Troy Meink, a senior leader at the National Reconnaissance Office, is President-elect Donald Trump's choice to serve as secretary of the Air Force. The former and future commander-in-chief announced his pick Thursday on Truth Social. As the civilian head of the Department of the Air Force — which also includes the Space Force — Meink would be responsible for leading the service during a period of wide-ranging modernization. If confirmed by the Senate, he'd be expected to play a key role in deciding the future of the Next-Generation Air Dominance program. The department is also pursuing Collaborative Combat Aircraft, the B-21 stealth bomber, a Proliferated Warfighter Space Architecture, AI capabilities, modernized cyber and IT tools, and the DAF Battle Network, among other technologies. Meink has been serving as principal deputy director of NRO, a position he was appointed to during the first Trump administration in 2020. In that role, he was tasked with “overall day-to-day management of the NRO, with decision responsibility as delegated by the Director.” Federal agencies with top-secret workloads can now use OpenAI's GPT-4o through Microsoft's Azure for U.S. Government Top Secret cloud. Microsoft announced Thursday it received authorization for 26 additional products in its top-secret cloud environment, meeting Intelligence Community Directive (ICD) 503 standards and allowing agencies — particularly those in the intelligence community and Defense Department — to use them for the government's most classified information. Those added tools include Azure OpenAI Service — which provides Azure customers access to OpenAI's generative AI large language models — and Azure Machine Learning, among others. Shut Down Cobb Elections Meeting At a Cobb County Elections Board meeting in Marietta, proceedings were halted after an audience member shouted “Heil Hitler” twice. Board member Jennifer Mosbacher, a Jewish woman, strongly condemned the hate speech, referring to the historical context of Leo Frank's lynching. The outburst followed a public comment from Hugh Norris, who criticized Mosbacher for not standing during the Pledge of Allegiance, suggesting she might be a Communist. The board voted to adjourn after failing to identify the individual responsible for the outburst. Board Chair Tori Silas and Mosbacher emphasized that hate speech would not be tolerated, while some members expressed concerns about handling the disruptive situation. The board plans to address agenda items at a future meeting. STORY 5: Cobb Schools Foundation and Papa Johns Partnership The Cobb Schools Foundation has teamed up with Papa John's to support students through the Family Stabilization Fund. Nobach met an MCS Narcotics Unit agent at a BP gas station in Kennesaw to sell methamphetamine. Police discovered 1.07 kilograms of meth in his vehicle, and when Nobach tried to flee, an officer used a taser to stop him. Nobach was booked into the Cobb County Adult Detention Center and is currently held without bond. STORY 7: Marietta Man Accused of Using a Hidden Bathroom Camera Francis Leroy Muchanic, 53, of Marietta, was arrested on August 26 for eavesdropping-surveillance after allegedly using a hidden camera to record two women in a private bathroom without their consent. The camera was found in a ceiling vent at a Marietta residence. Muchanic was booked into the Cobb County Adult Detention Center and released later that day on a $7,000 bond. Palantir and Microsoft on Thursday announced an expanded partnership giving national security leaders the ability to leverage a “first-of-its-kind, integrated suite of technology” to operationalize their missions. In Microsoft's government and classified cloud environments, intelligence and defense officials will be able to utilize the company's large language models through the Azure OpenAI Service within Palantir's AI Platform. On top of that, Palantir's Gotham and Apollo products — a data-driven enterprise mission-planning platform and an operational software deployment control center, respectively — will be installed in Microsoft Azure Government, as well as in the Azure Government Secret (Defense Department Impact Level 6) and Top Secret clouds. Meanwhile, the annual Black Hat conference kicked off this week in Las Vegas, and CISA Director Jen Easterly spoke about how she views the recent CrowdStrike outage that caused millions of computers around the world to malfunction as “a useful exercise” for understanding what Chinese-linked cyber operations focused on sensitive U.S. networks could accomplish. If tensions were to escalate in the Pacific, the U.S. could see Beijing take action via the malicious campaign known as the Volt Typhoon to disrupt critical infrastructure similar to what the CrowdStrike outage caused, but at a more significant and perious scale. “A war in Asia will be accompanied by very serious threats to Americans — the explosion of pipelines, the pollution of water systems, the derailing of our transportation systems, the severing of our communications,” Easterly said. For this episode of the Data Center Frontier Show podcast, it's financial earnings call season, so Editor in Chief Matt Vincent and Senior Editor David Chernicoff take the opportunity to discuss DCF's top 5 most popular data center and cloud computing industry stories for the fourth quarter of 2023, which were as follows: 1. Dominion: Virginia's Data Center Cluster Could Double in Size Dominion Energy says it has customer contracts that could double the amount of data center capacity in Virginia by 2028 and is planning new power lines to support this growth. Virginia is already the world's largest market for cloud computing infrastructure. Despite the current power constraints around Ashburn, the data center market in Virginia is positioned to grow much larger. The utility says it has received customer orders that could double the amount of data center capacity in Virginia by 2028, with a projected market size of 10 gigawatts by 2035. That represents a huge increase from current data center power use, which reached 2.67 gigawatts in 2022. The utility's projections mean that Virginia will continue to experience tensions between the growth of the Internet and the infrastructure to support it. Data Center Frontier's Founder and Editor at Large, Rich Miller, reports. 2. Microsoft Unveils Custom-Designed Data Center AI Chips, Racks and Liquid Cooling At Microsoft Ignite last November, the company unveiled two custom-designed chips and integrated systems resulting from a multi-step process for meticulously testing its homegrown silicon, the fruits of a method the company's engineers have been refining in secret for years, as revealed at its Source blog. The end goal is an Azure hardware system that offers maximum flexibility and can also be optimized for power, performance, sustainability or cost, said Rani Borkar, corporate vice president for Azure Hardware Systems and Infrastructure (AHSI). “Software is our core strength, but frankly, we are a systems company. At Microsoft we are co-designing and optimizing hardware and software together so that one plus one is greater than two,” Borkar said. “We have visibility into the entire stack, and silicon is just one of the ingredients.” The newly introduced Microsoft Azure Maia AI Accelerator chip is optimized for artificial intelligence (AI) tasks and generative AI. For its part, the Microsoft Azure Cobalt CPU is an Arm-based processor chip tailored to run general purpose compute workloads on the Microsoft Cloud. Microsoft said the new chips will begin to appear by early this year in its data centers, initially powering services such as Microsoft Copilot, an AI assistant, and its Azure OpenAI Service. They will join a widening range of products from the company's industry partners geared toward customers eager to take advantage of the latest cloud and AI technology breakthroughs. 3. The Eight Trends That Will Shape the Data Center Industry in 2023 Rich Miller predicted that 2023 would be a year of dueling cross currents that could constrain or accelerate business activity in the sector. DCF's Vincent and Chernicoff briefly review last year's trends, remarking on how so many of them are still in full effect for the industry right now. Google Is Now Reducing Data Center Energy Use During Local Power Emergencies Last October, Google shared details of a system optimized to reduce the energy use of data centers when there is a local power emergency. Core functions of the system, which has the hallmarks of a universally applicable technology, include postponing low-priority workloads, and moving others to other regions that are less constrained. Regarding the system, Michael Terrell, Google's Senior Director for Energy and Climate, explained in a LinkedIn post how the new demand response capability can temporarily reduce power consumption from Google data centers when it's needed, and provide flexibility to the local grids that power its data center operations. Demand response helps grid operators serve their customers reliably during times of need, such as in times of supply constraints or extreme weather events. Terrell's post empasized that "demand response can be a big tool to help grids run more cost-effectively and efficiently, and it can accelerate system-wide grid decarbonization." Google's Climate and Energy teams created the new system, which Terrell called an important development toward running the company's data centers "intelligently, efficiently and carbon-free." 5. Cloudflare Outage: There's Plenty Of Blame To Go Around The Cloudflare outage in the first week of November drew quite a bit of attention, not only because Cloudflare's services are extremely popular, so their failure was quickly noticed, but also because of the rapid explanation of the problem posted in the Cloudflare Blog shortly after the incident. This explanation placed a significant portion of the blame squarely on Flexential and their response to the issues with electricity provider PGE, and potential issues that PGE was having. Cloudflare was able to restore most of its services in 8 hours at its disaster recovery facility. It runs its primary services at three data centers in the Hillsboro, Oregon area, geolocated in such a way that natural disasters are unlikely to impact more than a single data center. "Customers are relying on us to continually push the boundaries of storage innovation, including removing data access bottlenecks that limit the throughput and scalability of compute-intensive applications. Addressing the need for high performance and efficiency for AI storage New advancements from Dell PowerScale, the world's most flexible, secure and efficient scale-out file storage system, address increasing customer demands for higher AI and GenAI performance. Now, with PowerScale OneFS software enhancements, companies can prepare, train, fine-tune and inference AI models more quickly. With new PowerScale all-flash storage systems based on the latest generation of Dell PowerEdge servers, customers will see up to a 2X performance increase for streaming reads and writes. Domino's Pizza announced last week that the company is partnering with Microsoft Cloud and Azure OpenAI Service to create a generative AI assistant that can help improve both employee and customer service. While specific details of the five-year project will be announced over the next six to 18 months, Kelly Garcia, Domino's executive vice president and chief technology officer, was able to provide some insight on how the AI project will help improve employees' jobs and personalize customer experience in the near future.Garcia said that the AI technology will be a mix of proprietary and non-proprietary technology in partnership with Microsoft, in which the company's own personalized, in-house technology will be overlaid on top of the Microsoft Cloud and Azure OpenAI interface. The project will begin, he said, with the relaunch of the Domino's website, which will be used to kickstart the improvement of the customer personalization experience, with the help of AI.

Combine vision and language in an AI model with the latest vision AI model in Azure Cognitive Services. Use natural language to fetch visual content in images and videos without needing metadata or location, generate automatic and detailed descriptions of images using the model's knowledge of the world, and use a verbal description to search video content. Cognitive Service for Vision AI combines both natural language models (LLM) with computer vision and is part of the Azure Cognitive Services suite of pre-trained AI capabilities. It can carry out a variety of vision-language tasks including automatic image classification, object detection, and image segmentation. Artificial intelligence (AI) research and deployment company OpenAI recently announced the official launch of ChatGPT, a new model for conversational AI. According to OpenAI, the dialogue provided by this platform makes it possible for ChatGPT to “answer follow-up questions, admit its mistakes, challenge incorrect premises and reject inappropriate requests.”Since its launch, social media has been abuzz with discussions around the possibilities — and dangers — of this new innovation, ranging from its ability to debug code to its potential to write essays for college students. In this podcast, we sit down for a conversation with Bern Elliot, VP Analyst at Gartner, to discuss the broader implications of this innovation and the steps that organizations should take regarding the use of these tools. Gartner has published a number of research pieces regarding ChatGPT (see recommended reading below). Here are a few of the common questions that set the stage for our interactive dialogue on the podcast.Q. What is ChatGPT and how does it work? Chat Generative Pretrained Transformer, or ChatGPT, is a chatbot and generative language tool launched by OpenAI in November 2022.1 The ChatGPT models compute the most probable set of letters or words when given an initial starting phrase, or “prompt.” ChatGPT is built on top of OpenAI's GPT-3 family of large language models and enables interaction with a model via a conversational user interface. ChatGPT was trained using 300 billion words taken from books, online texts, Wikipedia articles and code libraries, then fine-tuned with human feedback.On 16 January 2023, Microsoft announced the introduction of Azure OpenAI Service, which includes ChatGPT along with language models and added enterprise services..2 It is important for enterprise planners to distinguish between the OpenAI ChatGPT and the Azure OpenAI Service. The Azure version promises significant enterprise operational features, but is still emerging at the time of writing.Q. What role will ChatGPT play in the enterprise? ChatGPT, and foundation models like it, will be used as a tool alongside many other hyperautomation and AI innovations. It will form part of architected solutions that automate/augment humans or machines, and autonomously execute business and IT processes. As generative AI takes its place alongside existing approaches to work, ChatGPT or other competitors will be used to replace, recalibrate and redefine some activities and tasks that form part of many job roles.Q. How much does ChatGPT cost? The current research preview version of ChatGPT, which is the only version users could access up to the end of January 2023, is free of charge. However, there is no guarantee that this free service will persist, and it could be withdrawn at any time. OpenAI recently announced the launch of a pilot subscription plan for ChatGPT Plus for $20 a month.3ChatGPT will also come to the Microsoft Azure OpenAI Service soon, but the pricing for that is currently being rolled out.4 It is possible that significant elements will be bundled with different Microsoft 365 software subscriptions.Q. Should I provide ChatGPT-powered experiences directly to my customers? No — this is too high a risk at present for most use cases, except in rare cases, possibly related to gaming or entertainment, where the correctness or impartiality of the content may have less scrutiny. Gartner expects the ChatGPT service to change rapidly over 2023 and to be complemented by other offerings. It is important for enterprise planners to distinguish between the OpenAI ChatGPT and the Azure OpenAI Service. Gartner also expects several competitors will enter this market alongside ChatGPT. In particular, Gartner expects organizations like Baidu, IBM and Google to come to market early in 2023, along with a crop of smaller players. Generative AI has so many benefits for marketers. But with the rapid pace of adoption—often with little to no oversight–-issues are quickly arising. Professors and educators need to rethink assignments when it comes to essay writing, take-home tests might become a thing of the past, oral exams will be on the rise, and identifying plagiarism has a new twist. Schools are banning the use of ChatGPT in assignments, but how can they truly know how the assignment was completed? And should educators teach students how AI can augment their learning? One student has created a tool to identify content generated by ChatGPT, but is that really the solution? Next, generative AI is having some legal troubles. Stability AI has received formal notification of impending litigation. Intellectual property, derivative works, and copyright violations are all discussion points as these technologies advance and learn. As the line isn't clear, and precedent has not been established, the court cases will continue to mount. GitHub and Midjourney are in the thick of this as well. Once fast to market, Reuters reported that Sam Altman says OpenAI's GPT-4 will launch only when they can do it safely & responsibly. “In general we are going to release technology much more slowly than people would like. We're going to sit on it for much longer…” That's a good thing, but is it too late? Finally, last week in episode 29, we discussed Microsoft and OpenAI. On Microsoft Azure's website, they announce, “Today, we are excited to announce the general availability of Azure OpenAI Service as part of Microsoft's continued commitment to democratizing AI, and ongoing partnership with OpenAI.” As part of this, DALL-E 2 and ChatGPT can be integrated into their clients' cloud apps. Developers are currently required to apply for access, and have to describe their intended use cases and applications before they can get access.
