Governor Doug Ducey: Pioneering Education Reform in Arizona

Better Learning Podcast

Governor Doug Ducey is known as one of America's most successful entrepreneurs and most successful governors. In this episode, Governor Doug Ducey provides insights into the education landscape in Arizona, drawing from his background in business and politics. He emphasizes the importance of innovation and choice in the education system and discusses success stories such as charter schools and programs like Teach for America. The conversation delves into various aspects of education, including competition, school choice, fundamental education, innovation, and the role of community colleges. Governor Ducey also touches on the future of free enterprise and economic freedom.   Takeaways Innovation and choice are crucial in the education system. Success stories like charter schools and Teach for America demonstrate the potential for positive change. The education establishment often prioritizes protecting its interests over student outcomes. Arizona's culture allows for greater innovation and change in education. Competition can lead to improvement in schools. School choice empowers parents and can enhance both charter and district K-12 schools. Concerns about school choice include the loss of neighborhood community and political alignment. Fundamental education should prioritize reading, writing, and arithmetic. Innovation, such as educational savings accounts and online platforms, can transform learning. Community colleges play a crucial role in providing affordable education and skills training. Economic freedom and entrepreneurship are essential for individual and national success.   Governor Ducey was born and raised in Toledo, Ohio, where he began his career in business with Procter & Gamble, and later served as CEO of Cold Stone Creamery. There, Ducey led the expansion of the ice cream franchise from one single store into a business with 1,400 locations in the United States and 10 other countries.   Elected Arizona's 23rd Governor in 2014 and reelected by an even wider margin in 2018, Ducey successfully championed historic policy initiatives, enacting the lowest flat income tax rate in the nation, introducing a first-in-nation law that requires students to pass a Civics test before graduating from high school, knocking-down licensing requirements that stood as a barrier to work, and eliminating or improving over 3,365 regulations resulting in the equivalent of a $183 million dollar tax cut.    Ducey may be best known for pioneering Education Scholarship Accounts and universal school choice – providing every family with the opportunity to have their student attend whatever school is best for them. As the Hill reported, Arizona's program “has become the standard that school choice advocates argue other states need to emulate.”    Legendary Conservative Columnist George Will described Ducey as the “most successful 21st century governor.”    Under Governor Ducey's leadership, Arizona also experienced unparalleled growth with the state's economy having boomed while the size of government has shrunk. When Ducey left office, Arizona's government employed 5,000 less state workers than when he took office, and the state's economy added over 500,000 private sector jobs.           Learn more about Doug Ducey:   LinkedIn: https://www.linkedin.com/in/dougducey/ Twitter: https://twitter.com/DougDucey Instagram: https://www.instagram.com/dougducey/ Facebook: https://www.facebook.com/dougducey/ YouTube: https://www.youtube.com/@dougducey     Learn more about creating better learning environments at www.Kay-Twelve.com. Improving Education Requires We Reform Our Political System First

Paul Johnson welcomes the president of Thomas R. Brown Foundations, Sarah Smallhouse, and Rodel Foundation Chairman & Founding Director, Don Budinger, to talk about how political reform is key to improving education. The three go over why their foundations, that were set up to improve education, have made leadership a high priority. They establish a real connection between a country's leadership role and the quality of its public education system. They believe the partisan system has harmed our ability to improve education, and they talk about the reform approach they believe should be followed to achieve a high quality educational system. Sarah Smallhouse talks about the Brown Foundations and why they have made leadership a high priority. The Brown Foundations have worked to help leaders on both sides better understand state issues through educational programs designed to help leaders understand the complexity. However, Sarah points out that Brown Foundations went into leadership because the real focus was education. However, with so many leaders applying simple partisan approaches to education, they felt it necessary to help educate leaders and the public on issues. Don Budinger touches upon the origin story and the purpose of the Rodel Foundation, as well as how things have been on the educational front. Don Budinger had been a tech leader. He and others saw how our educational system in America was dramatically underperforming. When building the Rodel company, Bundinger and his partners noticed an educational difference between the high school graduates they hired in Europe and Asia to run their factories and companies in the U.S. Don points out there is a strong correlation between a country's leadership role and the quality of its public education system. As countries rise to becoming major superpowers, and those that provide for a high quality of life for its citizens, one of the determining factors is the quality of the educational system. And this is true for the United States too, says Don Budinger. Budinger discusses one thing that, if properly addressed during the learning process, can help every kid and improve the whole system. According to Budinger, what's currently missing in Arizona is the leaders' commitment to do what it takes for the whole system to improve. Sarah Smallhouse points out one thing that philanthropy cannot do: replace the public sector funding of public education. Philanthropy and foundations, with all their wealth, are significantly under financed to replace the role the government plays in funding. Don Budinger shares the findings of an experiment he ran years ago regarding education for children living in poor environments, and the approach that should be taken. This includes making sure that the children who can be high performers are given the tools to succeed just like those children who will need additional help. Unfortunately in poor environments both are in short supply. Paul, Smallhouse, and Budinger talk about the problems with the existing system. Paul points out that one party wants more money, but they reject reforms that demand more out of the system. The other party wants to increase demands, but they consistently underfund education. This is because the narrow interests that elect them in their primaries fundamentally are not concerned with improving outcomes, only serving the special interests within the party. Don Bundinger highlights the fact that compromise, which used to be the nugget of progress for most of American history, is now perceived as a weakness. The existing system promotes a zero sum game. Education requires the best from both sides. Paul and his guests unpack what they consider reform ideas that could help improve both primary and general elections. This would include eliminating the discrimination against unaffiliated voters and candidates that today represent the largest political group. This would empower less partisanship and focus more on the ideas necessary to make improvements. Paul pointed out how he had other guests from other states that have implemented reform including the Republican Majority Leader in Alaska. These representatives have said on prior shows that the reforms stopped leaders from focusing on divisive issues like who can use what bathroom and instead focus on big issues like education, quality of life and jobs.     Mentioned in This Episode: optamerican.com Addictive Ideologies: Finding Meaning and Agency When Politics Fail You by Dr Emily Bashah and Hon Paul Johnson The Optimistic American on YouTube - @optamerican Become a premium supporter of the show: OptAmerican.com/premium Sarah Smallhouse  Thomas R. Policies provide guidelines for the operation of a particular system, especially one that has a hierarchical structure. Education, perhaps the most important system in our nation, is no different.  Good policy guides decision making. No policy makes decision-making unreliable and sporadic.  And bad policies do way more harm than good.  And policy is just the start.  What happens after the policy is in place is what is the most important. "In America you're free to do anything, you want to do, but you can't choose the consequences of your behavior."So says John Yearwood, author of Jar of Pennies, a novel about a murderer who was failed by America's educational system that focuses on teaching to the test, not on critical thinking. Yearwood is our guest on the Lean to the Left podcast."Consequences are going to be determined by what you do," Yearwood says. "And a lot of, kids don't get that idea coming through school and, or for that matter, a lot of other necessary life skills. All of them all of them going along with the, with the principle of critical thinking."So part of what what I'm doing in Jar of Pennies is telling the story of a guy who just didn't have the the, education and to acquire the skill to think through what happens when you do certain sorts of things."And the result of that is he, can only live a, life of reaction. He can't plan for anything in the future, he can't plan his actions so that he ends up in a place where he wants to end up. And the ultimate result of living a life of reaction is he lives just long enough for the state to execute him."A former stringer for the New York Times, Yearwood taught in high schools and universities for 30 years and was an award-winning journalist for 15 years. He has published hundreds of editorials and columns and thousands of news stories, as well as academic works on the First Amendment and the extra-Constitutional powers of the Presidency during times of crisis.John now volunteers helping elementary students improve their reading skills and assisting refugee immigrants when he is not writing. Some of our questions for Yearwood:Q. Tell us about Jar of Pennies and how it relates to our topic today.Q. Is corruption more or less widespread in small town America?Q. Do differences in diversity within the population of small town America vs. larger American cities play a role here?Q. We still are seeing manifestations of racial unrest and bigotry, especially in former slave states in America, but really elsewhere, too. Right?Q. How is “fear” a rural pastime in East Texas, practiced by locals on one another, sometimes in jest, and on most strangers as a way of preventing social change? You like to use a rattlesnake as an example, right?Q. Does the increased use of artificial intelligence, which allows people to use special software to automatically write documents pose a threat to students learning how to write effectively?Q. I noticed a Facebook post in which you say that over the last five years you've mentored local elementary and middle school kids as a volunteer reading teacher, and that this year you had two pregnant 12-year-olds in school, both victims of incest. You write that “if you support overturning Roe, then you murdered those girls.” Comment further?Q. What are your thoughts about the supreme court? Should it be expanded?Q. How can people reach out to you and buy your book?

The app is using data from assessments to personalize resources and provide recommendations tailored to meet the requirements of the students. We got really intrigued by the sense of passion he has, the humble attitude, and his appreciation for life. Advice from Boye: You must understand sometimes when you're not yet in the limelight and you're just reading that book or writing that framework or thinking of that idea and drawing all those things on your paper. They matter as much as when you're now implementing them. So you have to have reverence for every single moment. They also pull from each phase of their educational progressions to address specific ways we can improve public education and why homeschooling can be great (but also why it might not be for everyone). If you are an educator seeking to expand your views of what education is and can be, if you are a parent considering what homeschooling or unschooling might mean for your own children, if you are a community stakeholder who wants public schools to better address students' needs, this episode is for you. Many people involved in public schools tend to shrug off or downplay homeschooling, but that is a narrow and short-sighted view that limits our understandings of what education can or should be. People have been educated outside of school institutions for most of human history; the modern conception of school is a relatively new invention, so if we are serious about considering all options, pulling all the best ideas together, and creating systemic change to improve educational processes and outcomes, then the Koreshi family's experiences and comparisons must be considered. Welcome fellow Recovering Traditionalists to Episode 14.  Today we are looking at The Teaching Gap   Today’s insight comes from.  Today’s insight comes from a book that I think should be required reading for all educators and parents: The Teaching Gap: Best Ideas from the World’s Teachers for Improving Education in the Classroom by Stigler & Hiebert. As much as I hate comparing the education system in our country to other countries, this book is so powerful.  One of the reasons I hate doing comparisons is that there are so many factors that go into the education of a child and the culture of the country plays a large role in those factors.  However, we shouldn’t focus on the things we can’t control and instead we need to focus on the things we can control. We do have control over what happens in our classrooms, in our schools, in our districts.  The way we teach mathematics is up to us. Get all the info at the show notes here: buildmathminds.com/14

When we thinking of measuring outcomes in education, we often think of test scores as the ultimate indicator. But a team of practitioners and researchers in Baltimore City are working together to use a science-based method to identify and implement incremental changes, and to empower teachers, school leaders and others to understand and use multiple layers of data in their day-to-day work. On this episode of Data Points we speak with Jarrod Bolte, founder of Improving Education; Faith Connolly, Executive Director of the Baltimore Education Research Consortium (BERC); and Marc Stein, Associate Professor of Education at the Johns Hopkins University School of Education and Research Co-Director of BERC, about how practitioners are using improvement science to make smaller changes to achieve outcomes in areas like early literacy and attendance for students in Baltimore City schools. For further reading, check out these EdWeek blogs from the perspectives of researcher and practitioner. And linked here is a video of Improvement Science at work in Baltimore City high schools. Gabbie Stroud loved her job as a primary school teacher. Eventually, what she calls the changing nature of teaching led to burn out, and her decision to leave the profession. In an essay she wrote for the Griffith review, she talks of her frustrations, but also of a future for education filled with hope and guided by a few dangerous ideas. Whilst not in the classroom, her passion for education remains strong, and she calls for things like profound commitment to teachers, trust, and renewed thinking on things like creativity, imagination and ingenuity. And she does this for the sake of a student she calls Australia. In her essay she asks, "Who would teach her? How would she learn?" Thanks for your listening! Please feel free to leave your comments and/or opinions to andiemarcle@gmail.com Synopsis of Today's Topic: What is the biggest risk when improving education system? Financial barrier or our avarice for talents and our indifference to unequal opportunities? The main difference between people and things is that things are born the way they are, but people can be changed all the time. Today, talent becomes a label this world gives to it, and it is just another price tag. If we find a person only because he has been discovered as a talent, we are just trading, and there is no gratitude and responsibility. Therefore, speaking of education, we always idealize that education is the worthiest investment, but the truth is that the talents we see today are the survivors (not beneficiaries) of the current education system and the excellence we value today has becomes a filter (not a reference) that we never think of the difference between nothing and an opportunity. The best investment we think is only to pay for talents rather than do for them before they are called talents. The biggest risk of education reform is our greedy for the talents, that we treat them as commodities. That’s why sometimes change should start from us.
