Serhii Plokhy (Professor of Ukrainian History at Harvard University) focuses on the unilateral nature of decision-making in the Kremlin regarding the 2014 invasion. The decision to annex Crimea and fragment Ukraine was made by Vladimir Putin and his security chiefs during an all-night meeting on February 23–24, 2014. This process confirmed that Russia operates as a dictatorship, transitioning from the hope of Russian democracy under Yeltsin to the current reality where Putin's power is rooted in the super-presidential constitution established in 1993. Putin initially gained public support through brutality in Chechnya. While Ukraine was traditionally viewed as split between Eastern and Western orientations, Russia actively exploited these linguistic, cultural, and religious divisions in 2014 to justify the takeover of Crimea and the initiation of hybrid warfare in Donbas. Crucially, the professor emphasizes that the shock of the 2014 conflict had the opposite effect desired by Moscow: it unified Ukrainian society far more than it had ever been before. Moscow's biggest error in planning the 2022 invasion was proceeding under the assumption that Ukraine was still the divided country it had been in 2014.

The 14-month Israel's Gaza war sees escalating civilian casualties, with schools and hospitals targeted, he said. Urging a long-overdue ceasefire, Lazzarini calls for immediate action to safeguard civilians. He warned that the "world must not become numb." Israel targets homes in southern Lebanon, violating ceasefire In a sharp escalation, the Israeli military has demolished homes in southern Lebanon, defying the November 27 ceasefire. With 287 reported violations, the toll stands at 31 dead and 37 injured, official data shows. Strikes hit Kfarkela in Nabatieh and Hanin in Bint Jbeil, fueling regional tensions, Lebanon's National News Agency (NNA) has reported. Putin threatens 'destruction' on Ukraine after Kazan drone attack Russian President Vladimir Putin has vowed "massive destruction" against Ukraine after a drone strike hit a high-rise in Kazan, over 1,000 kilometres from the frontier. Myanmar conflict forces more Rohingya to flee to Bangladesh In the last two months, 60,000 Rohingya have fled Myanmar's conflict-hit Rakhine state to Bangladesh, despite tightened border measures, according to an official. Google faces antitrust action in Japan Japan's competition watchdog is poised to find Google guilty of antitrust violations, according to Nikkei Asia. As we mark the second anniversary of Russia's full-scale invasion of Ukraine, we consider the implications of what has turned into a protracted conflict. Russia has seized back the initiative in the war, due at least partly to ampler supplies of ammunition and drones. While Ukraine continues to achieve important tactical victories against the Russian Black Sea Fleet, the land and air campaign is increasingly characterised by Russian pressure and territorial gains. There are also growing doubts about the ability of the Euro-Atlantic community to adequately resource the war, with acute concern about the deadlocked debate in the US Congress over military support for Ukraine. As we enter the third year of the war, it is likely the fighting will stretch well into the future. Host Neil Melvin is joined by Dr Hanna Shelest, Security Studies Programme Director at the think tank Ukrainian Prism, and Andriy Zagorodnyuk, Chairman of the Ukrainian think tank the Centre for Defence Strategies and a former defence minister of Ukraine. Where is the war heading? And can Western unity on Ukraine hold?

Washington and Kiev had disagreements over strategy, tactics, and timing during the conflict. While Ukraine wanted to attack Berdyansk and Bakhmut/Artyomovsk, the US preferred a focused assault on Melitopol. The Ukrainian leadership initially requested over 1,000 armored vehicles but received 1,500, some of which were criticized as unfit for combat. The US had to secure 155mm artillery shells from South Korea and couldn't fulfill Ukraine's request for F-16 fighter jets due to cost concerns and vulnerability to Russian air defenses.

The Black Sea Grain Initiative collapsing last week, meaning there is no longer a safe corridor for Ukrainian grain exports by sea, has seen a shift in Russian military posture says the United Kingdom, predicting the coming of a full-on blockade. Noting the redeployment of a modern Russian corvette to the southern Black Sea, the UK’s Ministry of Defence said in an intelligence digest that: “Russia’s Black Sea Fleet has altered its posture since Russia pulled out of the Black Sea Grain Initiative (BSGI), in preparedness to enforce a blockade on Ukraine… There is a realistic possibility that it will form part of a task group to intercept commercial vessels Russia believes are heading to Ukraine.” Without the Grain Initiative moderating behaviour in the Black Sea and providing a corridor for exports, there is now “the potential for the intensity and scope of violence in the area to increase”, the MOD said. Russia has already massively stepped up attacks on Ukraine’s port infrastructure, regularly bombing Odessa for over a week. The consequences of the collapse of the grain deal are potentially considerable, given Ukraine’s status as a major exporter in the world food market, and the fact a lot of their exports have traditionally gone to less wealthy countries. As previously reported, a sudden spike in grain prices causes fresh waves of emigration from the developing world, sparking new migrant crises in Europe. It is claimed the collapse of the grain deal will see global grain prices spike by up to 15 per cent. While Ukraine has a considerable land border with Europe, simply switching from maritime to overland shipping for grain is extremely difficult given the enormous bulk of the commodity, the typical destinations for the product, and the lack of infrastructure. Exporting by the Danube is being explored. Ukraine says Russia is deliberately targeting its grain exporting infrastructure, with Ukrainian Agrarian Council Denys Marchuk remarking: “Russia understands that Ukrainian grain is one of the key directions of Ukraine’s potential export, which gives money, and they really don’t want to see Ukrainian grain. In fact today, by blocking the Black Sea, they are artificially raising the price of grain in the world so that later offer their grain to poor countries, and at high prices”. Marchuk said if European countries didn’t want to see fresh waves of migration from poor nations, it should give Ukraine more weapons more quickly. Given the importance of grain exports from Ukraine to the rest of the world, even if just indirectly for developed nations wanting to reduce push-factors for global mass migration, there may be pressure for the West to do more to defend merchant shipping in the Black Sea. This could take the form of more equipment donations to Ukraine, but as has been previously suggested, could be more direct, risking direct conflict between NATO and Russia. ACA’s 2023 National conference, which took place in February, included one session, titled “Trans Inclusion in Overnight Programs.” It focused on “best practices for overnight camps striving to be welcoming spaces for trans and gender non-conforming campers and staff.” The session was led by Chris Rehs-Dupin, the founder of a group that hosts trainings on “LGBTQIA+ inclusive practices” called Transplaining for Camps. “Transplaining for Camps exists to help camps build inclusive practices that will create spaces of belonging for campers and staff of all gender identities and sexualities,” the organization’s website reads. Another ACA conference session, which focused on the creation of racially exclusive “affinity groups,” was titled “Creating Belonging Through Affinity Spaces At Camp” and led by members of the Aloha Foundation, which runs camp programs in Vermont. The Black Sea Grain Initiative collapsing last week, meaning there is no longer a safe corridor for Ukrainian grain exports by sea, has seen a shift in Russian military posture says the United Kingdom, predicting the coming of a full-on blockade. Noting the redeployment of a modern Russian corvette to the southern Black Sea, the UK’s Ministry of Defence said in an intelligence digest that: “Russia’s Black Sea Fleet has altered its posture since Russia pulled out of the Black Sea Grain Initiative (BSGI), in preparedness to enforce a blockade on Ukraine… There is a realistic possibility that it will form part of a task group to intercept commercial vessels Russia believes are heading to Ukraine.” Without the Grain Initiative moderating behaviour in the Black Sea and providing a corridor for exports, there is now “the potential for the intensity and scope of violence in the area to increase”, the MOD said. Russia has already massively stepped up attacks on Ukraine’s port infrastructure, regularly bombing Odessa for over a week. The consequences of the collapse of the grain deal are potentially considerable, given Ukraine’s status as a major exporter in the world food market, and the fact a lot of their exports have traditionally gone to less wealthy countries. As previously reported, a sudden spike in grain prices causes fresh waves of emigration from the developing world, sparking new migrant crises in Europe. It is claimed the collapse of the grain deal will see global grain prices spike by up to 15 per cent. While Ukraine has a considerable land border with Europe, simply switching from maritime to overland shipping for grain is extremely difficult given the enormous bulk of the commodity, the typical destinations for the product, and the lack of infrastructure. Exporting by the Danube is being explored. Ukraine says Russia is deliberately targeting its grain exporting infrastructure, with Ukrainian Agrarian Council Denys Marchuk remarking: “Russia understands that Ukrainian grain is one of the key directions of Ukraine’s potential export, which gives money, and they really don’t want to see Ukrainian grain. In fact today, by blocking the Black Sea, they are artificially raising the price of grain in the world so that later offer their grain to poor countries, and at high prices”. Marchuk said if European countries didn’t want to see fresh waves of migration from poor nations, it should give Ukraine more weapons more quickly. Given the importance of grain exports from Ukraine to the rest of the world, even if just indirectly for developed nations wanting to reduce push-factors for global mass migration, there may be pressure for the West to do more to defend merchant shipping in the Black Sea. This could take the form of more equipment donations to Ukraine, but as has been previously suggested, could be more direct, risking direct conflict between NATO and Russia. But what else should they fear and can the good times in the bond market last? We find out.Not every type of borrower is able to get into the market, however. Issuers from the beleaguered real estate sector have debt to refinance in the coming years but had a tough time borrowing last year. Ukraine's corrupt oligarchs have diverted much of the financial support sent to Kiev Since the beginning of Russia's military offensive in Ukraine, the US, EU, and their allies have provided Kiev with $126 billion worth of aid, a number almost equal to the country's entire GDP. Moreover, millions of Ukrainians have found refuge in the EU, where they were given housing, food, work permits, and emotional support. The scope is huge, even by Western standards. Considering that the bloc has been funding Kiev while coping with an economic and energy crisis of its own, the assistance is perhaps especially notable. Kiev bases its endless funding requests on the collapse of its economy, due to the war, and its need to “resist Russian aggression.” But is the aid reaching its intended destination? While Ukraine has undergone a general mobilization affecting all men under the age of 60, many former and current high-ranking officials, politicians, businessmen, and oligarchs have moved to safety abroad – mainly to the EU. The mass flight of Ukrainian elites started even prior to the armed conflict. On February 14, 2022, 37 deputies from the Ukrainian president's parliamentary faction (Servant of the People) suddenly went missing. Had MPs not been banned from leaving the country the very next day, others would have definitely joined them. Meanwhile, former officials and oligarchs enjoyed more freedom to move around. According to the Italian newspaper La Repubblica, 20 business jets took off from Kiev's Boryspol airport on the 14th as well. Tycoons were at the front of the line. Entrepreneur and MP Vadim Novinsky, businessmen Vasily Khmelnitsky and Vadim Stolar, Vadim Nesterenko, and Andrey Stavnitzer all left the country on charter flights. Millionaire politician Igor Abramovich booked a private flight to Austria for 50 people – taking relatives, business partners, and fellow party members aboard. Oligarchs flew from Kiev to Nice, Munich, Vienna,  Cyprus, and other EU destinations. Another group of businessmen took off from Odessa on private planes. The owner of Vostok Bank departed for Israel, while the head of the Transship group flew to Limassol. An ex-governor of the Odessa region, Stalkanat's Vladimir Nemirovsky, also left the country. A past recipient of fellowships from the U.S. Department of State, the U.S. Department of Education, and the National Endowment for the Humanities, among others, Zenia has varying levels of proficiency in nine languages. Before launching his latest military attack on Ukraine last week, Russian President Vladimir Putin waged a counterfactual war on a century of the country's history. In a nearly hour-long address, Putin claimed that modern Ukraine was an invention of founding Soviet leader Vladimir Lenin, and that Soviet Moscow gave Ukraine its independence in a historic mistake. Ukraine overwhelmingly voted for its own independence in a referendum in 1991. While Ukraine's modern history has since been marked by corruption, Russian influence and episodes of violence, its people have also staged protests and even revolutions to protect their independence. Since the Russian intervention in Crimea in the Black Sea region and the emergence of the Donbass conflict in 2014, Russia and Ukraine have locked horns over Russian-backed separatist forces that have seized large areas of Ukraine’s eastern and Russia-bordering Donbass region. Despite efforts to achieve mediation and a permanent cease-fire, the conflict has continued to simmer, with repeated clashes between Ukrainian soldiers and Russia-backed separatist forces in the border region, without spilling into open fighting between the two countries. Recent Russian moves to deploy an estimated 4,000 personnel and a series of combat brigades, artillery, armor, and logistical units-from different parts of Russia to within close proximity of the Russian border with the Donbass has raised alarm bells in Kyiv, Brussels, and Washington. There is now concern that Russia may launch an offensive into Ukraine and increase aggressive behavior towards former Soviet satellite states in an attempt to carve out greater influence in its Eastern European periphery. While Ukraine is not a NATO member and the U.S. advisory presence in Ukraine is small, a renewed Russian-backed military campaign in the Donbass region would impact the more than 72,000 U.S. military personnel who are deployed in Europe and threaten NATO’s interest in protecting European territorial integrity.
