Instead of rushing to conclusions, we have to let the investigations play out and let the data come in so we know what actually happened. The # 1 story in 2024, without a doubt, is the announcement that Buc'ees will be opening at the northeast corner of Louisiana Avenue and Interstate 10. Rumored for years, this will be a major draw for motorists traveling along I-10, and most of the sales taxes paid will be collected from out-of-towners. When people travel, Buc-ees is a destination as well as a place to fill up the tank. The new site is projected to be a 74,000-square-foot building, complete with gas pumps and nearly 700 parking spaces, and the store is estimated to be a 13-month build, opening during the 2025 holiday season. The closest Buc-ees to Lafayette is either Alabama or Baytown, TX, so Lafayette can anticipate a heavily-trafficked spot for people looking for that golden Buc-ees' experience. I talked to a convenience store analyst, and he said, "Buc'ees takes everything you hate about traveling and removes it and replaces what you love about traveling. You want to stop there because you'll never wait in line for a gas pump. You want to go there because you know the bathroom is clean. You want to go there because they've got unique snacks and not Cheetos that every other place has. You get a brisket sandwich or a hot dog with the gas station. They've just flipped the whole concept on its head." There's a Tax-Increment Financing ("TIF") district already in place that dates back to when Stirling Properties originally built the Target Shopping Center across I-10 from where Buc-ees will be located. At the time, there was no water or sewer lines and the project was only feasible with this type of government assistance to cover the massive infrastructure needs. The TIF was paid off quicker than anticipated and is still in play today. To accommodate the Buc-ee's deal, a subdistrict was created, which will tax 2% of all sales, including gasoline purchases. While some question the need for TIF districts, this is a trend that has been taking place all across the U. S., and it is a negotiating tool that jurisdictions utilize to attract big business such as Buc-ees, Bass Pro, and other large retailers. As Adam says, "That is what you do to land the big boys. You got to pay for it." The # 2 story is the passing of Richard Zuschlag, Chairman and CEO of Acadian Companies. When he started his business in the early 70s with Roland Dugas and Richard Sturlese, funeral homes were dispatched to pick up people who were ill, and they were transported in a hearse. This was the era prior to ambulances and the trio identified a huge gap in the healthcare market. Zuschlag was the driving force in the company's growth, and he was also literally a driver of an ambulance in the early days. He attended all of the police jury and city council meetings to meet with people and get agreements signed. Acadian Ambulance would hold membership drives that ran on television, where people paid a fee to ensure that an ambulance would pick them up. Over the years, Zuschlag became the principal behind Acadian and the company experience extraordinary growth, opening up it National EMS Academy, Acadian Total Security, Air Med, Safety Management Systems, Executive Aircraft Charter Service, and Acadian Health (home healthcare services.) The late Richard Zuschlag, who founded Acadian Ambulance and served as Chairman and CEO of Acadian Companies. Today, Acadian Companies is an employee-owned company with 5200 employees in four states. The three-part series will highlight researchers' projects, accomplishments, and demonstrate research products — included in this group of researchers are SRP's seven R25 grant recipients as well as participation from the NIEHS Worker Training Program (WTP) and the Center for Disease Control and Prevention's (CDC) National Institute for Occupational Safety & Health (NIOSH). City University of New York (CUNY) | New York Training Center for Emerging Technologies in Industrial Hygiene: Brian Pavilonis, Ph.D., and Homero Harari, Sc.D., will plan to discuss the work their grant has facilitated in support of training and research opportunities for industrial hygiene students in New York City. They will also showcase a sensor technology employed in nail salons to monitor indoor hazardous airborne contaminants and the risks posed to nail technicians. University of California, Los Angeles | Occupational and Environmental Exposures and Work Practices for Nanomaterials and Electronic Products: Candace Tsai, Ph.D., will discuss how her grant provides professional training through academic curricula, research experiences, and continuing education courses in industrial hygiene and environmental health sciences to graduate students and industrial hygienists in the Southern California region. This presentation will also include several research results accomplished by graduate student trainees in the topics of electronic waste recycling and assessment, 3D printing evaluation, virtual reality applications to firefighters' workplace and potential biological effects associated with green solvent use as emerging alternatives. Richard Zuschlag, Chairman of the Board & CEO of Acadian Companies, joins Discover Lafayette to discuss his incredible life journey. Still working full-time, Richard shares his love and admiration for Acadian's loyal employees who have made the company's success possible. Richard came to Lafayette from Pennsylvania in 1970 as a communications engineer for Westinghouse. In 1971, when new federal regulations caused funeral homes to discontinue using their car-based chassis for emergency transport, Richard joined with two friends, Roland Dugas and Richard Sturlese, to form Acadian Ambulance Service in Lafayette Parish. They opened for business on September 1, 1971, at 12:01 a.m., with two ambulances and eight employees. Richard is the only employee left from the early days, yet many of Acadian's team have been with the company their entire career; the employees and management team are loyal to Acadian's mission of delivering the highest quality emergency medical support and care. Over 50 years later, Acadian has grown to approximately 5,000 employees in Louisiana, Texas, Mississippi, and Tennessee. Its six subsidiary companies include Acadian Air Med, Executive Aircraft Charter Service, Acadian Total Security, National EMS Academy, and Safety Management Systems. Last year, Acadian transported approximately 700,000 people across their four-state region. Acadian Companies is privately owned and under Richard's leadership, it became an Employee Stock Ownership Plan known as ESOP in 1993 to allow the employees to share in the company's financial success. Over the years, Richard has learned that the heart of Lafayette is one of giving, of faith, and of people helping one another. Listening to his words will inspire any young entrepreneur who is looking to help others by meeting their needs. We thank Richard for sharing his experiences of success, and also for sharing that he has made mistakes and is grateful to have learned what is important in life. In this episode, Renato and I discuss his recent publication with the Canadian Dam Association (CDA), titled, "PBRISD, Dam Safety Management Systems, And The Role Of Communication And Culture For Tailings Dam Failure Preventability".  You can find that article here:  https://www.cdabulletin-digital.com/cdaq/0420_fall_2020/MobilePagedArticle.action?articleId=1626238#articleId1626238  Here is the abstract: A current trend of tailings storage facility failures has been identified for some time now, with some events having catastrophic consequences. This trend needs to be reversed to assure the sustainability of tailings dam operations and to maintain the social license to operate them. One way forward is the implementation of the Performance Based, Risk Informed Safe Design, Construction, Operation and Closure (PBRISD) framework as outlined in the 6th de Mello Lecture. This article proposes that implementation of PBRISD is feasible through Safety Management Systems (including Dam Safety Programs, Risk Management Plans, OMS manuals, etc.) as outlined in guidelines and regulations and lays a conceptual way forward for implementation. However, the authors identify that the big challenges for effective implementation of PBRISD are safety culture and risk communication. Addressing these challenges is therefore imperative for stopping the current trend of tailings storage facility failures. The authors hope that properly trained practitioners, from decision makers to front line workers, with clear understanding of the operation’s risks and their personal responsibilities, accountability and liability would promote safer practices and conditions for tailings storage. Hal King, Ph.D., is a recognized leader in public health. He's worked in government, industry, and education. Currently, Hal is the managing partner at Active Food Safety, a new advisory services and digital products company. He is also the founder and CEO of Public Health Innovations, a public health strategy and design company. In addition, Hal serves as an associate professor of public health at the University of Georgia. As a public health professional, Hal has investigated foodborne and other disease outbreaks at the U.S. Centers for Disease Control and Prevention. And, he's performed federally funded research on the causation and prevention of infectious diseases at Emory University School of Medicine. Hal also worked in the prevention of intentional adulteration of foods and food defense for the Army Force Health Protection. Another one of his prior roles was as the director of food and product safety at Chick-fil-A. There, he designed and led the company's food safety management program for 11 years. Hal is the author and co-author of several books, articles, and chapters on public health interventions, including safe food manufacturing and food allergen controls in foodservice. His newest book, Food Safety Management Systems, is published as part of the International Association for Food Protection's Food Microbiology Series by Springer. Hal was the recipient of the 2018 NSF International Food Safety Leadership and Innovation Award. He was our featured guest in Ep. 14. Also, Hal penned the cover story in our August/September 2020 issue: Breaking the Chain of Infectious Disease Transmission in a Retail Foodservice Business. Finally, Hal is a member of the Food Safety Magazine editorial advisory board. Powered by iReportSource A safety management system (SMS) is a continuous improvement process that reduces hazards and prevents incidents. It protects the health and safety of your employees and should be integrated into everyday processes throughout the organization. Investing in an SMS makes a measurable impact on your bottom line and can be viewed as a competitive advantage. The adoption of an SMS framework and thoughtful implementation of the various pieces can have a significant impact on protecting employees and enhancing your organization’s performance and profitability. Now, safety requirements may differ across industries; the best performing organizations focus on continuous improvement that achieves the ongoing reduction of risk with a goal of zero incidents. Yes, we do sometimes have to say that. And yes, just because you have zero incidents in a given reporting period does not mean the organization is risk-free. Like I always say, no injury doesn't indicate a lack of risk. But the best companies know this so they look at the individual components of the SMS that designed to achieve just that - lowered risk which nets us lower (or none) injuries — so focusing on the how gets us to the big aspirational goal. Ok, so let’s talk about the recent history of SMS and how it may impact the general industry and eventually construction over the years. According to the FAA, SMS is the formal, top-down, organization-wide approach to managing safety risk and assuring the effectiveness of safety risk controls. It includes systematic procedures, practices, and policies for the management of safety risks. Since requiring it in March 2015, the FAA says Safety Management System is becoming a standard throughout the aviation industry worldwide. It is recognized by the Joint Planning and Development Office (JPDO), International Civil Aviation Organization (ICAO), and Civil Aviation Authorities (CAA) and product/service providers as the next step in the evolution of safety in aviation. SMS is also becoming a standard for the management of safety beyond aviation. Similar management systems are used in the management of other critical areas such as quality, occupational safety, and health, security, environment, etc. Safety Management Systems for product/service providers (certificate holders) and regulators will integrate modern safety risk management and safety assurance concepts into repeatable, proactive systems. SMSs emphasize safety management as a fundamental business process to be considered in the same manner as other aspects of business management. By recognizing the organization's role in accident prevention, SMSs provide to both certificate holders and FAA: A structured means of safety risk management decision making A method of demonstrating safety management capability before system failures occur Increased confidence in risk controls though structured safety assurance processes An effective interface for knowledge sharing between regulator and certificate holder A safety promotion framework to support a sound safety culture  The Public Transportation Agency Safety Plan (PTASP) Final Rule in 2018 requires individual operators of public transportation systems that receive federal funds to develop safety plans that include the processes and procedures necessary for implementing SMS. Among other requirements, the rule calls on agencies to report their Safety Management Policy and processes for safety risk management, safety assurance, and safety promotion. And as many safety pros know, ISO has developed a standard that will help organizations to improve employee safety, reduce workplace risks, and create better, safer working conditions, all over the world. Participants in the new ISO 45001 development process used other standards such as ANSI Z10 as well as British OHSAS 18001, Canada’s CSA Z1000, and the ILO’s OHSMS guidelines. There is even talk of OSHA’s VPP getting more aligned to the ISO 45001 Standard. So you can see a definite trend emerging when it comes to SMS. So, in 2018, knowing ISO 45001 was coming, the National Safety Council (NSC) started investigating all the common SMS frameworks and identifying all of the things they had in common. They recognized many companies were getting bogged down with questions such as: What is a safety management system? How can it help me? Which framework is right for my business? How do I go about implementing an SMS? They knew the research supported the benefits of SMS implementation, but they wanted clarity on what that looked like and a simple way to illustrate what elements constitute a successful SMS. So let’s break down what the core features or functions look like - an effective safety management system has the following features or functions: People – nothing gets implemented without people who are committed, engaged, and motivated; real safety change can’t happen without a competent, skilled workforce. You need the RIGHT people in the RIGHT position within the organization. It isn’t enough to have an incredibly motivated and engaged front-line if all or most of middle to upper management is not engaged or supportive. So you need to put the right people in the right places in the organization from top to bottom. Planning – thinking ahead is half the battle of implementation; planning for foreseeable risks and the administrative parts of a management system will produce smoother rollouts and better measurement of SMS success. You need to be able to break down the individual elements necessary, assess your current state, and measure any gaps. These gaps are the space in which you will work. You have to be good at evaluating current-state - I cannot stress that enough. Programs – most companies have EHS programs that identify and control most hazards, monitor and measure operational impacts to EHS performance, and eliminate deviations from the management system; individual programs must operate as part of the entire system, not independently. So think about machine safety; you will need a robust maintenance management program to fully achieve the level of machine safety required. This means measuring preventative maintenance work orders that are past due, identifying maintenance items that are not just critical to up-time, but also to safety, such as sensors, overflow preventers, valves that are identified as safety measures preventing disaster. So integrating safety with other areas of the business is critical. Progress – to avoid complacency, companies need to periodically measure compliance with regulatory and legal requirements, audit their SMS system, and review SMS performance with upper management. So you need to be able to break down all the pieces of the SMS into logical parts. Like Electrical, Confined Spaces, PPE, and even roles and responsibilities as well as frequent inspections required. I recommend identifying champions for each element and have them “own” that part of the audit. They need to objectively score the organization’s effectiveness of the execution of each element. Get folks from outside the safety function to drive buy-in and accountability and should be an annual thing, but you can break out each element and cover some monthly. Whatever works for your organization. Performance – measures of performance need to be set and include both lagging indicators and leading indicators and moving toward predictive measures; adopting these and evaluating safety metrics among the entire business performance landscape helps companies solidify safety on equal footing with other critical operational practices – adopting a mindset of “safe operations” versus viewing safety apart from operations. So instead of asking how safety performance is doing, measure overall business performance with safety as a part of the overall measurement score. So if production was up, but incidents were as well, then there should be an adjustment made to the productivity score as a result - make sense? Again, this gets us past the whole conversation of looking at WIP, deliveries, and sales together and safety separately - safety performance impacts the others. The challenge for many safety pros is identifying the tools one can use to manage all of these moving parts. I will tell you that you need to look into a digital safety management system, like iReportSource. Whatever you tool you use, you have to make sure you can efficiently stay on top of all of these different elements; be able to report, and have others report, the necessary information so the organization can work to reduce hazards; record and track all of the activities associated with those efforts - that make them work; have access to all of the data when needed to make smarter decisions; be able to look back so you can assess your progress objectively and plan for future improvements. I call these the 4 R’s: Report: Hazards, concerns, incidents, suggestions, etc. Record: Training/qualifications, observations, inspections/audits, injuries/illnesses, environmental data, etc. Retrieve: Be able to produce reports and records when needed promptly. Review: Have the ability to look at all relevant data, so it tells the story of where you have been, what is taking place, and where you need to go in real-time and as efficiently as possible. It gets difficult to impossible to do this manually in most organizations of considerable size or with complex processes. So again, consider looking into a system to help you manage safety more efficiently and pays you back in time and frustration so you can get out from behind the desk and spend it where it matters most; out with your people where the work happens. He also served as a as an Advance Agent for Air Force One and President G.W. Bush for five years, and later as a Diplomat to Pakistan. In Pakistan he directly consulted the Government on the redesign of F-16 tactical operations, national airspace use, and safety program management and enterprise risk management for the entire Pakistani Air Force.   Doug joined the Convergent Performance team in 2014, and brought with him a breadth of experience in leadership, training, risk mitigation, safety management systems, and process improvement. He has a Bachelor's Degree from the U.S. Air Force Academy and a Master's Degree in Business Administration with an emphasis in Aviation from Embry-Riddle Aeronautical University. In addition to instructing cadets how to fly T-52s (Diamond) and T-53s (Cirrus), he was the Deputy Director of Cadet Training & Education responsible for all curriculum development and strategic planning of assessment and tactical training of over 4,000 cadets.   Doug is recognized as an industry expert in Risk Management, Safety Management Systems, Safety Program Management, and Aviation Accident and Mishap Investigations. Bill has more than 30 years experience in process safety and the investigation of major incidents. In the 1990s, he was the Wharton School of Business roundtable on major accident prevention as well as the EPA Experts’ Delegation that studied European safety practices while touring Germany. He was a co-founder of U.S. Chemical Safety Board (CSB) operations in 1998. Hoyle managed the CSB investigation of the 2005 fire and explosions at BP Texas City refinery that killed 15 and injured 180. He was senior investigator for the CSB’s investigation of the Deepwater Horizon disaster as well as the West, Texas fertilizer explosion that killed 15 responders. He was a member of the National Academy of Sciences panel that studied safety culture in the offshore energy industry. Hoyle served as keynote speaker at numerous safety conferences throughout Europe and Australia. He was expert adviser to CalOSHA and CalEPA on revisions to their regulations for oil refineries. Hoyle provided extensive training for California state and local government refinery safety inspectors. He is a peer reviewer of the California Council on Science and Technology report on the safety of underground natural gas storage facilities. Mr. Hoyle is an alternate member of the ANSI Z-10 Committee on Occupational Health and Safety Management Systems. Mike is a former American Airlines Manager of Safety and former Director of Emergency Response and Internal Audits for TWA. Mike will share his insight into contemporary Safety Management Systems (SMS) by analyzing the five key components that make up any effective Safety Management System and examining how SMS could be applied to situations such as The Miracle on the Hudson (US Air Flight 1549).
