Der georgische Künstler Alexey Gerasimov hat darin einen düsteren immer wiederkehrenden Albtraum verarbeitet und auf seiner Website ins Bild gesetzt. In einem seltenen Interview gegenüber dem Forbes-Magazin erklärte er, wie ihn beängstigende Köpfe aus Toiletten verfolgt haben. Auch wenn das alles wenig Sinn ergibt, so Gerasimov, hat es ihn dazu inspiriert, Toiletten als „göttliche unerforschte“ Wesen darzustellen. Die surreale Geschichte über die Invasion von Toiletten ist weltweit auf Youtube und TikTok durch die Decke gegangen.

Poznamo slovenski Trst, slovenski Celovec, malo manj znane pa so slovenske korenine in sledi v Gradcu. Te razkriva knjiga Slovenski Gradec, katere avtor je Simon Ošlak Gerasimov. Izdalo jo je Kulturno društvo Člen 7 za avstrijsko Štajersko - Pavlova hiša, predstavili so jo v dvorani Slovenske matice v Ljubljani v okviru letošnjih Koroških kulturnih dnevov v Ljubljani. Avtor je Simon Ošlak Gerasimov, ki je v Gradcu študiral slovenščino in ruščino, nekaj časa je tam tudi poučeval slovenščino, ruščino in nemščino, dela kot novinar za slovensko uredništvo ORF za Štajersko. Knjiga je dvojezična, ena stran je slovenska, druga pa nemška, priložen ji je tudi zemljevid.

One of the enduring features of conflict over the centuries has been its state of flux. This perpetual state of evolution requires states to regularly monitor how military force is being wielded, either by allies or adversaries, in order to be able to plan and prepare for future war. Tracey German's Russia and the Changing Character of Conflict (Cambria Press, 2023) explores Russian views of the changing character of conflict and the debates that have emerged about how future wars might evolve. Since 2014 there has been wide-ranging discussion about Russia's "new way of war", with labels such as hybrid warfare, grey-zone operations and the Gerasimov doctrine dominating Western analyses. However, there has been scant analysis of Russian perspectives on the changing character of conflict and what future wars may look like: Western attempts to understand how and why Russia uses force have tended to rely upon mirror-imaging and an expectation of similar strategic behaviors. Jutri se bodo nadaljevali letošnji Koroški kulturni dnevi v Ljubljani. V dvorani Slovenske matice bodo predstavili nov kulturnozgodovinski vodnik po avstrijskih zveznih deželah Koroški in Štajerski, avtor je mag. dr. Jože Till, mag. Simon Ošlak Gerasimov pa je avtor vodnika po štajerski prestolnici in zemljevida Slovenski Gradec. V Ljubljani pa bo jutri še ena predstavitev knjige iz zamejstva, in sicer Sanje o svobodi – pesmi Iga Grudna iz taborišča v Viscu leta 1943. Knjigo bosta predstavila urednika Ivan Vogrič in Ferruccio Tassin, moderirala bo Erika Jazbar, predstavnica Goriške Mohorjeve družbe, pri kateri je delo izšlo. Dvojezična knjiga prinaša v slovenščini in italijanščini 19 pesmi Iga Grudna, pesnika iz Nabrežine pri Trstu, ter spremne eseje. Pesmi, napisane izvirno v slovenščini, je v italijanski jezik prevedla Martina Clerici.

S februarjem so se v zamejstvu začela praznovanja ob slovenskem kulturnem prazniku. Ta je za rojake v sosednjih državah eden najpomembnejših, tako kot je kulturno delovanje eno od njihovih temeljev za ohranitev in razvoj slovenskega jezika. Koroški Slovenci pripravljajo osrednjo proslavo ob kulturnem prazniku v iKultu, novem kulturnem središču v Celovcu, ki postaja vse bolj popularno. Novinar, profesor slovenščine in ruščine ter književnik Simon Ošlak Gerasimov je dejaven na številnih področjih. Za slovenski program ORF spremlja dogajanje na avstrijskem Štajerskem, tja ga je pripeljala študijska izbira. Po opravljeni dvojezični ljudski šoli v Celovcu in slovenski gimnaziji se je namreč odločil, da bo izobraževanje nadaljeval v Gradcu. To je bila, kot pravi, logična pot. Ker ga navdušuje zgodovina, ni presenečenje, da se je glavnega mesta avstrijske Štajerske lotil raziskovalno. Slovenski Gradec je naslov njegovega najnovejšega dela. V obsežni kulturno-zgodovinski študiji opisuje bogato zgodovino Slovencev v tem mestu in sledi, ki so jih pustili. Gradec je bil namreč nekoč za Slovence enako pomemben kot Trst, Ljubljana ali Dunaj. Kako pa je danes? Tudi o tem več v pogovoru s kritičnim opazovalcem dogajanja v Evropi.

However, yesterday I had a conversation that was so timely and interesting that I figured I'd share some transcript excerpts—below—with NZN subscribers.The conversation is with Nikita Petrov, who left Russia shortly after the invasion of Ukraine but is monitoring the Russian zeitgeist (and publishing his newsletter Psychopolitica) from Armenia. The subject of the conversation is Yevgeny Prigozhin, long-time leader of the mercenary Wagner Group.This June, you might remember, Prigozhin staged a short-lived mutiny against Russia's military leadership. So when his plane blew up a couple of days ago, pretty much everyone suspected Putin's handiwork. (Although, as Nikita explains, according to a conspiracy theory circulating in Russia, there's less to Prigozhin's apparent death than meets the eye.)Paid subscribers can listen to the full conversation via the audio player above or via their NZN member podcast feed. More of the conversation will be available in the public podcast we post next week, though the Overtime segment—the final 40 minutes or so—will remain exclusive to paid subscribers.—BobBob: We're taping this on the day after a plane went down that apparently included Yevgeny Prigozhin, the head of the Wagner Group, along with his top commander, the guy from whom the Wagner Group got its name—“Wagner” was his call sign. Nikita: Yep.Bob: And I actually haven't even looked at the news this morning, but it didn't seem to me there was that much doubt, even though they hadn't identified bodies or anything. I assume no one's doubting that he's— Nikita: Well, there are two main theories that I've been hearing. One is the straightforward one: Prigozhin and the top command are dead, and Putin is behind it. The other version is: This is Prigozhin's disappearance. He's somewhere on an island right now drinking a martini, and this is his way out of the business. Normally I would say there's no reason whatsoever to contemplate that approach. But since this is Prigozhin, and we've seen like six fake passports of his with toupees and beards and whatnot. And generally, he's, you know, a peculiar character, he's fighting in Africa, and then he's in Ukraine, and he also has a catering business, and a troll farm. I think that's not a zero-chance probability, but I don't think it's a high-chance probability either.Bob: On the other hand, Russia has always been a hotbed for this kind of theorizing, right? Nikita: Yes. Yes. It's a normal thing for Russians. Whatever happens, there's always a conspiracy theory right away.Bob: So there's a pretty high false positive rate on conspiracy theories in Russia—and increasingly in America. Maybe this can bring the two nations together, that we have this in common.Nikita: I think there is some overlap. I mean, before the war, there were tribes within Russia and the US who were growing closer together, like the QAnon people. And even with the war—Bob: That kind of makes sense actually. Go ahead.Nikita: I was surprised. About a month and a half ago, RFK [Robert F. Kennedy, Jr.] got into that scandal because he said something about Covid, and the way his words were interpreted was that there is a chance that it was designed by the Chinese in a lab and it targets certain groups more than others.Bob: Right. Nikita: And he started talking about bioweapons and whatnot. I think he talked about biolabs in Ukraine. Bob: Yeah. That's a thing. That's a talking point.Nikita: Until then, I was not aware that anybody in the West thinks that. But it was a big part of the Russian propaganda, some versions of which are very strange. On the one hand, according to Russian state propaganda, the Russians and Ukrainians are really the same people, but also, there are biolabs in Ukraine that were designing viruses that would target specifically Russians.Bob: It's a very discerning virus! It picks up on the most subtle differences in DNA. . . .Bob: But, on Prigozhin, tell me… presumably the [staged disappearance] theory is that he actually feared something like this happening for real, right? I mean, he didn't feel safe in this world. Nikita: Either that, or another version of the same theory would be that he made a deal with Putin, that this is how I'm gonna go out. Bob: Oh, and then you [Putin] will look like you were the tough guy and did crack down. Nikita: That's right. And I'll [Prigozhin] get my pension and I'm fine. Bob: I've got a feeling he doesn't need a pension. I forget how much cash was found in his apartment, but I suspect that he's got stashes in various places. Nikita: [laughter] That's right.  Bob: So anyway, your sense is, not that you're in Russia, but your sense is that this will be a minority interpretation anyway, that he's not actually dead?Nikita: From what I've heard so far, most people say there's also this possibility, but it's probably a low possibility. So, I haven't met a true believer in this theory so far. I mean, it's been a day—it's been less than a day. But it's brought up and discussed as a low probability option. And we will never know, I suppose, because the bodies are burned. We're not going to see a picture of Prigozhin that we can recognize. And the people who will tell us (and they might have already; I saw some reports that sounded more official than what I saw last evening, saying yes, this is Prigozhin and Utkin and the other passengers who were supposed to be on the plane) the people who are going to tell us this are the authorities, which if they are the ones who decided to do this staged disappearance, you know, you're not supposed to trust them.Bob: Right. Nikita: But I don't think it matters, frankly. I think that's the low probability version, and I don't think it matters, because both options lead to Prigozhin not being here anymore. If he lives a private life on an island somewhere—Bob: He seems out of the picture. And everyone else will act on the assumption that Putin did it.Nikita: That's right. Bob: Is your sense that among those Russians who do believe Prigozhin's dead, overwhelmingly the assumption is Putin decided to take him out? Nikita: Yes. Yes. Bob: I can't even come up with another theory. Has it been confirmed that there was an anti-aircraft missile fired at the plane, or is that still—Nikita: No, I think they are saying now that there was an explosive in the chassis, the wheel of the plane. And they say they have a suspect, Prigozhin's private pilot, who was supposed to be on the flight maybe, or at least was able to access the plane. And he's MIA somewhere. Some friend of his said that he's trekking in Siberia, or something along those lines. So, they have a suspect and a theory. It doesn't go further than that guy so far, like, why would his pilot do this? But I think that might become the official narrative. This is what I'm seeing this morning.Bob: So is it confirmed that the pilot was not on the plane, the regular pilot? Nikita: I think. He was called Prigozhin's private pilot.  I'm not sure he was supposed to be on this plane. He just flew with Prigozhin before, so they are singling him out as a suspect. Bob: I see. Do you think Putin would go to the trouble to frame somebody, and do the whole court proceeding, and put them in prison? I mean, it's weird, because presumably Putin wants a certain crowd to know he did it, including possibly much of the world, right? He wants some people to think, yeah, Putin cracked down, let's don't plot any mutinies anytime soon. I mean, that's the thing about this. It's so blatant, right? With most of the past assassinations attributed to Putin, there wasn't rock solid evidence. And in fact, I would run into smart people who paid attention, and I'd say, what do you think the chances are that this guy was taken out by Putin? They'd say, well, probably, or 90 per cent or 95 per cent. I don't think you're going to hear many people as low as 95 per cent on this one. It seems like this time, it's a more unabashed assassination.Nikita: I think that's true. But also, nobody tried to, you know, take his private army and march on Moscow before. Bob: Right, right. Absolutely. You know, right after this happened, right after the mutiny, and after the deal was negotiated, American Russia hawks like Michael McFaul said, see, all this stuff about how Putin if you corner him is dangerous, is wrong. We don't need to worry about pushing them out of Crimea and back into Russia and even, what is happening now, attacks on Russian territory. McFaul said, this just shows he'll fold; it's a bluff.  What McFaul said is that he capitulated. And first of all, I pointed out, he did not capitulate. He didn't meet Prigozhin's demands. That's capitulation, if you do fire Shoigu and Gerasimov, the two military chiefs he wanted fired. And I'd be interested in your take on this. Leave aside the fact that apparently, ultimately, Prigozhin paid the ultimate price. I thought, given the situation Putin was in, he didn't handle it that badly. I mean, you've got 5,000 troops marching to Moscow. Things could get seriously out of hand, even if you're confident you can put it down. These people are considered war heroes by a lot of Russians, right? They're the guys who did Bakhmut. They have a base. And after Wagner had shot down the planes, to get out of it with no further bloodshed… Leaving aside the fact that ultimately Putin had it both ways, he finessed it without a big confrontation and got Prigozhin killed, what did you think after the event?Nikita: Well, first of all, during the event itself, and the few days after, the prevalent feeling among all the Russians I know, whether inside or outside Russia, was just how bizarre this whole thing is. Especially as the events were unfolding, like, he started to march, you start to get these audio messages, you get updates in Telegram from Prigozhin himself.For a while, it wasn't clear whether this is actually happening or not. He's saying that they're marching on Rostov and it's like, is he? I haven't seen any pictures. It's just Prigozhin saying that, and he's known for playing games. And then suddenly there are tanks in Rostov.And then he's saying he's marching on Moscow. My brother was in Moscow at the time, and he went into the streets, and he said it was a weird, weird feeling, having been there for a long time, that the cops and the people are on the same side, because the cops in Moscow and people in Moscow were expecting this army to show up. And the cops seemed nervous and unsure what to do.. . .Nikita: So the prevalent feeling from this whole experience was just: This is bizarre and weird. When the analysis started to come in three days, four days after the thing, I had the feeling that maybe this is us trying to pretend that we understand what is going on. Because these past couple of days, nobody knew what was happening. Every theory was thrown out there, whether it's staged, whether it's real. You've heard these, you know, Prigozhin agreed with Putin that he's going to do this thing to find the people who are actually not loyal enough. There was all of this, and nobody had a good theory because the straightforward one seemed also too weird.Bob: Yeah.Nikita: But now in the aftermath, I agree with you that Putin did not lose control. And now, the Russian word they use is signal. This is a strong signal that he's sending that if you try to do this, you're going to blow up.But I think a lot of people did feel as this was happening, surely, that this is not the behavior of a strong leader, because he was nowhere to be found. The day of, Peskov, his spokesperson, said that Putin knows about the situation. But that was all. And then in the morning, he [Putin] made this speech. And during the day, as this was happening, there weren't a lot of people who really jumped in front of the situation and said, I support the president of my country and this is mutiny. Ha sido este último un fin de semana de infarto en Rusia. El viernes, Yevgeny Prigozhin, dueño de la empresa de mercenarios Wagner y persona muy cercana a Vladimir Putin, dijo públicamente que el ejército ruso había matado a “una enorme cantidad” de sus hombres en un ataque a uno de los campamentos que sus soldados tienen en la retaguardia del frente ucraniano. Estaba enfurecido y anunció que habría represalias. Los militares negaron que ese ataque se hubiera producido y a partir de ahí todo se precipitó. Prigozhin se declaró en rebelión a través de Telegram y anunció su intención de avanzar sobre Moscú en lo que denominó “marcha por la justicia”. Esta marcha sólo se detendría si Putin le entregaba la cabeza del ministro de Defensa, Serguéi Shoigú, y del jefe de Estado Mayor Valeri Gerasimov. El sábado a primera hora, Prigozhin revelaba que su ejército ya había abandonado el este de Ucrania y que estaban tomando Rostov del Don, una ciudad de más de un millón de habitantes situada en el punto donde el río Don desemboca en el mar de Azov. La ciudad se entregó sin oponer resistencia. Los hombres de Wagner se hicieron el control del comando militar del sur de Rusia, que es desde donde se dirige la invasión de Ucrania. En Moscú saltaron todas las alarmas. Se puso inmediatamente a Wagner fuera de la ley, fue asaltada su sede central en San Petersburgo y Putin se vio forzado a comparecer de urgencia por televisión. En un discurso televisado el presidente se lamentó por todo lo que estaba pasando, calificó de traición la actitud de Prigozhin y anticipó castigos ejemplares. El país se encontraba en aquel momento al borde de la guerra civil. Una hora más tarde Prigozhin publicó un mensaje en Telegram informando que sus unidades se dirigían ya hacia el norte por la carretera que conduce a Voronezh. Su intención expresa era no detenerse hasta alcanzar la capital. Seguía insistiendo en que el problema era Shoigú y Gerasimov. Unas horas más tarde el gobernador de la provincia de Lipetsk informó de que las unidades de Wagner ya se encontraban allí y pidió a los habitantes no salir de sus hogares para evitar males mayores. A lo largo de las siguientes horas, se distribuyeron imágenes de columnas de Wagner, equipadas con acorazados, artillería y vehículos de transporte de tropas cruzando las provincias de Voronezh y Lipetsk, situada esta última a sólo 500 kilómetros de Moscú. Su avance era rápido y apenas encontraban oposición. Por tierra apenas había intentos de detenerles, desde el aire se produjeron ataques puntuales por parte de helicópteros. El ejército ruso, entretanto, fue tomando posiciones en el sur de la capital para repeler el ataque. A media mañana la situación era de una gravedad extrema. Putin pasó entonces al plan B. Se puso en contacto con el presidente de Bielorrusia, Aleksandr Lukashenko, para que intermediase con los rebeldes. Las conversaciones entre Lukashenko y Prigozhin se sustanciaron horas más tarde en un acuerdo de alto el fuego. Poco después Prigozhin anunció que sus tropas se retirarían a sus cuarteles y campos de entrenamiento en la Ucrania ocupada, cosa que hicieron prácticamente en el acto. El sábado por la noche los mismos que habían ocupado Rostov a primera hora de la mañana se marcharon por su propio pie. Prigozhin, por su parte, se dirigió a Bielorrusia donde permanecerá exiliado bajo la protección de Lukashenko. La gravedad de lo sucedido estos días abre una nueva fase no ya sólo en la invasión de Ucrania, también en el propio régimen de Putin, que por primera vez ha sido desafiado con éxito. Son muchos los interrogantes que se abren a partir de ahora. Es un misterio qué ocurrirá con Wagner y cuál será el destino de la cúpula militar rusa. Odborník na mezinárodní vztahy a jaderné zbraně je tentokrát se svou předpovědí zdánlivě optimističtější. Očekává velký útok Ruska, který může přijít hned na několika místech. Během pár měsíců se ale válka může zlomit na stranu Ukrajiny. Proč? Dozvíte se v rozhovoru. Bříza taky popisuje, jak absurdní je, že se vojenského velení ruských sil na frontě ujal náčelník generálního štábu Gerasimov. Zároveň trvá na tom, že použití jaderných zbraní je nesmysl. Vyloučené to ale není. Za voláním po míru, které zní od některých Čechů, je podle něj trauma z toho, že jsme se v roce 1938 nebránili. Nalomilo to českého ducha.

Ngoại trưởng Nga Serguei Lavrov vừa kết thúc một vòng công du mới tại châu Phi, chuyến đi thứ ba kể từ đầu cuộc chiến xâm lăng Ukraina của Nga. Sự kiện cho thấy ảnh hưởng của Nga đã được củng cố tại châu lục. Đây cũng là kết quả một chiến lược dài hạn mà Nga đã gầy dựng trong nhiều thập niên : Ngoại giao vũ khí và Chiến tranh truyền thông, để tạo dựng uy tín, tiếp cận nguồn tài nguyên thiên nhiên, và phá vỡ lệnh cấm vận kinh tế của phương Tây. Châu Phi : Nước Nga đã trở lạiNhưng đó còn là một mối quan hệ cũ xưa có từ thời Chiến Tranh Lạnh. Quá trình phi thực dân hóa đầy bạo lực tại châu Phi từng là một cơ hội để Liên Xô lúc bấy giờ xuất khẩu mô hình chế độ Xô Viết, thiết lập quan hệ với nhiều nước phát triển theo chủ nghĩa xã hội như Ai Cập, Guinea, Ghana, Togo, Mali, Ethiopia, Angola, Mozambique và Benin. Và quan hệ đối tác giữa Liên Xô và các nước châu Phi thời đó được thực hiện theo khái niệm « chuyển nhượng đổi lấy bảo hộ », nghĩa là « đổi khai thác quặng mỏ lấy hỗ trợ quân sự và kỹ thuật, hậu thuẫn kinh tế trực tiếp và trợ giúp kinh tế gián tiếp. »Sự sụp đổ của khối Xô Viết năm 1991 và những thay đổi đột ngột trong chính sách đối ngoại, kinh tế, chính trị và thương mại là cú hãm phanh cho tầm ảnh hưởng Nga trong một thời gian dài tại châu Phi. Vào thời kỳ này, giới chức lãnh đạo Nga, điển hình là tổng thống Boris Eltsin (1991-1999),  cho rằng châu Phi là nguồn cội của những cuộc phiêu lưu địa chính trị tốn kém và do vậy, chỉ ưu tiên tập trung các nỗ lực vào những thay đổi trong nước.Nga chỉ thật sự quan tâm trở lại châu Phi khi Vladimir Putin lên cầm quyền vào năm 2000. Sự kiện tổng thống Algeri Bouteflika năm 2001 có chuyến thăm chính thức ở Nga và ký kết một tuyên bố về quan hệ đối tác chiến lược – hiệp ước đầu tiên giữa Nga với một nước châu Phi, là nền tảng cơ bản cho việc nối lại mối quan hệ giữa Nga và châu Phi thời kỳ hậu Xô Viết.Thế nên, Jean de Gliniasty, cựu đại sứ Pháp tại Nga và Senegal, giám đốc nghiên cứu thuộc Viện Quan hệ Quốc tế và Chiến lược (IRIS), trên đài RFI, cho rằng những chuyến thăm dồn dập nhiều nước châu Phi của ông Lavrov chỉ nhằm mục đích củng cố đà tiến mà Nga đã gầy dựng từ bao lâu nay:« Bởi vì, sau một giai đoạn đầu tiên hoàn toàn bất định và buông xuôi châu Phi trong suốt giai đoạn Boris Eltsin (1991-1999), Vladimir Putin ngay từ những ngày đầu cầm quyền đã bắt đầu củng cố mối quan hệ với châu Phi. Điều thú vị lần này với ông Lavrov, chính là sự ưu ái mà ông ấy dành cho các quốc gia châu Phi nói tiếng Pháp, trong một tinh thần cạnh tranh, thậm chí là thù địch ».Ngoại giao vũ khíTheo các nghiên cứu, sự gia tăng ảnh hưởng của Nga tại châu Phi có thể được phân thành hai giai đoạn mà năm 2014 là một cột mốc quan trọng. Từ năm 2006 đến trước năm 2014 là thời kỳ Nga đang củng cố vị thế và niềm tin với các nước châu Phi qua việc có những cử chỉ hào phóng : « Xóa nợ » để đổi lấy các hợp đồng bán vũ khí như với Algeri (2006) hay các hợp đồng xây dựng cơ sở hạ tầng và khai thác dầu khí chẳng hạn ở Libya (2008).Năm 2014, các biện pháp trừng phạt nặng nề của phương Tây sau vụ sáp nhập bán đảo Crimée càng thúc đẩy nước Nga của ông Putin tìm kiếm thêm đối tác kinh tế. Châu Phi một lần nữa lại được coi như là một đối tác quan trọng tiềm tàng. Trong bối cảnh này, Matxcơva phải điều chỉnh lại chính sách đối ngoại : Tìm cách chống ảnh hưởng của Pháp bằng cách xích lại gần hơn các nước châu Phi, kể cả những nước nói tiếng Pháp, nhằm giảm bớt áp lực từ phương Tây.Chỉ tính riêng trong giai đoạn 2014-2019, gần 20 thỏa thuận đã được ký kết giữa Nga và các nước châu Phi về xuất khẩu vũ khí, và quan hệ đối tác quân sự - kỹ thuật. Thượng đỉnh Nga – châu Phi tại Sotchi năm 2019 đã chính thức đánh dấu sự trở lại của Nga tại châu lục. Các điều khoản cho mối quan hệ đối tác được phân định : Đổi khai thác tài nguyên của châu Phi lấy hỗ trợ quân sự - kỹ thuật của Nga. Trả lời phỏng vấn với đài RFI hồi năm 2021, nhà nghiên cứu Maxime Audinet, tại IRSEM, trường Quân sự Pháp tóm lược chính sách châu Phi của Nga như sau :« Có một sự thống trị rất rõ nét trong những gì mà Nga gọi là hợp tác quân sự - kỹ thuật, nghĩa là bán vũ khí, đào tạo binh sĩ… Và rộng ra hơn nữa còn có điều mà người ta gọi là dịch vụ an ninh. Nghĩa là Nga cung cấp các lực lượng, vũ khí, v.v… để bảo vệ chính phủ hay một số cơ sở hạ tầng, cho vài doanh nghiệp tại nhiều nước châu Phi. Chính sách này đôi khi được thực hiện với các tác nhân nhà nước, cho đến các tác nhân phi nhà nước, chẳng hạn như tập đoàn bán quân sự tư nhân Wagner. »Chiến tranh kiểu mớiVì sao Nga có thể gia tăng tầm ảnh hưởng tại châu lục trong một thời gian ngắn ngủi như thế ? Một phần nguyên nhân có thể được giải thích bởi những đòi hỏi nghiêm ngặt về chính trị, cũng như sự do dự ngày càng lớn của phương Tây trong việc cung cấp hỗ trợ quân sự, vốn dĩ là một nhu cầu thiết yếu cho nhiều nước châu Phi để chặn đứng sự trỗi dậy của quân khủng bố.Nhưng mặt khác, đây còn là kết quả của một chiến lược đương đại mới của Nga, được giới sĩ quan cao cấp, mà điển hình là tướng Gerasimov – tham mưu trưởng quân đội Nga – định hình từ năm 2007, khi đưa ra một khái niệm « Chiến tranh thế hệ mới ».Trái với lối suy nghĩ của phương Tây, biện chứng theo chu kỳ chiến tranh – hòa bình, trong nhãn quan các nhà chiến lược Nga, « chiến tranh là sự tiếp nối của chính sách hòa bình và hòa bình là sự tiếp tục của chính sách chiến tranh ». Do vậy, không có sự thay đổi rõ nét các chính sách của chính phủ trong thời chiến hay thời bình.Theo Charlotte Rousseaux, tác giả bài viết « Quan hệ Nga – Châu Phi nhằm phá vỡ vòng vây kinh tế » đăng trên trang mạng Ecole de Guerre Economique (ngày 05/01/2022), « khái niệm mới này cho phép Nga xóa nhòa ranh giới giữa các phương tiện quân sự, kinh tế, ngoại giao, tội phạm, tình báo, điều quan trọng là đạt được các mục tiêu chính trị được vạch ra. »Trong khái niệm « chiến tranh thế hệ mới » này, mà ở đó, các hình thức đấu tranh chính trị, đấu tranh ngoại giao, đấu tranh thông tin được xác định như là những thành phần không thể thiếu cho cuộc chiến. Tác giả nhìn nhận, khái niệm này không hẳn là hoàn toàn mới, nhưng chiến lược mới của Nga nhấn mạnh đến vai trò của những phương tiện phi quân sự, cho phép đạt được những mục tiêu chiến lược và chính trị vượt xa hiệu quả sức mạnh vũ khí.Trong chiến lược này, tập đoàn bán quân sự Wagner do ông Evgueni Prigojine lãnh đạo là lá chủ bài quan trọng của Nga là một trong số các ví dụ điển hình nhất cho khái niệm « chiến tranh kiểu mới », được tướng Gerasimov khuyến nghị trong các cuộc xung đột mới.Ngoại giao ký ứcNgoài ra, mục tiêu khác của quân đội Nga là làm thế nào đạt được thế ưu thế thông tin, khi sử dụng đến thuật ngữ « cuộc chiến truyền thông ». Trước việc còn thiếu năng lực quân sự, bị phương Tây từ chối nhìn nhận tính chính đáng chính trị và một nền kinh tế yếu kém, những yếu tố có khả năng cản trở Nga đạt được những mục tiêu quân sự quan trọng, Matxcơva ý thức được rằng thông tin có thể là một lãnh vực tạo nên một sức mạnh cho quốc gia.Về điểm này, chuyên gia Maxime Audinet tại IRSEM nhận định:« Còn có một lĩnh vực sau cùng mà quý vị thấy rõ có sự gia tăng mạnh mẽ và đã được nâng cấp từ vài năm gần đây, đó chính là lĩnh vực gây ảnh hưởng truyền thông và thông tin. Chúng mang nét đặc trưng của những điều mà người ta gọi là ngoại giao công chúng, hay tuyên truyền truyền thông quốc tế, thông qua các hoạt động gây ảnh hưởng hay thông tin sai lệch và rồi – đây còn là một yếu tố thú vị - thông qua sự xâm nhập từ các tác nhân Nga, từ một số mạng lưới truyền thông châu Phi, đặc biệt là với những mạng lưới nào vẫn còn khá mong manh hoặc khá bấp bênh. Điều này đặc biệt cho trường hợp của Cộng hòa Trung Phi. »Trong cuộc chiến này, « ngoại giao ký ức » là một biệt tài của Nga mà Pháp là một nạn nhân điển hình. Jade McGlynn, tác giả tập sách « Cuộc chiến của Nga » (Russia's War) và là nhà nghiên cứu tại King's College ở Luân Đôn, trên mạng Foreign Policy ngày 02/08/2023 đánh giá, chuyến công du của ngoại trưởng Serguei Lavrov chẳng khác gì một hình thức đi « tiếp thị, quảng cáo Nga như là một cường quốc chống thực dân đối với châu Phi ».   Tại những nơi ngoại trưởng Nga đi qua, ông và các đồng nghiệp đều thúc đẩy quan điểm rằng Nga là một lực lượng chống chủ nghĩa đế quốc, nhắc lại những ký ức tích cực về sự hỗ trợ của Liên Xô đối với cuộc chiến tranh giành độc lập ở châu Phi chống lại thực dân phương Tây vốn chỉ tìm cách chiếm đoạt tài nguyên châu lục.Hệ quả là làn sóng phản đối sự hiện diện của binh sĩ Pháp trỗi dậy tại nhiều nước. Vài ngày trước chuyến thăm của ngoại trưởng Nga, chính quyền Burkina Faso đã chính thức yêu cầu Paris trong vòng một tháng phải rút hết toàn bộ binh sĩ đóng quân trên lãnh thổ. GERASİMOV DOKTRİNİ VE HİBRİT SAVAŞ Valeri Vasilyeviç Gerasimov, Rusya'nın Genelkurmay Başkanı. Ancak Gerasimov sadece askeri bilgisi veya mevcut görevi ile tanınan bir isim değil. Gerasimov aynı zamanda güvenlik konusunda çalışan akademisyenlerin sıkça atıfta bulunduğu “Öngörüde bilimin değeri” başlıklı makale ile literatüre “hibrit savaş” kavramını sokan kişi. Hibrit savaş; konvansiyonel harekât ile kuvvet kullanmanın yanı sıra yalan haberler ile algı yönetimi, siber müdahaleler, ekonomik manipülasyonlar ve düşmanın irade gücünü kırması muhtemel diğer tüm araçları kullanarak yürütülen yeni nesil savaş biçimidir. Konvansiyonel savaşlarda ağırlıklı olarak askeri hedeflerin imha edilmesi amaçlanırken hibrit savaşta söz konusu savaşın hedefleri ve sonuçları itibariyle sivil vatandaşlar da dahil o ülkedeki herkesin etkisini hissedeceği sonuçlar ortaya çıkar. Hibrit savaşın esas etkisinin konvansiyonel olmayan kısmında olduğunu da hatırlatmış olayım. LAVROV NEDEN "HİBRİT SAVAŞ" DEDİ? Rusya Dışişleri Bakanı Lavrov, Avrupa'daki siyasetçilerin, “Hitler Almanyası'nda” kullanılan “topyekûn savaş” terimini Rusya'ya karşı kullandıklarını savunan Lavrov, “(Batılılar) Rusya'ya karşı topyekün, hibrit bir savaş ilan etti. Hedefleri gizli değil, Rus ekonomisini ve bir bütün olarak Rusya'yı yok etmek ve boğmak istediklerini alenen ilan ettiler.” diye bir konuşma yaptı. Özetle Lavrov, “savaşın askeri boyutu bitse bile” Batılıların hibrit savaş yöntemleri ile Rusya'yı yok etmek için başta ekonomi olmak üzere diğer tüm enstrümanları kullanmaya devam edeceğini söylüyor. Bu hali ile baktığımızda önümüzdeki dönemde savaş bitse bile ana hedefin Rusya'nın ekonomisi olacağı aşikâr. Tabii Rusya'nın buna kendisine saldıran ülkelerin ekonomilerini hedef alarak cevap verme kabiliyeti olduğunu da unutmamak lazım. Nasıl mı?
