Anthropic announced Thursday that it is releasing Claude Gov to U.S. national security customers, an exclusive set of artificial intelligence models that is already in the hands of some government agencies. The new government AI product, which Anthropic detailed in a blog post, comes as several companies compete to sell emerging technology tools to federal agencies. At stake is new business — and the prestige of working on serious government missions. Earlier this year, OpenAI released ChatGPT Gov, a specialized version of its chatbot. The company recently announced that the Space Force and the Air Force Research Lab were the product's first customers. Meanwhile, Department of Government Efficiency representatives have reportedly been advocating for the use of Grok — the chatbot produced by Elon Musk's firm xAI — within the Department of Homeland Security. Commerce Secretary Howard Lutnick announced plans this week to “reform” the department's AI Safety Institute into a new body called the Center for AI Standards and Innovation. The new name signals a shift away from the term “safety” and toward a desire for rapid development of the technology, though the primary role of the renamed body appears to be more or less the same. The center, like the AISI, will continue to evaluate the capabilities and vulnerabilities of the growing technology and serve as the primary point of contact for industry in the government. “For far too long, censorship and regulations have been used under the guise of national security. Innovators will no longer be limited by these standards,” Lutnick said in a written statement. “CAISI will evaluate and enhance U.S. innovation of these rapidly developing commercial AI systems while ensuring they remain secure to our national security standards.”

Michael Hill is Program Manager of College Workforce Programs at the Unmanned Safety Institute.  The Unmanned Safety Institute or USI is an approved training partner of ASTM International and the International Business Aviation Council. The Institute is dedicated to improving safety in unmanned aviation by applying time-honored aviation safety practices to unmanned aircraft systems. USI accomplishes this mission by developing workforce readiness programs, providing training to UAS crews, and helping flight service providers meet their safety goals. Michael is a certified UAV pilot in three countries with over 6,000 flight hours and more than 7,800 successful, incident-free missions as a Remote Pilot-in-Command. He holds industry and safety certifications from FEMA, OSHA, NIST, and USI. He is a highly sought-after public speaker and industry influencer, passionate about sharing his expertise on UAV technology applications for land, air, and sea operations. He brings a wealth of experience to USI, including aerial mapping, telecom and wind turbine inspections, oil and gas and critical infrastructure assessments, search and rescue operations, as well as involvement with state and federal regulations. The Department of Energy on Friday replaced its chief information officer with a network engineer from Elon Musk's SpaceX, FedScoop has learned. Dawn Zimmer — who'd been serving as Energy CIO since Ann Dunkin resigned from the role as the Biden administration left office — has been removed from the role by the department's leadership, two sources with direct knowledge of the move told FedScoop. Zimmer was hired as Energy's principal deputy CIO in November, and she has returned to that role. With Zimmer removed as acting CIO, Energy leadership has appointed Ryan Riedel to the role, according to one of the sources, who also shared a screenshot of Riedel listed as CIO in the department's email directory. Riedel lists his current employment as a lead network security engineer at SpaceX on his LinkedIn. He joined the company in 2020 after previously serving at U.S. Army Cyber Command and in the U.S. Navy as an IT specialist, his profile shows. The change comes amid reports that members of the Musk-led Department of Government Efficiency have entered the Department of Energy and at least one is accessing its IT systems. The U.S. AI Safety Institute has selected Scale AI as the first third-party evaluator authorized to assess AI models on its behalf, opening a new channel for testing. That agreement will allow a broader range of model builders to access voluntary evaluation, according to a Scale AI release shared with FedScoop ahead of the Monday announcement. Participating companies will be able to test their models once and, if they choose, share those results with AI safety institutes around the world. Criteria for those evaluations will be developed jointly by the AI data labeling company and the AISI. For Scale's part, that work will be led by its research arm, the Safety, Evaluation, and Alignment Lab, or SEAL. Per the announcement, the evaluations will look at performance in areas such as math, reasoning, and AI coding. The Daily Scoop Podcast is available every Monday-Friday afternoon. The AI wars are heating up  Reports are out today that Amazon has selected Anthropic to be its AI partner for the new Alexa devices.   Reuters notes that initial versions Amazon's own AI proved insufficient, often struggling with words and responding to user prompts. It's thought that this enhanced AI assistant will be a subscription service costing $5 to $10 a month. Amazon already has a minority stake in the company.  Open AI is seeking investment too, and both Apple and Nvidia are interested, valuing the company at $100 billion. Apple is already planning to integrate ChatGPT into iOS and Siri, and Nvidia is a key supplier for Open AI.    AI Safety is in the government spotlight  Both OpenAI and Anthropic will share their models with the US Government's Safety Institute. Together with the UK they will evaluate safety risks and mitigate potential issues. There's a bill waiting for California's Governor's signature which will force AI companies in the state to take specific safety measures before training advanced models - that's the first in the country specifically targeting AI. Criminals are now targeting T-Mobile and Verizon employees with text messages offering bribes for performing SIM swaps. The AISI was established within NIST at the direction of President Biden, including to support the responsibilities assigned to the Department of Commerce under the President's landmark Executive Order. Paul Christiano, Head of AI Safety, will design and conduct tests of frontier AI models, focusing on model evaluations for capabilities of national security concern. Christiano will also contribute guidance on conducting these evaluations, as well as on the implementation of risk mitigations to enhance frontier model safety and security. Christiano founded the Alignment Research Center, a non-profit research organization that seeks to align future machine learning systems with human interests by furthering theoretical research. He also launched a leading initiative to conduct third-party evaluations of frontier models, now housed at Model Evaluation and Threat Research (METR). He previously ran the language model alignment team at OpenAI, where he pioneered work on reinforcement learning from human feedback (RLHF), a foundational technical AI safety technique. X being X, there has been so many takes pre this executive order even releasing about regulatory capture being done by the big AI labs, about how open source is no longer going to be possible, and if you visit Mark Andressen feed you'll see he's only reposting AI generated memes to the tune of "don't tread on me" about GPU and compute rights.However, at least on the face of it, this executive order was mild, and discussed many AI risks and focused on regulating models from huge compute runs (~28M H100 hours // $50M dollars worth). Here's the relevant section.Many in the open source community reacted to the flops limitation with a response that it's very much a lobbyist based decision, and that the application should be regulated, not only the compute.There's much more to say about the EO, if you want to dig deeper, I strongly recommend this piece from AI Snake oil :and check out Yan Lecun's whole feed.UK AI safety summit in Bletchley ParkLook, did I ever expect to add the King of England into an AI weekly recap newsletter? Surely, if he was AI Art generated or something, not the real king, addressing the topic of AI safety!This video was played for the attendees of a few day AI safety summit in Blecheley park, where AI luminaries (Yan Lecun, Elon Musk, Arthur Mensch Mistral CEO, Naveen Rao) attended and talked about the risks and benefits of AI and regulation. I think Naveen Rao had a great recap here, but additionally, there were announcements about Safety Institute in the UK, and they outlined what actions the government can take.In other regulation related news, Mozilla has a joint statement on AI safety and openness (link) that many signed, which makes the case for openness and open source as the way to AI safety. We are deeply saddened to report that Richard McSpadden died in an aircraft accident outside Lake Placid, New York, on Sunday afternoon. The Cessna 177 Cardinal in which Richard was in the right seat experienced an emergency after takeoff. The airplane attempted to return to the airport but failed to make the runway. Both occupants lost their lives. Richard was a very accomplished pilot, including serving as commander of the U.S. Air Force Thunderbirds during his military career, and a trusted colleague, friend, son, husband, and father.  Richard is survived by his wife, Judy; his son, Grant; and his daughter, Annabel.  Our thoughts are with Richard's family at this time. The Pilot Network wants to echo the AOPA with our sincerest and heartfelt thoughts to Richard's family. He led through selfless action and was a pilot's pilot. Thank you for making us all a little better at flying airplanes; your legacy will live on through aviators everywhere. We see it almost every day and sometimes, we are as much to blame as anyone else. We're talking about distracted driving and the very real, very dangerous and fatal toll that it causes. From long conversations on your cell phone to watching videos, sports, etc., each contributes to a distracted driver. This driver may not even notice our flashing lights and multiple emergency vehicles and winds up plowing through the scene, injuring or killing anyone unable to get out of his/her way. My guests today are deeply involved in the effort to reduce these incursions and, educate both first responders and the public, that distracted driving is indeed dangerous for all; the driver, anyone in that vehicle, as well as any first responder that cannot get out of the way fast enough. Jack Sullivan and Todd Leiss are lead educators for the Responder Safety Institute (www.respondersafety.com). Brock Aun is with HAAS Alert, (www.haasalert.com) a company that, along with others, is pioneering new technology that, using cellular services, will provide drivers with advance warning of a traffic incident ahead, giving them the necessary time to slow down and move over. Every state in America has a “Move Over Law and has signage on major roadways that advise drivers to safely slow their vehicle and move over to allow room for the first responders on the scene. Sadly, many drivers who have encroached on an emergency scene will often say, “I didn't see a sign,” or “I didn't know that!” Yet, it is the responsibility of anyone with a driver's license to know all the “Rules of the Road.” Too often, these drivers seriously injure and/or kill, first responders who are on-scene, to help someone else. Tori Swan has been in SAR (Search and Rescue) over the last 19 years, but prior to that, starting as a toddler, assisted her family in aerial SAR. She has been training dogs for 29 years, really beginning at age 8 when she started training and running sled dogs. By 10 years old, she was training lion and bird hunting dogs for clients through her family's outfitting business. At age 11, Tori began working horses for a neighboring ranch and at 16, accepted an offer to train cutting horses for a high end cutting and race horse farm in Dallas Texas. At age 18, she got her pilots license and officially joined a volunteer SAR Unit. While Tori attended honors college at Montana State University, she began an apprenticeship training mobility service dogs and within a couple years, joined Guide Dogs of America raising and training Seeing-Eye dogs for the blind. Prior to graduation, in 2010 Tori attended flight school and flew as a full time commercial helicopter pilot, heli logging, aerial sawing and for wildland fire while training dogs and deploying on missing person and criminal investigations as a K-9 Handler. In 2016, Tori started specializing in scent detection K-9s, to include Tracking/Trailing, Air Scent, Human Remains Detection, and drugs and narcotics. She has trained and handled hundreds of dogs of many different breeds and dog-handler teams alike in basic and advanced obedience, behavior issues, service and scent detection skills. Tori has a proven track record of coaching handlers and their dogs through successful national level certifications in various scent detection, disciplines. In 2021, Tori began working with the sheriffs office K-9 unit, training 6 days per week with dual purpose K-9s and responding to missions with the sheriffs office K-9 unit, advancing her knowledge of the working K-9 industry tremendously. Tori currently owns and handles a nationally certified scent detection K-9, Compass, a Border Collie, certified in trailing, live air scent, avalanche and HRD, and a dual purpose K-9, Fury, a Belgian Malinois, certified in HRD and in-training for evidence, tracking, narcotics and apprehension. Tori is the president of Search and Rescue K-9s of Idaho, (SARKI), a national K-9 resource and has previously started and led Search and Rescue K-9 Units. Tori, K-9 Compass are K-9 Fury are active members of SARKI, Idaho State Search and Rescue, National Association of Search and Rescue and National Search Dog Alliance, all of which Tori is a nationally certified handler, trainer and evaluator. Tori is also an evaluator for American Kennel Club and holds personal certifications with AKC, the Emergency Care and Safety Institute's K9 Cardiopulmonary Resuscitation and with K9TECC - Tactical Emergency Casualty Care. Tori lives in McCall, Idaho, with her husband Marcus and their middle-school aged son Tyler. Tori Swan has been in SAR (Search and Rescue) over the last 19 years, but prior to that, starting as a toddler, assisted her family in aerial SAR. She has been training dogs for 29 years, really beginning at age 8 when she started training and running sled dogs. By 10 years old, she was training lion and bird hunting dogs for clients through her family's outfitting business. At age 11, Tori began working horses for a neighboring ranch and at 16, accepted an offer to train cutting horses for a high end cutting and race horse farm in Dallas Texas. At age 18, she got her pilots license and officially joined a volunteer SAR Unit. While Tori attended honors college at Montana State University, she began an apprenticeship training mobility service dogs and within a couple years, joined Guide Dogs of America raising and training Seeing-Eye dogs for the blind. What's great about Darrell is that he always put himself in harm's way ahead of troops, which is not always the case. His ODA unit earned the coveted Larry Thorne award which goes to the best Special Forces unit for the work they did during one deployment to Iraq. Darrell himself earned the MG Robert T. Frederick “Top Operator” Award, which goes to the top Special Forces NCO. The OHS Body of Knowledge is an ever-evolving knowledge base that occupational health and safety professionals can reference. First published in 2012, the project funded by WorkSafe Victoria had three defined deliverables. It was to define what the body of knowledge was that OHS professionals should have, to set up an accreditation process for university courses based on that body of knowledge, and to set up certification for individual professionals.

Professor Stanley Herring is a clinical professor at the University of Washington (UW) in the Departments of Rehabilitation Medicine, Orthopaedics and Sports Medicine, and Neurological Surgery. He is director of the UW Medicine Sports Health & Safety Institute, medical director of Sports, Spine and Orthopedic Health for UW Medicine, and co-medical director of the Sports Concussion Program, a partnership between UW Medicine and Seattle Children's. Dr. Herring's clinical interests include non-operative musculoskeletal and sports medicine with a particular interest in disorders of the spine and sports concussion. He is a team physician for the Seattle Mariners and a consultant to the UW Sports Medicine Program. Ready For Takeoff - Turn Your Aviation Passion Into A Career

Richard McSpadden was first introduced to flying when his mother presented his father with an introductory flight lesson. His father became a pilot and that started a generational love of aviation that passed to Richard and now to his children. His father purchased a Navion, and Richard earned his pilot ratings in the plane. Richard joined the Air Force after college, and found that the Navion time really gave him an edge in Undergraduate Pilot Training (UPT). His performance in UPT was instrumental in his getting the only F-15 assignment available to his graduating class. After attending F-15 training at Luke Air Force Base in Arizona, he was assigned to Kadena Air Base, Okinawa. He followed that assignment with an F-15A assignment at Holloman Air Force Base, New Mexico. When it was time for a staff assignment, Richard became the Air Attache in the Republic of the Philippines, and flew the C-12 King Air aircraft as part of his duties. Seeing an Air Force announcement that the Thunderbirds were recruiting demonstration pilots, Richard applied, completing an extensive flying history and personal resume. He was selected for an evaluation flight, and took it in an F-16, which he had never flown before, and became the new Commander for the Thunderbirds. After his two-year tour with the Thunderbirds, Richard retired from the Air Force and pursued a career at Hewlett Packard. In 2017, Richard became the Executive Director of the AOPA Air Safety Institute.

On this episode I interview Jack Sullivan, Director of Training for the Responder Safety Institute. The mission of the Institute is to reduce highway incidents involving first responders and to minimize the impact of responders who are involved in these incidents.   Our discussion was recorded at the National Volunteer Fire Council Summit in Myrtle Beach where Jack was presenting on highway incident safety and I was presenting program on Thirty deadly situational awareness barriers.   Thank you to the fifty-plus people who attended my session and for sharing your wonderful feedback. The one seasoned veteran who noted: “I realized I don’t know what I thought I knew” is a common response to this program. Rest easy, my friend. I am trying very hard to change that… through the articles on the website, the on-line academy, the books, the videos, the live programs and of course, through this radio show. Stick with me and we’ll change that for you.   During this interview, Jack shares:   1.How a seemingly routine incident caused Jack to lose a friend and how this wake up call inspired him to get involved in educating responders on roadway incidents.   2.How the Institute uses case studies, dash cam videos, and department of transportation videos to build awareness of roadway incidents.   3.The challenges of tracking roadway near-miss and injury incidents.   4.How the motoring public today lack respect for authority and first responders and how they may suffer from what Jack refers to as the four Ds: Drowsy, Distracted, Drugged and/or Dumb. I guess we could through Disrespectful in there and make it five Ds.   5.How a me-first attitude, texting, talking on phones and GPS are creating huge problems. Sadly, some firefighters are among the D-drives when operating their personal vehicles.   6.Why it is so important to build relations and rapport with other public safety agencies in advance of responding to roadway incidents to avoid incident scene conflicts – including the involvement of partner agencies in the development of joint roadway incident response standard operating guidelines.   7.The upcoming National Traffic Incident Management and Responder Safety Training Program train-the-trainer gathering where over 260 responders are converging on the campus of the National Fire Academy to develop cross-agency collaboration.   8.How you can access the responder safety learning network where you can register and obtain free training on roadway safety.   INFORMATION   If you are interested in attending a live event, you can check out the Situational Awareness Matters Tour Stop schedule at: SAMatters.com.
