La Côte d'Ivoire sort d'une séquence électorale au bénéfice du parti présidentiel RHDP. Non seulement le sortant Alassane Ouattara a pu se maintenir pour un quatrième mandat contesté, mais sa formation politique a arraché plus des trois quarts des sièges à l'Assemblée nationale. Au détriment du PDCI qui a perdu la moitié de ses députés et du PPA-CI qui a boudé le scrutin. Alors que les divisions persistent au sein des partis d'opposition et que le parti au pouvoir peine à faire émerger un successeur consensuel au chef de l'État, la Côte d'Ivoire entre-t-elle à la fin d'un chapitre politique de trois décennies dominées par les trois icônes Henri Konan Bédié, Laurent Gbgabo et Alassane Ouattara ? Éléments de réponses avec le Dr Séverin Kouamé, sociologue et enseignant-chercheur à l'université de Bouaké. Il répond à Sidy Yansané. RFI : Dr Séverin Yao Kouamé ce week-end, le PPA-CI a annoncé la tenue de son premier congrès en mai prochain. Mais surtout, ses cadres ont maintenu Laurent Gbagbo à la tête du parti. Malgré son âge et son état de santé fragile, et malgré l'éviction de plusieurs figures comme Stéphane Kipré, Armand Ouégnin ou même Ahoua Don Mello. Est-ce qu'on peut déjà dire que l'ère de l'opposant historique Gbagbo est en train de s'achever ? Dr. Séverin Yao Kouamé : Je pense qu'il y a toute la question de son état physique. Maintenant, dire que c'est une ère qui est en train de s'achever, il faut peut-être approfondir un peu mieux la réflexion. Dans tous les cas, Gbagbo lui-même est en demande de repos. Il a été l'opposant historique sous Houphouët Boigny, il a été de ceux qui ont concouru à l'instauration du multipartisme, etc. Il a été de tous les grands combats. Mais il est clair que physiquement, il est arrivé à un moment où il lui faut passer la main. Et toute la problématique, c'est de déterminer qui est en capacité de continuer la lutte que Gbagbo a engagé depuis plus d'une trentaine d'années. Toujours au sein de la gauche ivoirienne, Simone Ehivet et son Mouvement des Générations capables n'ont remporté aucun siège à l'Assemblée nationale. Et ça malgré la coalition formée avec le Cojep de Charles Blé Goudé et le PDCI. Selon vous, pourquoi ces grands noms de l'opposition peinent à se faire entendre aujourd'hui ? Des formations comme le MGC ou d'autres sont encore dans une phase juvénile. C'est sur le temps long que se construit l'adhésion de l'électorat. D'autant qu'aujourd'hui, on a une population électorale qui a complètement changé. On a des jeunes gens de 18-35 ans qui sont dans une forme de désenchantement pour toute la chose électorale et politique. Ce n'est pas exclusivement une problématique de gauche, c'est une problématique de la classe politique. Comment construire cette forme de ré-enchantement pour la chose électorale ? Pendant de longues années, on a démarché les gens sur leur identité, sur leurs peurs. On est convaincu que tant qu'on n'a pas quelqu'un dans le cercle du pouvoir, on ne bénéficie de rien, on n'est pas sûr d'avoir une route, on n'est pas sûr d'avoir une école, et c'est même le marketing qui est fait de ces choses-là. Vous l'avez bien dit, le constat est similaire du côté libéral de la scène politique, puisque les divisions au sein du PDCI et surtout l'absence prolongée de son nouveau président, Tidjane Thiam, ont fait perdre à l'ancien parti unique la moitié de ses députés en seulement cinq ans. La preuve, selon vous, que le parti peine à se remettre de la mort de son ancien chef charismatique, Henri Konan Bédié ? Est-ce que le parti est en capacité de se réinventer ? Qu'est-ce que le PDCI propose aujourd'hui ? Est-ce que l'on maintient cette forme de division ethnique de l'électorat, où on part du principe qu'il y a un électorat « akan » captif ? Je crois qu'aujourd'hui les gens sont en demande d'autre chose. Vous voyez, on a toute cette jeunesse qui se situe dans une sorte d'angle mort. On est sur l'idée d'un héritage historique, on est sur l'idée qu'il suffit d'un nom important pour que les gens sortent voter. Cela ne suffit plus. On peut aussi parler du parti au pouvoir RHDP qui n'a jamais été aussi puissant. Mais là aussi, et malgré l'âge avancé du président Alassane Ouattara, aucune figure ne semble faire, pour l'instant, l'unanimité pour incarner un nouveau leadership. Dr. Sévérin Kouamé, n'est-ce pas là une page qui se tourne dans l'histoire politique ivoirienne, qui depuis 30 ans tourne essentiellement autour de Ouattara, Gbagbo et Bédié ? On voit toute la difficulté de la classe politique à trouver de nouvelles figures. Donc pour moi, c'est la crise d'un système, de ce modèle de gouvernance, de ce modèle de fonctionnement politique qui appelle à une autre démarche. Car la sanction, elle est déjà là : des taux de participation électorale complètement faibles, même dans les zones bastions. On n'a jamais vu autant de candidats indépendants se présenter à des législatives. Même s'il n'y a pas eu vraiment de miracle vu le peu de sièges qu'ils ont obtenu à l'Assemblée. Mais est-ce que finalement la nouvelle donne politique ne viendrait pas de cette jeunesse qui veut s'affirmer par ses propres idées, à la marge des partis, et aussi peut être par une société civile qui peine toujours à s'imposer en Côte d'Ivoire ? Je crois que ces jeunes gens ont le mérite d'avoir essayé. C'est des gens qui, en dehors du sérail politique, ont fait leurs preuves. On a des jeunes entrepreneurs qui ont fait leurs preuves auprès de la population. Lorsqu'on est en capacité de se construire à la marge et qu'on laisse des traces sur dix ou quinze ans, il y a de bonnes chances qu'on soit la personne que les populations adoubent à la fin à travers leur vote. Traditionnellement, le discours tenu aux populations est le suivant : "C'est le chef de l'État qui m'envoie ! C'est le chef du parti qui m'envoie!" Mais ces indépendants ont démontré que sans être des envoyés, pour parler comme les Ivoiriens, ils sont en capacité de s'envoyer par eux mêmes.
