What a wonderful resource for women.In this episode of Our Womanity with Dr. Rachel Pope, I am joined by Dr. Gabriela Alvarado to discuss perimenopause and menopause within the Latin American culture.Dr. Gabriela Alvarado is a physician and an associate policy researcher at RAND who focuses on maternal health and sexual and reproductive health using a reproductive justice framework. Her research includes the use of innovative qualitative and community-centered approaches to understand and address drivers of disparities in different reproductive health outcomes such as contraceptive uptake, breastfeeding, maternal morbidity and mortality, maternal mental health, postpartum depression, access to health information (and misinformation), and access to abortion. Prior to RAND, she has worked in primary health care delivery, the health nonprofit sector, state government, and as a consultant for the Pan-American Health Organization.She obtained her medical degree from the University of Costa Rica and has a masters in public health and anthropology from the London School of Hygiene and Tropical Medicine and Georgia State University. About the Lecture: **This lecture is part of the Asia Initiative Lecture Series** For 25 years after the end of the Cold War, most of the national security community assumed that nuclear weapon use was unlikely to be part of any future war. But over the last few years, North Korea has made regular threats of nuclear weapon use and Russia also threatened nuclear weapon use associated with its invasion of Ukraine. Moreover, the Chinese nuclear weapon force is rapidly expanding. These developments appear to make future nuclear weapon use more possible, especially limited nuclear weapon use. The escalatory implications of limited nuclear weapon use have not been well researched. This situation forces us to reevaluate more broadly the national security risks in many regions, and especially in Korea. This briefing addresses four major security developments on the Korean peninsula that contribute jeopardy to the national security of South Korea, the United States, and other U.S. allies. Nuclear weapon use is of course a major issue, but so is North Korean instability. Another issue is the dramatic decline in the size of the ROK Army, the result of demographic challenges and political choices, especially when coupled with the ROK decision to only partially fund its plan to offset its manpower reductions with technology versus manpower tradeoffs. And the potential for third party intervention, and especially Chinese intervention, further complicates Korean security. These four issues are developed, and suggestions made for how South Korea and the United States can at least partially mitigate these challenges.” About the Speaker: Bruce W. Bennett is a Senior International/Defense Researcher at The RAND Corporation. He is an expert in Northeast Asian security issues, having visited the region over 125 times and written much about Korean security. His research addresses issues such as the North Korean military threats, countering the North Korean nuclear threat and provocations, future ROK military force requirements, Korean unification, the Korean military balance, and potential Chinese military intervention in North Korea. Dr. Bennett specializes in “asymmetric threats” such as weapons of mass destruction (WMD) and how to counter those threats with new strategies, operational concepts, and technologies. He has recently completed reports on the current North Korean nuclear, chemical, biological, and cyber threats, and teaches a class at the Pardee RAND Graduate School on “Understanding Nuclear Forces.” He has worked with the Pentagon and with US commanders in Northeast Asia and the Persian Gulf on these subjects. He has facilitated a large number of seminar/war games to address these issues. Dr. Bennett received a Ph.D. in policy analysis from the Pardee RAND Graduate School (1979 dissertation on “Uncertainty in ICBM survivability”) and a B.S. in economics from the California Institute of Technology.

Mike also owns a real estate brokerage in a small town in the Finger Lakes region of central New York where he makes his home. Dr. Christopher Paul is a Senior Social Scientist at the RAND Corporation. He also teaches in the Pardee RAND Graduate School. Christopher provides research support related to operations in the information environment, information warfare, counterpropaganda, cyber operations, and related policy to a range of Department of Defense and U.S. Government offices, organizations, and commands. This episode features an interview between Dr. Yasmine Kalkstein, the Lead Character Integrator and Associate Professor at United States Military Academy at West Point, and Dr. Jeffrey Peterson, the Director of the Character Integration Advisory Group (CIAG), at the United States Military Academy.Dr. Peterson served on active duty for 28 years in a variety of leadership and staff positions in the United States, Korea, Cuba, and the Middle East to include a combat battalion command during “the surge” in Iraq. After command, he served as the director of West Point's economics program from 2008 – 2014. In 2012, Colonel (Ret.) Peterson was the Director, Center for the Army Profession and Ethic (CAPE) where he led the effort to publish the Army's first doctrinal manual on the Army Profession and Ethic. Formally, while serving as the Chair for the Study of Officership at West Point from 2015-2021, he stewarded the West Point Superintendent's capstone course on officership, designs character and leader development programs, and advises senior academy leaders on the state of West Point's Honor System. Today, understanding poverty, and particularly child poverty, in America. An expansion of the child tax credit or earlier this year shone a bright light on the nature of poverty particularly among America's children. The American Rescue Plan raised the maximum child tax credit to $3,000 or $3,600 per kid, depending on age. That's up from $2,000. During 2021 estimates began to pour in about the number of American children who had been lifted out of poverty. Estimates ranged from 3 million up to a potential of even 5 million. But what was really stunning was the understanding that in America, nearly 11 million children are poor. That's 1 in 7 kids, who make up almost one-third of all people living in poverty in this country. This number should be unimaginable in one of the world's wealthiest countries. Kathryn Anne Edwards is an economist at the RAND Corporation and a professor at the Pardee RAND Graduate School. Her research spans diverse areas of public policy, including unemployment insurance (UI); the science, technology, engineering, and math (STEM) education pipeline and labor market; women's labor supply; the challenges in retirement facing older Americans; and labor market issues for workers without a college degree. And we're back! Welcome everyone to the eighteenth episode of the Global Guessing Weekly Podcast, the podcast on all things geopolitics and forecasting. Today we are joined by GG alum David Manheim, lead researcher for the human challenge trial advocacy group 1DaySooner who previously appeared on The Right Side of Maybe to discuss his accuracy in forecasting Covid vaccines. David received a PhD in Public Policy from Pardee Rand Graduate School focusing on risk analysis and decision theory. He has done work on a variety of grants and contracts to research existential risk mitigation, public health, computational modelling, and infectious disease epidemiology for organizations such as the RAND Corporation. In addition to his work with 1DaySooner, David currently works with the Foresight Institute, is a Superforecaster with Good Judgement Inc., and recently became a visiting professor at the Israel Institute of Technology "working to build interdisciplinary collaborations with technical researchers on the promises and risks of emerging technologies." In this episode, you'll hear David talk about his work in biosecurity including the recent report he worked on for the Council on Strategic Risks, a US think tank, and his work with 1DaySooner on human challenge trials to learn how this change in vaccine testing could save millions of lives. We also chatted with David about the role that quantified forecasting currently plays in government policy and discuss why the technique is under-utilized. Since beginning his career in 2003, Dr. Brewster has held academic and research positions at the City University of New York and the University of Michigan, Ann Arbor, Michigan. He served as a consultant to expand the 125th Street business improvement district in Harlem, New York, and the Arsenal, F.C. Emirates Stadium housing regeneration project in London, England. The focus of Dr. Brewster's work is on identifying and correcting health risks created by projects, programs, and policies that typically are not viewed as having a ‘'relationship to health. He has a consistent track record of implementing grassroots strategies to address community concerns.In 2005, Dr. Brewster joined Florida International University (FIU) as Founding faculty in the Robert Stempel College of Public Health and Social Work. In March 2008, he became Founding faculty at FIU Herbert Wertheim College of Medicine to develop their community-based initiatives. As Founding Chief of the Division of Policy, Research, and Community Development and the Director of Green Family Foundation NeighborhoodHELP™ (Health Education Learning Program), Dr. Brewster oversaw the development of a broad network of more than 150 community partners and the recruitment and retention of more than 1600 households for the Green Family Foundation Medicine and Society community-based educational activities. He was also the co-Founder of the FIU-Aetna Health Policy Analysis Academy, a joint venture with the Pardee RAND Graduate School to develop healthcare strategies to address the social determinants of health.In July 2010, Dr. Brewster was a recipient of the prestigious Marshall Memorial Fellowship through the German Marshall Fund, bringing together Americans and Europeans to increase understanding and build transatlantic networks among the political, media, business, and nonprofit communities. He is a member of the Accreditation Council for Graduate Medical Education Review Committee for Thoracic Surgery, former Chair of Miami Homes for All, and board member of Health Foundation of South Florida in Miami, Florida. Dr. Brewster also serves on the technical advisory committee for the Consortium for Resilient Gulf Communities, an initiative to assess and address the social, economic, and public health impacts of the 2010 Deepwater Horizon oil spill in the Gulf of Mexico region.Currently, Dr. Brewster serves as the Sr. Executive Dean for Community Health Innovation atRoseman University College of Medicine in Las Vegas, Nevada. Kathryn Bouskill is a social scientist at the RAND Corporation and associate director of the RAND Center for Global Risk and Security. She is also professor of core coursework at the Pardee RAND Graduate School. She has a Ph.D. in anthropology and an M.P.H. in epidemiology from Emory University.  An anthropologist by training, Bouskill draws on qualitative and quantitative methods to study a range of sociocultural- and health-related issues. Her topical areas of focus include: the role of emerging technologies in health and wellbeing, issues in cancer prevention and survivorship, military mental health, social cohesion in a globalizing world, and global health. In this episode we talk about the unforeseen consequences of a fast paced world. We talk about the effects of a fast paced world on groups in society and on us as individuals. Osonde and I spoke on the heels of the Indaba, where he presented on AI Ethics and Policy. We discuss his framework-based approach for evaluating ethical issues, such as applying the ethical principles laid out in the Belmont Report, and how to build an intuition for where ethical flashpoints may exist in these discussions. We then shift gears to Osonde’s own model development research and end up in a really interesting discussion about the application of machine learning to strategic decisions and game theory, including the use of fuzzy cognitive map models. The U.S., China, and the Geopolitics of the South China Sea The South China Sea is among the world’s epicenters of geopolitical competition. 30 percent of all global trade ($5.3 trillion) passes through the waterway each year. China and its East Asian neighbors, including Indonesia, Japan, The Philippines, and Vietnam all have territorial claims, and established maritime defenses. Meanwhile in its pivot to Asia, the United States has been conducting freedom of navigation tours of its vessels in waters claimed by China. How can the U.S and China reduce the risk of conflict, and work on a peaceful and equitable resolution in this pivotal international waterway? Participants: Cortez A. Cooper III is a senior international/defense researcher at the RAND Corporation and a member of the Pardee RAND Graduate School faculty. At RAND he provides assessments of security challenges across political, military, economic, cultural, and informational arenas for a broad range of U.S. government clients. He has served in the U.S. Navy Executive Service as the senior analyst for the Joint Intelligence Center Pacific, U.S. Pacific Command. As the senior intelligence analyst and Asia regional specialist in the Pacific Theater, he advised Pacific Command leadership on trends and developments in the Command's area of responsibility. His 20 years of military service included assignments as both an Army Signal Corps Officer and a China Foreign Area Officer. In addition to numerous military decorations, the Secretary of Defense awarded Cooper with the Exceptional Civilian Service Award in 2001. Gregory B. Poling is director of the Asia Maritime Transparency Initiative and a fellow with the Southeast Asia Program at the Center for Strategic and International Studies (CSIS). He oversees research on U.S. foreign policy in the Asia Pacific, with a particular focus on the maritime domain and the countries of Southeast Asia. His research interests include the South China Sea disputes, democratization in Southeast Asia, and Asian multilateralism. He is the author of "The South China Sea in Focus: Clarifying the Limits of Maritime Dispute" (CSIS, July 2013) and coauthor of multiple works including "Building a More Robust U.S.-Philippines Alliance" (CSIS, August 2015), "A New Era in U.S.-Vietnam Relations: Deepening Ties Two Decades after Normalization" (CSIS, June 2014), and "A U.S.-Indonesia Partnership for 2020: Recommendations for Forging a 21st Century Relationship" (CSIS, September 2013). Ben Miller is an Associate Economist at the RAND Corporation and a Professor at the Pardee RAND Graduate School. His research spans a wide variety of topics including disaster mitigation, infrastructure finance, energy resilience, geospatial information, insurance, tax policy, regulatory affairs, healthcare supply, agriculture, econometrics, and beyond.  Recent publications examine the link between flood insurance prices and housing affordability, review federal policies surrounding transportation and water infrastructure finance, estimate the causal impact of weather warning systems on fatalities and injuries from tornadoes, and overview econometric techniques for determining the value of geospatial information. Prior to joining RAND, Miller worked as a statistician supporting the U.S. Census Bureau’s Survey of Income and Program Participation. He holds a Ph.D. in economics from the University of California, San Diego and a B.S. in economics from Purdue University.

Rarely do we pause to consider the origins of the produce that occupies our refrigerators, pantries, and plates. Out of sight and out of mind for most of us, at least 1 million farmworkers (estimates vary) in the US harvest tomatoes, strawberries, melons, oranges, and more. These workers endure strenuous working conditions, low pay, long hours, and all-too-frequent abuse, mistreatment, and exposure to chemical and other hazards. In Florida's tomato fields, a group of farmworkers came together to improve their working conditions. They formed the Coalition of Immokalee Workers and won industry agreements to the Fair Food Program, a partnership of farmers, farmworkers, and retail food companies that ensure humane wages and working conditions at participating farms. In her new book, I Am Not a Tractor! How Florida Farmworkers Took on the Fast Food Giants and Won, Susan Marquis tells the story of the Coalition and draws implications for other industries. This event featured a discussion of the book, the Fair Food Program, and the potential for worker-driven social responsibility strategies to improve job quality throughout the nation and world. They will refer to the RAND Corporation report on "The Russian ‘Firehose of Falsehood' Propaganda Model: Why It Might Work and Options to Counter It." This lecture was given at The Institute of World Politics on November 10th 2016. Amb. William Courtney is an adjunct senior fellow at the RAND Corporation and executive director of the RAND Business Leaders Forum. He is also president of the U.S.-Kazakhstan Business Association, which represents U.S. exporters to and investors in Kazakhstan. In 2014 he retired from Computer Sciences Corporation as senior principal for federal policy strategy. From 1972 through 1999, he was a Foreign Service officer in the U.S. Department of State.He served as special assistant to the President for Russia, Ukraine, and Eurasia; Ambassador to Georgia, Kazakhstan, and the U.S.-Soviet commission that implemented the Threshold Test Ban Treaty; and deputy U.S. negotiator in the U.S.-Soviet Defense and Space Talks in Geneva. Christopher Paul, Ph.D. is a Senior Social Scientist working out of RAND's Pittsburgh office, where is the principal investigator for a number of defense and security related research projects. He also teaches at Carnegie Mellon University and in the Pardee RAND Graduate School. Prior to joining RAND full-time in July of 2002, he worked at RAND as adjunct staff for six years. His current and recent research efforts include analyses supporting security cooperation, information operations, counterinsurgency, irregular/unconventional warfare, and operations in cyberspace.

Since withdrawing from the Non-Proliferation Treaty in 2003, North Korea successfully conducted three nuclear tests and officially declared in 2009 that it had developed a nuclear weapon. Beyond Pyongyang’s rhetorics and the rumors around its atomic program, the Democratic People’s Republic of Korea’s true nuclear capabilities remain largely unknown. Does North Korea have the technology and the weapon systems to deliver a nuclear warhead on targets in South Korea or, even further, in America? What would be the actual destructive power of these payloads? What is the current American and South Korean doctrine regarding nuclear deterrence? And perhaps more importantly, is effective deterrence towards North Korea and its nuclear weapons even feasible? To answer these questions, there is probably no one more qualified than our guest for this episode: Dr. Bruce Bennett, a senior defense analyst at the RAND Corporation and a Professor at the Pardee RAND Graduate School. He specializes in “asymmetric threats” such as weapons of mass destruction, and Northeast Asian military issues. These include the future military force requirements in South Korea, the Korean military balance, counters to North Korean chemical and biological weapon threats in Korea and Japan, dealing with a North Korean collapse, changes in the Northeast Asia security environment, and deterrence of nuclear threats. Dr. Bennett has worked with the Office of the Secretary of Defense, the Defense Threat Reduction Agency, U.S. Forces in Korea and Japan, the U.S. Pacific Command and Central Command, the ROK and Japanese militaries, and the ROK National Assembly. He received his Bachelor of Science in Economics from the California Institute of Technology and his PhD in policy analysis from the Pardee RAND Graduate School.

Dr. Deborah Scharf is a clinical health psychologist and behavioral and social scientist at the RAND Corporation. She also is a professor at the Pardee RAND Graduate School. Her work addresses issues related to tobacco use, treatment, and policy; innovations in electronic real-time data capture; behavioral and primary health care delivery systems; and evaluation of, and technical assistance for, civilian and military behavioral health programs. Her research focus embraces the areas of Mental Health and Illness; Primary Care; Program Evaluation; Tobacco and Smoking; and Traumatic Brain Injury. She holds an adjunct appointment in the Department of Psychiatry of the University of Pittsburgh, where she earned her Ph.D. in clinical psychology. Her bachelor's degree is from McGill University and along with her doctorate, her master's degree was obtained at the University of Pittsburgh. In this interview, Dr. Scharf discusses many issues around mental health including several initiatives designed to close the gap between focus on the mind and the body in patients with mental health disease.
