We met to discuss her new book, "A Circumpolar Landscape", and the fascinating comparisons between Scandinavian and Canadian landscape painting beyond national borders. We discuss the way the paintings can often exhibit masculine performativity in their erasures and how the painters are nostalgically reminiscing about a landscape changing in front of their eyes from colonial environmental degradation, making the landscapes they painted an "environmental history [that] had become a memory". Plastic Colonization: Indigenous Nations Survivance in the Arctic Circumpolar Region

Today we go to the state of Alaska which is home to 229 federally recognized Native American nations. Our guest joins us for the hour to share her experiences at the United Nations Environmental Programme 4th Session of the Intergovernmental Negotiating Committee (April 23rd-29th, 2024), including the United States violations of the United Nations Declaration on the Rights of Indigenous Peoples, U.S. militarism, plastic colonization from the violent legacy of the American petroleum and chemical companies maiming, MMIWG2+, and the wounding and killing life throughout the Arctic region combined forms are intensifying the process of genocide and are placing Indigenous peoples throughout the Arctic Circumpolar Region futures at risk. There are more than 13 million people from more than 40 ethnic groups and Indigenous nations inhabiting the Arctic Circumpolar North region and all face real and formidable risks and threats from the climate crises, state-corporate violence, other compounded forms of settler colonial violence, including the intergenerational harms caused from plastic colonization. With the annual plastic production doubling in 20 years to 460 million tons, plastic contributions to global warming could more than double by 2060 if current rates remain unchanged. Plastic colonization severely impacts the Arctic region and it is, in fact, a “hemispheric sink” where plastics and petrochemicals from the South (of the Arctic region) accumulate, leaving Indigenous communities and nations to bear the brunt of pollution that did not come from their traditional lands. The United Nations Environmental Programme (UNEP), the fourth session of the Intergovernmental Negotiating Committee 4th Session was held from April 23rd to April 29th, 2024 in Ottawa, Cananda. The meeting, nonetheless, was attended by 480 observer organizations, including environmental NGOs and 196 fossil fuel and chemical industry lobbyists and its purposes was for all parties to develop a legally binding instrument that ultimately would eliminate toxic plastic productions as one way to stop plastic colonialism, the killing life on the Mother Earth, and help reduce the impacts of the climate crises. Vi Waghiyi is a nationally recognized environmental justice leader and is frequently invited to speak locally, nationally, and internationally. Vi serves as a leader of the Global Indigenous Peoples Caucus that advises the United Nation's international delegates for treaties concerning persistent organic pollutants. She served as a member of the Environmental Health Sciences Council that advises the National Institute of Environmental Health Sciences. The Native Village of Savoonga is located on what is colonially known as the St. Lawrence Island which is located west of mainland Alaska in the Bering Sea. Two years ago on August 9, 2020 we marked the International Day of the World's Indigenous Peoples by launching our podcast which we call “ᐅᓂᒃᑳᑦ / UNIKKAAT / UNIPKAAT / UNGIPAGHAT / NALLUNAIRUTET / Circumpolar Waves”. In 2022 we are proud to mark this day with a special podcast to discuss the “Circumpolar Inuit Protocols for Equitable and Ethical Engagement” – or EEE Protocols, released in June 2022. The 2018 ICC Utqiaġvik Declaration mandated ICC to facilitate the development of Equitable and Ethical protocols to aid creating a needed paradigm shift for our equitable involvement, for our Indigenous Knowledge to be involved and treated with trust and respect, and to put an end to top-down approaches often seen within international forums, research, decision and policymaking and many other places. The EEE Protocols are the result of many years of work and specifically over the past three years, Inuit from across Alaska, Canada, Greenland, and Chukotka have worked together to create this document. Across the Arctic there are important discussions about climate change, resource development, research, and wildlife management. At the international level, discussions on these topics and additional issues such as biodiversity, shipping, and food security are taking place that affect our way of life. Yet our communities and Knowledge are often not equitably involved in activities that impact us. The EEE Protocols provide a pathway to success for international organizations, researchers, decision and policy-makers. Charis Gullickson is the Curator and Public Sector PHD Student in Art History at the Arctic University of Norway. Charis has a mantra, and that is: museums are not neutral. They're institutions of culture and agents of change. This is a relatively new concept because, historically, museums have been repositories of antiquities, often displaying artifacts with problematic pasts. This is an issue because without knowing its past, we may revere certain pieces of art and ignore their origins, which could result in perpetuating problematic ideas. So, a lot of Charis' work is focused on contextualizing classic art so that it can be used as a tool for change.

Ade’ and welcome to the first episode of Xilegg: Our Arctic Presence. In this episode, originally recorded in late October of 2019, we visit with Unangax̂ scholar, activist, and performance artist Haliehana Stepetin. During our conversation we touch on the mapping of Indigenous spacialities that help us imagine and construct our understanding of the world as contemporary Indigenous peoples rooted in the constellations of our ancestors. Haliehana also speaks to her relationship with Iqyax (kayak) building. Haliehana Stepetin is Unangax̂ and was born and raised in the village of Akutan in Alaska's Aleutian Islands. She brings this upbringing into her re-search theorizing subsistence cosmologies as the central component connecting aspects of Unangax and Indigenous ways of knowing in the diverse topics of study she engages. Haliehana is a PhD student in Native American Studies at the University of California Davis. Haliehana is a scholar and activist, an Unangax̂ dancer, choreographer, Indigenous performance artist, Unangam Tunuu learner and Indigenous language activist, subsistence practitioner, and Navy veteran. Her scholarship engages Indigenous performance as embodied knowledge to (re)center Indigenous Knowledge systems in education and academia with, by, and for Indigenous and Alaska Native communities. Because all treks are not equal, there is still a target to shoot for: The Fernando Magellan Buckle ( known as the Fernão de Magalhães Buckle in Portugal). If you complete your Circumpolar trip running (on team or teams) in less than 12 months, you will be eligible to get the Gold Buckle. If you can beat the 16 month mark, you can get a Silver Buckle. Over 16 months is only the Medal. The corresponding marks for multisport are 8 months and 12 months….. Your clock starts the first day your first team logs miles. That is the day you get your first passport stamp to enter Mexico. And it is the same day that time starts ticking. Are these hard targets? Yes. Not everyone will be able to wear a Gold Buckle…. or a Silver one. I don’t think anyone will be hanging their heads in shame over a medal. But, if it was easy, what would be the point? Lazarus Lake‎ I am a big believer in getting rid of a pecking order on a team (whether it’s a HS XC team or a pro team like @NAZ_Elite). EX: This summer @HotPaquettes, @kellyn_taylor and @Steph_Rothstein have raced three times with a different order of finish each time. Oceanographer Dr. Helen Phillips of Tasmania is a drifter at sea studying the Antarctic Circumpolar Current. This current flows all of the way around Antarctica and separates the warm waters of the subtropics from the cold Antarctic. The Antarctic Circumpolar Current is like a big wall in the path of this movement of heat. Helen Phillips is studying those processes that allow the heat to move across the current. Eddies and the meandering of the current are a key part of her studies that help her to understand this process and climate change. She says the world our children will live in is vastly different from the one that she has enjoyed because of climate change unless we say right now, this is not good enough. We need to demand that action be taken to improve our future. June is Ocean Awareness month. Helen explains her research and the instruments she uses.

And the state has cared for them in the past, that the state has said 'Yes, we are here, you can depend on us. Put aside your traditional ways of gathering food or of looking out for each other. Because we are here now, and we are here to, you know, supplant your economy with our economy now, so you can depend on it and we'll be there.' And then for that state to disappear, is deadly. It's really deadly."In Part 3, National Book Award Finalist and Fulbright fellow Julia Phillips, author of the debut novel Disappearing Earth, discusses behavioral expectations for women across the circumpolar North, including some surprising differences and similarities across cultures. Discussion includes the “second shift” women endure across cultural and national identities, and examination of the common threads of colonialism which have impacted Indigenous cultures in both Russia and the United States. Phillips reflects upon the struggle of Indigenous Kamchatkans to retain language and traditional way of life. She reminds us that the infrastructure buildup during the years of the U.S.S.R. provided enormous economic security to rural Kamchatkan communities, which collapsed with the fall of the Soviet Union. She talks about the privations remembered in rural Kamchatka after Soviet support evaporated, complicating current sentiments about the future of the Russian State. In closing this episode, Phillips’ recollections of stories told by Indigenous Kamchatkans of the post-Soviet era, serve as a cautionary tale to Alaskans of the dangers rural communities here face in our current era of declining oil revenues.

In this episode, we dive into specifics about the author's identity and experience as a white American woman from New York City, observing rural and Indigenous Russians of Kamchatka in their day-to-day lives. We hear her reflections about time spent in rural Kamchatka, traveling with dogsled teams, reindeer herding families, and gathering wild foods. We reflect on circumpolar questions about the ocean’s fish supply after Fukushima, and in the context of a warming Arctic. She shares her observations about the post-Soviet religious environment, including Russian Orthodox religion and shamanism, and her experiences with various modes of transportation, including by Soviet tanks with snowmobile tracks. Her cross-cultural perspective sheds insight on the way educational systems in other parts of the world contrast with, and exceed what many Americans may imagine. In closing, the episode circles back, to the pervasiveness of enforced patriarchal, gender-based expectations and violence in the day-to-day lives of women in the circumpolar north.

Part 1 addresses initial questions regarding her approach to setting, title, and cover, how she ended up going to Kamchatka, and begins discussion of gender-based violence, a key issue in her novel. We discuss some of her literary influences, and the hope that this book prompts broader awareness of and concern for resolution of the complex crisis of murdered and missing Indigenous women. In her new book, Norths: Two Suitcases and a Stroller around the Circumpolar World, released last month from Conundrum Press, Alison ramps up those affections. It's an account of her six-month trip to circumpolar regions and her time in four art residencies in Finland, Russia, Greenland, and Iceland, all above the 60thParallel. Traveling with her partner Patrice and her son Riel, Alison kept a diary of her experiences in the form of postcards that she sent off almost daily to friends and supporters who had agreed to back her project. The result is a unique travelogue, in sequential postcard form, of her exploration of northern climates, her experiences at the various residencies, and her attempts at trying to balance life, work, and family. In this episode of the Red Man Laughing Podcast we take you inside the Indigenous Circumpolar Women's Gathering hosted by Dene Nahjo in Yellowknife, NWT. This episode gives you access to the Gathering's closing circle - the process that was put in place for the women to hear the "declaration" and the view the document that was created throughout the week to give the women a chance to bring the work home to continue the conversations. This episode captures the powerful process of reflection, recommendation & analysis by the women in attendance and there are many takeaways from listening to this process. From the Indigenous Circumpolar Women's Conference website: The gathering will bring together established and emerging Indigenous women leaders from across the circumpolar world for a series of workshops and panel discussions, and will allow emerging leaders to connect with established ones to develop mentoring relationships. Women leaders in many Arctic Indigenous communities are not recognized or respected for their leadership roles. All too often, women are discouraged or barred from entering high-profile jobs or political roles. Colonization has left many Arctic Indigenous communities with a patriarchal legacy of disrespecting women that tolerates and even condones violence against women and girls.
