    PSLF Program Eliminated $51 Billion In Student Debt For Public & NPO   As reported by Philanthropy.com, the Public Service Loan Forgiveness (PSLF) program, initiated in 2007, was designed to alleviate student debts for those dedicating a decade to nonprofits or government roles. However, the program was largely unknown and challenging to secure until recent rule changes and promotion. The Biden administration's reforms in October 2021 breathed new life into the program, erasing an astounding $51 billion in student debt for over 700,000 public service workers. Yet, only about 15% of the 9 million eligible workers have applied. Despite earlier bureaucratic challenges and a high rejection rate, recent changes like loan consolidation and credit for past payments have transformed the lives of many by freeing them from significant student debt. The nonprofit sees an opportunity to back high-impact startups aligned with its conservation mission that also have potential for strong financial returns. Direct investing represents a shift beyond TNC's past practice of relying on outside managers and index funds for its endowment. The approach shows how nonprofits with sizable endowments could strategically deploy capital to advance their mission as well as financial goals.

Cette station spatiale artificielle nommée Haven-1, devrait mesurer 100 mètres de long et être équipée d'une gravité artificielle générée par sa rotation.Concrètement, la station est conçue pour fonctionner de manière autonome, mais sera connectée plus tard à d'autres modules pour l'agrandir et former une station Vast encore plus grande. Ceci dit, on ne transporte pas station spatiale comme on enverrait un satellite en orbite. Et bien figurez-vous que cette première station est suffisamment petite pour être acheminée dans l'espace via une fusée Falcon 9 de SpaceX, et pourra accueillir jusqu'à quatre membres d'équipage en même temps dans un premier temps. Selon les plans de l'entreprise, une fusée Falcon 9 placera la plateforme en orbite basse, puis une future mission le Crew Dragon pour y transporter quatre personnes pour une durée maximale de 30 jours. Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: We have to Upgrade, published by Jed McCaleb on March 23, 2023 on LessWrong. I want to bring up a point that I almost never hear talked about in AGI discussions. But to me feels like the only route for humans to have a good future. I'm putting this out for people that already largely share my view on the trajectory of AGI. If you don't agree with the main premises but are interested, there are lots of other posts that go into why these might be true. A) AGI seems inevitable. B) Seems impossible that humans (as they are now) don't lose control soon after AGI. All the arguments for us retaining control don't seem to understand that AI isn't just another tool. I haven't seen any that grapple with what it really means for a machine to be intelligent. C) It seems very hard that AGI will be aligned with what humans care about. These systems are just so alien. Maybe we can align it for a little bit but it will be unstable. Very hard to see how alignment is maintained with a thing that is way smarter than us and is evolving on its own. D) Even if I'm wrong about B or C, humans are not intelligent/wise enough to deal with our current technology level, much less super powerful AI. Let's say we manage this incredibly difficult task of aligning or controlling AI to humans' will. There are many amazing humans but also many many awful ones. The awful ones will continue to do awful things with way more leverage. This scenario seems pretty disastrous to me. We don't want super powerful humans without an increase in wisdom. To me the conclusion from A+B+C+D is: There is no good outcome (for us) without humans themselves also becoming super intelligent. So I believe our goal should be to ensure humans are in control long enough to augment our mind with extra capability. (or upload but that seems further off) I'm not sure how this will work but I feel like the things that neuralink or science.xyz are doing, developing brain computer interfaces, are steps in that direction. We also need to figure out scalable technological ways to work on trauma/psychology/fulfilling needs/reducing fears. Humans will somehow have to connect with machines to become much wiser, much more intelligent, and much more enlightened. Maybe we can become something like the amygdala of the neo-neo-cortex. There are two important timelines in competition here, length of time till we can upgrade, and length of time we can maintain control. We need to upgrade before we lose control. Unfortunately, in my view, on the current trajectory we will lose control before we are able to upgrade. I think we must work to make sure this isn't the case. Time Till Upgrade: My current estimate is ~15 years. But to me feels like the only route for humans to have a good future. I'm putting this out for people that already largely share my view on the trajectory of AGI. If you don't agree with the main premises but are interested, there are lots of other posts that go into why these might be true.A) AGI seems inevitable.B) Seems impossible that humans (as they are now) don't lose control soon after AGI. All the arguments for us retaining control don't seem to understand that AI isn't just another tool. I haven't seen any that grapple with what it really means for a machine to be intelligent.C) It seems very hard that AGI will be aligned with what humans care about. These systems are just so alien. Maybe we can align it for a little bit but it will be unstable. Very hard to see how alignment is maintained with a thing that is way smarter than us and is evolving on its own.D) Even if I'm wrong about B or C, humans are not intelligent/wise enough to deal with our current technology level, much less super powerful AI.Let's say we manage this incredibly difficult task of aligning or controlling AI to humans' will. There are many amazing humans but also many many awful ones. The awful ones will continue to do awful things with way more leverage. This scenario seems pretty disastrous to me. We don't want super powerful humans without an increase in wisdom.To me the conclusion from A+B+C+D is: There is no good outcome (for us) without humans themselves also becoming super intelligent.So I believe our goal should be to ensure humans are in control long enough to augment our mind with extra capability. (or upload but that seems further off) I'm not sure how this will work but I feel like the things that neuralink or science.xyz are doing, developing brain computer interfaces, are steps in that direction. We also need to figure out scalable technological ways to work on trauma/psychology/fulfilling needs/reducing fears. Humans will somehow have to connect with machines to become much wiser, much more intelligent, and much more enlightened. Maybe we can become something like the amygdala of the neo-neo-cortex.There are two important timelines in competition here, length of time till we can upgrade, and length of time we can maintain control. We need to upgrade before we lose control. Unfortunately, in my view, on the current trajectory we will lose control before we are able to upgrade. The short version: In this post I'm briefly summarizing how I spent my work-time in 2022, and what I'm planning for 2023. The first half of 2022 was writing the “Intro to Brain-Like-AGI Safety” blog post series. The second half of 2022 was split maybe 45%-45%-10% between my main research project (on reverse-engineering human social instincts), miscellaneous other research and correspondence, and outreach mostly targeted towards neuroscientists. I expect to carry on with a similar time allocation into 2023. First half of 2022: Writing “Intro to Brain-Like AGI Safety” So, I was writing some technical post in late 2021, and realized that the thing I was talking about was a detail sitting on top of a giant pile of idiosyncratic beliefs and terminology that nobody else would understand. So I started writing a background section to that post. That background section grew and grew and grew, and eventually turned into a book-length series of 15 blog posts entitled “Intro to Brain-Like AGI Safety”, which reorganized and re-explained almost everything I had written and thought about up to that point, since I started in the field around 2019. (My palimpsest!) Writing that series took up pretty much 100% of my work time until May 2022. Then I spent much of the late spring and summer catching up on lots of miscellaneous to-do-list stuff that I had put off while writing the series, and everyone in my family caught COVID, and we took a family vacation, and I attended two conferences, and I switched jobs when Jed McCaleb generously offered me a home at Astera Institute, and various other things. So I didn't get much research done during the late spring and summer. Moving on to the rest of the year, my substantive work time has been divided, I dunno, something like 45%-45%-10% between “my main research project”, “other research”, and “outreach”. Let's take those one at a time in the next three sections. 2. Second half of 2022 (1/3): My main research project 2.1 What's the project? I'm working on the open neuroscience problem that I described in the post Symbol Grounding and Human Social Instincts, and motivated in the post Two paths forward: “Controlled AGI” and “Social-instinct AGI”. I'll give an abbreviated version here. As discussed in “Intro to Brain-Like-AGI Safety”, I hold the following opinions: We should think of within-lifetime learning in the human brain as a kind of model-based reinforcement learning (RL) system; We should think of that model-based RL system as potentially similar to how future AGIs will work; We should (to a first approximation) think of the “reward function” of that RL system as encoding “innate drives”, like pain being bad and sweet tastes being good; These “innate drives” correspond to specific genetically-hardwired circuitry primarily in the hypothalamus and brainstem; A subset of that circuitry underlies human social and moral instincts; .And the project I'm working on is an attempt to figure out what those circuits are and how they work. 2.2 Why do I think success on this project would be helpful for AGI safety? Research is behind bars: paywalls and a closed peer-review process. You pay both to publish and to read published works. A small fraction of scientists are involved in peer review, creating a bottleneck and limiting the range of expertise that can improve rigor. Finally, publishing takes a long time, with the rapidly growing body of scientific literature needing to get through the peer-review bottleneck, stifling the innovative process of scientific discovery and application. Arcadia Science is using an open-science platform to encourage innovation and creative experimentation by reimagining what publishing science could be like – and they're looking for people like you to rethink how you share your science in ways that are more rapid, rigorous, useful, and open. While their research sharing site displays the science coming from Arcadia, it is built upon an open-source platform, PubPub, that is accessible to all. On PubPub, other communities can publish discoverable and citable scientific information in useful ways – whether that be a method, data set, or synthesis of varied data more similar to research articles. Publishing early and often is encouraged to speed up the process of innovation. Who decides the utility and rigour of the work? Without a paywall and with the ability to openly engage, scientists with diverse expertise everywhere can use the information and comment publicly about their thoughts on its utility and rigour. Arcadia Science feels like a scientific social media. The co-founders Seemay Chou, Jed McCaleb and Prachee Avasthi are building an ecosystem to help scientists reimagine how we can make the publishing, researching and funding of science better.

The craziest crypto scams and hacks: Part 1: How Mt. Gox lost $50bn in a Bitcoin hack Welcome to the cryptohunt jam where we spend one minute a day to explain crypto. In plain english. This week we will take a look at the fascinating stories behind some of the largest crypto hacks and scams. Today, let's talk about one of the craziest of them all: How Bitcoin exchange Mt. Gox lost almost 7% of all Bitcoins, which would be over $54 billion US dollars today. It all started harmlessly. In 2006, Jed McCaleb, who later become the cofounder of both Ripple and Stellar, created a website to exchange online fantasy game cards. He called it Mt. Gox. The project never went anywhere, but after getting interested in Bitcoin in 2010, he repurposed the domain and created one of the first crypto exchanges, allowing users to buy and sell Bitcoin online. McCaleb soon sold the site, citing a lack of time to make it better. The new owner, a french developer by the name of Mark Karpelès, saw the potential and quickly turned it into the largest Bitcoin exchange in the world. At one point, a whopping 70% of all Bitcoins changed hands through Mt. Gox. And that's where the troubles started. One security breach after the next eventually forced Mt. Gox out of business in 2014, and the system was so vulnerable, that the company lost 850,000 (!) Bitcoins in total. Many users never got their money back, and Karpelès was found guilty on several charges in Japan, where Mt. Gox operated. So, what was the problem and could this happen again? For the most part, Mt. Gox held all funds in so-called hot wallets. Those wallets are connected to the internet and therefore more accessible by hackers. And while hackers are of course still a concern, nowadays many exchanges like Coinbase are holding over 90% of all funds in cold wallets to minimize your risk. But it is still a good reminder: always consider who you trust with the keys to your holdings! And next time – how investors lost $4 billion on a coin that didn't even exist. After the apparent success of ACX grants (a), we received $10k from an anonymous donor to give out as micro-grants through Nuño's Forecasting newsletter. Some examples of projects we'd be excited to fund might be: Open-source software and tooling to automate forecasting. Bonus points if Metaculus users or other forecasters start using it. Giving a shot at forecasting or making models of a difficult yet useful and decision-relevant area. Think of Rootclaim (a) analyzing the lab-escape story of Omicron. Pieces similar in quality to the ones mentioned in "best pieces on forecasting from 2021 (a)”, in Forecasting Prize Results (a), or in some possible research areas (a). Trying to estimate many uncertain parameters, e.g., the quality of all US or UN organizations, quality of academic fields, whether a large list of organizations will fail, enlightened willingness to pay for many products, the accuracy of many public figures, etc. Create a microcovid (a) or foodimpacts (a) but for other areas, like micro-marriages, micro-insights, micro-dooms, etc. Do this in a way that easily allows the creation of many of these calculators. Improve metaforecast (a) (which is open source (a)) in some interesting way, e.g., improve the estimates of forecast quality. The application form is HERE (a). Feel free to apply for more than $10k: we don't anticipate having much difficulty getting more funding for promising applications, and we may refer these to other funders (e.g., the EA Infrastructure Fund (a)) if we can't. We will be accepting applications until March 15, though we may extend this period if we don't receive enough high-quality submissions. We preliminarily plan to make decisions by April the 1st. Otherwise, Luke Muehlhauser comments (a) that forecasting related projects might be a good fit for the EA Infrastructure Fund (a). Jonas Vollmer, who runs EA Funds, confirms this (a) For larger projects, the Survival and Flourishing Fund, backed by philanthropists Jaan Tallinn and Jed McCaleb, is organizing the distribution of around $6M-$10M in grants (a) this June, with applications due on Feb 21. They generally only accept applications from registered charities, but speculation grants (a) might be a good fit for smaller projects (40%). Thanks for listening. Stellar (XLM) Stellar is an open blockchain network designed to provide enterprise solutions by connecting financial institutions for the purpose of large transactions. Huge transactions between banks and investment firms that typically would take several days, a number of intermediaries, and cost a good deal of money, can now be done nearly instantaneously with no intermediaries and cost little to nothing for those making the transaction. While Stellar has positioned itself as an enterprise blockchain for institutional transactions, it is still an open blockchain that can be used by anyone. The system allows for cross-border transactions between any currencies. Stellar's native currency is Lumens (XLM). The network requires users to hold Lumens to be able to transact on the network. Stellar was founded by Jed McCaleb, a founding member of Ripple Labs and developer of the Ripple protocol. He eventually left his role with Ripple and went on to co-found the Stellar Development Foundation. Stellar Lumens have a market capitalization of $6.1 billion and are valued at $0.27 as of January 2021. Bitcoin Cash (BCH) Bitcoin cash (BCH) holds an important place in the history of altcoins because it is one of the earliest and most successful hard forks of the original Bitcoin. In the cryptocurrency world, a fork takes place as the result of debates and arguments between developers and miners. Due to the decentralized nature of digital currencies, wholesale changes to the code underlying the token or coin at hand must be made due to general consensus; the mechanism for this process varies according to the particular cryptocurrency. When different factions can't come to an agreement, sometimes the digital currency is split, with the original chain remaining true to its original code and the new chain beginning life as a new version of the prior coin, complete with changes to its code. BCH began its life in August of 2017 as a result of one of these splits. The debate that led to the creation of BCH had to do with the issue of scalability; the Bitcoin network has a limit on the size of blocks: one megabyte (MB). BCH increases the block size from one MB to eight MB, with the idea being that larger blocks can hold more transactions within them, and therefore the transaction speed would be increased. It also makes other changes, including the removal of the Segregated Witness protocol which impacts block space. As of January 2021, BCH had a market cap of $8.9 billion and a value per token of $513.45. Litecoin (LTC) Litecoin, launched in 2011, was among the first cryptocurrencies to follow in the footsteps of Bitcoin and has often been referred to as “silver to Bitcoin's gold.” It was created by Charlie Lee, an MIT graduate and former Google engineer. Litecoin is based on an open-source global payment network that is not controlled by any central authority and uses "scrypt" as a proof of work, which can be decoded with the help of CPUs of consumer-grade. Although Litecoin is like Bitcoin in many ways, it has a faster block generation rate and hence offers a faster transaction confirmation time. Other than developers, there are a growing number of merchants who accept Litecoin. As of January 2021, Litecoin had a market cap of $10.1 billion and a per token value of $153.88, making it the sixth-largest cryptocurrency in the world. Jed McCaleb is the co-founder and Chief Architect of the Stellar Development Foundation, an open network working to connect the world's financial infrastructure. In 2014, Jed created Stellar, an open-source blockchain network designed to democratize economic participation by making money more fluid, markets more open, and people more empowered.  Why you should listen: Jed's history is the story of crypto itself. An early pioneer of decentralized systems, he created eDonkey2000 one of the first file-sharing networks.  In July 2010, after reading about Bitcoin on Slashdot he became fascinated and founded the mtgox.com Bitcoin exchange.  "I wanted to get some Bitcoin and the only way you could do that at the time was to mine it or go on internet forums. So I started the Gox exchange so I could learn more about Bitcoin as a system, and buy bitcoins. It was something that was needed by the community at the time and I knew it could build it so I did. I didn't run it for very long before Mark Karpeles took over and everyone knows what happened after that.” In 2011 McCaleb founded the crypto asset company Ripple and served as CTO until 2013. McCaleb then parted ways with Ripple but as part of a settlement, he was granted a large amount of XRP tokens. At the height of the January 2018 altcoin boom, McCaleb was briefly the 40th wealthiest person on the planet based on the value of his XRP tokens. McCaleb founded Ripple and then Stellar to try and improve on the promise of Bitcoin. “Bitcoin is an awesome idea,” says McCaleb, “But software is iterative and can always be improved. One of the things that bothered me about Bitcoin is the mining aspect. There are literally billions of dollars spent on mining which is a shame. I thought if there is another way we can solve the consensus problem, then we should explore it. So with Ripple and now Stellar, this is a way to solve consensus without the proof-of-work mining process so transactions can be sent in a much cheaper, faster, more energy-efficient way." Key takeaway: McCaleb says the current financial system is clunky and inefficient. “The problem with the way that money moves around the planet, is that the rails were built pre-internet so none of it was designed to interoperate. And the beauty of the internet is that with email, for example, it doesn't matter who runs your email server, they all speak the same language so you can seamlessly and instantly send an email to anyone in the world. There is really no reason why money can't work the same way. That's what Stellar is, it is an interoperable payment protocol between payment networks.   McCaleb says that Stellar is intended to enhance rather than replace the existing financial system. Whereas, say, the Bitcoin network was made for trading only bitcoins, Stellar is a decentralized system that's built for trading any kind of money in a transparent and efficient way. “Stellar is designed as an upgrade to the existing financial structure,” says McCaleb. “It will be a long time, if ever before everyone is using one cryptocurrency. So instead, the better route is to build something that makes the current system easier, cheaper, reduces friction, and enables value transfer between people that wasn't possible before. Once we connect these networks of information in a frictionless way that will allow people to build all these interesting things on top of the network. Once you can send 10 cents from the U.S. to Vietnam, with no problem, that's when innovation happens. Tempo - A remittance network designed to allow people to send money to different countries quickly, for a fraction of a cent. Facilitate low-cost payments between different currencies. Thune / Western Union. Thunes and Western Union formed a partnership to upgrade their cross border payment system. Thune has partnered with Stellar since 2018, thus making them a trio of partners. Strong Leadership Stellar hired Denelle Dixon who was the COO at Mozilla. This is a solid hire as Mozilla has been one of the leading global companies in software and internet development. Arms race in the blockchain baking sector? With Stellars new services and partnerships, JP Morgan’s stable coin, Ripple, Telcoin, and other blockchain projects, it appears there is an all out race to develop new technologies to improve banking. Gox are the creditors, those who lost their Bitcoin when the company entered into bankruptcy arrangements. For years they have battled for a fair civil rehabilitation plan and suffered delay after delay.Under Japanese law, the creditors were due the Yen value off their holding at the date of bankruptcy, to be paid out from the 200,000 Bitcoins which were found by Mark Karpeles after first suspecting all the Bitcoin were gone.The process of rehabilitation has been held up by the lawsuit from Peter Vessenes from Coinlab, and during the wait, the price of Bitcoin has risen sharply. Under Japanese law, after creditors have been paid, the remaining value in the company is due to the shareholders, this being Mark Karpeles (88%) and Jed McCaleb (12%), which would have made Mark a billionaire.To their credit, neither Mark nor Jed wants to receive this money, and the creditors have fought to have the remaining Bitcoin redistributed to them. In this interview, I walk with the lawyer, Daniel Kelman, the architect of the civil rehabilitation plan for Mt.Gox creditors. She has enjoyed a phenomenally successful career and was also a previously a Partner at 500 Startups, but it's the future that she is building that really excites me. Here in 2018, Tammy is the founder and CEO of Stronghold, which is the first Silicon Valley venture-backed fintech startup on distributed ledger technology. The exciting company is also hitting the headlines for all the right reasons and is also working with IBM to create a new stablecoin built on Stellar. I invited Tammy onto the show today to learn more about her ambition of creating an amazing trading experience with Stronghold. We discuss how new features, flexibility, and a simple, safe trading experience are top of the agenda. Many will instantly think that Stellar and Stronghold are the perfect fit for each other.
