Mikie Sherrill delivered a 90-second speech from the House floor supposedly opposing the government funding bill—however, she primarily used the opportunity to brag about her gubernatorial election win and announce that it will be her final speech as a member of Congress: “This will be my last speech in this chamber.” She plans to submit her resignation next week—triggering a special election to fill her seat. Democrats will have another House vacancy after only just filling a previous vacancy Wednesday afternoon.

The government shutdown is inching closer to an end as members of the House of Representatives return to Washington today. They are expected to vote on a bill to end the shutdown this week, after eight Senate Democrats voted with Republicans to advance a budget package on Monday night. The package includes funding for the government until January and would also reinstate federal employees who were laid off during the shutdown. But, and there's a big but, the budget package does not include an extension of Affordable Care Act subsidies that make health insurance more affordable for millions of people. Today, Razib talks to Coltan Scrivner, a behavioral scientist, horror entertainment producer, and author, whose work centers on the psychological and evolutionary roots of our fascination with darkness, horror, and true crime. He is affiliated with the Department of Psychology at Arizona State University. Scrivner also serves as the executive director of the Nightmare in the Ozarks Film Festival and founded the Eureka Springs Zombie Crawl. He has been featured in The New York Times, CNN, The Wall Street Journal, NPR, TIME Magazine, National Geographic, Scientific American and Forbes. He is the author of Morbidly Curious: A Scientist Explains Why We Can't Look Away, where he explores how our fascination with horror functions as a survival-oriented, yet deeply human, impulse. Though working in psychology and behavior, Scrivner's original training is in biological the sciences, and Razib first probes him on the possible evolutionary origins of our persistent interest in horror, and why we might actually be attracted to the phenomenon in the first place. Scrivner also explains how the horror genre differs from other narrative forms, in particular, the power imbalance that makes heroic action and tension much more difficult. Horror, in fact, primarily leverages our intuitions about how predator and prey interact, more than a battle between peers. Scriver also discusses the relationship between fear and our dreams, and the various psychological and evolutionary theories for why we might have so many nightmares.

Noah Henderson is the Director of the Sport Management Program and a Clinical Instructor at Loyola University Chicago's Quinlan School of Business. He helped amend Illinois' NIL legislation and played a direct role in establishing early frameworks that facilitated the legal payment of college athletes. He continues to advise athletic departments, brands, and sports agents nationwide on NIL policy, legal compliance, and best practices. He has also provided written analysis that has been entered into the public record, contributing to national discourse on antitrust, roster structures, and athlete access in college athletics. He contributed extensively to Sports Illustrated's NIL Daily, where his reporting and commentary helped shape public understanding of the evolving business of college athletics.
