I wrote an initial draft of this post much closer to the Manifest controversy earlier this summer. Although I got sidetracked and it took a while to finish, I still think this is a conversation worth having; perhaps it would even be better to have it now since calmer heads have had time to prevail. I can't in good faith deny being an effective altruist. I've worked at EA organizations, I believe many of the core tenants of the movement, and thinking about optimizing my impact by EA lights has guided every major career decision I've made since early 2021. And yet I am ashamed to identify myself as such in polite society. Someone at a party recently guessed that I was an EA after I said I was interested in animal welfare litigation or maybe AI governance; I laughed awkwardly, said yeah maybe you could see it that way, and changed the subject. I find it quite strange to be in a position of having to downplay my affiliation with a movement that aims to unselfishly do as much as possible to help others, regardless of where or when they may live. Are altruism and far-reaching compassion not virtues? This shame comes in large part from a deeply troubling trend I've noticed over the last few years in EA. This trend is towards acceptance or toleration of race science ("human biodiversity" as some have tried to rebrand it), or otherwise racist incidents. Some notable instances in this trend include: The community's refusal to distance itself from, or at the very least strongly condemn the actions of Nick Bostrom after an old email came to light where he used the n-word and said "I like that sentence and think that it is true" in regards to the statement that "blacks are more stupid than whites," followed by an evasive, defensive apology. FLI's apparent sending of a letter intent to a far-right Swedish foundation that has promoted holocaust denial.[1] And now, most recently, many EAs' defense of Manifest hosting Richard Hanania, who pseudonymously wrote about his opposition to interracial marriage, cited neo-Nazis, and expressed views indicating that he didn't think Black people could govern themselves.[2] I'm not here to quibble about each individual instance listed above (and most were extensively litigated on the forum at the time). Maybe you think one or even all of the examples I gave has an innocent explanation. But if you find yourself thinking this way, you're still left having to answer the deeply uncomfortable question of why EA has to keep explaining these incidents. I have been even more disturbed by the EA forum's response.[3] Many have either leapt to outright defend those who seemed to espouse racist views or urged us to view their speech in the most possible favorable light without consideration of the negative effects of their language. Other communities that I have been a part of (online or otherwise) have not had repeated race-science related scandals. It is not a coincidence that we are having this conversation for the fourth or fifth time in the last few years. I spend a lot of this post defending my viewpoint, but I honestly think this is not a particularly hard or complicated problem; part of me is indignant that we even need to have this conversation. I view these conversations with deep frustration. What, exactly, do we have to gain by tolerating the musings of racist edgelords? We pride ourselves on having identified the most pressing problems in the world, problems that are neglected to the deep peril of those living and to be born; human and non-human alike. We are honoured to have as our guest in this episode Professor Stuart Russell. Stuart is professor of computer science at the University of California, Berkeley, and the traditional way to introduce him is to say that he literally wrote the book on AI. Artificial Intelligence: A Modern Approach, which he co-wrote with Peter Norvig, was first published in 1995, and the fourth edition came out in 2020.Stuart has been urging us all to take seriously the dramatic implications of advanced AI for longer than perhaps any other prominent AI researcher. He also proposes practical solutions, as in his 2019 book Human Compatible: Artificial Intelligence and the Problem of Control.In 2021 Stuart gave the Reith Lectures, and was awarded an OBE. He was one of the founding developers of Skype and the file sharing application Kazaa, and that alone makes him noteworthy to most of the world. But he leveraged his billionaire status conferred by that success to pursue a goal uncommon among technology entrepreneurs: reducing existential risk. In other words, saving the human race from possible extinction through our own foolhardiness or fate. He has co-founded and funded the Centre for the Study of Existential Risk, in Cambridge, England, and the Future of Life Institute, in Cambridge, Massachusetts. He's also a member of the board of sponsors of the Bulletin of the Atomic Scientists, and a key funder of the Machine Intelligence Research Institute. Can you remind me of your shtick before that? Did you have an EA career or something?HOLLYYeah, before that I was an academic. I got into EA when I was doing my PhD in evolutionary biology, and I had been into New Atheism before that. I had done a lot of organizing for that in college. And while the enlightenment stuff and what I think is the truth about there not being a God was very important to me, but I didn't like the lack of positive values. Half the people there were sort of people like me who are looking for community after leaving their religion that they grew up in. And sometimes as many as half of the people there were just looking for a way for it to be okay for them to upset people and take away stuff that was important to them. And I didn't love that. I didn't love organizing a space for that. And when I got to my first year at Harvard, harvard Effective Altruism was advertising for its fellowship, which became the Elite Fellowship eventually. And I was like, wow, this is like, everything I want. And it has this positive organizing value around doing good. And so I was totally made for it. And pretty much immediately I did that fellowship, even though it was for undergrad. I did that fellowship, and I was immediately doing a lot of grad school organizing, and I did that for, like, six more years. And yeah, by the time I got to the end of grad school, I realized I was very sick in my fifth year, and I realized the stuff I kept doing was EA organizing, and I did not want to keep doing work. And that was pretty clear. I thought, oh, because I'm really into my academic area, I'll do that, but I'll also have a component of doing good. I took giving what we can in the middle of grad school, and I thought, I actually just enjoy doing this more, so why would I do anything else? Then after grad school, I started applying for EA jobs, and pretty soon I got a job at Rethink Priorities, and they suggested that I work on wild animal welfare. And I have to say, from the beginning, it was a little bit like I don't know, I'd always had very mixed feelings about wild animal welfare as a cause area. How much do they assume the audience knows about EA?AARONA lot, I guess. I think as of right now, it's a pretty hardcore dozen people. Also. Wait, what year is any of this approximately?HOLLYSo I graduated in 2020.AARONOkay.HOLLYYeah. And then I was like, really?AARONOkay, this is not extremely distant history. Sometimes people are like, oh, yeah, like the OG days, like four or something. I'm like, oh, my God.HOLLYOh, yeah, no, I wish I had been in these circles then, but no, it wasn't until like, 2014 that I really got inducted. Yeah, which now feels old because everybody's so young. But yeah, in 2020, I finished my PhD, and I got this awesome remote job at Rethink Priorities during the Pandemic, which was great, but I was working on wild animal welfare, which I'd always had some. So wild animal welfare, just for anyone who's not familiar, is like looking at the state of the natural world and seeing if there's a way that usually the hedonic so, like, feeling pleasure, not pain sort of welfare of animals can be maximized. So that's in contrast to a lot of other ways of looking at the natural world, like conservation, which are more about preserving a state of the world the way preserving, maybe ecosystem balance, something like that. Preserving species diversity. The priority with wild animal welfare is the effect of welfare, like how it feels to be the animals. So it is very understudied, but I had a lot of reservations about it because I'm nervous about maximizing our values too hard onto animals or imposing them on other species.AARONOkay, that's interesting, just because we're so far away from the margin of I'm like a very pro wild animal animal welfare pilled person.HOLLYI'm definitely pro in theory.AARONHow many other people it's like you and formerly you and six other people or whatever seems like we're quite far away from the margin at which we're over optimizing in terms of giving heroin to all the sheep or I don't know, the bugs and stuff.HOLLYBut it's true the field is moving in more my direction and I think it's just because they're hiring more biologists and we tend to think this way or have more of this perspective. But I'm a big fan of Brian domestics work. But stuff like finding out which species have the most capacity for welfare I think is already sort of the wrong scale. I think a lot will just depend on how much. What are the conditions for that species?AARONYeah, no, there's like seven from the.HOLLYCoarseness and the abstraction, but also there's a lot of you don't want anybody to actually do stuff like that and it would be more possible to do the more simple sounding stuff. My work there just was consisted of being a huge downer. I respect that. I did do some work that I'm proud of. I have a whole sequence on EA forum about how we could reduce the use of rodenticide, which I think was the single most promising intervention that we came up with in the time that I was there. I mean, I didn't come up with it, but that we narrowed down. And even that just doesn't affect that many animals directly. It's really more about the impact is from what you think you'll get with moral circle expansion or setting precedents for the treatment of non human animals or wild animals, or semi wild animals, maybe like being able to be expanded into wild animals. And so it all felt not quite up to EA standards of impact. And I felt kind of uncomfortable trying to make this thing happen in EA when I wasn't sure that my tentative conclusion on wild animal welfare, after working on it and thinking about it a lot for three years, was that we're sort of waiting for transformative technology that's not here yet in order to be able to do the kinds of interventions that we want. And there are going to be other issues with the transformative technology that we have to deal with first.AARONYeah, no, I've been thinking not that seriously or in any formal way, just like once in a while I just have a thought like oh, I wonder how the field of, like, I guess wild animal sorry, not wild animal. Just like animal welfare in general and including wild animal welfare might make use of AI above and beyond. I feel like there's like a simple take which is probably mostly true, which is like, oh, I mean the phrase that everybody loves to say is make AI go well or whatever that but that's basically true. Probably you make aligned AI. I know that's like a very oversimplification and then you can have a bunch of wealth or whatever to do whatever you want. I feel like that's kind of like the standard line, but do you have any takes on, I don't know, maybe in the next couple of years or anything more specifically beyond just general purpose AI alignment, for lack of a better term, how animal welfare might put to use transformative AI.HOLLYMy last work at Rethink Priorities was like looking a sort of zoomed out look at the field and where it should go. And so we're apparently going to do a public version, but I don't know if that's going to happen. It's been a while now since I was expecting to get a call about it. But yeah, I'm trying to think of what can I scrape from that?AARONAs much as you can, don't reveal any classified information. But what was the general thing that this was about?HOLLYThere are things that I think so I sort of broke it down into a couple of categories. There's like things that we could do in a world where we don't get AGI for a long time, but we get just transformative AI. Short of that, it's just able to do a lot of parallel tasks. And I think we could do a lot we could get a lot of what we want for wild animals by doing a ton of surveillance and having the ability to make incredibly precise changes to the ecosystem. Having surveillance so we know when something is like, and the capacity to do really intense simulation of the ecosystem and know what's going to happen as a result of little things. We could do that all without AGI. You could just do that with just a lot of computational power. I think our ability to simulate the environment right now is not the best, but it's not because it's impossible. It's just like we just need a lot more observations and a lot more ability to simulate a comparison is meteorology. Meteorology used to be much more of an art, but it became more of a science once they started just literally taking for every block of air and they're getting smaller and smaller, the blocks. They just do Bernoulli's Law on it and figure out what's going to happen in that block. And then you just sort of add it all together and you get actually pretty good.AARONDo you know how big the blocks are?HOLLYThey get smaller all the time. That's the resolution increase, but I don't know how big the blocks are okay right now. And shockingly, that just works. That gives you a lot of the picture of what's going to happen with weather. And I think that modeling ecosystem dynamics is very similar to weather. You could say more players than ecosystems, and I think we could, with enough surveillance, get a lot better at monitoring the ecosystem and then actually have more of a chance of implementing the kinds of sweeping interventions we want. But the price would be just like never ending surveillance and having to be the stewards of the environment if we weren't automating. Depending on how much you want to automate and depending on how much you can automate without AGI or without handing it over to another intelligence.AARONYeah, I've heard this. Maybe I haven't thought enough. And for some reason, I'm just, like, intuitively. I feel like I'm more skeptical of this kind of thing relative to the actual. There's a lot of things that I feel like a person might be skeptical about superhuman AI. And I'm less skeptical of that or less skeptical of things that sound as weird as this. Maybe because it's not. One thing I'm just concerned about is I feel like there's a larger scale I can imagine, just like the choice of how much, like, ecosystem is like yeah, how much ecosystem is available for wild animals is like a pretty macro level choice that might be not at all deterministic. So you could imagine spreading or terraforming other planets and things like that, or basically continuing to remove the amount of available ecosystem and also at a much more practical level, clean meat development. I have no idea what the technical bottlenecks on that are right now, but seems kind of possible that I don't know, AI can help it in some capacity.HOLLYOh, I thought you're going to say that it would increase the amount of space available for wild animals. Is this like a big controversy within, I don't know, this part of the EA animal movement? If you advocate diet change and if you get people to be vegetarians, does that just free up more land for wild animals to suffer on? I thought this was like, guys, we just will never do anything if we don't choose sort of like a zone of influence and accomplish something there. It seemed like this could go on forever. It was like, literally, I rethink actually. A lot of discussions would end in like, okay, so this seems like really good for all of our target populations, but what about wild animals? I could just reverse everything. I don't know. The thoughts I came to on that were that it is worthwhile to try to figure out what are all of the actual direct effects, but I don't think we should let that guide our decision making. Only you have to have some kind of theory of change, of what is the direct effect going to lead to? And I just think that it's so illegible what you're trying to do. If you're, like, you should eat this kind of fish to save animals. It doesn't lead society to adopt, to understand and adopt your values. It's so predicated on a moment in time that might be convenient. Maybe I'm not looking hard enough at that problem, but the conclusion I ended up coming to was just like, look, I just think we have to have some idea of not just the direct impacts, but something about the indirect impacts and what's likely to facilitate other direct impacts that we want in the future.AARONYeah. I also share your I don't know. I'm not sure if we share the same or I also feel conflicted about this kind of thing. Yeah. And I don't know, at the very least, I have a very high bar for saying, actually the worst of factory farming is like, we should just like, yeah, we should be okay with that, because some particular model says that at this moment in time, it has some net positive effect on animal welfare.HOLLYWhat morality is that really compatible with? I mean, I understand our morality, but maybe but pretty much anyone else who hears that conclusion is going to think that that means that the suffering doesn't matter or something.AARONYeah, I don't know. I think maybe more than you, I'm willing to bite the bullet if somebody really could convince me that, yeah, chicken farming is actually just, in fact, good, even though it's counterintuitive, I'll be like, all right, fine.HOLLYSurely there are other ways of occupying.AARONYeah.HOLLYSame with sometimes I would get from very classical wild animal suffering people, like, comments on my rodenticide work saying, like, well, what if it's good to have more rats? I don't know. There are surely other vehicles for utility other than ones that humans are bent on destroying.AARONYeah, it's kind of neither here nor there, but I don't actually know if this is causally important, but at least psychologically. I remember seeing a mouse in a glue trap was very had an impact on me from maybe turning me, like, animal welfare pills or something. That's like, neither here nor there. It's like a random anecdote, but yeah, seems bad. All right, what came after rethink for you?HOLLYYeah. Well, after the publication of the FLI Letter and Eliezer's article in Time, I was super inspired by pause. A number of emotional changes happened to me about AI safety. Nothing intellectual changed, but just I'd always been confused at and kind of taken it as a sign that people weren't really serious about AI risk when they would say things like, I don't know, the only option is alignment. The only option is for us to do cool, nerd stuff that we love doing nothing else would. I bought the arguments, but I just wasn't there emotionally. And seeing Eliezer advocate political change because he wants to save everyone's lives and he thinks that's something that we can do. Just kind of I'm sure I didn't want to face it before because it was upsetting. Not that I haven't faced a lot of upsetting and depressing things like I worked in wild animal welfare, for God's sake, but there was something that didn't quite add up for me, or I hadn't quite grocked about AI safety until seeing Eliezer really show that his concern is about everyone dying. And he's consistent with that. He's not caught on only one way of doing it, and it just kind of got in my head and I kept wanting to talk about it at work and it sort of became clear like they weren't going to pursue that sort of intervention. But I kept thinking of all these parallels between animal advocacy stuff that I knew and what could be done in AI safety. And these polls kept coming out showing that there was really high support for Paws and I just thought, this is such a huge opportunity, I really would love to help out. Originally I was looking around for who was going to be leading campaigns that I could volunteer in, and then eventually I thought, it just doesn't seem like somebody else is going to do this in the Bay Area. So I just ended up quitting rethink and being an independent organizer. And that has been really I mean, honestly, it's like a tough subject. It's like a lot to deal with, but honestly, compared to wild animal welfare, it's not that bad. And I think I'm pretty used to dealing with tough and depressing low tractability causes, but I actually think this is really tractable. I've been shocked how quickly things have moved and I sort of had this sense that, okay, people are reluctant in EA and AI safety in particular, they're not used to advocacy. They kind of vaguely think that that's bad politics is a mind killer and it's a little bit of a threat to the stuff they really love doing. Maybe that's not going to be so ascendant anymore and it's just stuff they're not familiar with. But I have the feeling that if somebody just keeps making this case that people will take to it, that I could push the Oberson window with NEA and that's gone really well.AARONYeah.HOLLYAnd then of course, the public is just like pretty down. It's great.AARONYeah. I feel like it's kind of weird because being in DC and I've always been, I feel like I actually used to be more into politics, to be clear. I understand or correct me if I'm wrong, but advocacy doesn't just mean in the political system or two politicians or whatever, but I assume that's like a part of what you're thinking about or not really.HOLLYYeah. Early on was considering working on more political process type advocacy and I think that's really important. I totally would have done it. I just thought that it was more neglected in our community to do advocacy to the public and a lot of people had entanglements that prevented them from doing so. They work sort of with AI labs or it's important to their work that they not declare against AI labs or something like that or be perceived that way. And so they didn't want to do public advocacy that could threaten what else they're doing. But I didn't have anything like that. I've been around for a long time in EA and I've been keeping up on AI safety, but I've never really worked. That's not true. I did a PiBBs fellowship, but.AARONI've.HOLLYNever worked for anybody in like I was just more free than a lot of other people to do the public messaging and so I kind of felt that I should. Yeah, I'm also more willing to get into conflict than other EA's and so that seems valuable, no?AARONYeah, I respect that. Respect that a lot. Yeah. So like one thing I feel like I've seen a lot of people on Twitter, for example. Well, not for example. That's really just it, I guess, talking about polls that come out saying like, oh yeah, the public is super enthusiastic about X, Y or Z, I feel like these are almost meaningless and maybe you can convince me otherwise. It's not exactly to be clear, I'm not saying that. I guess it could always be worse, right? All things considered, like a poll showing X thing is being supported is better than the opposite result, but you can really get people to say anything. Maybe I'm just wondering about the degree to which the public how do you imagine the public and I'm doing air quotes to playing into policies either of, I guess, industry actors or government actors?HOLLYWell, this is something actually that I also felt that a lot of EA's were unfamiliar with. But it does matter to our representatives, like what the constituents think it matters a mean if you talk to somebody who's ever interned in a congressperson's office, one person calling and writing letters for something can have actually depending on how contested a policy is, can have a largeish impact. My ex husband was an intern for Jim Cooper and they had this whole system for scoring when calls came in versus letters. Was it a handwritten letter, a typed letter? All of those things went into how many points it got and that was something they really cared about. Politicians do pay attention to opinion polls and they pay attention to what their vocal constituents want and they pay attention to not going against what is the norm opinion. Even if nobody in particular is pushing them on it or seems to feel strongly about it. They really are trying to calibrate themselves to what is the norm. So those are always also sometimes politicians just get directly convinced by arguments of what a policy should be. So yeah, public opinion is, I think, underappreciated by ya's because it doesn't feel like mechanistic. They're looking more for what's this weird policy hack that's going to solve what's? This super clever policy that's going to solve things rather than just like what's acceptable discourse, like how far out of his comfort zone does this politician have to go to advocate for this thing? How unpopular is it going to be to say stuff that's against this thing that now has a lot of public support?AARONYeah, I guess mainly I'm like I guess I'm also I definitely could be wrong with this, but I would expect that a lot of the yeah, like for like when politicians like, get or congresspeople like, get letters and emails or whatever on a particular especially when it's relevant to a particular bill. And it's like, okay, this bill has already been filtered for the fact that it's going to get some yes votes and some no votes and it's close to or something like that. Hearing from an interested constituency is really, I don't know, I guess interesting evidence. On the other hand, I don't know, you can kind of just get Americans to say a lot of different things that I think are basically not extremely unlikely to be enacted into laws. You know what I mean? I don't know. You can just look at opinion. Sorry. No great example comes to mind right now. But I don't know, if you ask the public, should we do more safety research into, I don't know, anything. If it sounds good, then people will say yes, or am I mistaken about this?HOLLYI mean, on these polls, usually they ask the other way around as well. Do you think AI is really promising for its benefits and should be accelerated? They answer consistently. It's not just like, well now that sounds positive. Okay. I mean, a well done poll will correct for these things. Yeah. I've encountered a lot of skepticism about the polls. Most of the polls on this have been done by YouGov, which is pretty reputable. And then the ones that were replicated by rethink priorities, they found very consistent results and I very much trust Rethink priorities on polls. Yeah. I've had people say, well, these framings are I don't know, they object and wonder if it's like getting at the person's true beliefs. And I kind of think like, I don't know, basically this is like the kind of advocacy message that I would give and people are really receptive to it. So to me that's really promising. Whether or not if you educated them a lot more about the topic, they would think the same is I don't think the question but that's sometimes an objection that I get. Yeah, I think they're indicative. And then I also think politicians just care directly about these things. If they're able to cite that most of the public agrees with this policy, that sort of gives them a lot of what they want, regardless of whether there's some qualification to does the public really think this or are they thinking hard enough about it? And then polls are always newsworthy. Weirdly. Just any poll can be a news story and journalists love them and so it's a great chance to get exposure for the whatever thing. And politicians do care what's in the news. Actually, I think we just have more influence over the political process than EA's and less wrongers tend to believe it's true. I think a lot of people got burned in AI safety, like in the previous 20 years because it would be dismissed. It just wasn't in the overton window. But I think we have a lot of power now. Weirdly. People care what effective altruists think. People see us as having real expertise. The AI safety community does know the most about this. It's pretty wild now that's being recognized publicly and journalists and the people who influence politicians, not directly the people, but the Fourth Estate type, people pay attention to this and they influence policy. And there's many levels of I wrote if people want a more detailed explanation of this, but still high level and accessible, I hope I wrote a thing on EA forum called The Case for AI Safety Advocacy. And that kind of goes over this concept of outside versus inside game. So inside game is like working within a system to change it. Outside game is like working outside the system to put pressure on that system to change it. And I think there's many small versions of this. I think that it's helpful within EA and AI safety to be pushing the overton window of what I think that people have a wrong understanding of how hard it is to communicate this topic and how hard it is to influence governments. I want it to be more acceptable. I want it to feel more possible in EA and AI safety to go this route. And then there's the public public level of trying to make them more familiar with the issue, frame it in the way that I want, which is know, with Sam Altman's tour, the issue kind of got framed as like, well, AI is going to get built, but how are we going to do it safely? And then I would like to take that a step back and be like, should AI be built or should AGI be just if we tried, we could just not do that, or we could at least reduce the speed. And so, yeah, I want people to be exposed to that frame. I want people to not be taken in by other frames that don't include the full gamut of options. I think that's very possible. And then there's a lot of this is more of the classic thing that's been going on in AI safety for the last ten years is trying to influence AI development to be more safety conscious. And that's like another kind of dynamic. There, like trying to change sort of the general flavor, like, what's acceptable? Do we have to care about safety? What is safety? That's also kind of a window pushing exercise.AARONYeah. Cool. Luckily, okay, this is not actually directly responding to anything you just said, which is luck. So I pulled up this post. So I should have read that. Luckily, I did read the case for slowing down. It was like some other popular post as part of the, like, governance fundamentals series. I think this is by somebody, Zach wait, what was it called? Wait.HOLLYIs it by Zach or.AARONKatya, I think yeah, let's think about slowing down AI. That one. So that is fresh in my mind, but yours is not yet. So what's the plan? Do you have a plan? You don't have to have a plan. I don't have plans very much.HOLLYWell, right now I'm hopeful about the UK AI summit. Pause AI and I have planned a multi city protest on the 21 October to encourage the UK AI Safety Summit to focus on safety first and to have as a topic arranging a pause or that of negotiation. There's a lot of a little bit upsetting advertising for that thing that's like, we need to keep up capabilities too. And I just think that's really a secondary objective. And that's how I wanted to be focused on safety. So I'm hopeful about the level of global coordination that we're already seeing. It's going so much faster than we thought. Already the UN Secretary General has been talking about this and there have been meetings about this. It's happened so much faster at the beginning of this year. Nobody thought we could talk about nobody was thinking we'd be talking about this as a mainstream topic. And then actually governments have been very receptive anyway. So right now I'm focused on other than just influencing opinion, the targets I'm focused on, or things like encouraging these international like, I have a protest on Friday, my first protest that I'm leading and kind of nervous that's against Meta. It's at the Meta building in San Francisco about their sharing of model weights. They call it open source. It's like not exactly open source, but I'm probably not going to repeat that message because it's pretty complicated to explain. I really love the pause message because it's just so hard to misinterpret and it conveys pretty clearly what we want very quickly. And you don't have a lot of bandwidth and advocacy. You write a lot of materials for a protest, but mostly what people see is the title.AARONThat's interesting because I sort of have the opposite sense. I agree that in terms of how many informational bits you're conveying in a particular phrase, pause AI is simpler, but in some sense it's not nearly as obvious. At least maybe I'm more of a tech brain person or whatever. But why that is good, as opposed to don't give extremely powerful thing to the worst people in the world. That's like a longer everyone.HOLLYMaybe I'm just weird. I've gotten the feedback from open source ML people is the number one thing is like, it's too late, there's already super powerful models. There's nothing you can do to stop us, which sounds so villainous, I don't know if that's what they mean. Well, actually the number one message is you're stupid, you're not an ML engineer. Which like, okay, number two is like, it's too late, there's nothing you can do. There's all of these other and Meta is not even the most powerful generator of models that it share of open source models. I was like, okay, fine. And I don't know, I don't think that protesting too much is really the best in these situations. I just mostly kind of let that lie. I could give my theory of change on this and why I'm focusing on Meta. Meta is a large company I'm hoping to have influence on. There is a Meta building in San Francisco near where yeah, Meta is the biggest company that is doing this and I think there should be a norm against model weight sharing. I was hoping it would be something that other employees of other labs would be comfortable attending and that is a policy that is not shared across the labs. Obviously the biggest labs don't do it. So OpenAI is called OpenAI but very quickly decided not to do that. Yeah, I kind of wanted to start in a way that made it more clear than pause AI. Does that anybody's welcome something? I thought a one off issue like this that a lot of people could agree and form a coalition around would be good. A lot of people think that this is like a lot of the open source ML people think know this is like a secret. What I'm saying is secretly an argument for tyranny. I just want centralization of power. I just think that there are elites that are better qualified to run everything. It was even suggested I didn't mention China. It even suggested that I was racist because I didn't think that foreign people could make better AIS than Meta.AARONI'm grimacing here. The intellectual disagreeableness, if that's an appropriate term or something like that. Good on you for standing up to some pretty bad arguments.HOLLYYeah, it's not like that worth it. I'm lucky that I truly am curious about what people think about stuff like that. I just find it really interesting. I spent way too much time understanding the alt. Right. For instance, I'm kind of like sure I'm on list somewhere because of the forums I was on just because I was interested and it is something that serves me well with my adversaries. I've enjoyed some conversations with people where I kind of like because my position on all this is that look, I need to be convinced and the public needs to be convinced that this is safe before we go ahead. So I kind of like not having to be the smart person making the arguments. I kind of like being like, can you explain like I'm five. I still don't get it. How does this work?AARONYeah, no, I was thinking actually not long ago about open source. Like the phrase has such a positive connotation and in a lot of contexts it really is good. I don't know. I'm glad that random tech I don't know, things from 2004 or whatever, like the reddit source code is like all right, seems cool that it's open source. I don't actually know if that was how that right. But yeah, I feel like maybe even just breaking down what the positive connotation comes from and why it's in people's self. This is really what I was thinking about, is like, why is it in people's self interest to open source things that they made and that might break apart the allure or sort of ethical halo that it has around it? And I was thinking it probably has something to do with, oh, this is like how if you're a tech person who makes some cool product, you could try to put a gate around it by keeping it closed source and maybe trying to get intellectual property or something. But probably you're extremely talented already, or pretty wealthy. Definitely can be hired in the future. And if you're not wealthy yet I don't mean to put things in just materialist terms, but basically it could easily be just like in a yeah, I think I'll probably take that bit out because I didn't mean to put it in strictly like monetary terms, but basically it just seems like pretty plausibly in an arbitrary tech person's self interest, broadly construed to, in fact, open source their thing, which is totally fine and normal.HOLLYI think that's like 99 it's like a way of showing magnanimity showing, but.AARONI don't make this sound so like, I think 99.9% of human behavior is like this. I'm not saying it's like, oh, it's some secret, terrible self interested thing, but just making it more mechanistic. Okay, it's like it's like a status thing. It's like an advertising thing. It's like, okay, you're not really in need of direct economic rewards, or sort of makes sense to play the long game in some sense, and this is totally normal and fine, but at the end of the day, there's reasons why it makes sense, why it's in people's self interest to open source.HOLLYLiterally, the culture of open source has been able to bully people into, like, oh, it's immoral to keep it for yourself. You have to release those. So it's just, like, set the norms in a lot of ways, I'm not the bully. Sounds bad, but I mean, it's just like there is a lot of pressure. It looks bad if something is closed source.AARONYeah, it's kind of weird that Meta I don't know, does Meta really think it's in their I don't know. Most economic take on this would be like, oh, they somehow think it's in their shareholders interest to open source.HOLLYThere are a lot of speculations on why they're doing this. One is that? Yeah, their models aren't as good as the top labs, but if it's open source, then open source quote, unquote then people will integrate it llama Two into their apps. Or People Will Use It And Become I don't know, it's a little weird because I don't know why using llama Two commits you to using llama Three or something, but it just ways for their models to get in in places where if you just had to pay for their models too, people would go for better ones. That's one thing. Another is, yeah, I guess these are too speculative. I don't want to be seen repeating them since I'm about to do this purchase. But there's speculation that it's in best interests in various ways to do this. I think it's possible also that just like so what happened with the release of Llama One is they were going to allow approved people to download the weights, but then within four days somebody had leaked Llama One on four chan and then they just were like, well, whatever, we'll just release the weights. And then they released Llama Two with the weights from the beginning. And it's not like 100% clear that they intended to do full open source or what they call Open source. And I keep saying it's not open source because this is like a little bit of a tricky point to make. So I'm not emphasizing it too much. So they say that they're open source, but they're not. The algorithms are not open source. There are open source ML models that have everything open sourced and I don't think that that's good. I think that's worse. So I don't want to criticize them for that. But they're saying it's open source because there's all this goodwill associated with open source. But actually what they're doing is releasing the product for free or like trade secrets even you could say like things that should be trade secrets. And yeah, they're telling people how to make it themselves. So it's like a little bit of a they're intentionally using this label that has a lot of positive connotations but probably according to Open Source Initiative, which makes the open Source license, it should be called something else or there should just be like a new category for LLMs being but I don't want things to be more open. It could easily sound like a rebuke that it should be more open to make that point. But I also don't want to call it Open source because I think Open source software should probably does deserve a lot of its positive connotation, but they're not releasing the part, that the software part because that would cut into their business. I think it would be much worse. I think they shouldn't do it. But I also am not clear on this because the Open Source ML critics say that everyone does have access to the same data set as Llama Two. But I don't know. Llama Two had 7 billion tokens and that's more than GPT Four. And I don't understand all of the details here. It's possible that the tokenization process was different or something and that's why there were more. But Meta didn't say what was in the longitude data set and usually there's some description given of what's in the data set that led some people to speculate that maybe they're using private data. They do have access to a lot of private data that shouldn't be. It's not just like the common crawl backup of the Internet. Everybody's basing their training on that and then maybe some works of literature they're not supposed to. There's like a data set there that is in question, but metas is bigger than bigger than I think well, sorry, I don't have a list in front of me. I'm not going to get stuff wrong, but it's bigger than kind of similar models and I thought that they have access to extra stuff that's not public. And it seems like people are asking if maybe that's part of the training set. But yeah, the ML people would have or the open source ML people that I've been talking to would have believed that anybody who's decent can just access all of the training sets that they've all used.AARONAside, I tried to download in case I'm guessing, I don't know, it depends how many people listen to this. But in one sense, for a competent ML engineer, I'm sure open source really does mean that. But then there's people like me. I don't know. I knew a little bit of R, I think. I feel like I caught on the very last boat where I could know just barely enough programming to try to learn more, I guess. Coming out of college, I don't know, a couple of months ago, I tried to do the thing where you download Llama too, but I tried it all and now I just have like it didn't work. I have like a bunch of empty folders and I forget got some error message or whatever. Then I tried to train my own tried to train my own model on my MacBook. It just printed. That's like the only thing that a language model would do because that was like the most common token in the training set. So anyway, I'm just like, sorry, this is not important whatsoever.HOLLYYeah, I feel like torn about this because I used to be a genomicist and I used to do computational biology and it was not machine learning, but I used a highly parallel GPU cluster. And so I know some stuff about it and part of me wants to mess around with it, but part of me feels like I shouldn't get seduced by this. I am kind of worried that this has happened in the AI safety community. It's always been people who are interested in from the beginning, it was people who are interested in singularity and then realized there was this problem. And so it's always been like people really interested in tech and wanting to be close to it. And I think we've been really influenced by our direction, has been really influenced by wanting to be where the action is with AI development. And I don't know that that was right.AARONNot personal, but I guess individual level I'm not super worried about people like you and me losing the plot by learning more about ML on their personal.HOLLYYou know what I mean? But it does just feel sort of like I guess, yeah, this is maybe more of like a confession than, like a point. But it does feel a little bit like it's hard for me to enjoy in good conscience, like, the cool stuff.AARONOkay. Yeah.HOLLYI just see people be so attached to this as their identity. They really don't want to go in a direction of not pursuing tech because this is kind of their whole thing. And what would they do if we weren't working toward AI? This is a big fear that people express to me with they don't say it in so many words usually, but they say things like, well, I don't want AI to never get built about a pause. Which, by the way, just to clear up, my assumption is that a pause would be unless society ends for some other reason, that a pause would eventually be lifted. It couldn't be forever. But some people are worried that if you stop the momentum now, people are just so luddite in their insides that we would just never pick it up again. Or something like that. And, yeah, there's some identity stuff that's been expressed. Again, not in so many words to me about who will we be if we're just sort of like activists instead of working on.AARONMaybe one thing that we might actually disagree on. It's kind of important is whether so I think we both agree that Aipause is better than the status quo, at least broadly, whatever. I know that can mean different things, but yeah, maybe I'm not super convinced, actually, that if I could just, like what am I trying to say? Maybe at least right now, if I could just imagine the world where open eye and Anthropic had a couple more years to do stuff and nobody else did, that would be better. I kind of think that they are reasonably responsible actors. And so I don't know. I don't think that actually that's not an actual possibility. But, like, maybe, like, we have a different idea about, like, the degree to which, like, a problem is just, like, a million different not even a million, but, say, like, a thousand different actors, like, having increasingly powerful models versus, like, the actual, like like the actual, like, state of the art right now, being plausibly near a dangerous threshold or something. Does this make any sense to you?HOLLYBoth those things are yeah, and this is one thing I really like about the pause position is that unlike a lot of proposals that try to allow for alignment, it's not really close to a bad choice. It's just more safe. I mean, it might be foregoing some value if there is a way to get an aligned AI faster. But, yeah, I like the pause position because it's kind of robust to this. I can't claim to know more about alignment than OpenAI or anthropic staff. I think they know much more about it. But I have fundamental doubts about the concept of alignment that make me think I'm concerned about even if things go right, like, what perverse consequences go nominally right, like, what perverse consequences could follow from that. I have, I don't know, like a theory of psychology that's, like, not super compatible with alignment. Like, I think, like yeah, like humans in living in society together are aligned with each other, but the society is a big part of that. The people you're closest to are also my background in evolutionary biology has a lot to do with genetic conflict.AARONWhat is that?HOLLYGenetic conflict is so interesting. Okay, this is like the most fascinating topic in biology, but it's like, essentially that in a sexual species, you're related to your close family, you're related to your ken, but you're not the same as them. You have different interests. And mothers and fathers of the same children have largely overlapping interests, but they have slightly different interests in what happens with those children. The payoff to mom is different than the payoff to dad per child. One of the classic genetic conflict arenas and one that my advisor worked on was my advisor was David Haig, was pregnancy. So mom and dad both want an offspring that's healthy. But mom is thinking about all of her offspring into the future. When she thinks about how much.AARONWhen.HOLLYMom is giving resources to one baby, that is in some sense depleting her ability to have future children. But for dad, unless the species is.AARONPerfect, might be another father in the future.HOLLYYeah, it's in his interest to take a little more. And it's really interesting. Like the tissues that the placenta is an androgenetic tissue. This is all kind of complicated. I'm trying to gloss over some details, but it's like guided more by genes that are active in when they come from the father, which there's this thing called genomic imprinting that first, and then there's this back and forth. There's like this evolution between it's going to serve alleles that came from dad imprinted, from dad to ask for more nutrients, even if that's not good for the mother and not what the mother wants. So the mother's going to respond. And you can see sometimes alleles are pretty mismatched and you get like, mom's alleles want a pretty big baby and a small placenta. So sometimes you'll see that and then dad's alleles want a big placenta and like, a smaller baby. These are so cool, but they're so hellishly complicated to talk about because it involves a bunch of genetic concepts that nobody talks about for any other reason.AARONI'm happy to talk about that. Maybe part of that dips below or into the weeds threshold, which I've kind of lost it, but I'm super interested in this stuff.HOLLYYeah, anyway, so the basic idea is just that even the people that you're closest with and cooperate with the most, they tend to be clearly this is predicated on our genetic system. There's other and even though ML sort of evolves similarly to natural selection through gradient descent, it doesn't have the same there's no recombination, there's not genes, so there's a lot of dis analogies there. But the idea that being aligned to our psychology would just be like one thing. Our psychology is pretty conditional. I would agree that it could be one thing if we had a VNM utility function and you could give it to AGI, I would think, yes, that captures it. But even then, that utility function, it covers when you're in conflict with someone, it covers different scenarios. And so I just am like not when people say alignment. I think what they're imagining is like an omniscient. God, who knows what would be best? And that is different than what I think could be meant by just aligning values.AARONNo, I broadly very much agree, although I do think at least this is my perception, is that based on the right 95 to 2010 Miri corpus or whatever, alignment was like alignment meant something that was kind of not actually possible in the way that you're saying. But now that we have it seems like actually humans have been able to get ML models to understand basically human language pretty shockingly. Well, and so actually, just the concern about maybe I'm sort of losing my train of thought a little bit, but I guess maybe alignment and misalignment aren't as binary as they were initially foreseen to be or something. You can still get a language model, for example, that tries to well, I guess there's different types of misleading but be deceptive or tamper with its reward function or whatever. Or you can get one that's sort of like earnestly trying to do the thing that its user wants. And that's not an incoherent concept anymore.HOLLYNo, it's not. Yeah, so yes, there is like, I guess the point of bringing up the VNM utility function was that there was sort of in the past a way that you could mathematically I don't know, of course utility functions are still real, but that's not what we're thinking anymore. We're thinking more like training and getting the gist of what and then getting corrections when you're not doing the right thing according to our values. But yeah, sorry. So the last piece I should have said originally was that I think with humans we're already substantially unaligned, but a lot of how we work together is that we have roughly similar capabilities. And if the idea of making AGI is to have much greater capabilities than we have, that's the whole point. I just think when you scale up like that, the divisions in your psyche or are just going to be magnified as well. And this is like an informal view that I've been developing for a long time, but just that it's actually the low capabilities that allows alignment or similar capabilities that makes alignment possible. And then there are, of course, mathematical structures that could be aligned at different capabilities. So I guess I have more hope if you could find the utility function that would describe this. But if it's just a matter of acting in distribution, when you increase your capabilities, you're going to go out of distribution or you're going to go in different contexts, and then the magnitude of mismatch is going to be huge. I wish I had a more formal way of describing this, but that's like my fundamental skepticism right now that makes me just not want anyone to build it. I think that you could have very sophisticated ideas about alignment, but then still just with not when you increase capabilities enough, any little chink is going to be magnified and it could be yeah.AARONSeems largely right, I guess. You clearly have a better mechanistic understanding of ML.HOLLYI don't know. My PiBBs project was to compare natural selection and gradient descent and then compare gradient hacking to miotic drive, which is the most analogous biological this is a very cool thing, too. Meatic drive. So Meiosis, I'll start with that for everyone.AARONThat's one of the cell things.HOLLYYes. Right. So Mitosis is the one where cells just divide in your body to make more skin. But Meiosis is the special one where you go through two divisions to make gametes. So you go from like we normally have two sets of chromosomes in each cell, but the gametes, they recombine between the chromosomes. You get different combinations with new chromosomes and then they divide again to bring them down to one copy each. And then like that, those are your gametes. And the gametes eggs come together with sperm to make a zygote and the cycle goes on. But during Meiosis, the point of it is to I mean, I'm going to just assert some things that are not universally accepted, but I think this is by far the best explanation. But the point of it is to take this like, you have this huge collection of genes that might have individually different interests, and you recombine them so that they don't know which genes they're going to be with in the next generation. They know which genes they're going to be with, but which allele of those genes. So I'm going to maybe simplify some terminology because otherwise, what's to stop a bunch of genes from getting together and saying, like, hey, if we just hack the Meiosis system or like the division system to get into the gametes, we can get into the gametes at a higher rate than 50%. And it doesn't matter. We don't have to contribute to making this body. We can just work on that.AARONWhat is to stop that?HOLLYYeah, well, Meiosis is to stop that. Meiosis is like a government system for the genes. It makes it so that they can't plan to be with a little cabal in the next generation because they have some chance of getting separated. And so their best chance is to just focus on making a good organism. But you do see lots of examples in nature of where that cooperation is breaking down. So some group of genes has found an exploit and it is fucking up the species. Species do go extinct because of this. It's hard to witness this happening. But there are several species. There's this species of cedar that has a form of this which is, I think, maternal genome. It's maternal genome elimination. So when the zygote comes together, the maternal chromosomes are just thrown away and it's like terrible because that affects the way that the thing works and grows, that it's put them in a death spiral and they're probably going to be extinct. And they're trees, so they live a long time, but they're probably going to be extinct in the next century. There's lots of ways to hack meiosis to get temporary benefit for genes. This, by the way, I just think is like nail in the coffin. Obviously, gene centered view is the best evolutionarily. What is the best the gene centered view of evolution.AARONAs opposed to sort of standard, I guess, high school college thing would just be like organisms.HOLLYYeah, would be individuals. Not that there's not an accurate way to talk in terms of individuals or even in terms of groups, but to me, conceptually.AARONThey'Re all legit in some sense. Yeah, you could talk about any of them. Did anybody take like a quirk level? Probably not. That whatever comes below the level of a gene, like an individual.HOLLYWell, there is argument about what is a gene because there's multiple concepts of genes. You could look at what's the part that makes a protein or you can look at what is the unit that tends to stay together in recombination or something like over time.AARONI'm sorry, I feel like I cut you off. It's something interesting. There was meiosis.HOLLYMeiotic drive is like the process of hacking meiosis so that a handful of genes can be more represented in the next generation. So otherwise the only way to get more represented in the next generation is to just make a better organism, like to be naturally selected. But you can just cheat and be like, well, if I'm in 90% of the sperm, I will be next in the next generation. And essentially meiosis has to work for natural selection to work in large organisms with a large genome and then yeah, ingredient descent. We thought the analogy was going to be with gradient hacking, that there would possibly be some analogy. But I think that the recombination thing is really the key in Meadic Drive. And then there's really nothing like that in.AARONThere'S. No selection per se. I don't know, maybe that doesn't. Make a whole lot of sense.HOLLYWell, I mean, in gradient, there's no.AARONG in analog, right?HOLLYThere's no gene analog. Yeah, but there is, like I mean, it's a hill climbing algorithm, like natural selection. So this is especially, I think, easy to see if you're familiar with adaptive landscapes, which looks very similar to I mean, if you look at a schematic or like a model of an illustration of gradient descent, it looks very similar to adaptive landscapes. They're both, like, in dimensional spaces, and you're looking at vectors at any given point. So the adaptive landscape concept that's usually taught for evolution is, like, on one axis you have fitness, and on the other axis you have well, you can have a lot of things, but you have and you have fitness of a population, and then you have fitness on the other axis. And what it tells you is the shape of the curve there tells you which direction evolution is going to push or natural selection is going to push each generation. And so with gradient descent, there's, like, finding the gradient to get to the lowest value of the cost function, to get to a local minimum at every step. And you follow that. And so that part is very similar to natural selection, but the Miosis hacking just has a different mechanism than gradient hacking would. Gradient hacking probably has to be more about I kind of thought that there was a way for this to work. If fine tuning creates a different compartment that doesn't there's not full backpropagation, so there's like kind of two different compartments in the layers or something. But I don't know if that's right. My collaborator doesn't seem to think that that's very interesting. I don't know if they don't even.AARONKnow what backup that's like a term I've heard like a billion times.HOLLYIt's updating all the weights and all the layers based on that iteration.AARONAll right. I mean, I can hear those words. I'll have to look it up later.HOLLYYou don't have to full I think there are probably things I'm not understanding about the ML process very well, but I had thought that it was something like yeah, like in yeah, sorry, it's probably too tenuous. But anyway, yeah, I've been working on this a little bit for the last year, but I'm not super sharp on my arguments about that.AARONWell, I wouldn't notice. I was like, wow, this does sound suddenly, like, so much more serious.AARONYeah, I don't know. Yeah, I definitely say like and too much. Purpose of this post: The purpose of this post is three-fold: 1) highlight the importance of incident sharing and share best practices from adjacent fields to AI safety 2) collect tentative and existing ideas of implementing a widely used AI incident database and 3) serve as a comprehensive list of existing AI incident databases as of June 2023. Epistemic status: I have spent around 25+ hours researching this topic and this list is by no means meant to be exhaustive. It should give the reader an idea of relevant adjacent fields where incident databases are common practice and should highlight some of the more widely used AI incident databases which exist to date. Please feel encouraged to comment any relevant ideas or databases that I have missed, I will periodically update the list if I find anything new. Motivation for AI Incident Databases Sharing incidents, near misses and best practices in AI development decreases the likelihood of future malfunctions and large-scale risk. To mitigate risks from AI systems, it is vital to understand the causes and effects of their failures. Many AI governance organizations, including FLI and CSET, recommend creating a detailed database of AI incidents to enable information-sharing between developers, government and the public. Generally, information-sharing between different stakeholders 1) enables quicker identification of security issues and 2) boosts risk-mitigation by helping companies take appropriate actions against vulnerabilities. Best practices from other fields National Transportation Safety Board (NTSB) publishes and maintains a database of aviation accidents, including detailed reports evaluating technological and environmental factors as well as potential human errors causing the incident. The reports include descriptions of the aircraft, how it was operated by the flight crew, environmental conditions, consequences of event, probable cause of accident, etc. The meticulous record-keeping and best-practices recommendations are one of the key factors behind the steady decline in yearly aviation accidents, making air travel one of the safest form of travel. National Highway Traffic Safety Administration (NHTSA) maintains a comprehensive database recording the number of crashes and fatal injuries caused by automobile and motor vehicle traffic, detailing information about the incidents such as specific driver behavior, atmospheric conditions, light conditions or road-type. NHTSA also enforces safety standards for manufacturing and deploying vehicle parts and equipment. Common Vulnerabilities and Exposure (CVE) is a cross-sector public database recording specific vulnerabilities and exposures in information-security systems, maintained by Mitre Corporation. If a vulnerability is reported, it is examined by a CVE Numbering Authority (CNA) and entered into the database with a description and the identification of the information-security system and all its versions that it applies to. Information Sharing and Analysis Centers (ISAC). ISACs are entities established by important stakeholders in critical infrastructure sectors which are responsible for collecting and sharing: 1) actionable information about physical and cyber threats 2) sharing best threat-mitigation practices. ISACs have 24/7 threat warning and incident reporting services, providing relevant and prompt information to actors in various sectors including automotive, chemical, gas utility or healthcare. This table is also overly simplistic – I first got involved in EA through animal welfare, which is not listed at all on this table, for example. But I think this is a decent first approximation. It's not entirely clear to me whether we are actually in a third wave. People often overestimate the extent to which their local circumstances are unique. But there are two main things which make me think that we have a “wave” which is distinct from, say, mid 2022: Substantially less money, through a combination of Meta stock falling, FTX collapsing, and general market/crypto downturns AI safety becoming (relatively) mainstream If I had to choose an arbitrary date for the beginning of the third wave, I might choose March 22, 2023, when the FLI open letter on pausing AI experiments was published. It remains to be seen if public concern about AI is sustained – Superintelligence was endorsed by a bunch of fancy people when it first came out, but they mostly faded away. If it is sustained though, I think EA will be in a qualitatively new regime: one where AI safety worries are common, AI safety is getting a lot of coverage, people with expertise in AI safety might get into important rooms, and where the field might be less neglected. Third wave EA: what are some possibilities? Here are a few random ideas; I am not intending to imply that these are the most likely scenarios. The European Commission and Parliament were busily debating the Artificial Intelligence Act when GPT-4 launched on 14 March. As people realised that GPT technology was a game-changer, they called for the Act to be reconsidered.Famously, the EU contains no tech giants, so cutting edge AI is mostly developed in the US and China. But the EU is more than happy to act as the world's most pro-active regulator of digital technologies, including AI. The 2016 General Data Protection Regulation (or GDPR) seeks to regulate data protection and privacy, and its impacts remain controversial today.The AI Act was proposed in 2021. It does not confer rights on individuals, but instead regulates the providers of artificial intelligence systems. It is a risk-based approach.John Higgins joins us in this episode to discuss the AI Act. This is an occasional reminder that I think pushing the frontier of AI capabilities in the current paradigm is highly anti-social, and contributes significantly in expectation to the destruction of everything I know and love. This is: My May 2023 priorities for AI x-safety: more empathy, more unification of concerns, and less vilification of OpenAI, published by Andrew Critch on May 24, 2023 on LessWrong. I have a mix of views on AI x-risk in general — and on OpenAI specifically — that no one seems be able to remember, due to my views not being easily summarized as those of a particular tribe or social group or cluster. For some of the views I consider most neglected and urgently important at this very moment, I've decided to write them here, all-in-one-place to avoid presumptions that being "for X" means I'm necessarily "against Y" for various X and Y. Probably these views will be confusing to read, especially if you're implicitly trying to pin down "which side" of some kind of debate or tribal affiliation I land on. I don't tend to choose my beliefs in a way that's strongly correlated with or caused by the people I affiliate with. As a result, I apologize in advance if I'm not easily remembered as "for" or "against" any particular protest or movement or statement, even though I in fact have pretty clear views on most topics in this space... the views just aren't correlated according to the usual social-correlation-matrix. Anyhoo: Regarding "pausing": I think pausing superintelligence development using collective bargaining agreements between individuals and/or states and/or companies is a good idea, along the lines of FLI's "Pause Giant AI Experiments", which I signed early and advocated for. Regarding OpenAI, I feel overall positively about them: I think OpenAI has been a net-positive influence for reducing x-risk from AI, mainly by releasing products in a sufficiently helpful-yet-fallible form that society is now able to engage in less-abstract more-concrete public discourse to come to grips AI and (soon) AI-risk. I've found OpenAI's behaviors and effects as an institution to be well-aligned with my interpretations of what they've said publicly. That said, I'm also sympathetic to people other than me who expected more access to models or less access to models than what OpenAI has ended up granting; but my personal assessment, based on my prior expectations from reading their announcements, is "Yeah, this is what I thought you told us you'd do... thanks!". I've also found OpenAI's various public testimonies, especially to Congress, to move the needle on helping humanity come to grips with AI x-risk in a healthy and coordinated way (relative to what would happen if OpenAI made their testimony and/or products less publicly accessible). I also like their charter, which creates tremendous pressure on them from their staff and the public to behave in particular ways. This leaves me, on-net, a fan of OpenAI. Given their recent post on Governance of Superintelligence, I can't tell if their approach to superintelligence is something I do or will agree with, but I expect to find that out over the next year or two, because of the openness of their communications and stance-taking. And, I appreciate the chance to for me, and the public, to engage in dialogue with them about it. I think the world is vilifying OpenAI too much, and that doing so is probably net-negative for existential safety. Specifically, I think people are currently over-targeting OpenAI with criticism that's easy to formulate because of the broad availability of OpenAI's products, services, and public statements. This makes them more vulnerable to attack than other labs, and I think piling onto them for that is a mistake from an x-safety perspective, in the "shooting the messenger" category. I.e., over-targeting OpenAI with criticism right now is pushing present and future companies toward being less forthright in ways that OpenAI has been forthright, thereby training the world to have less awareness of x-risk and weaker collective orien...

On March 14th, OpenAI launched GPT-4 , which took the world by surprise and storm. Almost everybody, including people within the AI community, was stunned by its capabilities. A week later, the Future of Life Institute (FLI) published an open letter calling on the world's AI labs to pause the development of larger versions of GPT (generative pre-trained transformer) models until their safety can be ensured.Recent episodes of this podcast have presented arguments for and against this call for a moratorium. Yesterday someone asked on the Forum "How come there isn't that much focus in EA on research into whether / when AI's are likely to be sentient?" A month ago, people got excited about the FLI open letter: "Pause giant AI experiments". Now, Researchers from the Association for Mathematical Consciousness Science have written an open letter emphasising the urgent need for accelerated research in consciousness science in light of rapid advancements in artificial intelligence. (I'm not affiliated with them in any way.) It's quite short, so I'll copy the full text here: This open letter is a wakeup call for the tech sector, the scientific community and society in general to take seriously the need to accelerate research in the field of consciousness science. As highlighted by the recent “Pause Giant AI Experiments” letter [1], we are living through an exciting and uncertain time in the development of artificial intelligence (AI) and other brain-related technologies. The increasing computing power and capabilities of the new AI systems are accelerating at a pace that far exceeds our progress in understanding their capabilities and their “alignment” with human values. AI systems, including Large Language Models such as ChatGPT and Bard, are artificial neural networks inspired by neuronal architecture in the cortex of animal brains. In the near future, it is inevitable that such systems will be constructed to reproduce aspects of higher-level brain architecture and functioning. Indeed, it is no longer in the realm of science fiction to imagine AI systems having feelings and even human-level consciousness. Contemporary AI systems already display human traits recognised in Psychology, including evidence of Theory of Mind [2]. Furthermore, if achieving consciousness, AI systems would likely unveil a new array of capabilities that go far beyond what is expected even by those spearheading their development. AI systems have already been observed to exhibit unanticipated emergent properties [3]. These capabilities will change what AI can do, and what society can do to control, align and use such systems. In addition, consciousness would give AI a place in our moral landscape, which raises further ethical, legal, and political concerns. As AI develops, it is vital for the wider public, societal institutions and governing bodies to know whether and how AI systems can become conscious, to understand the implications thereof, and to effectively address the ethical, safety, and societal ramifications associated with artificial general intelligence (AGI). Science is starting to unlock the mystery of consciousness. Steady advances in recent years have brought us closer to defining and understanding consciousness and have established an expert international community of researchers in this field. There are over 30 models and theories of consciousness (MoCs and ToCs) in the peer-reviewed scientific literature, which already include some important pieces of the solution to the challenge of consciousness. The race to create advanced AI is becoming a suicide race. That's part of the thinking behind the open letter from the Future of Life Institute which "calls on all AI labs to immediately pause for at least six months the training of AI systems more powerful than GPT-4".In this episode, our guest, Jaan Tallinn, explains why he sees this pause as a particularly important initiative.In the 1990s and 20-noughts, Jaan led much of the software engineering for the file-sharing application Kazaa and the online communications tool Skype. This is: Request to AGI organizations: Share your views on pausing AI progress, published by Akash on April 11, 2023 on LessWrong. A few observations from the last few weeks: On March 22, FLI published an open letter calling for a six-month moratorium on frontier AI progress. On March 29, Eliezer Yudkowsky published a piece in TIME calling for an indefinite moratorium. To our knowledge, none of the top AI organizations (OpenAI, DeepMind, Anthropic) have released a statement responding to these pieces. We offer a request to AGI organizations: Determine what you think about these requests for an AI pause (possibly with uncertainties acknowledged), write up your beliefs in some form, and publicly announce your position. We believe statements from labs could improve discourse, coordination, and transparency on this important and timely topic. Discourse: We believe labs are well-positioned to contribute to dialogue around whether (or how) to slow AI progress, making it more likely for society to reach true and useful positions. Coordination: Statements from labs could make coordination more likely. For example, lab A could say “we would support a pause under X conditions with Y implementation details”. Alternatively, lab B could say “we would be willing to pause if lab C agreed to Z conditions.” Transparency: Transparency helps others build accurate models of labs, their trustworthiness, and their future actions. This is especially important for labs that seek to receive support from specific communities, policymakers, or the general public. You have an opportunity to show the world how you reason about one of the most important safety-relevant topics. We would be especially excited about statements that are written or endorsed by lab leadership. We would also be excited to see labs encourage employees to share their (personal) views on the requests for moratoriums. Sometimes, silence is the best strategy. There may be attempts at coordination that are less likely to succeed if people transparently share their worldviews. If this is the case, we request that AI organizations make this clear (example: "We have decided to avoid issuing public statements about X for now, as we work on Y. We hope to provide an update within Z weeks.") At the time of this post, the FLI letter has been signed by 1 OpenAI research scientist, 7 DeepMind research scientists/engineers, and 0 Anthropic employees. Eliezer, thank you so much for coming out to the Lunar Society.Eliezer Yudkowsky 0:01:00You're welcome.Dwarkesh Patel 0:01:01Yesterday, when we're recording this, you had an article in Time calling for a moratorium on further AI training runs. My first question is — It's probably not likely that governments are going to adopt some sort of treaty that restricts AI right now. So what was the goal with writing it?Eliezer Yudkowsky 0:01:25I thought that this was something very unlikely for governments to adopt and then all of my friends kept on telling me — “No, no, actually, if you talk to anyone outside of the tech industry, they think maybe we shouldn't do that.” And I was like — All right, then. I assumed that this concept had no popular support. Maybe I assumed incorrectly. It seems foolish and to lack dignity to not even try to say what ought to be done. There wasn't a galaxy-brained purpose behind it. I think that over the last 22 years or so, we've seen a great lack of galaxy brained ideas playing out successfully.Dwarkesh Patel 0:02:05Has anybody in the government reached out to you, not necessarily after the article but just in general, in a way that makes you think that they have the broad contours of the problem correct?Eliezer Yudkowsky 0:02:15No. I'm going on reports that normal people are more willing than the people I've been previously talking to, to entertain calls that this is a bad idea and maybe you should just not do that.Dwarkesh Patel 0:02:30That's surprising to hear, because I would have assumed that the people in Silicon Valley who are weirdos would be more likely to find this sort of message. They could kind of rocket the whole idea that AI will make nanomachines that take over. It's surprising to hear that normal people got the message first.Eliezer Yudkowsky 0:02:47Well, I hesitate to use the term midwit but maybe this was all just a midwit thing.Dwarkesh Patel 0:02:54All right. So my concern with either the 6 month moratorium or forever moratorium until we solve alignment is that at this point, it could make it seem to people like we're crying wolf. And it would be like crying wolf because these systems aren't yet at a point at which they're dangerous. Eliezer Yudkowsky 0:03:13And nobody is saying they are. I'm not saying they are. The open letter signatories aren't saying they are.Dwarkesh Patel 0:03:20So if there is a point at which we can get the public momentum to do some sort of stop, wouldn't it be useful to exercise it when we get a GPT-6? And who knows what it's capable of. Why do it now?Eliezer Yudkowsky 0:03:32Because allegedly, and we will see, people right now are able to appreciate that things are storming ahead a bit faster than the ability to ensure any sort of good outcome for them. And you could be like — “Ah, yes. We will play the galaxy-brained clever political move of trying to time when the popular support will be there.” But again, I heard rumors that people were actually completely open to the concept of  let's stop. So again, I'm just trying to say it. And it's not clear to me what happens if we wait for GPT-5 to say it. I don't actually know what GPT-5 is going to be like. It has been very hard to call the rate at which these systems acquire capability as they are trained to larger and larger sizes and more and more tokens. GPT-4 is a bit beyond in some ways where I thought this paradigm was going to scale. So I don't actually know what happens if GPT-5 is built. And even if GPT-5 doesn't end the world, which I agree is like more than 50% of where my probability mass lies, maybe that's enough time for GPT-4.5 to get ensconced everywhere and in everything, and for it actually to be harder to call a stop, both politically and technically. There's also the point that training algorithms keep improving. If we put a hard limit on the total computes and training runs right now, these systems would still get more capable over time as the algorithms improved and got more efficient. More oomph per floating point operation, and things would still improve, but slower. And if you start that process off at the GPT-5 level, where I don't actually know how capable that is exactly, you may have a bunch less lifeline left before you get into dangerous territory.Dwarkesh Patel 0:05:46The concern is then that — there's millions of GPUs out there in the world. The actors who would be willing to cooperate or who could even be identified in order to get the government to make them cooperate, would potentially be the ones that are most on the message. And so what you're left with is a system where they stagnate for six months or a year or however long this lasts. And then what is the game plan? Is there some plan by which if we wait a few years, then alignment will be solved? Do we have some sort of timeline like that?Eliezer Yudkowsky 0:06:18Alignment will not be solved in a few years. I would hope for something along the lines of human intelligence enhancement works. I do not think they're going to have the timeline for genetically engineered humans to work but maybe? This is why I mentioned in the Time letter that if I had infinite capability to dictate the laws that there would be a carve-out on biology, AI that is just for biology and not trained on text from the internet. Human intelligence enhancement, make people smarter. Making people smarter has a chance of going right in a way that making an extremely smart AI does not have a realistic chance of going right at this point. If we were on a sane planet, what the sane planet does at this point is shut it all down and work on human intelligence enhancement. I don't think we're going to live in that sane world. I think we are all going to die. But having heard that people are more open to this outside of California, it makes sense to me to just try saying out loud what it is that you do on a saner planet and not just assume that people are not going to do that.Dwarkesh Patel 0:07:30In what percentage of the worlds where humanity survives is there human enhancement? Like even if there's 1% chance humanity survives, is that entire branch dominated by the worlds where there's some sort of human intelligence enhancement?Eliezer Yudkowsky 0:07:39I think we're just mainly in the territory of Hail Mary passes at this point, and human intelligence enhancement is one Hail Mary pass. Maybe you can put people in MRIs and train them using neurofeedback to be a little saner, to not rationalize so much. Maybe you can figure out how to have something light up every time somebody is working backwards from what they want to be true to what they take as their premises. Maybe you can just fire off little lights and teach people not to do that so much. Maybe the GPT-4 level systems can be RLHF'd (reinforcement learning from human feedback) into being consistently smart, nice and charitable in conversation and just unleash a billion of them on Twitter and just have them spread sanity everywhere. I do worry that this is not going to be the most profitable use of the technology, but you're asking me to list out Hail Mary passes and that's what I'm doing. Maybe you can actually figure out how to take a brain, slice it, scan it, simulate it, run uploads and upgrade the uploads, or run the uploads faster. These are also quite dangerous things, but they do not have the utter lethality of artificial intelligence.Are humans aligned?Dwarkesh Patel 0:09:06All right, that's actually a great jumping point into the next topic I want to talk to you about. Orthogonality. And here's my first question — Speaking of human enhancement, suppose you bred human beings to be friendly and cooperative, but also more intelligent. I claim that over many generations you would just have really smart humans who are also really friendly and cooperative. Would you disagree with that analogy? I'm sure you're going to disagree with this analogy, but I just want to understand why?Eliezer Yudkowsky 0:09:31The main thing is that you're starting from minds that are already very, very similar to yours. You're starting from minds, many of which already exhibit the characteristics that you want. There are already many people in the world, I hope, who are nice in the way that you want them to be nice. Of course, it depends on how nice you want exactly. I think that if you actually go start trying to run a project of selectively encouraging some marriages between particular people and encouraging them to have children, you will rapidly find, as one does in any such process that when you select on the stuff you want, it turns out there's a bunch of stuff correlated with it and that you're not changing just one thing. If you try to make people who are inhumanly nice, who are nicer than anyone has ever been before, you're going outside the space that human psychology has previously evolved and adapted to deal with, and weird stuff will happen to those people. None of this is very analogous to AI. I'm just pointing out something along the lines of — well, taking your analogy at face value, what would happen exactly? It's the sort of thing where you could maybe do it, but there's all kinds of pitfalls that you'd probably find out about if you cracked open a textbook on animal breeding.Dwarkesh Patel 0:11:13The thing you mentioned initially, which is that we are starting off with basic human psychology, that we are fine tuning with breeding. Luckily, the current paradigm of AI is  — you have these models that are trained on human text and I would assume that this would give you a starting point of something like human psychology.Eliezer Yudkowsky 0:11:31Why do you assume that?Dwarkesh Patel 0:11:33Because they're trained on human text.Eliezer Yudkowsky 0:11:34And what does that do?Dwarkesh Patel 0:11:36Whatever thoughts and emotions that lead to the production of human text need to be simulated in the AI in order to produce those results.Eliezer Yudkowsky 0:11:44I see. So if you take an actor and tell them to play a character, they just become that person. You can tell that because you see somebody on screen playing Buffy the Vampire Slayer, and that's probably just actually Buffy in there. That's who that is.Dwarkesh Patel 0:12:05I think a better analogy is if you have a child and you tell him — Hey, be this way. They're more likely to just be that way instead of putting on an act for 20 years or something.Eliezer Yudkowsky 0:12:18It depends on what you're telling them to be exactly. Dwarkesh Patel 0:12:20You're telling them to be nice.Eliezer Yudkowsky 0:12:22Yeah, but that's not what you're telling them to do. You're telling them to play the part of an alien, something with a completely inhuman psychology as extrapolated by science fiction authors, and in many cases done by computers because humans can't quite think that way. And your child eventually manages to learn to act that way. What exactly is going on in there now? Are they just the alien or did they pick up the rhythm of what you're asking them to imitate and be like — “Ah yes, I see who I'm supposed to pretend to be.” Are they actually a person or are they pretending? That's true even if you're not asking them to be an alien. My parents tried to raise me Orthodox Jewish and that did not take at all. I learned to pretend. I learned to comply. I hated every minute of it. Okay, not literally every minute of it. I should avoid saying untrue things. I hated most minutes of it. Because they were trying to show me a way to be that was alien to my own psychology and the religion that I actually picked up was from the science fiction books instead, as it were. I'm using religion very metaphorically here, more like ethos, you might say. I was raised with science fiction books I was reading from my parents library and Orthodox Judaism. The ethos of the science fiction books rang truer in my soul and so that took in, the Orthodox Judaism didn't. But the Orthodox Judaism was what I had to imitate, was what I had to pretend to be, was the answers I had to give whether I believed them or not. Because otherwise you get punished.Dwarkesh Patel 0:14:01But on that point itself, the rates of apostasy are probably below 50% in any religion. Some people do leave but often they just become the thing they're imitating as a child.Eliezer Yudkowsky 0:14:12Yes, because the religions are selected to not have that many apostates. If aliens came in and introduced their religion, you'd get a lot more apostates.Dwarkesh Patel 0:14:19Right. But I think we're probably in a more virtuous situation with ML because these systems are regularized through stochastic gradient descent. So the system that is pretending to be something where there's multiple layers of interpretation is going to be more complex than the one that is just being the thing. And over time, the system that is just being the thing will be optimized, right? It'll just be simpler.Eliezer Yudkowsky 0:14:42This seems like an ordinate cope. For one thing, you're not training it to be any one particular person. You're training it to switch masks to anyone on the Internet as soon as they figure out who that person on the internet is. If I put the internet in front of you and I was like — learn to predict the next word over and over. You do not just turn into a random human because the random human is not what's best at predicting the next word of everyone who's ever been on the internet. You learn to very rapidly pick up on the cues of what sort of person is talking, what will they say next? You memorize so many facts just because they're helpful in predicting the next word. You learn all kinds of patterns, you learn all the languages. You learn to switch rapidly from being one kind of person or another as the conversation that you are predicting changes who is speaking. This is not a human we're describing. You are not training a human there.Dwarkesh Patel 0:15:43Would you at least say that we are living in a better situation than one in which we have some sort of black box where you have a machiavellian fittest survive simulation that produces AI? This situation is at least more likely to produce alignment than one in which something that is completely untouched by human psychology would produce?Eliezer Yudkowsky 0:16:06More likely? Yes. Maybe you're an order of magnitude likelier. 0% instead of 0%. Getting stuff to be more likely does not help you if the baseline is nearly zero. The whole training set up there is producing an actress, a predictor. It's not actually being put into the kind of ancestral situation that evolved humans, nor the kind of modern situation that raises humans. Though to be clear, raising it like a human wouldn't help, But you're giving it a very alien problem that is not what humans solve and it is solving that problem not in the way a human would.Dwarkesh Patel 0:16:44Okay, so how about this. I can see that I certainly don't know for sure what is going on in these systems. In fact, obviously nobody does. But that also goes through you. Could it not just be that reinforcement learning works and all these other things we're trying somehow work and actually just being an actor produces some sort of benign outcome where there isn't that level of simulation and conniving?Eliezer Yudkowsky 0:17:15I think it predictably breaks down as you try to make the system smarter, as you try to derive sufficiently useful work from it. And in particular, the sort of work where some other AI doesn't just kill you off six months later. Yeah, I think the present system is not smart enough to have a deep conniving actress thinking long strings of coherent thoughts about how to predict the next word. But as the mask that it wears, as the people it is pretending to be get smarter and smarter, I think that at some point the thing in there that is predicting how humans plan, predicting how humans talk, predicting how humans think, and needing to be at least as smart as the human it is predicting in order to do that, I suspect at some point there is a new coherence born within the system and something strange starts happening. I think that if you have something that can accurately predict Eliezer Yudkowsky, to use a particular example I know quite well, you've got to be able to do the kind of thinking where you are reflecting on yourself and that in order to simulate Eliezer Yudkowsky reflecting on himself, you need to be able to do that kind of thinking. This is not airtight logic but I expect there to be a discount factor. If you ask me to play a part of somebody who's quite unlike me, I think there's some amount of penalty that the character I'm playing gets to his intelligence because I'm secretly back there simulating him. That's even if we're quite similar and the stranger they are, the more unfamiliar the situation, the less the person I'm playing is as smart as I am and the more they are dumber than I am. So similarly, I think that if you get an AI that's very, very good at predicting what Eliezer says, I think that there's a quite alien mind doing that, and it actually has to be to some degree smarter than me in order to play the role of something that thinks differently from how it does very, very accurately. And I reflect on myself, I think about how my thoughts are not good enough by my own standards and how I want to rearrange my own thought processes. I look at the world and see it going the way I did not want it to go, and asking myself how could I change this world? I look around at other humans and I model them, and sometimes I try to persuade them of things. These are all capabilities that the system would then be somewhere in there. And I just don't trust the blind hope that all of that capability is pointed entirely at pretending to be Eliezer and only exists insofar as it's the mirror and isomorph of Eliezer. That all the prediction is by being something exactly like me and not thinking about me while not being me.Dwarkesh Patel 0:20:55I certainly don't want to claim that it is guaranteed that there isn't something super alien and something against our aims happening within the shoggoth. But you made an earlier claim which seemed much stronger than the idea that you don't want blind hope, which is that we're going from 0% probability to an order of magnitude greater at 0% probability. There's a difference between saying that we should be wary and that there's no hope, right? I could imagine so many things that could be happening in the shoggoth's brain, especially in our level of confusion and mysticism over what is happening. One example is, let's say that it kind of just becomes the average of all human psychology and motives.Eliezer Yudkowsky 0:21:41But it's not the average. It is able to be every one of those people. That's very different from being the average. It's very different from being an average chess player versus being able to predict every chess player in the database. These are very different things.Dwarkesh Patel 0:21:56Yeah, no, I meant in terms of motives that it is the average where it can simulate any given human. I'm not saying that's the most likely one, I'm just saying it's one possibility.Eliezer Yudkowsky 0:22:08What.. Why? It just seems 0% probable to me. Like the motive is going to be like some weird funhouse mirror thing of — I want to predict very accurately.Dwarkesh Patel 0:22:19Right. Why then are we so sure that whatever drives that come about because of this motive are going to be incompatible with the survival and flourishing with humanity?Eliezer Yudkowsky 0:22:30Most drives when you take a loss function and splinter it into things correlated with it and then amp up intelligence until some kind of strange coherence is born within the thing and then ask it how it would want to self modify or what kind of successor system it would build. Things that alien ultimately end up wanting the universe to be some particular way such that humans are not a solution to the question of how to make the universe most that way. The thing that very strongly wants to predict text, even if you got that goal into the system exactly which is not what would happen, The universe with the most predictable text is not a universe that has humans in it. Dwarkesh Patel 0:23:19Okay. I'm not saying this is the most likely outcome. Here's an example of one of many ways in which humans stay around despite this motive. Let's say that in order to predict human output really well, it needs humans around to give it the raw data from which to improve its predictions or something like that. This is not something I think individually is likely…Eliezer Yudkowsky 0:23:40If the humans are no longer around, you no longer need to predict them. Right, so you don't need the data required to predict themDwarkesh Patel 0:23:46Because you are starting off with that motivation you want to just maximize along that loss function or have that drive that came about because of the loss function.Eliezer Yudkowsky 0:23:57I'm confused. So look, you can always develop arbitrary fanciful scenarios in which the AI has some contrived motive that it can only possibly satisfy by keeping humans alive in good health and comfort and turning all the nearby galaxies into happy, cheerful places full of high functioning galactic civilizations. But as soon as your sentence has more than like five words in it, its probability has dropped to basically zero because of all the extra details you're padding in.Dwarkesh Patel 0:24:31Maybe let's return to this. Another train of thought I want to follow is — I claim that humans have not become orthogonal to the sort of evolutionary process that produced them.Eliezer Yudkowsky 0:24:46Great. I claim humans are increasingly orthogonal and the further they go out of distribution and the smarter they get, the more orthogonal they get to inclusive genetic fitness, the sole loss function on which humans were optimized.Dwarkesh Patel 0:25:03Most humans still want kids and have kids and care for their kin. Certainly there's some angle between how humans operate today. Evolution would prefer us to use less condoms and more sperm banks. But there's like 10 billion of us and there's going to be more in the future. We haven't divorced that far from what our alleles would want.Eliezer Yudkowsky 0:25:28It's a question of how far out of distribution are you? And the smarter you are, the more out of distribution you get. Because as you get smarter, you get new options that are further from the options that you are faced with in the ancestral environment that you were optimized over. Sure, a lot of people want kids, not inclusive genetic fitness, but kids. They want kids similar to them maybe, but they don't want the kids to have their DNA or their alleles or their genes. So suppose I go up to somebody and credibly say, we will assume away the ridiculousness of this offer for the moment, your kids could be a bit smarter and much healthier if you'll just let me replace their DNA with this alternate storage method that will age more slowly. They'll be healthier, they won't have to worry about DNA damage, they won't have to worry about the methylation on the DNA flipping and the cells de-differentiating as they get older. We've got this stuff that replaces DNA and your kid will still be similar to you, it'll be a bit smarter and they'll be so much healthier and even a bit more cheerful. You just have to replace all the DNA with a stronger substrate and rewrite all the information on it. You know, the old school transhumanist offer really. And I think that a lot of the people who want kids would go for this new offer that just offers them so much more of what it is they want from kids than copying the DNA, than inclusive genetic fitness.Dwarkesh Patel 0:27:16In some sense, I don't even think that would dispute my claim because if you think from a gene's point of view, it just wants to be replicated. If it's replicated in another substrate that's still okay.Eliezer Yudkowsky 0:27:25No, we're not saving the information. The weirdness would start to seem less unpleasant and more like you were moving within a space that you already understood. But you can sort of avoid all that and maybe should by being like — suppose all your friends were doing it. What if it was normal? What if we remove the weirdness and remove any credibility problems in that hypothetical case? Do people choose for their kids to be dumber, sicker, less pretty out of some sentimental idealistic attachment to using Deoxyribose Nucleic Acid instead of the particular information encoding their cells as supposed to be like the new improved cells from Alpha-Fold 7?Dwarkesh Patel 0:29:21I would claim that they would but we don't really know. I claim that they would be more averse to that, you probably think that they would be less averse to that. Regardless of that, we can just go by the evidence we do have in that we are already way out of distribution of the ancestral environment. And even in this situation, the place where we do have evidence, people are still having kids. We haven't gone that orthogonal.Eliezer Yudkowsky 0:29:44We haven't gone that smart. What you're saying is — Look, people are still making more of their DNA in a situation where nobody has offered them a way to get all the stuff they want without the DNA. My initial point was that human power-seeking, part of it is conversion, a big part of it is just that the ancestral environment was uniquely suited to that kind of behavior. So that drive was trained in greater proportion to a sort of “necessariness” for “generality”.Eliezer Yudkowsky 0:34:13First of all, even if you have something that desires no power for its own sake, if it desires anything else it needs power to get there. Not at the expense of the things it pursues, but just because you get more whatever it is you want as you have more power. And sufficiently smart things know that. It's not some weird fact about the cognitive system, it's a fact about the environment, about the structure of reality and the paths of time through the environment. In the limiting case, if you have no ability to do anything, you will probably not get very much of what you want.Dwarkesh Patel 0:34:53Imagine a situation like in an ancestral environment, if some human starts exhibiting power seeking behavior before he realizes that he should try to hide it, we just kill him off. And the friendly cooperative ones, we let them breed more. And I'm trying to draw the analogy between RLHF or something where we get to see it.Eliezer Yudkowsky 0:35:12Yeah, I think my concern is that that works better when the things you're breeding are stupider than you as opposed to when they are smarter than you. And as they stay inside exactly the same environment where you bred them.Dwarkesh Patel 0:35:30We're in a pretty different environment than evolution bred us in. I can just look out of the world and see this is what it looks like. We'll see, I guess, when that technology becomes available. Let me ask you about LLMs. So what is your position now about whether these things can get us to AGI?Eliezer Yudkowsky 0:37:47I don't know. I was previously like — I don't think stack more layers does this. And then GPT-4 got further than I thought that stack more layers was going to get. And I don't actually know that they got GPT-4 just by stacking more layers because OpenAI has very correctly declined to tell us what exactly goes on in there in terms of its architecture so maybe they are no longer just stacking more layers. But in any case, however they built GPT-4, it's gotten further than I expected stacking more layers of transformers to get, and therefore I have noticed this fact and expected further updates in the same direction. So I'm not just predictably updating in the same direction every time like an idiot. And now I do not know. I am no longer willing to say that GPT-6 does not end the world.Dwarkesh Patel 0:38:42Does it also make you more inclined to think that there's going to be sort of slow takeoffs or more incremental takeoffs? Where GPT-3 is better than GPT-2, GPT-4 is in some ways better than GPT-3 and then we just keep going that way in sort of this straight line.Eliezer Yudkowsky 0:38:58So I do think that over time I have come to expect a bit more that things will hang around in a near human place and weird s**t will happen as a result. And my failure review where I look back and ask — was that a predictable sort of mistake? I feel like it was to some extent maybe a case of — you're always going to get capabilities in some order and it was much easier to visualize the endpoint where you have all the capabilities than where you have some of the capabilities. And therefore my visualizations were not dwelling enough on a space we'd predictably in retrospect have entered into later where things have some capabilities but not others and it's weird. I do think that, in 2012, I would not have called that large language models were the way and the large language models are in some way more uncannily semi-human than what I would justly have predicted in 2012 knowing only what I knew then. But broadly speaking, yeah, I do feel like GPT-4 is already kind of hanging out for longer in a weird, near-human space than I was really visualizing. In part, that's because it's so incredibly hard to visualize or predict correctly in advance when it will happen, which is, in retrospect, a bias.Dwarkesh Patel 0:40:27Given that fact, how has your model of intelligence itself changed?Eliezer Yudkowsky 0:40:31Very little.Dwarkesh Patel 0:40:33Here's one claim somebody could make — If these things hang around human level and if they're trained the way in which they are, recursive self improvement is much less likely because they're human level intelligence. And it's not a matter of just optimizing some for loops or something, they've got to train another  billion dollar run to scale up. So that kind of recursive self intelligence idea is less likely. How do you respond?Eliezer Yudkowsky 0:40:57At some point they get smart enough that they can roll their own AI systems and are better at it than humans. And that is the point at which you definitely start to see foom. Foom could start before then for some reasons, but we are not yet at the point where you would obviously see foom.Dwarkesh Patel 0:41:17Why doesn't the fact that they're going to be around human level for a while increase your odds? Or does it increase your odds of human survival? Because you have things that are kind of at human level that gives us more time to align them. Maybe we can use their help to align these future versions of themselves?Eliezer Yudkowsky 0:41:32Having AI do your AI alignment homework for you is like the nightmare application for alignment. Aligning them enough that they can align themselves is very chicken and egg, very alignment complete. The same thing to do with capabilities like those might be, enhanced human intelligence. Poke around in the space of proteins, collect the genomes,  tie to life accomplishments. Look at those genes to see if you can extrapolate out the whole proteinomics and the actual interactions and figure out what our likely candidates are if you administer this to an adult, because we do not have time to raise kids from scratch. If you administer this to an adult, the adult gets smarter. Try that. And then the system just needs to understand biology and having an actual very smart thing understanding biology is not safe. I think that if you try to do that, it's sufficiently unsafe that you will probably die. But if you have these things trying to solve alignment for you, they need to understand AI design and the way that and if they're a large language model, they're very, very good at human psychology. Because predicting the next thing you'll do is their entire deal. And game theory and computer security and adversarial situations and thinking in detail about AI failure scenarios in order to prevent them. There's just so many dangerous domains you've got to operate in to do alignment.Dwarkesh Patel 0:43:35Okay. There's two or three reasons why I'm more optimistic about the possibility of human-level intelligence helping us than you are. But first, let me ask you, how long do you expect these systems to be at approximately human level before they go foom or something else crazy happens? Do you have some sense? Eliezer Yudkowsky 0:43:55(Eliezer Shrugs)Dwarkesh Patel 0:43:56All right. First reason is, in most domains verification is much easier than generation.Eliezer Yudkowsky 0:44:03Yes. That's another one of the things that makes alignment the nightmare. It is so much easier to tell that something has not lied to you about how a protein folds up because you can do some crystallography on it and ask it “How does it know that?”, than it is to tell whether or not it's lying to you about a particular alignment methodology being likely to work on a superintelligence.Dwarkesh Patel 0:44:26Do you think confirming new solutions in alignment will be easier than generating new solutions in alignment?Eliezer Yudkowsky 0:44:35Basically no.Dwarkesh Patel 0:44:37Why not? Because in most human domains, that is the case, right?Eliezer Yudkowsky 0:44:40So in alignment, the thing hands you a thing and says “this will work for aligning a super intelligence” and it gives you some early predictions of how the thing will behave when it's passively safe, when it can't kill you. That all bear out and those predictions all come true. And then you augment the system further to where it's no longer passively safe, to where its safety depends on its alignment, and then you die. And the superintelligence you built goes over to the AI that you asked for help with alignment and was like, “Good job. Billion dollars.” That's observation number one. Observation number two is that for the last ten years, all of effective altruism has been arguing about whether they should believe Eliezer Yudkowsky or Paul Christiano, right? That's two systems. I believe that Paul is honest. I claim that I am honest. Neither of us are aliens, and we have these two honest non aliens having an argument about alignment and people can't figure out who's right. Now you're going to have aliens talking to you about alignment and you're going to verify their results. Aliens who are possibly lying.Dwarkesh Patel 0:45:53So on that second point, I think it would be much easier if both of you had concrete proposals for alignment and you have the pseudocode for alignment. If you're like “here's my solution”, and he's like “here's my solution.” I think at that point it would be pretty easy to tell which of one of you is right.Eliezer Yudkowsky 0:46:08I think you're wrong. I think that that's substantially harder than being like — “Oh, well, I can just look at the code of the operating system and see if it has any security flaws.” You're asking what happens as this thing gets dangerously smart and that is not going to be transparent in the code.Dwarkesh Patel 0:46:32Let me come back to that. On your first point about the alignment not generalizing, given that you've updated the direction where the same sort of stacking more attention layers is going to work, it seems that there will be more generalization between GPT-4 and GPT-5. Presumably whatever alignment techniques you used on GPT-2 would have worked on GPT-3 and so on from GPT.Eliezer Yudkowsky 0:46:56Wait, sorry what?!Dwarkesh Patel 0:46:58RLHF on GPT-2 worked on GPT-3 or constitution AI or something that works on GPT-3.Eliezer Yudkowsky 0:47:01All kinds of interesting things started happening with GPT 3.5 and GPT-4 that were not in GPT-3.Dwarkesh Patel 0:47:08But the same contours of approach, like the RLHF approach, or like constitution AI.Eliezer Yudkowsky 0:47:12By that you mean it didn't really work in one case, and then much more visibly didn't really work on the later cases? Sure. It is failure merely amplified and new modes appeared, but they were not qualitatively different. Well, they were qualitatively different from the previous ones. Your entire analogy fails.Dwarkesh Patel 0:47:31Wait, wait, wait. Can we go through how it fails? I'm not sure I understood it.Eliezer Yudkowsky 0:47:33Yeah. Like, they did RLHF to GPT-3. Did they even do this to GPT-2 at all? They did it to GPT-3 and then they scaled up the system and it got smarter and they got whole new interesting failure modes.Dwarkesh Patel 0:47:50YeahEliezer Yudkowsky 0:47:52There you go, right?Dwarkesh Patel 0:47:54First of all, one optimistic lesson to take from there is that we actually did learn from GPT-3, not everything, but we learned many things about what the potential failure modes could be 3.5.Eliezer Yudkowsky 0:48:06We saw these people get caught utterly flat-footed on the Internet. We watched that happen in real time.Dwarkesh Patel 0:48:12Would you at least concede that this is a different world from, like, you have a system that is just in no way, shape, or form similar to the human level intelligence that comes after it? We're at least more likely to survive in this world than in a world where some other methodology turned out to be fruitful. Do you hear what I'm saying? Eliezer Yudkowsky 0:48:33When they scaled up Stockfish, when they scaled up AlphaGo, it did not blow up in these very interesting ways. And yes, that's because it wasn't really scaling to general intelligence. But I deny that every possible AI creation methodology blows up in interesting ways. And this isn't really the one that blew up least. No, it's the only one we've ever tried. There's better stuff out there. We just suck, okay? We just suck at alignment, and that's why our stuff blew up.Dwarkesh Patel 0:49:04Well, okay. Let me make this analogy, the Apollo program. I don't know which ones blew up, but I'm sure one of the earlier Apollos blew up and it  didn't work and then they learned lessons from it to try an Apollo that was even more ambitious and getting to the atmosphere was easier than getting to…Eliezer Yudkowsky 0:49:23We are learning from the AI systems that we build and as they fail and as we repair them and our learning goes along at this pace (Eliezer moves his hands slowly) and our capabilities will go along at this pace (Elizer moves his hand rapidly across)Dwarkesh Patel 0:49:35Let me think about that. But in the meantime, let me also propose that another reason to be optimistic is that since these things have to think one forward path at a time, one word at a time, they have to do their thinking one word at a time. And in some sense, that makes their thinking legible. They have to articulate themselves as they proceed.Eliezer Yudkowsky 0:49:54What? We get a black box output, then we get another black box output. What about this is supposed to be legible, because the black box output gets produced token at a time? What a truly dreadful… You're really reaching here.Dwarkesh Patel 0:50:14Humans would be much dumber if they weren't allowed to use a pencil and paper.Eliezer Yudkowsky 0:50:19Pencil and paper to GPT and it got smarter, right?Dwarkesh Patel 0:50:24Yeah. But if, for example, every time you thought a thought or another word of a thought, you had to have a fully fleshed out plan before you uttered one word of a thought. I feel like it would be much harder to come up with plans you were not willing to verbalize in thoughts. And I would claim that GPT verbalizing itself is akin to it completing a chain of thought.Eliezer Yudkowsky 0:50:49Okay. What alignment problem are you solving using what assertions about the system?Dwarkesh Patel 0:50:57It's not solving an alignment problem. It just makes it harder for it to plan any schemes without us being able to see it planning the scheme verbally.Eliezer Yudkowsky 0:51:09Okay. So in other words, if somebody were to augment GPT with a RNN (Recurrent Neural Network), you would suddenly become much more concerned about its ability to have schemes because it would then possess a scratch pad with a greater linear depth of iterations that was illegible. Sounds right?Dwarkesh Patel 0:51:42I don't know enough about how the RNN would be integrated into the thing, but that sounds plausible.Eliezer Yudkowsky 0:51:46Yeah. Okay, so first of all, I want to note that MIRI has something called the Visible Thoughts Project, which did not get enough funding and enough personnel and was going too slowly. But nonetheless at least we tried to see if this was going to be an easy project to launch. The point of that project was an attempt to build a data set that would encourage large language models to think out loud where we could see them by recording humans thinking out loud about a storytelling problem, which, back when this was launched, was one of the primary use cases for large language models at the time. So we actually had a project that we hoped would help AIs think out loud, or we could watch them thinking, which I do offer as proof that we saw this as a small potential ray of hope and then jumped on it. But it's a small ray of hope. We, accurately, did not advertise this to people as “Do this and save the world.” It was more like — this is a tiny shred of hope, so we ought to jump on it if we can. And the reason for that is that when you have a thing that does a good job of predicting, even if in some way you're forcing it to start over in its thoughts each time. Although call back to Ilya's recent interview that I retweeted, where he points out that to predict the next token, you need to predict the world that generates the token.Dwarkesh Patel 0:53:25Wait, was it my interview?Eliezer Yudkowsky 0:53:27I don't remember. Dwarkesh Patel 0:53:25It was my interview. (Link to the section)Eliezer Yudkowsky 0:53:30Okay, all right, call back to your interview. Ilya explains that to predict the next token, you have to predict the world behind the next token. Excellently put. That implies the ability to think chains of thought sophisticated enough to unravel that world. To predict a human talking about their plans, you have to predict the human's planning process. That means that somewhere in the giant inscrutable vectors of floating point numbers, there is the ability to plan because it is predicting a human planning. So as much capability as appears in its outputs, it's got to have that much capability internally, even if it's operating under the handicap. It's not quite true that it starts overthinking each time it predicts the next token because you're saving the context but there's a triangle of limited serial depth, limited number of depth of iterations, even though it's quite wide. Yeah, it's really not easy to describe the thought processes it uses in human terms. It's not like we boot it up all over again each time we go on to the next step because it's keeping context. But there is a valid limit on serial death. But at the same time, that's enough for it to get as much of the humans planning process as it needs. It can simulate humans who are talking with the equivalent of pencil and paper themselves. Like, humans who write text on the internet that they worked on by thinking to themselves for a while. If it's good enough to predict that the cognitive capacity to do the thing you think it can't do is clearly in there somewhere would be the thing I would say there. Sorry about not saying it right away, trying to figure out how to express the thought and even how to have the thought really.Dwarkesh Patel 0:55:29But the broader claim is that this didn't work?Eliezer Yudkowsky 0:55:33No, no. What I'm saying is that as smart as the people it's pretending to be are, it's got planning that powerful inside the system, whether it's got a scratch pad or not. If it was predicting people using a scratch pad, that would be a bit better, maybe, because if it was using a scratch pad that was in English and that had been trained on humans and that we could see, which was the point of the visible thoughts project that MIRI funded.Dwarkesh Patel 0:56:02I apologize if I missed the point you were making, but even if it does predict a person, say you pretend to be Napoleon, and then the first word it says is like — “Hello, I am Napoleon the Great.” But it is like articulating it itself one token at a time. Right? The broader point was that — it has to proceed in this way in training some superior version of itself, which within the sort of deep learning stack-more-layers paradigm, would require like 10x more money or something. Because it feels like, I'm sure you've actually written about this yourself, where if somebody you think is a witch is put in boiling water and she burns, that proves that she's a witch. That's what's going on in there. We didn't know that in 2006, and now we do.” Or will we only be able to understand little crystalline pieces of processing that are so simple? Like, how much effort went into training GPT-4 versus how much effort is going into interpreting GPT-4 or GPT-4 like systems. The interpretability people are working on stuff smaller than GPT-2. They are pushing the frontiers and stuff on smaller than GPT-2. We've got GPT-4 now. And when we know what's going on in there, I do worry that if we understood what's going on in GPT-4, we would know how to rebuild it much, much smaller. So there's actually a bit of danger down that path too. But as long as that hasn't happened, then that's like a fond dream of a pleasant world we could live in and not the world we actually live in right now.Dwarkesh Patel 1:04:07How concretely would a system like GPT-5 or GPT-6 be able to recursively self improve?Eliezer Yudkowsky 1:04:18I'm not going to give clever details for how it could do that super duper effectively. I'm uncomfortable even mentioning the obvious points. Well, what if it designed its own AI system? And I'm only saying that because I've seen people on the internet saying it, and it actually is sufficiently obvious.Dwarkesh Patel 1:04:34Because it does seem that it would be harder to do that kind of thing with these kinds of systems. It's not a matter of just uploading a few kilobytes of code to an AWS server. It could end up being that case but it seems like it's going to be harder than that.Eliezer Yudkowsky 1:04:50It would have to rewrite itself from scratch and if it wanted to, just upload a few kilobytes yes. A few kilobytes seems a bit visionary. Why would it only want a few kilobytes? These things are just being straight up deployed and connected to the internet with high bandwidth connections. Why would it even bother limiting itself to a few kilobytes?Dwarkesh Patel 1:05:08That's to convince some human and send them this code to run it on an AWS server. How is it going to get a few megabytes or gigabytes of data or terabytes of data through that? Like if you're interfacing with GPT-6 over chat.openai.com, how is it going to send you terabytes of code/weights?Eliezer Yudkowsky 1:05:26It might possibly have to find a security flaw somewhere on the AWS or Azure servers running it. This is: Eliezer Yudkowsky's Letter in Time Magazine, published by Zvi on April 5, 2023 on LessWrong. FLI put out an open letter, calling for a 6 month pause in training models more powerful than GPT-4, followed by additional precautionary steps. Then Eliezer Yudkowsky put out a post in Time, which made it clear he did not think that letter went far enough. Eliezer instead suggests an international ban on large AI training runs to limit future capabilities advances. He lays out in stark terms our choice as he sees it: Either do what it takes to prevent such runs or face doom. A lot of good discussions happened. A lot of people got exposed to the situation that would not have otherwise been exposed to it, all the way to a question being asked at the White House press briefing. Also, due to a combination of the internet being the internet, the nature of the topic and the way certain details were laid out, a lot of other discussion predictably went off the rails quickly. If you have not yet read the post itself, I encourage you to read the whole thing, now, before proceeding. I will summarize my reading in the next section, then discuss reactions. This post goes over: What the Letter Actually Says. Check if your interpretation matches. The Internet Mostly Sidesteps the Important Questions. Many did not take kindly. What is a Call for Violence? Political power comes from the barrel of a gun. Our Words Are Backed by Nuclear Weapons. Eliezer did not propose using nukes. Answering Hypothetical Questions. If he doesn't he loses all his magic powers. What Do I Think About Yudkowsky's Model of AI Risk? I am less confident. What Do I Think About Eliezer's Proposal? Depends what you believe about risk. What Do I Think About Eliezer's Answers and Comms Strategies? Good question. What the Letter Actually Says I see this letter as a very clear, direct, well-written explanation of what Eliezer Yudkowsky actually believes will happen, which is that AI will literally kill everyone on Earth, and none of our children will get to grow up – unless action is taken to prevent it. Eliezer also believes that the only known way that our children will grow up is if we get our collective acts together, and take actions that prevent sufficiently large and powerful AI training runs from happening. Either you are willing to do what it takes to prevent that development, or you are not. The only known way to do that would be governments restricting and tracking GPUs and GPU clusters, including limits on GPU manufacturing and exports, as large quantities of GPUs are required for training. That requires an international agreement to restrict and track GPUs and GPU clusters. There can be no exceptions. Like any agreement, this would require doing what it takes to enforce the agreement, including if necessary the use of force to physically prevent unacceptably large GPU clusters from existing. We have to target training rather than deployment, because deployment does not offer any bottlenecks that we can target. If we allow corporate AI model development and training to continue, Eliezer sees no chance there will be enough time to figure out how to have the resulting AIs not kill us. Solutions are possible, but finding them will take decades. The current cavalier willingness by corporations to gamble with all of our lives as quickly as possible would render efforts to find solutions that actually work all but impossible. Without a solution, if we move forward, we all die. How would we die? The example given of how this would happen is using recombinant DNA to bootstrap to post-biological molecular manufacturing. Trending metaphor I've noticed that AI Notkilleveryonists have begun appealing to a new(?) metaphor of an AI Summer Harvest. Here's the FLI open letter Pause Giant AI Experiments: Humanity can enjoy a flourishing future with AI. Having succeeded in creating powerful AI systems, we can now enjoy an "AI summer" in which we reap the rewards, engineer these systems for the clear benefit of all, and give society a chance to adapt. Society has hit pause on other technologies with potentially catastrophic effects on society.[5] We can do so here. Let's enjoy a long AI summer, not rush unprepared into a fall. (source) And here's Yud talking on the Lex podcast: If it were up to me I would be like — okay, like this far and no further. Time for the Summer of AI, where we have planted our seeds and now we wait and reap the rewards of the technology we've already developed, and don't do any larger training runs that that." (source, time-stamped) Maybe I'm out-of-the-loop, but I haven't seen this metaphor until recently. Brief thoughts I really like the metaphor and this post is a signal-boost. It's concise, easily accessible, and immediately intuitive. It represents a compromise (Hegelian synthesis?) between decelerationist and acelerationist concerns. We should call it a "AI Summer Harvest" because "AI Summer" is an existing phrase referrring to fast AI development — trying to capture an existing phrase is difficult, confusing, and impolite. Buying time is more important than anything else, including alignment research! I believe we should limit AI development to below 0.2 OOMs/year. This metaphor succicintly expresses why slowing down won't impose significant economic costs. The benefits of an AI Summer Harvest should be communicated clearly and repeatedly to policy-makers and the general public. This is: Keep Making AI Safety News, published by RedStateBlueState on March 31, 2023 on The Effective Altruism Forum. AI Safety is hot right now. The FLI letter was the catalyst for most of this, but even before that there was the Ezra Klein OpEd piece in the NYTimes. (Also general shoutout to Ezra for helping bring EA ideas to the mainstream - he's great!). Since the FLI letter, there was there was this CBS interview with Geoffrey Hinton. There was this WSJ Op-Ed. Eliezer's Time OpEd and Lex Fridman interview led to Bezos following him on Twitter. Most remarkably to me, Fox News reporter Peter Doocey asked a question in the White House press briefing, which got a serious (albeit vague) response. The president of the United States, in all likelihood, has heard of AI Safety. This is amazing. I think it's the biggest positive development is AI Safety thus far. On the safety research side, the more people hear about AI safety, the more tech investors/philanthropists start to fund research and the more researchers want to start doing safety work. On the capabilities side, companies taking AI risks more seriously will lead to more care taken when developing and deploying AI systems. On the policy side, politicians taking AI risk seriously and developing regulations would be greatly helpful. Now, I keep up with news... obsessively. These types of news cycles aren't all that uncommon. What is uncommon is keeping attention for an extended period of time. The best way to do this is just to say yes to any media coverage. AI Safety communicators should be going on any news outlet that will have them. Interviews, debates, short segments on cable news, whatever. It is much less important that we proceed with caution - making sure to choose our words carefully or not interacting with antagonistic reporters - than that we just keep getting media coverage. This was notably Pete Buttigieg's strategy in the 2020 Democratic Primary (and still is with his constant Fox News cameos), which led to this small-town mayor becoming a household name and the US Secretary of Transportation. I think there's a mindset among people in AI Safety right now that nobody cares and nobody is prepared and our only chance is if we're lucky and alignment isn't as hard as Eliezer makes it out to be. This is our chance to change that. Never underestimate the power of truckloads of media coverage, whether to elevate a businessman into the white house or to push a fringe idea into the mainstream. The Future of Life Institute (FLI) recently put out an open letter, calling on all AI labs to immediately pause for at least 6 months the training of AI systems more powerful than GPT-4. There was a great flurry of responses, across the spectrum. Many were for it. Many others were against it. Some said they signed, some said they decided not to. Some gave reasons, some did not. Some expressed concerns it would do harm, some said it would do nothing. There were some concerns about fake signatures, leading to a pause while that was addressed, which might have been related to the letter being released slightly earlier than intended. Eliezer Yudkowsky put out quite the letter in Time magazine. In it, he says the FLI letter discussed in this post is a step in the right direction and he is glad people are signing it, but he will not sign because he does not think it goes far enough, that a 6 month pause is woefully insufficient, and he calls for. a lot more. I will address that letter more in a future post. I'm choosing to do this one first for speed premium. As much as the world is trying to stop us from saying it these days. one thing at a time. The call is getting serious play. Here is Fox News, saying ‘Democrats and Republicans coalesce around calls to regulate AI development: ‘Congress has to engage.' As per the position he staked out a few days prior and that I respond to here, Tyler Cowen is very opposed to a pause, and wasted no time amplifying every voice available in the opposing camp, handily ensuring I did not miss any. Structure of this post is: I Wrote a Letter to the Postman: Reproduces the letter in full. You Know Those are Different, Right?: Conflation of x-risk vs. safety. The Six Month Pause: What it can and can't do. Engage Safety Protocols: What would be real protocols? Burden of Proof: The letter's threshold for approval seems hard to meet. New Regulatory Authority: The call for one. Overall Take: I am net happy about the letter. Some People in Favor: A selection. Some People in Opposition: Including their reasoning, and complication of the top arguments, some of which seem good, some of which seem not so good. Conclusion: Summary and reminder about speed premium conditions. I Wrote a Letter to the Postman First off, let's read the letter. It's short, so what the hell, let's quote the whole thing. AI systems with human-competitive intelligence can pose profound risks to society and humanity, as shown by extensive research[1] and acknowledged by top AI labs.[2] As stated in the widely-endorsed Asilomar AI Principles, Advanced AI could represent a profound change in the history of life on Earth, and should be planned for and managed with commensurate care and resources. Unfortunately, this level of planning and management is not happening, even though recent months have seen AI labs locked in an out-of-control race to develop and deploy ever more powerful digital minds that no one – not even their creators – can understand, predict, or reliably control. Contemporary AI systems are now becoming human-competitive at general tasks,[3] and we must ask ourselves: Should we let machines flood our information channels with propaganda and untruth? Should we automate away all the jobs, including the fulfilling ones? Should we develop nonhuman minds that might eventually outnumber, outsmart, obsolete and replace us? Should we risk loss of control of our civilization? Such decisions must not be delegated to unelected tech leaders. In collaboration with the private and public sectors, NIST has developed a framework to better manage risks to individuals, organizations, and society associated with artificial intelligence (AI). The NIST AI Risk Management Framework (AI RMF) is intended for voluntary use and to improve the ability to incorporate trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems. Released on January 26, 2023, the Framework was developed through a consensus-driven, open, transparent, and collaborative process that included a Request for Information, several draft versions for public comments, multiple workshops, and other opportunities to provide input. It is intended to build on, align with, and support AI risk management efforts by others. A companion NIST AI RMF Playbook also has been published by NIST along with an AI RMF Roadmap, AI RMF Crosswalk, and various Perspectives. In addition, NIST is making available a video explainer about the AI RMF. FLI also released a statement on NIST's framework: FUTURE OF LIFE INSTITUTE Statement The Future of Life Institute applauds NIST for spearheading a multiyear and stakeholder initiative to improve the management of risks in the form of the Artificial Intelligence Risk Management Framework (AI RMF). As an active participant in its development process, we view the AI RMF as a crucial step in fostering a culture of risk identification and mitigation in the US and abroad.With this launch, NIST has created a global public good. The AI RMF decreases barriers to examining the implications of Al on individuals, communities, and the planet by organizations charged with designing, developing, deploying, or using this technology. Moreover, we believe that this effort represents a critical opportunity for institutional leadership to establish clear boundaries around acceptable outcomes for Al usage. Many firms have already set limitations on the development of weapons and on activities that lead to clear physical or psychological harm, among others. The release of version 1.0 of the AI RMF is not the conclusion of this effort. We praise NIST's commitment to update the document continuously as our common understanding of Al's impact on society evolves. In addition, we appreciate that stakeholders will be given concrete guidance for implementing these ideas via the agency's efforts in the form of a "playbook." In response to the drama over Bostroms apology for an old email, the original email has been universally condemned from all sides. But I've also seen some confusion over why people dislike the apology itself. After all, nothing in the apology was technically inaccurate, right? What part of it do we disagree with? Well, I object to it because it was an apology. And when you grade an apology, you don't grade it on the factual accuracy of the scientific claims contained within, you grade it on how good it is at being an apology. And to be frank, this was probably one of the worst apologies I have ever seen in my life, although it has since been topped by Tegmark's awful non-apology for the far right newspaper affair. Okay, let's go over the rules for an apology to be genuine and sincere. I'll take them from here. Acknowledge the offense. Explain what happened. Express remorse. Offer to make amends. Notably missing from this list is step 5: Go off on an unrelated tangent about eugenics. Imagine if I called someone's mother overweight in a vulgar manner. When they get upset, I compose a long apology email where I apologize for the language, but then note that I believe it is factually true their mother has a BMI substantially above average, as does their sister, father, and wife. Whether or not those claims are factually true doesn't actually matter, because bringing them up at all is unnecessary and further upsets the person I just hurt. In Bostroms email of 9 paragraphs, he spends 2 talking about the historical context of the email, 1 talking about why he decided to release it, 1 actually apologizing, and the remaining 5 paragraphs giving an overview of his current views on race, intelligence, genetics, and eugenics. What this betrays is an extreme lack of empathy for the people he is meant to be apologizing to. Imagine if he was reading this apology out loud to the average black person, and think about how uncomfortable they would feel by the time he got to part discussing his papers about the ethics of genetic enhancement. Bostroms original racist email did not mention racial genetic differences or eugenics. They should not have been brought up in the apology either. As a direct result of him bringing the subject up, this forum and others throughout the internet have been filled with race science debate, an outcome that I believe is very harmful. Discussions of racial differences are divisive, bad PR, probably result in the spread of harmful beliefs, and are completely irrelevant to top EA causes. If Bostrom didn't anticipate that this outcome would result from bringing the subject up, then he was being hopelessly naive. On the other hand, Bostroms apology looks absolutely saintly next to the FLI's/Max Tegmarks non-apology for the initial approval of grant money to a far-right newspaper (the funding offer was later rescinded). At no point does he offer any understanding at all as to why people might be concerned about approving, even temporarily, funding for a far-right newspaper that promotes holocaust denial, covid vaccine conspiracy theories, and defending "ethnic rights". I don't even know what to say about this statement. The FLI has managed to fail at point 1 of an apology: understanding that they did something wrong. I hope they manage to release a real apology soon, and when they do, maybe they can learn some lessons from previous failures. Thanks for listening. The Future of Life Institute is launching its 2023 cohort of PhD and postdoctoral fellowships to study AI existential safety: that is, research that analyzes the most probable ways in which AI technology could cause an existential catastrophe, and which types of research could minimize existential risk; and technical research which could, if successful, assist humanity in reducing the existential risk posed by highly impactful AI technology to extremely low levels. More information about the 2022 cohort can be found here. The Vitalik Buterin PhD Fellowship in AI Existential Safety is targeted at students applying to start their PhD in 2023, or existing PhD students who would not otherwise have funding to work on AI existential safety research. Quoting from the page: At universities in the US, UK, or Canada, annual funding will cover tuition, fees, and the stipend of the student's PhD program up to $40,000, as well as a fund of $10,000 that can be used for research-related expenses such as travel and computing. At universities not in the US, UK or Canada, the stipend amount will be adjusted to match local conditions. Fellows will also be invited to workshops where they will be able to interact with other researchers in the field. In addition, applicants who are short-listed for the Fellowship will be reimbursed for application fees for up to 5 PhD programs, and will be invited to an information session about research groups that can serve as good homes for AI existential safety research. Applications for the PhD fellowship close on Nov 15, 2022. The Vitalik Buterin Postdoctoral Fellowship in AI Existential Safety is for postdoctoral appointments starting in fall 2023. Summary This post summarizes why and how to apply to the Boren Awards, a prestigious language program for U.S. undergraduates (“Boren Scholarship”) and graduate students (“Boren Fellowship”) lasting 2 to 12 months. The Boren Awards present a great opportunity for EAs to gain career capital for U.S. policy work, particularly in the federal government, by developing regional expertise regarding countries such as China, Russia, and India. To be eligible, applicants must be U.S. citizens and be currently enrolled in an accredited undergraduate or graduate degree program located within the United States. Application deadlines for this year are listed below and are typically in January/February: Graduate students: January 25th, 2023, for the Boren Fellowship Undergrads: February 1st, 2023, for the Boren Scholarship This post is informed by my (Grant Fleming's) experience in 2016-2017 as a Boren Scholar in Shanghai, which I did after completing my degree requirements—while nominally still enrolled as a fifth-year undergraduate—at the University of South Carolina. If you are interested in applying for the Boren Awards—even if you are still unsure or plan to apply in future years—please fill out this form to receive support for your application and potentially be connected with former Boren Awardees. Program details The Boren Awards provide U.S. citizens up to $25,000 in funding to study abroad for up to a year, learn a language critical to U.S. national security (e.g., Chinese, Russian, Hindi, or Arabic), and complete other (non-language) academic credits of the student's choosing. Boren awardees must be willing to seek and hold a job relevant to national security as a government employee or federal contractor for at least one year after returning to the United States. Note that China and Russia have recently been unavailable as Boren countries (though China is available again for 2023), so awardees studied Chinese in Taiwan or Singapore and Russian in Kazakhstan, Kyrgyzstan, Latvia, Republic of Moldova, or Ukraine. Rather than selecting their own study abroad program, applicants may also apply to one of the Regional Flagship Language Initiatives (FLI), which can have very favorable admission rates. These programs involve significant language study, beginning in the summer with a mandatory language course domestically prior to a semester of mandatory language study overseas in the fall. Interested applicants can opt to continue their award with self-organized study overseas for the spring semester. FLI students receive more structure and logistical support than "regular" Boren awardees, but they're subject to more rules and are not able to choose their own city and program of study. After completing their time abroad, Boren awardees receive career support from the National Security Education Program (NSEP), including access to special hiring privileges, private government job boards, and online alumni groups to help them get a public sector job or a national security-oriented job in private industry. Jobs sought after program completion do not have to be directly relevant to an awardee's language of study, country of award, or academic major, making the Boren awards a good opportunity to pursue for anyone who is seeking a career as a: Public sector employee of the U.S. government Private sector employee of a public policy firm, think tank, or advocacy group working with the U.S. government on projects dealing with national security Private sector consultant specializing in public sector clients In general, the Boren Awards present a good opportunity for students interested in working for, or with, the U.S. government in any capacity....

For the past decade or more, if you read an article saying "AI safety is important", and you thought, "I need to donate or apply to work somewhere", MIRI was the default option. If you looked at FLI or FHI or similar groups, you'd say "they seem helpful, but they're not focused solely on AI safety/alignment, so I should go to MIRI for the best impact." 2. MIRI as central point of failure for learning and secrecy. MIRI's secrecy (understandable) and their intelligent and creatively-thinking staff (good) have combined into a weird situation: for some research areas, nobody really knows what they've tried and failed/succeeded at, nor the details of how that came to be. Yudkowsky did link some corrigibility papers he labels as failed, but neither he nor MIRI have done similar (or more in-depth) autopsies of their approaches, to my knowledge. As a result, nobody else can double-check that or learn from MIRI's mistakes. Sure, MIRI people write up their meta-mistakes, but that has limited usefulness, and people still (understandably) disbelieve their approaches anyway. This leads either to making the same meta-mistakes (bad), or to blindly trusting MIRI's approach/meta-approach (bad because...) 3. We need more uncorrelated ("diverse") approaches to alignment. MIRI was the central point for anyone with any alignment approach, for a very long time. Recently-started alignment groups (Redwood, ARC, Anthropic, Ought, etc.) are different from MIRI, but their approaches are correlated with each other. They all relate to things like corrigibility, the current ML paradigm, IDA, and other approaches that e.g. Paul Christiano would be interested in. I'm not saying these approaches are guaranteed to fail (or work). I am saying that surviving worlds would have, if not way more alignment groups, definitely way more uncorrelated approaches to alignment. This need not lead to extra risk as long as the approaches are theoretical in nature. Think early-1900s physics gedankenexperiments, and how diverse they may have been. Or, if you want more hope and less hope at the same time, look at how many wildly incompatible theories have been proposed to explain quantum mechanics. A surviving world would have at least this much of a Cambrian explosion in theories, and would also be better at handling this than we are in real-life handling the actual list of quantum theories (in absence of better experimental evidence). Simply put, if evidence is dangerous to collect, and every existing theoretical approach is deeply flawed along some axis, then let schools proliferate with little evidence, dammit! This isn't psych, where stuff fails to replicate and people keep doing it. AI alignment is somewhat better coordinated than other theoretical fields... we just overcorrected to putting all our eggs in a few approach baskets. (Note: if MIRI is willing and able, it could continue being a/the central group for AI alignment, given the points in (1), but it would need to proliferate many schools of thought internally, as per (5) below.) One problem with this [1], is that the AI alignment field as a whole may not have the resources (or the time) to pursue this hits-based strategy. In that case, AI alignment would appear to be bottlenecked on funding, rather than talent directly. That's... news to me. In either case, this requires either more fundraising, and/or more money-efficient ways to get similar effects to what I'm talking about. (If we're too talent-constrained to pursue a hits-based approach strategy, it's even more imperative to fix the talent constraints first, as per (4) below.)
