 Washington, DC, May 17, 2024 — On this month's podcast, the National Association of County and City Health Officials' (NACCHO) Adriane Casalotti, Chief of Government and Public Affairs, and Victoria Van de Vate, Director of Government Affairs discussed the current status of the H5N1 avian “bird” flu outbreak in dairy cattle and the situation on coordinating a federal-level response, from making personal protective equipment (PPE) readily available to testing livestock and farmworkers. The Centers for Disease Control and Prevention (CDC) recommends that local health departments connect individuals to testing if they observe an increase in sick animals and farmworkers, utilize CDC communication resources, and ensure that farms and farmworkers have access to PPE.   Later in the program (13:24), Elana Filipos, Program Analyst on the Maternal, Child, and Adolescent Health team at NACCHO, and Mary “Maret” Wachira, Health Educator Consultant and IBCLC at the Florida Department of Health in Citrus County (DOH-Citrus), discussed how DOH-Citrus initiated a pilot program to provide prenatal care and treatment for pregnant people with substance use disorders (SUDs). Drug overdose deaths in pregnant and postpartum women increased significantly between early 2018 to late 2021, according to a recent study by researchers at the National Institute on Drug Abuse at the National Institutes of Health. However, pregnant people seeking support for an SUD during the perinatal period may face stigmatizing barriers to care that prevent them from accessing medical treatment and behavioral interventions. This post summarizes why and how to apply to the Presidential Management Fellowship (PMF), a prestigious two-year program that allows recent graduate degree recipients to get jobs in the US federal government. It's widely considered one of the best pathways into policy. Applications are open annually in mid-September. Hundreds of people go through the PMF each year, including many with STEM backgrounds, despite the historically greater numbers of fellows with traditional policy degrees. If you are interested in applying to the PMF — including if you are still unsure or plan to apply in future years — we strongly encourage you to fill in this form so that we can help connect you with others who have gone through the program. Summary: Why you should strongly consider PMF The Presidential Management Fellowship (PMF) program is a prestigious, two-year fellowship that places graduate degree holders in US executive branch agencies. Fellows in the program are typically referred to as “PMFs”. Core features of the program include: PMFs receive good full-time salaries with civil servant-equivalent benefits and are generally promoted each year during the program. PMFs can non-competitively convert to permanent civil service positions after their two years. This is a big deal, as it presents a fast track to highly competitive government jobs and an easy way for agencies to hire a pre-vetted candidate. PMFs can get sponsored for a security clearance. PMFs typically get to rotate to at least one other agency for 3-6 months, which allows them to gain exposure to and connections within multiple parts of the federal government. PMFs receive mentorship and training from advisors outside their chain of command due to the PMF program's prestige and deep network. PMFs are respected and noticed. People in the policy community expect PMFs to be inquisitive, rising leaders and are happy to answer their emails, take calls, or get coffee. You can do a wide range of jobs as a PMF. Roles that are regularly advertised on the PMF jobs platform include Policy Analyst, Economist, General Engineer, HR Specialist, Management and Program Analyst, IT Specialist, Operations Research Analyst, International Relations Specialist, and many more. It's therefore a good potential pathway for people with both STEM and non-STEM degrees and with a wide range of interests, including research, operations, and tech development. Who is eligible? The application cycle begins each fall, recently in mid-September. You are eligible to apply if: You have completed an advanced degree (MS, MA, JD, LLM, PhD, MPA, MPH, MBA, etc.) at an accredited institution (international degrees are subject to review) within the two years prior to the application's opening date (e.g. you can apply in September 2022 so long as you graduated after September 2020); or You will complete your advanced degree by August 31 of the year following the application's opening date (e.g. you can apply in September 2022 if you graduate in or before August 2023). There is no cap on the number of times you may apply, as long as you meet the eligibility requirements. For example, if you complete an MS and later complete a PhD, you could conceivably apply six times – three for each separate graduate degree. In recent years, there has not been a requirement to travel for any components of the application. This is expected to continue for the foreseeable future, though is subject to the recruitment planning of the PMF Office. While you do not strictly need to be a US citizen to apply, you realistically need to be at least a US permanent resident (i.e. have a green card) to become a PMF. In order to...

Her family originates from the mountains and cornfields of Saín Alto Zacatecas and Hidalgo del Parral Chihuahua. On this episode of The Aunties Dandelion, Saray takes the time to revisit the detailed stories of her mother - and of her mentor as she explains her influences on her own journey back and forth across borderlands. "Hearing about the migration.. all of those little trips.. it makes so much sense to me why I feel also the need of kind of moving around," Saray says. "Migration is in my blood." Argumedo received her Masters in Community and Regional Planning from the University of New Mexico and during his time, Argumedo had the privilege of working with farmworkers and Indigenous communities throughout Mexico, New Mexico and now at Ysleta del Sur Pueblo. Today, she is a first-year doctoral student at The University of Texas at El Paso and serves as the Program Analyst for the Department of Tribal Empowerment at Ysleta del Sur Pueblo, where she has created and implementing decolonizing-participatory methodologies to help support the Pueblo's educational programs.

Jayne Amelia talks with Lori Nelson, former social worker working in the foster care system and now with the LA County Probation Department. "Lori was born a crusader with a heart for lost pets, the kid bullies made fun of and the person to run to and run away with when things were scary and unsafe. Lori’s childhood experiences led her to work in the helping profession in various human services organizations bringing value to clients fostering lasting and positive relationships. Lori graduated from the University of Southern California with a degree in Sociology and also a Master's degree in Counseling and Education from California State University Dominguez Hills. She then worked as a Domestic Violence Specialist at a domestic violence shelter advocating for and encouraging women to become survivors from abusive relationships.  Lori went on to work as a social worker for a foster family agency in group homes for girls and then as a CSW with the Department of Children and Family Services where she first worked with a Permanent Placement caseload with children from birth to age 18, and then with Transitional Age Youth (TAY).  DCFS is where Lori met again and was assigned to work with Venus Manual, a bright, gifted teenage girl who Lori found to be genuine and honest with determination and perseverance rarely seen in some one so young.  Lori left DCFS but continued to work in human service management at El Nido Family Centers for pregnant and parenting teens and Penny Lane Centers for the Wraparound Program.  She later returned to Los Angeles County to work as a Program Analyst for the Los Angeles County Probation Department for PPQA, Permanency Placement and Quality Assurance; again, working with Transitional Age Youth. Venus was working as a Probation Officer with TAY when their paths crossed again at an event honoring TAY called Success Is Our Future, not as client and social worker, but as women, as friends, with a life-long special and unbreakable bond.  Lori says Venus is 'her baby' and Venus calls Lori 'Mama Lori'.

During the first year of trying to conceive, Traci became pregnant twice but miscarried both times. Her doctor discovered she had a balanced translocation, and she consulted with a genetic counsellor about how to best move forward. A month later, further testing revealed she had Factor V Leiden and bladder cancer. The tumour was quickly removed and she began chemotherapy. They wanted to understand more about residents' experiences with housing and moving in particular. What motivates households of all sizes to move or stay where they are, both now and in the future? And what do these reasons mean for the availability of family-sized units and, more generally, residential stability across DC? Kathy Noll is the Program Analyst at the Council on Chemical Abuse. That means she works on various projects within the agency to ensure quality program deliverables. The Naloxone Project started in 2015. A grant was approved for the training and dispensing of Naloxone to the general public. The grant has ended, but COCA feels this project is a critical need to the community and has continued the project. Naloxone reverses the effect of the opioids and prevents an overdose. Individuals receive training on how to administer Naloxone in emergency situations until medical personnel can intervene. The Council on Chemical Abuse works with area EMT departments to facilitate trainings on the effective use of Naloxone as well as dispense Naloxone kits to those who attend. Kathy states Naloxone is easy to get and to administer. It is a lifesaver!

Program title:  "A River Runs Through It:  Pennsylvania, New Jersey and Delaware Employment Laws & Issues" Speakers: Michael Homans, Labor and Employment shareholder, Flaster/Greenberg P.C. Wanda Flowers, Chief Counsel, Sunoco, Inc. Nori Sue Fey, General Counsel, Bayada Nurses, West Deptford, NJ Mary Tiernan,   Program Analyst for the EEOC Only the Delaware River separates NJ,PA and DE geographically, but they are worlds apart in their laws regulating the workplace. NJ places greater burdens and restrictions on employers, while providing employees with many additional remedies and causes of action. PA provides employees with fewer causes of action, but does present greater risks and liabilities as to some areas of employment law -- such as wage payment and collection. And it's a "small wonder" that DE, just down the river, has its own set of rules, too.  Further muddying the waters are the procedural and administrative differences in initiating employment discrimination claims in each jurisdiction. This panel discussion identified key areas of concern and helps counsel to companies with operations in all three states navigate the variations in state law.
