Nach über 14 Jahren wird die Mission der Vereinten Nationen für die Stabilisierung in der Demokratischen Republik Kongo (MONUSCO) das Land schrittweise verlassen. Dieser Abzug stellt ein besonderes Ereignis dar. Die Mission ist personell gesehen die drittgrößte aktive UN-Friedensmission und ist unter anderem für den Schutz der Zivilbevölkerung verantwortlich. Gleichzeitig wurde sie wiederholt wegen Fehlverhalten der beteiligten Truppen kritisiert. Zudem reiht sich der MONUSCO-Abzug in ein größeres Phänomen ein: Die Stagnation oder sogar den Niedergang der großen UN-Friedensmissionen. Seit 2014 wurde keine größere UN-Mission mehr entsendet. Zudem werden die Missionen in der Zentralafrikanischen Republik oder in Südsudan mit Blick auf den jeweiligen Friedensprozess als stagnierend bezeichnet. Andere größere Missionen wie in Dafur in Sudan und in Mali endeten bereits 2020 bzw. 2023. Vor diesem Hintergrund sprechen Patrick Rosenow und Steve Biedermann mit Daniel Maier, der seit 2018 die strategische Planungseinheit der MONUSCO leitet. These units are back-up by two more Divisions.3. Finland to Procure Border Surveillance Aircraft (2). Finland has selected Sierra Nevada Corporation's (SNC) Bombardier Challenger 650 (with sensor package), for its border surveillance jet program. Production will occur out of the SNC integration center in Hagerstown, Maryland.4. Italy signs $535 million deal for the fourth U-212 Near Future Submarine- built by Italian Shipyard Ficantieri. 5. Construction starts on the New Royal Canadian Navy Destroyers- in support of the Canadian Surface Combatant (CSC) Project. The project will see the construction of 15 warships to replace the current fleet of Halifax-class frigates. The 15 new vessels will be classified as destroyers. The first ship will not be delivered until the early 2030s.6.  The US Navy is conducting tests to integrate the Lockheed Martin Long Range Anti-Ship Missile (LRASM), onto the Boeing P-8 Poseidon maritime patrol aircraft. 7. USS Wasp Amphibious Ready Group (ARG) in Mediterranean Sea. The Wasp ARG consists of the USS Wasp (LHD-1), the amphibious transport dock ship USS New York (LPD-21), and the dock landing ship USS Oak Hill (LSD-51). Embarked is the 24th Marine Expeditionary Unit consisting of a command element, Battalion Landing Team 1/8, Marine Medium Tiltrotor Squadron 365 (Reinforced), and Combat Logistics Battalion 24.

Russland dürfte sich über die ersten Risse in der Allianz des Westens freuen, schätzt Carsten Schmiester die Entwicklung hinter den Kulissen ein. Im Schwerpunkt geht es um die Bundeswehr in Afrika. Deutsche Soldaten müssen bis Ende des Jahres ihre UN-Mission in Mali beenden. Der Abzug ist aber alles andere als ungefährlich, sagt Kai Küstner im Podcast. Er hat als einer von wenigen westlichen Journalisten letzte Woche das Land besucht und einen Blick in die Materialschleuse der Bundeswehr geworfen. Dort werden Pistolen in Einzelteile zerlegt, G36-Gewehre und Fuchs-Transportpanzer vom roten Wüstensand gereinigt. Neben den Soldaten müssen auch noch 600 Container ausgeflogen werden. Der Zeitplan ist sehr knapp bemessen, auf den letzten Metern darf nichts mehr schief gehen, so die Einschätzung der Beteiligten. “Nieder mit Frankreich”, “Es lebe Putin”, solche Rufe sind zu hören auf den Demonstrationen in Niger, die den Militärputsch befürworten. Da hat sich viel Ärger und Frust angestaut in einem der ärmsten Länder der Welt. Es ist ein klarer Bruch mit der Kolonialmacht Frankreich, die noch heute wirtschaftlich großen Einfluss hat. Es ist auch eine politische Absage an den gesamten Westen. Dabei braucht man den Niger, um Flucht und Migration einzudämmen und auch um den Abzug der Bundeswehr aus Mali zu organisieren. Das Versprechen, den Terror im Land, und in der Sahelzone insgesamt zu besiegen, konnten UN-Mission und französische Armee auch nicht einlösen. Einer der Nutznießer: Russland und die Wagnertruppe. The continuing battle for control of Sudan between rival militaries has had a destabilizing effect on the contested area of Abyei claimed by both Sudan and South Sudan, for both the UN mission there, UNIFSA, and the civilians they are mandated to protect.That's according to Major General Benjamin Sawyerr, acting head and Force Commander for UNIFSA, who said the months-long clashes have seen close to 6,000 flee into Abyei and forced the mission to switch all its supply routes to South Sudan, increasing costs and logistical challenges.

Season 5, episode 6: Blue helmets have become one of the most visible signs of the UN in the world. These peacekeepers are sent where often nobody else wants to go and asked to accomplish what nobody else often will. After 70 years of service, UN peacekeeping has seen its successes and its well-publicized failures. So in this episode, we took a more thematic approach to multilateralism to look at the role that peacekeeping plays. When did it begin and why? How has it evolved over the years and how effective has it been? How might it change still to meet today's challenges? We discussed these questions and more with peacekeeping expert and Georgetown colleague, Dr. Lise Howard. Lise Morjé Howard is Professor of Government and Foreign Service at Georgetown University and President of the Academic Council on the United Nations System. Her research and teaching interests span the fields of international relations, comparative politics, and conflict resolution. She has published articles and book chapters about civil wars, peacekeeping, and American foreign policy in many leading journals such as International Organization, International Security, International Studies Quarterly, International Peacekeeping, Global Governance, Foreign Affairs, and Oxford University Press. Her book UN Peacekeeping in Civil Wars (Cambridge University Press 2008), about organizational learning, won the 2010 book award from the Academic Council on the UN System. Her recent book, Power in Peacekeeping (Cambridge University Press 2019) is based on field research in the Central African Republic, the Democratic Republic of the Congo, Lebanon, and Namibia. It won the 2021 book award from the International Security Studies Section of the International Studies Association.  Dr. Howard earned her M.A. and Ph.D. in Political Science from UC, Berkeley, and her A.B. in Soviet Studies from Barnard College, Columbia University. She has held yearlong fellowships at Stanford University, Harvard University, and the U.S. Institute of Peace. Dr. Howard is fluent in French and Russian, and speaks some Bosnian/Croatian/Serbian, Spanish, and German. The UN Security Council recently extended the mandate of the UN mission to Libya – known as UNSMIL – for another year, a move welcomed by Greek diplomats. This decision puts the spotlight on the situation in Libya, where the Tripoli government seems to be giving Turkey a blank check as we've seen with the recent illegal Turkish-Libyan MoU on energy exploitation and Ankara's increasing military footprint in western Libya. At the same time, Athens has urged the US to press the interim government to come to the table with Greece. Amid ongoing insecurity in some regions of Mali, the UN Mission in the country, MINUSMA, maintains an effective presence protecting civilians and supporting implementation of a 2015 peace deal.  That's the message from El-Ghassim Wane, the Secretary-General's Special Representative in Mali and Head of MINUSMA, who is in New York this week to address the Security Council.  Ahead of the meeting, Mr. Wane sat down with UN News's Dianne Penn, who began by asking him if there has been any progress on the political front since he last briefed the Council in April.

Governments should recruit more women into their national forces so that they can serve at UN field operations, an award-winning peacekeeper from Zimbabwe has said.  Major Winnet Zharare is the recipient of the 2021 Military Gender Advocate of the Year Award, presented by the UN Secretary-General during a ceremony on Thursday in observation of the International Day of UN Peacekeepers.  Major Zharare spent 17 months at the UN Mission in South Sudan (UNMISS) where she championed gender parity within her own ranks, but also among local military counterparts and in host communities.  Ben Malor of UN News asked the former UN military observer about her experience there, the benefit of having “wicked” parents, and the importance of encouraging more women to work for the cause of peace.

Fan “Frank” Liu and Matthew Ziburis were arrested yesterday, while Shujun Wang was arrested this morning. All three arrests occurred in the Eastern District of New York. The defendants' initial appearances are scheduled this afternoon in Brooklyn before United States Magistrate Judge James R. Cho." (Inner City Press will cover that) Just after 3 pm, Breon Peace, United States Attorney for the Eastern District of New York, held a telephone press conference, to his credit, and took four questions. Inner City Press asked about the role of the UN and China's Mission to the UN, noting the NYPD Angwang case and the recent persona non grata removal of a UN staff member for working for Russia. The answer, for now, was that China's intimidation is growing wider. Inner City Press live tweeted the presentments in which all three were bailed, thread here: OK - now in EDNY, presentment of defendant Fan “Frank” Liu, charged with interstate harassment, operating as agent of China without FARA notification, etc Liu's lawyer: I think we have arrived at something close to an agreement on bond. [Lui will be released -- note that NYPD Angwang wasn't, at first - now he's out]. Judge James R. Cho: What's the proposed bail package? AUSA: We are close. AUSA: One million bond with attachment of Mr. Liu's two properties, one in Jericho NY and the other in Florida. Electronic monitoring with a curfew. Cannot to go PRC consultate [UN Mission of China on 35th Street]. US wants $100,000 case. Lui says 25K AUSA: We're stuck at $50,000. The defendant has $3 million in funds related to this case have been transferred into his and his wife's account. He was an agent of the PRC. He's had extensive contacts with the PRC consulate. Lui's lawyer: The US is only alleging payments of $1500 to a private investigator for public record. There's the destruction of a work of art by a "not particularly famous Chinese artist."
