March 2026 marks the 65th anniversary of the start of the Peace Corps and in this latest edition of WUKY's Saving Stories, Doug Boyd with the Nunn Center for Oral History in the UK Libraries shares audio from an interview with Sargent Shriver, the diplomat tabbed by President John F. Kennedy in 1961 to lead the independent government agency that sends American volunteers to partner countries for two-year terms to work on grassroots projects in education, health, agriculture, and other sectors. But it's the belief of some that those cuts to the federal workforce and federal programs have gone too far, damaging the government's capacity to meet its mission and serve the American public. Rob Shriver, former acting OPM director during the Biden administration, is one of those. And in his new role as Managing Director of Democracy Forward's Civil Service Strong initiative, he's helping launch a new Civil Service Defense and Innovation Fellowship Program that aims to rebuild that lost capacity by calling on former government officials to “produce research and analysis documenting the scope and consequences of cuts to federal agencies, and develop and incubate innovative work to inform future policymaking and to rebuild government capacity.” Shriver joins the podcast to discuss the state of the federal workforce, the new fellowship and what he sees ahead. Let's go now to that interview. The Department of Defense's No. 2 IT official for the past two years is leaving the role, the department announced Monday. Leslie Beavers, who also served as acting DOD CIO for a period at the end of the Biden administration and during the early days of the second Trump administration, will step down as DOD principal deputy CIO at the end of September. In a social media post, the DOD Office of the CIO congratulated Beavers who announced Monday that she will be stepping down from her position at the end of September after more than 30 years of uniformed and civilian service. Beavers played a key role in the Office of the CIO's delivery of its Fulcrum IT strategy in 2024 with then-CIO John Sherman. When Sherman stepped down from the CIO role at the end of June 2024, Beavers filled it temporarily until Katie Arrington was appointed to perform the duties of CIO in March. Since then, Beavers retained her deputy role, supporting new efforts under Arrington's leadership like the Software Fast Track initiative and “blowing up” the Risk Management Framework. It's unclear what Beavers' next role will be after her departure or who will take her place when she officially leaves. President Donald Trump has tapped State Department leader Michael Rigas to serve as the General Services Administration's new acting chief, the agency announced Monday. It marks the third GSA appointment for Rigas, who has spent the past few months at the State Department as the deputy secretary for management and resources, according to a statement from Marianne Copenhaver, associate administrator for the GSA. Copenhaver wrote in a statement to FedScoop: “We're thrilled to have his institutional knowledge, leadership, and decades of experience in the private and public sector. Under Mike's leadership, GSA will continue to deliver effective and efficient government services in real estate, acquisition, and technology.” Stephen Ehikian, who has served since January as GSA's acting administrator, will continue his role as deputy administrator, Copenhaver added. JONATHAN KANTER This episode was recorded on November 18, 2024, the day when it was reported that Senior antitrust officials at the Justice Department plan to ask a judge to order Google to divest its Chrome web browser, Bloomberg reported citing anonymous sources. The department also intends to ask federal judge Amit Mehta, who declared Google's search engine a monopoly in August, to mandate actions concerning artificial intelligence and the Android mobile operating system. The enforcement actions are the product of the Justice Department's multiyear case against Google which sought to prove that the tech giant has a web search monopoly in the U.S. The Justice Department won its case federal judge Amit Mehta ruled that Google broke antitrust laws in both online search and search text ads markets. The remedies are yet to be decided and will likely be fought in federal courts. Many parallels exist between this case and US v Standard Oil in the early 20th century and US v Microsoft in the early 21st century. The remarkable person leading this effort which at its root goes to the heart of free markets, power and competition is Assistant Attorney General of the United States' Department of Justice Antitrust Division. He is deeply thoughtful and his mind is expansive, especially at the intersection of the law, free markets. Prior to this, Kanter worked as an antitrust attorney at the FTC and in private practice. AAG Kanter is considered a critic of “big tech” and DOJ has worked to block a record number of mergers on antitrust grounds. During his tenure, the DOJ won its first conviction in a criminal monopolization suit in four decades Jonathan has a very humble beginning in a working class neighborhood of Queens and graduated from SUNY Albany and Washington University School of Law. After graduating from law school, Kanter first worked as an antitrust lawyer at the FTC. He later worked in private practice, where he represented clients including Microsoft and Yelp as an associate at Fried, Frank, Harris, Shriver & Jacobson. Kanter was later a partner at Cadwalader, Wickersham & Taft followed by Paul, Weiss, Rifkind, Wharton & Garrison. Two other notable cases he has led include an antitrust suit related to JetBlue's attempted acquisition of Spirit, and one against Ticketmaster's parent company Live Nation Entertainment. Upon filing the lawsuit, Kanter stated that "Live music should not be available only to those who can afford to pay the Ticketmaster tax". Much of his work, as was his confirmation by the United States Senate, has broad support across party lines, a rare thing in today's Washington. Jennifer is on the road this week, and I thought it might be fun to give a listen to a podcast from four years ago - the day of voting in the last contentious election. The one that Joe Biden won the day we were speaking, but the results weren't in. Conversation begins with a chat about how the country was in turmoil (the lockdown had begun in March) and Jennifer said that Maverick had shown up. He wanted to talk about the "bittersweet" experience of the election, how despite it going the way he thought it should, how divided the country was. Then Sergeant Shriver showed up - Maria Shriver's dad, who was the brother in law of JFK, who ran the Peace Corps. I recount an oddly prescient dream I had where I met him - and then 20 years later, was in the same room with him (but didn't meet him). JFK speaks about the election, but also about his passing, because we'd interviewed him earlier, and he had been reluctant to talk about it other than to say that the book BROTHERS by David Talbot was accurate. Abe Lincoln showed up as well - and for those who are fans of my medium.com account - I have an unusual conversation with Abraham via his Character AI on that page. I brought that info to the last podcast - I forgot he was on this one until I was listening to it. I did make some edits in it - because of my headset, my voice is particularly annoying in this one - it was hard to mix the sound. But the content is there. This podcast from four years ago - is applicable to this week in history, as it is to every time in history people had to vote for issues that mattered to the nation. It's a freewheeling discussion - but it was literally four years ago, and pay attention to the fact that we speak about Robert Towne, my old boss, the man who wrote Chinatown, who was still on the planet at this point, and was having active conversations via Jennifer with his dog "Hira" on the flipside. I think these sessions demonstrate how easy it is for us to stay in touch with our loved ones offstage. Of course it helps to have someone like Jennifer who appears to be a live microphone to the flipside. Our Election special REDUX! This was recorded FOUR YEARS AGO and podcast that day in 11.5.20 when the results of the election were not yet know, but they were known to Jennifer and folks on the flipside. John McCain comes forward to talk about his "bittersweet" feeling of vindication, but sad to see the nation so divided. JFK comes to speak as well, to talk about the division of the nation, but also to discuss his death. His brother in law Sgt Shriver makes an appearance - I knew he had dementia for the last years of his life, and we talk about that. (People report leaving only a smaller percentage of their conscious energy in their body when that happens - the rest is already "back home.") When the topic arises, Jennifer is shown an image of the current candidate, I mention that his father Fred had the affliction. (And for the record we interview both FRED TRUMP and BEAU BIDEN in a podcast some time after this (search for it on the podcast). It's unusual because Jennifer didn't know who "Fred" or "Bo" was - but she answered questions about their family and the role their controversial family members on the planet are supposed to play. In some cases, people play the adversarial role to teach lessons in unconditional love - because it forces people to confront those issues head on. We may have a podcast this week - although Jennifer is on the road - but in case we don't, this is a reminder of what is at stake. Abraham Lincoln makes an appearance as well.. I know this sounds mind bending, but after doing this with Jennifer for ten years, I know how accurate she can be. She works with members of law enforcement nationwide daily - pro bono. She's very good at what she does. I just felt this was unusual look into the election of four years ago, and how it's the same kind of thing now... there's much at stake, and people on the flipside want us to vote as well.
