La logística para movilizar los 9.8 toneladas de cocaína decomisadas la semana pasada por la Dirección Nacional de Control de Drogas, fue rigurosamente diseñada por la red de narcotráfico que se envió desde Guatemala un contenedor vacío que sería llenado con el cargamento de cocaína que llegó a República Dominicana desde Suramérica para trasbordarla a Bélgica, principal puerta de entrada de narcóticos a Europa. Las autoridades de Honduras confirmaron que el contenedor identificado con el serial HLBU9354083 llegó vacío al puerto Santo Tomás de Castilla en Guatemala y luego trasladado a Puerto Barrios, en ese mismo país, donde entonces fue embarcado en el buque Scorpius con destino al muelle multimodal Punta Caucedo, en República Dominicana. El puerto de Santo Tomás de Castilla es un importante centro de operaciones comerciales y de contenedores, diseñado principalmente para el manejo de carga general, contenedores y granel, siendo uno de los más modernos de Guatemala. Está a unos dos kilómetros del Puerto de Barrios, lo que los hace prácticamente contiguos y se llega de uno al otro en unos 20 minutos. Este último puerto se utiliza fundamentalmente para embarcar bananos y otros productos agrícolas. La droga que se estaba trasbordando en Punta Caucedo se intentaba camuflar entre cajas de guineos.La Dirección de la Marina Mercante de Honduras confirma que durante ese trayecto el buque realizó una escala en Puerto Cortés, pero que el contenedor en cuestión no fue desembarcado. Las mismas autoridades confirman que el contenedor en cuestión sería trasbordado hacia la terminal portuaria de Antwerp (Amberes), Bélgica. Justamente es en ese proceso de trasbordo que la estructura de la red en República Dominicana fue sorprendida mientras traspasaba la droga al contenedor que había salido desde Guatemala. La unidad del Centro de Información y Coordinación Conjunta (CICC) de la Dirección Nacional de Control de Drogas (DNCD) detectó un movimiento inusual de personas trasbordando sacos con cuadros en formas de ladrillos desde un contenedor hasta el contenedor HLBU9354083 que había sido embarcado en Guatemala. El contenedor desde donde se estaban bajando los sacos con los paquetes de cocaína era el número FFAU454228, que había sido llevado el mismo día del decomiso, jueves 5 de diciembre, al puerto Caucedo en un camión rotulado con la autorización de penetrar a la instalación portuaria, siendo este el primero en ser intervenido por los agentes antinarcóticos. La unidad del CICC fue reforzada por la Dirección de Operaciones, la Dirección de Reacción Táctica (DRT), la Dirección Transnacional Contra el Narcotráfico (DTCN) y la División de la DNCD en Boca Chica con el Ministerio Público. Esto como medida de seguridad ante la posibilidad de que la banda responsable del movimiento de ese cargamento en territorio dominicano intentara una acción violenta en procura de recuperar la mercancía ilícita.En el primer contenedor, el que había sido llevado al puerto en un camión, fueron encontradas 200 pacas que contenían en total 5,989 paquetes de cocaína empacada en forma de ladrillo con un peso aproximado de un kilo cada una. Posteriormente, los agentes procedieron a inspeccionar el segundo contenedor, al que se estaba haciendo el trasbordo, detectando 108 pacas con similares características que las anteriores. Ahí fueron decomisados 3,598 paquetes de cocaína, por lo que el total general decomisado esa madrugada por la DNCD ascendió a 9,587 paquetes, el más grande golpe al narcotráfico en la historia del país y uno de los mayores del mundo. Investigación ampliadaLa investigación ha tenido que ampliar su rango de acción internacional, ya que el trasbordo de la cocaína se estaba haciendo en un muelle dominicano, lo cual implica la existencia de una poderosa estructura responsable de esa misión. En cause, une chute de la production ouest-africaine qui fournissait jusque-là 60% du cacao mondial. Quand il manque du cacao chez les gros producteurs, il faut aller en chercher chez les plus petits, car la consommation, elle, n'a pas chuté. Et c'est ce qui se passe aujourd'hui : négociants et industriels sont lancés dans une course effrénée à la fève. « Quelle que soit son origine et quel que soit son prix, toute fève est intéressante », confirme un acheteur.En septembre dernier, le ministre camerounais du Commerce avait promis « un grand cru » pour la nouvelle la campagne. Il ne pensait probablement pas si bien dire. Négociation permanenteCet engouement pour la fève camerounaise se manifeste dans les ventes aux enchères des coopératives, qui ont, face à elles, plus d'acheteurs que d'habitude. Il se traduit aussi logiquement dans les prix : même si ce n'est pas une généralité, on a vu du cacao camerounais se vendre à plus de 5 000 francs CFA le kilo ces derniers jours. Ces prix sont rendus possibles par un système libéralisé, contrairement à celui qui est en place en Côte d'Ivoire et au Ghana, les deux mastodontes du secteur, où les prix sont règlementés et fixés pour toute la durée de la campagne. Au Cameroun, les prix sont ajustés toutes les semaines ou presque, et la négociation est permanente sur les volumes qui n'ont pas été déjà contractés à un prix négocié en amont.Un atout pour les producteurs, qui voient leurs revenus profiter de la hausse exceptionnelle des cours mondiaux. Le système est en revanche plus acrobatique pour les acheteurs traditionnels de cacao camerounais : plus qu'avant, ils courent le risque de voir des producteurs ou des coopératives avec lesquels ils étaient engagés leur tourner le dos, pour vendre plus cher ailleurs.Un contexte favorable à la transformation localeL'intérêt pour le cacao camerounais, dont la qualité s'est améliorée ces dernières années de l'avis des experts, se traduit aussi par une capacité de transformation locale en hausse : deux nouveaux projets d'ouverture d'usine sont sur les rails, l'une belge, l'autre française.Le pays, qui a transformé 80 000 tonnes l'année dernière, pourrait être en capacité de broyer sur place bientôt 100 000 tonnes, selon Omer Gatien Maledy, secrétaire exécutif du Conseil interprofessionnel du cacao et du café, soit plus d'un tiers de sa récolte – 295 000 tonnes en 2023.Produire plus, mais pas tropCette dynamique, encouragée par les autorités, va certainement pousser les cacaoculteurs à produire plus pour satisfaire la demande croissante des transformateurs locaux et celle des exportateurs, d'autant que les prix actuels sont plus qu'incitatifs. « Indépendamment des soubresauts du marché international, nous avons un équilibre à résoudre », résume le patron du CICC, plutôt favorable à une augmentation lente de la production, pour ne « jamais contribuer à la surproduction ».

Carmen es bióloga de la U. de Chile. Desde 1983 se dedica al estudio de las Emociones y la Consciencia humana. Inicia sus investigaciones en el Laboratorio de Neurobiología y Epistemología Experimental en la misma universidad, bajo la dirección de los Dres. Humberto Maturana y Francisco Varela, y paralelamente con la Psiquiatra Lola Hoffman. Creadora del Método de Integración Cognitivo Corporal (MICC), metodología para el desarrollo de la autonomía y plasticidad emocional y reflexiva. En 1999 funda el Centro de Integración Cognitivo Corporal (CICC), un espacio dedicado a la investigación y aplicación del MICC en los ámbitos de la psicología, psiquiatría, educación y organizaciones. Desde el año 2011 al 2021 ejerce como profesora asociada de la Facultad de Ciencias Físicas y Matemáticas de la Universidad de Chile, dictando la cátedra “El MICC, comunicación y aprendizaje”. Actualmente es Directora del CICC, realizando charlas, cursos y talleres en Chile y el extranjero, además de continuar su investigación.

At the onset of the pandemic, it was difficult to predict how the virus would impact our lives. We understood that hospitals were at risk of overflowing, and we knew we needed to prepare for that. There were also a million other things that we didn't or couldn't predict would happen due to COVID-19, but if we have learned anything, it's to expect the unexpected. And we certainly have got better at it. This virus is not the only existential threat that humanity currently faces. Climate change is here, and Canadians are seeing it's disastrous effects. We collectively failed to address it before entire towns in Alberta and British Columbia were wiped off the map by forest fires, before people died as a result of heat waves, and before neighbourhoods were transformed into shallow lakes. And the reality is, it's only going to get worse from here. That's why, as we scale up efforts to soften the impacts of climate change, we need to also work toward adapting to them. We have to alter our policies and investments around infrastructure so that we can adapt. But much like the pandemic, changes in the climate are extremely unpredictable, so how do we know what those investments should be and prepare for the challenges that we do not expect? Today I am speaking with Ryan Ness. Ryan is adaptation research director at the Canadian Institute for Climate Choices (CICC). We will be discussing the state of Canada's infrastructure in relation to climate change, the CICC's report on navigating the known and unknown costs of adapting to it, and what policies could be implemented to help Canada remain resilient in the face of it.

Sharon is the Executive Director of the California Israel Chamber of Commerce (CICC) where she brings her remarkable 20 years career with significant expertise in international business & marketing. Throughout her career, Sharon showed an enterprising attitude from the start. In 1997 she moved to S. Korea, where she started her long career in a traditionally male-dominated, technical fields of infrastructure and homeland security. She was asked to become the first foreign CEO of the fast growing BERMAD China, and brought the company to be a leader in waterworks infrastructure in the entire South East Asia. She then worked with the US Army, Border Control and highly secured facilities to create, enhance and implement advanced solutions to existing and future problems. During 2008-10 Sharon held VP Homeland Security and Infrastructure position in BDO-I2I, which is part of the BDO Israel Consulting Firm and focused on the Indian market.

From 1995-2000 CICC TV Yorkton produced what would become a Canadian and US success story with children's programming. CICC still operates as a semi-satellite of CKCK Regina. "Poetree & Friends was an original children's television show about a 10 foot tall tree called "Poetree" who spoke in poem form. Kevin Power is joined by the 3 artists and storytellers who were the on-screen talent. Alors que l’Occident entame prudemment son déconfinement, la Chine, d’où est partie la pandémie, a recommencé il y a un mois déjà à reprendre le cours normal de ses activités. Avec des résultats mitigés sur le plan économique. 50 millions de Chinois se sont payé le luxe de faire un peu de tourisme le week-end du premier mai, l’une des trois périodes traditionnelles de vacances dans l’Empire du milieu. Avec les précautions sanitaires qui sont devenues la nouvelle norme de la vie sociale, le port du masque et les prises régulières de températures dans les lieux publics. La confiance revient donc, mais on est encore loin du retour à la normale : l’an dernier 200 millions de voyages avaient été enregistrés pour célébrer la fête du Travail. L’appétit des Chinois pour la vie d’avant est encore timoré. Et les derniers indicateurs économiques donnent une vision très contrastée de la reprise. Le versant radieux de la reprise c’est le boom du bâtiment, encouragé par le lancement de nouveaux grands chantiers. Investir dans les infrastructures est une vieille recette des sorties de crises. Mais dans l'industrie, malgré la réouverture généralisée des usines depuis le début du mois d’avril, les patrons demeurent prudents, car leur carnet de commande peine à se remplir. Et dans le commerce, c’est la déception : les ventes au détail ont chuté de 20% en février, pour le mois de mars, le dernier chiffre disponible, elles sont encore inférieures de 15% à l’année précédente. Les Chinois ont perdu le goût de consommer? C’est ce qu’affirment les plus jeunes. Difficile d’y voir pour le moment une tendance durable. Ce qui est sûr c’est qu’ils ont d'autres préoccupations : ils veulent épargner. Plus question de dépenser sans souci. L’autre facteur qui ralentit la consommation, c'est l'érosion de leurs revenus. Dans le meilleur des cas, le salaire ou le temps de travail ont fortement baissé, car pour toucher une aide de l’Etat les entreprises s’engagent à renoncer au licenciement. Les patrons biaisent en réduisant le nombre d’heures ou en réduisant les salaires. Mais il y a toutefois un chômage de masse, qui grippe sérieusement le moteur de la consommation. Le taux de chômage officiel est de 5,9%. La réalité serait plus proche des 20%, soit 70 millions de sans-emplois. Contrairement aux pays occidentaux, la Chine n’a pas déployé de filet de sécurité pour que les ménages supportent mieux cette subite récession, sa consommation peine donc à retrouver l'élan passé. Le commerce extérieur chinois lui aussi est à la peine. Les carnets de commande sont encore bien dégarnis et cela pourrait empirer dans les prochains mois, car les gros clients, les Etats-Unis et l’Europe, qui assurent le tiers des débouchés d’exportation, revoient leurs achats à la baisse, à cause du confinement, et de la récession, et cela se dégradera encore dans les prochains mois. Les exportations chinoises pourraient reculer de 20% au cours du deuxième trimestre -d’après les prévisions d’une grande banque chinoise, CICC. A plus long terme Pékin doit se préparer au pire : sous la pression des évènements et des gouvernements, des entreprises du monde entier pourraient revoir leur chaîne d’approvisionnement, diversifier davantage leurs sources et donc se détourner de l’atelier du monde. Sans parler des tensions commerciales avec les Etats-Unis que Donald Trump ravive avec ses tweets accusateurs. Les exportations ne sont plus le principal moteur de la croissance chinoise, mais elles constituent encore un élément clé de la richesse nationale, en 2019 elles ont fourni 17% du PIB.

Then it started scaling up by burning investment cash and building physical stores. The investors came from a variety of sources (according to CB Insights): venture capital (JOY Capital), asset management fund (BlackRock), private equity (Centurium Capital), China International Capital Corporation or CICC (investment bank) and GIC (the sovereign wealth fund in Singapore). Let’s start from today and work backwards to what happened that led to alleged fraud of Luckin Coffee being announced by the company. How was alleged fraud for Luckin Coffee come to public attention? (Source: Luckin Coffee’s filing of 6K) [3:04] What was the alleged fraud about and how much has been uncovered? [4:23] Who are the people behind the alleged fraud? [5:27] What is the impact given the announcement of the alleged fraud by Luckin Coffee, from stock crashing to customers rushing to claim their coffee? (Source: SCMP) [7:08] Luckin Coffee has been a strange story in China. What is the business model that led to them going public? [9:11] The Anonymous Report titled “Luckin Coffee: Fraud + Fundamentally Broken Business” [11:40] Citing the Extra Buzz Newsletter #7: “The report was very extensive 89 pages, utilized 92 full time, 1418 part time staff on the ground who recorded 11,000 hours of video, which is almost 3 years worth of store days covering 620 stores in 38 different cities.” Basically, it is this report that fanned the flames for Luckin Coffee in their present state. However, there’s a lot of confusion of who did the report, for example, 燃财经 Rancaijing and Muddy Waters leeched off from the report (and somehow Western Media mistakenly attributed to them). So, the first question, what are the key facts behind the report? [12:24] The report have two interesting parts titled “The Fraud” and “The Fundamentally Broken Business Model”. Let start from the first part “The Fraud”, what are the key smoking gun evidence and red flags cited that led to the alleged fraud claim in the report? What are the business model flaws cited in the report that claims that Luckin Coffee has the fundamentally business model? [15:16] Let’s zero in to one key red flag from the “Fraud” section: “Number of items per store per day inflated by 69% in 2019 3Q and 88% in 2019 4Q, supported by 11,260 hours of store traffic video”, can you explain how the report presents its investigation and use the numbers to get to the conclusion? [18:44] The anonymous report took a very strong look at the unit economics of Luckin Coffee (Business Flaw #3) at page 78: what are the key arguments from the report that establish that Luckin Coffee is not able to be profitable? [20:40] With such a construction of an elaborate report and this entire episode can be turned into a “Billions” TV series episode (by Showtime), the $1m dollar question: who is behind the report and what is their motivation behind it? [24:06] Aftermath Who benefits from the entire Luckin Coffee’s debacle? [25:44] The hedge funds Starbucks in China, given that 30% of their revenues came from China before Luckin’s entrance to challenge them. One interesting consequence of this Luckin Coffee episode, is the quality of investigative reporting for corporate fraud in China. The anonymous report took a lot of effort in constructing the actual picture by people going undercover to find out the actual numbers. We notice that this is getting better whenever each scandal pops up in the market. Does that mean that we will see more of these exposes? Ph.D in Criminology (Università Cattolica del Sacro Cuore, Milan) and post-doctoral fellow at the Centre Inter- national de Criminologie Comparée (Université de Montréal), Valentina Tenti has authored several publications including articles and reports on organized crime, economic crime, network analysis and crime issues in gen- eral. In September 2012, she testified as a criminologist and expert in organized crime issues at the Quebec's Commission of Inquiry on the Awarding and Management of Public Contracts in the Construction Industry. Summary : This conference aims to raise questions about the image problems of the Mafia phenomenon and to de-construct the Mafia discourse through different "looking glasses" -- imagery and reality -- in an attempt to see, understand and define such phe- nomenon better. The author will present the preliminary results of the study she is con- ducting at CICC. An analysis of court evidence gathered during Operation Colisée, a po- lice probe which is considered the largest investigation into the Italian Mafia in Quebec, is reported. The discourse around the imagery/reality dichotomy of the Mafia phenomenon is pursued by examining characteristics of the criminal group targeted during the investiga- tions as seen by the network analysis of the intercepted communication patterns included in the prosecution material. The line of inquiry guiding this study examines the extent to which conventional descriptions of Mafia-type groups (formal organizational structure and mode of function) are valid reflections of the portrayal that emerges from the analysis.

Extensive changes of higher order chromatin arrangements can be observed during prometaphase, terminal cell differentiation and cellular senescence. Experimental systems where major reorganization of nuclear architecture can be induced under defined conditions, may help to better understand the functional implications of such changes. Here, we report on profound chromatin reorganization in fibroblast nuclei by chaetocin, a thiodioxopiperazine metabolite. Chaetocin induces strong condensation of chromosome territories separated by a wide interchromatin space largely void of DNA. Cell viability is maintained irrespective of this peculiar chromatin phenotype. Cell cycle markers, histone signatures, and tests for cellular senescence and for oxidative stress indicate that chaetocin induced chromatin condensation/clustering (CICC) represents a distinct entity among nuclear phenotypes associated with condensed chromatin. The territorial organization of entire chromosomes is maintained in CICC nuclei; however, the conventional nuclear architecture harboring gene-dense chromatin in the nuclear interior and gene-poor chromatin at the nuclear periphery is lost. Instead gene-dense and transcriptionally active chromatin is shifted to the periphery of individual condensed chromosome territories where nascent RNA becomes highly enriched around their outer surface. This chromatin reorganization makes CICC nuclei an attractive model system to study this border zone as a distinct compartment for transcription. Induction of CICC is fully inhibited by thiol-dependent antioxidants, but is not related to the production of reactive oxygen species. Our results suggest that chaetocin functionally impairs the thioredoxin (Trx) system, which is essential for deoxynucleotide synthesis, but in addition involved in a wide range of cellular functions. The mechanisms involved in CICC formation remain to be fully explored
