €5,390,391 with 75% of the cost being granted funded under the URDF, and the remaining 25 per cent being financed by the local authority. On Monday's Morning Focus, Gavin Grace spoke to Carmel Kirby, Director of Services at Clare County Council with responsibility for Ennis Municipal District. Picture © Pat Flynn

Zaheer was the co-founder of the ‘Platform Citoyenne', and NGO that successfully stopped the proliferation of coal fired plants in Mauritius. He is today an Urban Strategist for the Port Louis Development Initiative where he contributed to the drafting of a ‘National Regeneration Scheme' aimed at economically incentivising urban regeneration. The scheme was successfully adopted by the Government of Mauritius in the National Budget of 2018-2019.In this episode, we discuss Zaheer's background as an Urban Strategist and his interest in looking at how to regenerate cities. Zaheer tells us how he thinks Mauritius is currently embracing Smart concepts and the unique way they are encouraging Urban Regeneration projects. We talk about the importance of democratising not only access to data but also knowledge of data to create more sustainable, more resilient Smart Cities, as well as the challenges of being a small developing state facing the realities of mitigating climate change problems without the economic power to influence global climate change conversation.
