The US election isn't until November, but voting is starting in some states this week. The polls are tight, but even if Kamala Harris wins more votes overall than Donald Trump, she could still lose the election given the complicated electoral college system. It's happened before, when Hillary Clinton won the support of millions of more Americans than Trump in 2016, but he went on to become president. The electoral college is the reason that on election night we're all watching to see how individual US states vote and which candidate for president reaches 270. Today, ABC News Breakfast co-host and correspondent Michael Rowland explains how it works. He also offers his prediction on who will win the US election. Correction: The US constitution is not changed via a referendum. Any amendment would require the support of two thirds of both Houses of Congress, or be requested by two-thirds of the states. In either case, it would then need to be ratified by a large majority of states. Might he have had the thought “how come the Italians can support these helicopters when the Australian Army could not?” Then it looks like there's a coordinated push back against criticism of AUKUS Pillar One, so we pour a bit more fuel over that particular fire. Nour Swirki is a journalist with two children living in Khan Younis, a city in the southern strip of Gaza, with her husband, mother and sister - they have had to leave their home in Gaza City for safety reasons and relocate to the south - a fraught journey many more Palestinians are expected to make. Due to the difficulties in speaking live to guests in Gaza, we asked Nour to record for us voice notes explaining the situation she and her family are currently in. She and her husband continue to work as journalists while her wider family look after her children - a son and daughter aged 10 and 12. The NHS is launching a new study into Alzheimer's disease, the most common form of dementia, which affects around twice as many women as men. Newly-installed NSW Premier Dominic Perrottet has wasted no time in flagging changes to the state's road map out of lockdown after a late-night meeting with key officials.Fronting the public this morning, Mr Perrottet announced a raft of changes as the state prepares to reopen.The news comes as the state hit the 70 per cent double-dose milestone yesterday, guaranteeing the easing of restrictions on Monday, October 11.So what's set to change under NSW's new leader?Huge road map changesPremier Dominic Perrottet, Deputy Premier Paul Toole, Minister for Jobs and Western Sydney Stuart Ayres, Health Minister Brad Hazzard and Minister for Education Sarah Mitchell faced the media on Thursday morning to make an announcement regarding vaccination rates and the Reopening Roadmap.Under the shakeup, from Monday, indoor swimming pools – which were set to remain closed until December 1 – will be open for “rehabilitation, children's swimming lessons, organised lap swimming and the like”.Home visitations will be doubled to allow 10 visitors – not including kids under 12 – instead of five, and the number of people allowed to attend outdoor gatherings will be increased from 20 to 30.NSW Premier Dominic Perrottet. Photo / NCA NewsWireFrom Monday, the caps in relation to weddings and funerals will also lift from 50 to 100.NSW deputy premier Paul Toole also announced some changes for the regions, with regional workers able to return to work if they've had one dose of a vaccination, with the requirement they be fully vaccinated by November 1.“This has been done because in some areas it was difficult to be able to get vaccines into those areas and what we are doing is giving a grace period to allow those businesses to be able to open their doors from Monday,” he said.“This will include regional areas outside of Blue Mountains area, Central Coast, Shellharbour and Wollongong.“This is important because what we are focused on is keeping our communities safe, but also opening up New South Wales.”From Monday, people who live in regional NSW will be permitted to travel to other regional areas.Changes at 80 per cent vax rateThere will also be changes which come into effect the Monday after NSW hits that 80 per cent double vaccination rate.That is widely expected to be reached at around October 21, which would mean more restrictions would ease on the following Monday, October 25.At that point, people will be able to have up to 20 visitors (excluding kids under 12) at a home, and up to 50 people will be able to gather outdoors.Up to 3000 people will be able to attend controlled and ticketed outdoor events, nightclubs can reopen for seated drinking only (no dancing) and face masks will no longer be mandatory in offices.Speaking to ABC News Breakfast, Mr Perrottet earlier explained why he was scrapping the face mask rule, which has emerged as one of the most hated Covid restrictions.“Face masks, obviously, are important. But ultimately … they're an impediment for people going back into the office, so we made some changes last night,” he said.All students will also return to schools by October 25.There will also be a cap of major outdoor events of 5000.“That will remain in place but we want to make the point that exemptions for venues will be granted,” the Premier said.“With Covid-safe plans, venues can apply through NSW Health, the health minister will look through those issues and exemptions will always be made in that space.”At 80 per cent, residents of Greater Sydney will also be permitted to travel to regional areas.People are seen enjoying the warm weather and having a picnic in Sydney. NSW has reported 291 new locally acquired cases of Covid-19 today - the highest daily tally of the current outbreak.Of those cases, 48 were infectious in the community, and the isolation status of 104 remains under investigation.Officials also reported another Covid-19 death - a woman in her 60s from south-west Sydney who died at Liverpool Hospital. The number of Covid-related deaths during the current outbreak is now 22.There are 304 NSW Covid patients in hospital - including 50 in intensive care, 22 of whom require ventilation. Victoria is now grappling with 11 cases of coronavirus in the past 24 hours, with hopes the state's lockdown could still end at midnight on Thursday seeming less and less likely.Acting Victorian Premier James Merlino said the state had recorded another six cases after the midnight cut-off and health authorities were "urgently" investigating them.The state is now dealing with 51 community transmission cases linked to the Melbourne outbreak, with another nine in hotel quarantine.Merlino said the situation in the state was "incredibly serious" and it was likely the outbreak "may well get worse before it gets better".The outbreak has spread to four aged care homes — with Arcare Aged Care Home, in the west Melbourne suburb of Maidstone, now having three cases linked to it.The home was put in lockdown over the weekend after a worker, a woman aged in her 50s, tested positive to coronavirus late Saturday night.Arcare today confirmed a second team member and a resident had since tested positive to coronavirus.The resident had received one dose of the Pfizer vaccine however the second team member had not received any vaccinations.The aged care resident is displaying mild symptoms however has been taken to hospital as a precaution."Arcare is well prepared for this outbreak and our infection control practices position us well to manage this effectively," the aged care provider said.Another of today's cases is a worker at the BlueCross Western Gardens aged care home in Sunshine, the suburb next to Maidstone in Melbourne.The staff member tested positive late last night and is a close contact of the care worker who tested positive at Arcare.In a letter to staff, BlueCross' CEO said 76 per cent of residents had received their first coronavirus vaccine.And the Coppin Centre Royal Freemasons aged care home, along with the Royal Freemasons Footscray aged care home, are now both in lockdown after its staff worked in a home where a positive coronavirus case has been identified.Kerri Rivett, the chief executive of the aged care provider, said the homes had brought in "full outbreak procedures"."We have just been notified that clinical staff members at our Coppin Centre and Footscray homes have, last week, worked at another aged care provider where a staff member has now tested positive for Covid-19," she said."The potential exposure occurred during work at the other provider and all staff were wearing a mask. Within our homes, staff have also been wearing masks at all times."Fears of extended lockdown over aged care casesEarlier today, health experts admitted the mystery case found in the Arcare Aged Care Home in Maidstone was extremely "concerning" as contact tracers rush to figure out how the employee caught coronavirus.A massive health response, including a testing blitz of all staff and resident, was launched on Sunday morning after it was revealed the woman had inadvertently worked for two days while infectious.Leading infectious diseases expert Professor Sharon Lewin said the mystery case in the aged care home was "concerning" but Melburnians should take solace in the fact that she had received the first dose of the Covid-19 vaccine."The mystery case is certainly concerning. [Firstly], it's a mystery case, so we need to know where this person acquired Covid. And second of all — they work in an aged care home which is the most vulnerable setting for Covid," Lewin told ABC News Breakfast.Lewin said it was encouraging that contact tracers continued to link Victoria's new cases — but the aged care mystery case could mean lockdown is extended."Thousands and thousands of tests have been done, which is fantastic. And up until this one mystery case, they have all been linked which is also very reassuring," she said. Alicia Sometimes is a writer, poet, broadcaster and musician. She is a regular guest on 774 Radio National and is one sixth of The Outer Sanctum Podcast. Alicia was editor of the national literary journal Going Down Swinging for seven years. Alicia was one of the 3RRR’s Breakfasters team in 2015 and was on Aural Text for fourteen years and has appeared in ABC TV's Sunday Arts and ABC News Breakfast. Her poems have been in Best Australian Poems, Overland, Southerly, Westerly, The Age etc. Alongside Nicole Hayes, Alicia edited an anthology of footy stories called From The Outer. Their next book, A Footy Girl's Guide to the Stars of 2017, was released in February and showcases some star players of the inaugural AFLW season. Peter Reith was a member of John Howard's cabinet from 1996 to 2001. He served as Minister for Small Business, Minister for Employment and Workplace Relations and the Minister for Defence. He's perhaps best known for formulating the GST policy and his roles in the 1998 waterfront dispute and the "children overboard" scandal. Peter's just released The Reith Papers, an annotated collection of his diary entries during his time in government. Here we got to discuss (and occasionally lock horns over) the notion of humanising politicians, the recent Paris attacks, military action in the Middle East, Australia's approach to processing refugees and the role of unions in today's society.
