Trade tension between China and the United States, simmering over Washington's repeated tariff increases and policy restrictions against Chinese exporters and enterprises, has escalated again with Washington's launch of a Section 301 investigation targeting China's maritime, logistics and shipbuilding sectors.However, the old playbook of unilateralism and protectionism pursued by the White House will not only fail to bring about the reshoring of manufacturing desired by the US, but will also result in the US facing the challenge of a more expensive supply chain, experts said.China expressed on Wednesday night its strong dissatisfaction with and firm opposition to the US Trade Representative's initiation of the Section 301 investigation, emphasizing that it will keep abreast of the progress of the probe and take all necessary measures to defend its own rights and interests, the Ministry of Commerce said in a statement.Section 301 of the Trade Act of 1974, as amended, is used to respond to so-called unjustifiable, unreasonable or discriminatory foreign government practices that burden or restrict US commerce.The investigation petition was jointly filed on March 12 by five US labor unions. "The number of commercial shipyards in the US has plunged by more than 70 percent, tens of thousands of jobs have been lost, and the US now produces only a fraction of 1 percent of the world's commercial vessels, falling to 19th place," they said in the petition.Multiple US research reports have shown, however, that the US shipbuilding industry lost its competitive edge years ago due to excessive protectionism. While the US provides discriminatory subsidies amounting to hundreds of billions of dollars to its own industries, it accuses China of adopting so-called nonmarket practices, the Chinese ministry said.Noting that the US petition is rife with unfounded allegations, distorting normal trade and investment activities as threats to US national security and business interests, the ministry said that "blaming China for the US' own industrial issues lacks factual basis and contradicts economic common sense".The main anticipated objective of the petitioner unions is to urge the US government to enhance policy support and subsidies for its domestic maritime and shipbuilding industries, said Sun Lei, a trade lawyer at Beijing Dacheng Law Offices, adding that the investigation is expected to last approximately one year.In an election year, supporting labor unions has become an effortless decision for US President Joe Biden, who, in his bid for reelection, hopes to garner support from the working class, said He Weiwen, executive director of the China Association of International Trade.The investigation, using an old narrative to position China as a threat, aims to redirect attention away from domestic issues that have long been unaddressed, He said.The Chinese shipbuilding sector began its path toward internationalization in the 1980s, constructing a large number of vessels for European and Asian shipowners. But there has never been direct competition between the US and Chinese shipbuilding industries, said Zhao Yifei, a professor of Antai College of Economics and Management, which is part of Shanghai Jiao Tong University.China's shipbuilding industry secured the top position for the 14th consecutive year in 2023 in terms of completed vessels, which accounted for 50.2 percent of the global total, new orders, at 66.6 percent of the world total, and order backlog, at 55 percent, according to data from the China Association of the National Shipbuilding Industry.Currently, orders from US shipowners account for less than 5 percent of the total new orders received by Chinese shipyards each year. Even if the US government were to impose additional Section 301 tariffs, that would have a minimal impact on Chinese shipyards, Zhao said.Moreover, the investigation comes as the ability of the US to reindustrialize and regain its position as a global manufacturing powerhouse has become a focal point of the White House in the lead-up to the November election.The White House also announced on Wednesday that it plans to triple the existing Section 301 tariffs on Chinese steel and aluminum products and collaborate with neighboring countries to prevent indirect exports of Chinese steel and aluminum to the US.China has urged the US to confront its internal challenges, while also demanding the immediate removal of imposed tariffs, according to a separate statement by China's Commerce Ministry on Thursday.Since 2018, the US has selectively imposed tariffs on steel and aluminum products from its global trading partners under the guise of "national security". China's Commerce Ministry has blasted recent media reports saying the United States could force the sale of TikTok.
The CEO of TikTok testified before the U.S. Congress today. The Guardian reports: Members of the committee have cited a Wall Street Journal report that indicates China would oppose a forced sale of TikTok. “China's Commerce Ministry said Thursday that a sale or divestiture of TikTok would involve exporting technology and had to be approved by the Chinese government,” the article reads. Rep. Michael Burgess said despite Chew's assertions, China seems to believe its in control of TikTok and its software. Chew said that while TikTok is not available in mainland China, the founders of ByteDance are Chinese and they work with Chinese employees just like many companies around the world. Burgess has asked whether anyone from ByteDance “directly provide input, help or instruction for your testimony today”. Chew said he prepared for this hearing with his team in DC. Amber on economy? The value of goods that India exports dipped marginally by 1.1% to $32.62 billion in September, reflecting the slowing global demand especially in the US -- our top export destination – and in Europe. India's outbound shipments had hit a monthly record in March 2022 at $42.2 billion. And this is the first contraction in exports since February 2021. Meanwhile, imports fell below $60 billion for the first time in seven months at $59.35 billion, but were 5.44 per cent higher than a year ago. The trade deficit, which stood at $26.73 billion for September, was almost 19 per cent higher than a year ago. The Commerce Ministry highlighted that the deficit in September was an improvement over the $28.68 billion reading for August. But, at the same time, it explained that exports in certain sectors had seen a decline due to the slowdown in some developed economies and the resultant slowdown in demand. It added that exports had also been impacted by some of the measures taken to tackle domestic inflation and food security concerns. Compared to last year, engineering goods, drugs and pharmaceuticals, chemicals, readymade garments, rice, and cotton yarn and handlooms saw a contraction in September. Together, these are six of the country's top ten export products. Exports of cotton yarn and handloom products recorded the sharpest decline, shrinking 41.4 per cent year-on-year to just $767.5 million in September from $1.31 billion. On a worrying note, engineering goods exports, which have been the driver of India's exports performance of late, declined 17 per cent year-on-year to $7.81 billion from $9.41 billion. But, electronics goods exports came out as a bright spot, jumping 64 per cent to $1.9 billion. The bright spot – India's service industry On the other hand, India's services exports have shown resilience. They grew 15 per cent to $23.54 billion in August, according to provisional data. In July, services exports increased by 20.2 per cent year-on-year to $23.26 billion. In December last year, analysts at Crisil said in their report that the Indian government's goal of achieving $1 trillion in goods exports by fiscal 2028 needed a reality check. One of the factors they listed for being cautious was the fact that the country's exports were highly sensitive to global growth shocks. Even before the onset of the Russia-Ukraine war, they had warned that the emerging global environment was set to become more challenging. In September this year, the Export-Import Bank of India also said that exports could be shadowed by softening global commodity prices, a possible slowdown affecting major trade partners, and the inflationary pressures and tight monetary policies around the world. And the world is bracing for much more challenging days ahead. Economist Nouriel Roubini has said that a global recession will set in by the end of the current calendar year and last through 2023. Roubini, who correctly predicted the 2008 financial crisis, has said that the US, along with the rest of the world, is about to face an ugly and long recession. World Trade Organization Director-General Ngozi Okonjo-Iweala has also said that the world is “edging into” a global recession. The WTO is expected to lower its 2022 trade growth projections next month. In April, it had lowered its projection for growth in merchandise trade this year to three per cent from 4.7 per cent previously. Since external trade accounts for half of India's GDP, it could face an economic downturn if a global recession does hit. The country will have to brace for lower merchandise and services exports. But, commodity prices are also correcting. Going forward, they are expected to come down significantly. This would cut the import bill and boost consumption, which would push the growth momentum. China said it will take “necessary measures” to respond to the U.S. blacklisting of Chinese companies over their alleged role in abuses of Uyghur people and other Muslim ethnic minorities The Commerce Ministry said the U.S. move constituted an “unreasonable suppression of Chinese enterprises and a serious breach of international economic and trade rules.” China will “take necessary measures to firmly safeguard Chinese companies' legitimate rights and interests,” the ministry's statement said.
Episode Notes So... yesterday the Ministry of Commerce and the Zimbabwe Revenue Authority (ZIMRA) released a joint statement that extended the grace period for the ban on imports of second-hand cars that are 10 years or older till June 30th 2021. Now, this isn't too surprising because the reasons for the ban didn't make a lick of sense. Here's a quick one about how this move by ZIMRA and the Ministry of Industry and Commerce is all about the money and nothing else. And if things don't get better in terms of cash flow for ZIMRA and the govt, we might see the ban on second-hand cars 10 years or older being lifted sometime in the future. Food prices rose 11.1% in June from a year ago, according to the National Bureau of Statistics. Weekly data from the Ministry of Commerce showed prices of agricultural food products rose 1.2% in the week ended July 5 from a week ago. Prices rose another 0.8% in the week through Sunday, according to Commerce Ministry data released Tuesday. The technology-centric NASDAQ rallied +1.74%. China’s Commerce Ministry issued a statement saying that Liu He, Beijing’s top negotiator on trade, had spoken with US Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin. The two sides agreed to hold another round of trade negotiations in Washington, D.C., towards the beginning of next month, and consultations will be made in mid-September in preparation for the meeting, the statement said. Ministry of Commerce spokesperson Gao Feng told a press briefing that the two delegations will strive to achieve "substantial progress" in October.

The Washington Post’s Ann Marimow reports that even though Kavanaugh clerked for the justice he would replace—Justice Anthony Kennedy—Kavanaugh’s ideology is far to the right of Kennedy’s, and he has a broad view when it comes to presidential authority. For example, in his 12 years as a judge on the DC Circuit Court of Appeals, Kavanaugh has supported military tribunals for terrorism suspects and restructuring the consumer financial protection bureau. As far as tech is concerned, Kavanaugh issued a dissent in the case that upheld the FCC’s 2015 net neutrality rules, arguing that Congress did not provide the FCC with clear statutory authority to issue the rules. Kavanaugh needs just 50 votes to be confirmed by the Senate. Trump’s trade war China’s Commerce Ministry on Friday accused Trump of using bullying tactics to launch “the biggest trade war in economic history”, after the White House began implementing a 25% tariff against Chinese goods, which will cost China an estimated $34 billion, according to CNN. China retaliated with another $34 billion worth of tariffs against American produce. The tech sector decries Trump’s tariffs, with ITI’s Josh Kallmer saying they would harm American consumers and businesses. Trump may have another $16 billion worth of tariffs coming against China later this month. Facebook faces more scrutiny As if the scrutiny of Facebook couldn’t get any worse, the FBI, Securities and Exchange Commission, and Federal Trade Commission will now join the wide-ranging investigation into how it and Cambridge Analytica shared the data of 71 million Americans in 2015. The investigation is trying, among other things, to understand more about why Facebook failed to disclose its data-sharing practices. It was also reported last week that Facebook suffered another mishap in late May and early June in which a bug caused it to temporarily unblock accounts that some 800,000 users had previously blocked. The company also came under fire for deleting a post containing references to “Indian savages”—it turns out the post was an excerpt from the Declaration of Independence—so Facebook apologized for that as well. Meanwhile, Mark Zuckerberg has surpassed Warren Buffet for the third spot on the list of the world’s richest people. Zuck is work $81.6 billion—behind Jeff Bezos and Bill Gates. Inspector General: DC Metro susceptible to cyberattack The DC Metro is susceptible to cyberattack, according to a leaked Inspector General’s report that was presented to Metro’s board of directors last month. The report cites vulnerabilities that threaten Metro’s rail traffic control systems, gas and fire sensors, the power grid, station ventilation, an voice and data communications. Report: Amazon still selling Nazi paraphernalia Amazon is still selling Nazi paraphernalia, according to a new report by the Partnership for Working Families and the Action Center on Race & the Economy. The report listed a swastika pendant, cross burning baby onesie for girls, stickers and decals, and even music among the products. Amazon had promised last year to stop selling items featuring the Confederate flag but the company was found to have kept a lot of those products active. Twitter deleted 70 million accounts in May and June Finally, Twitter deleted 70 million fake accounts and bots in May and June this year, according to the Washington Post. This would significantly reduce Twitter’s user base, but lately the social media company has been increasing its usership, which has led to more investment in the company. The Washington Post reports that Twitter has been deleting accounts at the same rate in July.
