The May 27, 2026, meeting of the Sacramento Area Sewer District (SacSewer) focused on the completion of a major community infrastructure project, the presentation of the upcoming fiscal year budget, and strategic financial refinancing.   Community-Wide Septic to Sewer Program The Board received a final status update on a multi-year project to convert several disadvantaged communities from septic systems to public sewer service. Completion Milestones: The district successfully connected five communities—Freeport, Linda Manor, Old Thorntown, Hood, and Franklin—totaling 219 properties, including two mobile home parks and a school. Funding Success: The $54.8 million project was primarily funded by $48.2 million in external grants from the State Water Resources Control Board, the US EPA, and ARPA funds. This allowed the district to provide the service to residents without a financial burden on existing ratepayers. Community Recognition: Representatives from the State Water Board and Congresswoman Doris Matsui's office presented awards and recognition for the program's success in protecting regional groundwater and improving public health. FY 2026-2027 Budget Workshop Staff presented the recommended budget for the upcoming fiscal year, which includes a combined operating budget of $372 million and a capital budget of $486.2 million. Labor Drivers: The budget includes a 3.3% Cost of Labor Adjustment (COLA) and a request for 21 new positions, bringing the total head count to 851. Chemical Costs: A significant driver of the 14.7% increase in services and supplies is a $10.6 million spike in chemical costs, specifically for chlorine/hypo, due to market volatility and local supplier exits. Reserves: The district maintains a healthy general reserve of 25% of operating costs. Debt Refinancing and Financial Actions The Board approved the issuance of 2026 Bonds to refinance approximately $152.3 million in existing debt. Strategic Goals: The move is designed to eliminate "sequestration risk" associated with federal Build America Bonds and is expected to generate approximately $1 million in annual debt savings. Delinquencies: The Board set a public hearing for July 22, 2026, to address $16 million in delinquent sewer charges across approximately 20,800 accounts, which will be moved to property tax roles for collection. Ordinance and Fee Updates The Board introduced a new unified "SacSewer Ordinance," merging the previously separate collection and treatment ordinances. Industrial Fee Changes: For the first time since 2007, industrial impact fees were updated, shifting from a flow-based model to an acreage-based model, which actually results in a net decrease in costs for new industrial customers. Biogas Incentives: New liquid waste hauler charges were introduced to incentivize the delivery of high-strength organic waste (such as brewery or dairy waste) to support the district's new biogas enhancement facility. Workforce and Staffing (AB 2561) The district provided a mandated update on workforce status, noting that the overall vacancy rate improved from 13.28% in 2024 to 11.93% at the end of 2025. Engineering Challenges: The Professional Engineers Group (PEA) continues to have a high vacancy rate of 22.79%, though this is down from over 30% the previous year. New Leadership Positions: The Board approved new salary schedules for three key leadership roles—Controller, Finance Manager, and Internal Auditor—to reflect the increased complexity of the department following the district's transition away from county-provided services.

From 2009 – 2025, Jennifer was a Professor of Instruction at the University of Texas at Dallas, where she taught Accounting Systems, Data Analytics, QuickBooks Software, CPA Exam preparation, and Excel courses. In 2024 Jennifer was named CPA of the Year by TXCPA Dallas, and in 2017 she was named an Outstanding Accounting Educator by TXCPA. Jennifer co-authored six editions of Computerized Accounting with QuickBooks Online. Before joining the University of Texas at Dallas in 2009, Jennifer spent time in both public accounting and industry as an auditor with PwC, an Assistant Controller at a regional financial services firm, and a Finance Manager at Keurig Dr Pepper. Jennifer holds both a BBA and an MS in Accounting from Texas A&M University. During this episode, Caroline and Jennifer discuss trends in the accounting and finance industry, key skills for future professionals to master, and how these new certifications can set individuals apart in the competitive job market. For many reasons, it seems we are heading into a new chapter as a church—as we think about how we use our building and prepare for a capital campaign, and as we pray about hiring a new staff person to attend to the people God has placed in our care. The best way I know how to attune myself to God's Spirit is through curiosity—asking questions, and then opening myself to the Spirit's prompting. So, in this series, we are getting curious together: “What does the next season look like for us?” “How is God calling us to be a safe space here and now, at this time in history?” This isn't about “fixing the church,” or having all the answers, but opening ourselves to the movement of God's Spirit, trusting that God is leading us to the incredible things we haven't even imagined yet. If you think about it, this is how Jesus taught—through questions and parables and invitations, rather than easy answers. Today, curiosity leads us to think about what it means to be in community. And we have the opportunity to hear from Shannon Kantorowski, who is our Finance Manager here at BUMC. Shannon is someone for whom community has always been an important component of living as a follower of Jesus. Before coming here, she was trained to facilitate small groups, and she's the one helping to start small groups here this winter. Each time Shannon and I have spoken about small groups and being in community, she's spoken with such passion and excitement, and I'm excited for her to share that with you today. ​July was a crazy month. As a family, we had a ton going on. We had Kid's Camp and Youth Camp at retreat camp centers for 4 of our 5 kids for 5 days each. During one of those camps, Teresa and I slipped away for 4 days to the beach.  I had a 5-day father / son camping trip with my son to the Adirondacks that I do with each son. This was with my 8-year-old Kye.  It was glorious being off the grid for 5 days with no phone or social media! We just connected, camped, swam, boated, ate, heard campfire stories, songs, and devotions, and did shooting sports and hiking! Awesomeness! Coach Josh was also away in Florida for 2 weeks, so we had to move our coaching to Marco Polo and email. Even with all of this going on, I had BIG goals!The first step in this process was putting our money where our mouth was. On July 7th, we booked it! Booked what? We booked a rental house on the Gulf Coast for a whole month next winter! The house is awesome with 7 beds, a porch, and a short 8 minute ride to the beach.  There's a pool table too. Our kids are so excited and so are we! We've never done anything like this before.  July had to be a big month to get this "Freedom Vision "cranking.Before I go into the details of our month and share tidbits from coaching, let me give you the end results. We started the month with no employees, no payroll, no systems, a new accounting firm client for $3,000 per month that we had to staff, and no clue! The month ended with no new clients, which is the sad news. But we fully outsourced and completed our Quickbooks migration from desktop to online and have an accountant walking us through whatever we need for a year. Our financial system is now automated! I can't believe it! We hired a payroll service and a background check company. I built out a basic onboarding  system, job description, and training system. Teresa and I were trained how to use the online payroll dashboard to submit employee hours. I found out that I wasn't submitting payroll correctly for the state and local taxes. Thankfully, my new payroll company fixed it for me and I'm paying a penalty for the remainder of the year. That's a relief. I hired my first employee. Leah works full time at a daycare and is a college grad. She wanted a part-time job to make $500 per month and found me through a referral. It works out perfectly. She started training on July 29th! It's crazy! I also was privy to systems used by my coach. I am so grateful for this. At the end of the month, Josh introduced me to his HR & Finance Manager. We talked for over an hour. I helped him by teaching him the ISO Model to increase revenues in their company. He taught me their onboarding process and is sending the documents, videos, and other forms & ads I need to start a strategic hiring process. I also completed a branding change from Carfagno Cleaning to Carfagno Commercial Cleaning and my C3 Experience. My friend Billy designed a new logo and I upgraded my proposal to new offices prospects with my new branding. As I even share this, I'm dumbfounded at how much I got done this month when at times it felt like nothing was happening! Last but not least, I added a key member to my team. For the first time in 16 years, my wife Teresa is stepping up to help the family company. She is a busy homeschooling mom of 5, so I NEVER asked her involvement. I am grateful that she is helping with admin and is taking over the QBO and payroll components from me! Additionally, Paul serves as the Global Co-President for the Black Employee Network serving over 20,000 employees with financial guidance, budgeting, strategic planning, and financial literacy programming. In addition to his work at Amazon Paul leads a financial literacy coaching business called 247K Investments. The mission of 247K investments is straightforward “to be intentional about closing the 247K Wealth Gap through Education and Community.”   Prior to Joining Amazon Paul worked in the aviation industry for 7 years. Most recently he served as the Financial Controller of Flight Operations in the United Airlines system for Express Jet Airways.
